Chitungwiza Municipality Halts Demolitions After Lawyers Reminded Them Of The Law

THE Chitungwiza Municipality has stopped the planned demolition of some property after Zimbabwe Lawyers for Human Rights (ZLHR) vigorously protested against the local authority’s cruel actions.

Chitungwiza Municipality Acting Town Clerk Evangelista Machona had on 30 December 2021 issued a Demolition Order stating that the local authority would on 2 January 2022 start demolishing some “buildings and durawalls” at Town Centre Unit D Shopping Centre, which it claims had been built or erected without its approval.

This incensed Chitungwiza Residents Trust, which engaged Tinashe Chinopfukutwa of ZLHR, who on 31 December 2021 wrote a letter to Chitungwiza Municipality asking the local authority to withdraw its Demolition Order as it was unlawful because it had not obtained a court order authorising it to demolish the buildings and durawalls as provided in Section 74 of the Constitution.

Chinopfukutwa also protested that the Demolition Order only made a blanket reference to Town Centre Unit D Shopping Centre and did not identify the individual stand numbers and properties targeted for demolition making it difficult for residents to ascertain if they are
covered by the Demolition Order or not.

The human rights lawyer said the Demolition Order did not comply with provisions of Section 32 of the Regional, Town and Country Planning Act and the Administrative Justice Act and he also reminded Chitungwiza Municipality that there is a pending provisional order
granted by Justice Edith Mushore on 10 June 2021 staying demolitions of all homes, durawalls and informal traders’ structures.

Chinopfukutwa warned Chitungwiza Municipality that he would approach the High Court seeking an order for contempt of court and other appropriate relief in the event that the local authority decided to proceed with the demolitions.

In response, on Monday 3 January 2022, Machona wrote a letter to Chinopfukutwa advising him that “no demolitions shall be executed in compliance” with the Demolition Order and that “demolition of illegal structures shall be executed subject to the provisions of the
Constitution and the Regional, Town and Country Planning Act.

Over the years, ZLHR has intervened on several occasions to save residents of Chitungwiza after the local authority would have threatened to demolish their properties.

ZEC Reveals “Correct” Number Of Registered Voters

By A Correspondent- The Zimbabwe Electoral Commission (ZEC) says it has so far recorded five million, six hundred and forty-seven thousand (5 647 000) registered voters countrywide for next year’s elections.

In a statement, ZEC Commissioner Joyce Kazembe said 22 000 dead people have been removed from the voters roll.

She also said that voter registration was voluntary and continuous according to the law. Said Kazembe:

By end of November 2021, we had recorded 5 647 000 registered voters for 2023 elections including the new ones and those that had registered in the previous elections.

The figure provided by the commission was of voters registered in 2021 and is not the cumulative figure in the country’s voter’s roll.

Please note that the figure is added to already registered voters in the voters roll.

The Commission implores all prospective registrants to visit our 63 districts and 10 provincial offices to get registered.

… Come 2023, the commission will be ready to hold the general elections without any hurdles.

ZEC has of late come under intense scrutiny over allegations that it was under-reporting registration statistics across the country.

Last week, the electoral body revised upwards the number of newly registered voters in 2021 after members of the public disputed its recent disclosure that only 2 000 people had registered to vote.

On Friday, ZEC released new statistics that showed that only 2 971 new voters were registered to vote countrywide, contrary to the 2 000 that the ZEC commissioner Jasper Mangwana announced last week Wednesday.-statemedia

Cattle Thieves Attack Whistle-Blower With Machetes

By A Correspondent- The Police in Gwanda is investigating a case in which villagers attacked a 72-year-old man with machetes accusing him of selling them out to the police.

In a statement, the police said the public violence case occurred at Manyunyu Village, Tshanyaugwe, Gwanda on Sunday at 2 AM.

“Several suspects from neighbhouring villages armed with axes, machetes, spears, iron bars and knobkerries attacked a man (72) and his three sons alleging that they were giving information to the Police on the suspects’ cattle rustling activities,” said the police.

Gweru Mayor Exposes Mwonzora

By-Gweru mayor Josiah Makombe (MDC-T) yesterday reported his party leader Douglas Mwonzora and secretary-general Paurina Mpariwa to the police for lying under oath.


Makombe, through his lawyer Nqobani Sithole, said Mwonzora and Mpariwa jointly lied under oath in a case before the Bulawayo High Court where the MDC-T leaders claimed they had not recalled him from office.


He alleged that Local Government minister July Moyo was in possession of a letter from the duo recalling him.


The matter was recorded at Bulawayo Central Police Station under case CR 27 /01/22.
“I can confirm that we filed a police report against Mwonzora and Mpariwa. Police said they are investigating the matter,” Sithole said.


Mwonzora’s spokesperson Lloyd Damba said: “The matter is still at the courts whose judgment we are still waiting for. Those who reported did so within their rights but how can they claim that they lied when the minister did not act on the alleged letter which he possesses?”


Bulawayo police spokesperson Inspector Abednico Ncube referred questions to national police spokesperson Assistant Commissioner Paul Nyathi who was not picking up calls yesterday.


The report comes after Makombe filed a joint urgent application at the Bulawayo High Court with party vice-president Thokozani Khupe and Chitungwiza mayor Lovemore Maiko seeking an interdict to stop their impending recalls from the opposition
party.
The trio claimed it was being targeted for allegedly sympathising with MDC Alliance leader Nelson Chamisa.

Top War Veteran Jailed For Stealing 17 Cattle During Land Reform

By- A Harare magistrate Victoria Mashamba has convicted a Mashonaland Central’s self-styled war veterans commander Dzingai Nevhunjere, of stealing 17 cattle belonging to a former white commercial farmer.

Nevhunjere, at the height of the land reform programme in 2002, allegedly terrorised commercial farmers in Mazowe district.

He was, was yesterday convicted of stealing 17 cattle from former farmer Thomas Charles Bayley.

His conviction came 20 years after the court challenge was lodged.

In mitigation, Nevhunjere’s lawyers Tonderai Chikosha and Tsitsi Katherine pleaded for a lenient sentence saying their client committed the offence during the peak of the land reform programme.

They said after chasing away Bayley, Nevhunjere (64) thought that the beasts belonged to him.

“During the time of the alleged offence, he was 44 years. He is married with six children with the young one being 11 years old. He is a war veteran who fought for the liberation of this country. He has been going through this trial for the past 20 years and it had a negative impact on him,” Chikosha said.

Prosecutor Tafadzwa Shoko said Nevhunjere should be given a lengthy sentence to deter other would-be offenders.

“17 beasts were recovered, however, the recovery of the beasts were not by chance. The recovery was as a result of the skill by the police and information supplied by witnesses. He did not assist in the recovery of the beasts. The recovery is not part of remorse of the convict, because of not being remorseful the court must not be lenient,” Shoko said, describing stocktheft as a serious crime.

Mashamba postponed sentencing to today.

Bayley was the owner of Danburry Park Farm in Marlborough, Harare.

Allegations were that Nevhunjere and some youths invaded the farm on April 13, 2002 and prevented Bayley from entering it.

They barricaded the entrance using poles and drums, and then forced Baylely’s family out of the farm, which had 977 cattle and 210 calves. Nevhunjere took custody of all the cattle.

On April 5 and 7, 2002, Nevhunjere then drove 20 cattle to his Omeath Farm in Mvurwi.

Sixteen beasts were recovered from Nevhunjere on November 13, 2003 after the complainant identified them.

The court also heard that on several occasions, the war veteran would order his youths to slaughter cows for meat.

When Bayley was finally allowed to enter his farm on July 13, 2002, he collected 1 042 cattle, and discovered that 145 beasts were missing.

On February 5, 2005 police recovered six beasts from Nevhunjere.

Lawyers Save Chitungwiza Residents From Murambatsvina

By -THe Zimbabwe lawyers For Human Rights (ZLHR) has successfully blocked the Chitungwiza Municipality to stop destroying residents houses.

The municipality this week withdrew a demolition order which it issued on 31 December threatening to demolish “buildings and durawalls” at Town Centre Unit D Shopping Centre.

The development came after the Zimbabwe Lawyer for Human Rights (ZLHR) on 31 December 2021 wrote a letter to the local authority on behalf of Chitungwiza Residents Trust asking the local authority to withdraw the demolition order.

ZLHR said in a statement:
A significant victory in the New Year! [Chitungwiza Municipality] has withdrawn a Demolition Order which it issued on 30 December 2021 and advised us that “no demolitions shall be executed in compliance with it.”
In a letter written to [Zimbabwe Lawyer for Human Rights] on 3 January 2022, [Chitungwiza Municipality] said “demolition of illegal structures shall be executed subject to the provisions of the Constitution & the Regional, Town & Country Planning Act.”
This assurance came after our lawyer [Tinashe Chinox] on 31 December 2021 wrote a letter to the local authority on behalf of [Chitungwiza Residents Trust] asking [Chitungwiza Municipality] to withdraw the Demolition Order which it issued threatening to demolish “buildings and durawalls” at Town Centre Unit D Shopping Centre.
In a notice to residents last week, Acting Town Clerk Evangelist Machona said all those who are building or have already constructed any structures at the shopping centre have to avail council papers that prove that their structures are legal. Wrote Machona:

Notice is hereby given that it has come to the attention of Council that at Town Centre Unit D Shopping Centre, illegal structures (buildings and durawalls) are in the process of being put up or have already been put up without Council approval.
Therefore, take note that in terms of Section 35 of the Regional, Town and Country Planning Act (Chapter 29: 12) you are ordered to: Demolish any structures erected and remove any rubble from the land and restore the land to its original state.
This order comes into operation within 48hrs and the demolitions and actions outlined herein should be completed by January the 2nd, 2022.
All those buildings without adequate council papers and inspections will risk having their structures demolished.

Zimbabweans Feared Dead In SA Bus Horror Crash

By- Three people believed to be Zimbabweans were killed when a bus they were travelling in was involved in a road accident a few kilometres before Polokwane on Monday evening.

It is understood that 40 other passengers were injured in the accident that occurred near Botlokwa in Limpopo province.
In a statement yesterday, Limpopo’s Department of Traffic and Community Safety said the matter was under investigation.
“It is alleged that the driver of the speeding Scania bus lost control of the coach, hit an electricity pole and overturned,” read part of the statement.

“Three people were certified dead on the scene and over 40 passengers were rushed to hospitals in Botlokwa and Polokwane.
“Reckless and negligent driving is cited as a possible cause of the accident.”
Limpopo Transport and Community Safety officer, Mavhungu Lerule-Ramakhanya yesterday sent messages of condolences to the families that lost their loved ones in the crash.
She also encouraged public transport operators to obey the speed limits since they had the responsibility to transport thousands of commuters on a daily basis.

Over 50 Zimbabweans have been killed in road traffic accidents along the N1 Highway in South Africa in the last 12 months.
The N1 Highway is the major commercial artery that links South Africa to Zimbabwe, Zambia, Malawi, Tanzania, Angola and Mozambique.

Chief Serima Terrorizes High School Teacher

Tinashe Sambiri|Zanu PF bigwigs, Chief Serima and members of the dreaded Central Intelligence Organization have instructed the Ministry of Primary and Secondary Education to transfer a Gutu teacher for allegedly denouncing Mr Emmerson Mnangagwa.

Zanu PF MP for Gutu West Constituency, John Paradza also claims the teacher, Batsiranai Ngugama of Serima High School, is mobilizing the local community to vote against him.

On December 30, CIO operatives drove to Ngungama’s house and spent five minutes on a surveillance mission.

Speaking to ZimEye.com on Tuesday Ngugama said:

“MP Paradza, Chief Serima, police and OPC have instructed the DSI to transfer me immediately.

I have been instructed to vacate Gutu West by chief Serima, MP Paradza, OPC and CIO.

MP John Paradza says if he loses the 2023 polls it will because of me.They ( Zanu PF and CIO agents) also wanted to invade my house,” said Ngugama.

One Harrison Manda is directing the operations.

Ngungama’s lawyer, Advocate Martin Mureri is working on the matter.

ARTUZ Denounces Harassment Of Serima High School Teacher

The Amalgamated Rural Teachers Union of Zimbabwe(ARTUZ) has denounced the harassment of Batsiranai Ngugama of Serima High School in Gutu District.

Ngugama is an English Language teacher at the Roman Catholic tun school.

Zanu PF bigwigs, Chief Serima, MP John Paradza and Central Intelligence bosses ordered the immediate transfer of Ngugama.

He is accused of denouncing the Zanu PF leader Emmerson Mnangagwa and “inciting” members of the local community to vote for President Nelson Chamisa.

State Security agents claim Ngugama is a security threat.

ZEC says it’s registered 5,7 million people, as Ngarivhume reveals there are only 2971 people | WHO DO YOU TRUST?

After the outrageous report that only 2971 people were registered to vote in 2021, I decided to visit the ZEC offices to demand for answers. Citizens are clearly justified to call for the resignation of the ZEC chief elections officer Utoile Slygwana. He is famous for announcing election results back in 2005.

When I got to the ZEC offices around 10AM, I was greeted by a truck of armed riot police. We parked our two small cars outside the heavily fortified office. Inside there was no parking space, the car park was fully packed with brand new 4X4 vehicles. You need not be a mathematician to estimate that the value of the vehicles runs into millions of US dollars!

At the gate were four armed police officers in uniform. They asked who we were and the TZ organizing secretary introduced our delegation. As he mentioned that I was Ngarivhume they pointed us to the offices and that we go in and see the police at the reception. I was alarmed, police at ZEC reception?

We went to the reception as directed, there were four police officers at the foyer reception. They asked for our details and questioned us the reason of our visit. Our organising secretary explained again. We asked to see the chief elections officer.

One police man lead us into the ZEC reception where there was no one. He gave us chairs to sit and asked us to wait. After fifteen minutes a gentleman came to speak to us and we explained ourself again. He went out to call the ZEC Director of public relations and they both sat for a meeting with us.

We obviously raised our great exception to the presence of police at ZEC offices and the various layers of police that we went through to secure the meeting.

They explained to us that it’s for security reasons. Zec had been attacked by hooligans before and so they were taking preventive measures. We highlighted that as it stands ZEC is no longer an office for the people of Zimbabwe but a private security fortification. They noted our concern and promised to raise it to the higher authorities.

The two ZEC officials informed us that we could not see the chief elections officer because he was not in the office neither was any of the ZEC commissioners. We agreed to discuss with them.

We shared our huge frustration of the 2900 people registered to vote in 2021. We informed them that citizens were angry and are calling for the resignation of the chief elections officer for gross incompetence.

We demanded to know the ZEC plan for 2022 as far as voter registration is concerned and the plan for by elections coming up in April.

We also asked to know when a more massive and aggressive voter registration campaign is starting.

In response they said that they also are let down by lack of progress to issue National IDs from the Registrar General’s office. They assured us that a more aggressive program with over 900 registration centers was coming in February. Currently they said registration was only in 73 centres throughout the country.

They also informed us that they were launching various radio programs to promote voter registration which will culminate in a delimitation exercise.

After a one hour meeting we left. We were led out by three police officers and one ZEC official.

When we got out, I got a harrowing narration of harassment of my team by officers claiming to be CIO and police intelligence. My team informed me that they were surrounded and asked endless questions by plain clothed men claiming to be CIOs. They were demanding to know what they were doing at ZEC and what Ngarivhume really wanted.

Several 4×4 vehicles came in and occupants were taking pictures of our two very small vehicles. A dozen plain cloth men and women were involved in the harassment operation.

My team took reg numbers of vehicles that had and pictures of some of the CIOs and plain clothed policemen. Some of them were armed.

I was informed that there was near confrontation with my team as they were very provocative and agitated.

I was angry to hear this. I realized that this regime has upped the stakes of freeing this nation. If we are to achieve change, that may not at all come cheap. Now they have militarized an office that is suppose to be for the citizens. It’s now a military facility.

Police are harassing stakeholders at ZEC who are suppose to be partners in the roles and responsibilities of Zec. Where are we going as a nation? The CIO identify themselves openly at a ZEC office and show their anger that an opposition official is at the ZEC office. So who is suppose to be there?

As I am writing this I realize that our task ahead is no small. We must be ready to risk ourselves as we seek justice and freedom in this country.

The regime and the captured systems are not ready for free and fairness no they aren’t! I could read that from the heavily condoned ZEC offices this morning.

But our resolve is unshackable. Aluta continua.

Malaria vaccine a beacon of hope in the fight against a range of infectious diseases

Just as health workers have been guiding lights in these difficult times, so has the transformative potential of science.

WHO’s recommendation of the widespread use of a malaria vaccine for children at risk, particularly in sub-Saharan Africa, marked a milestone moment for child health and malaria control.

The recommendation was based on results from an ongoing pilot programme of the RTS,S vaccine in Ghana, Kenya and Malawi that has reached more than 800 000 children since 2019.

The vaccine has reinvigorated the fight against malaria, which claimed the lives of over 600 000 people in Africa in 2020. Children under the age of 5 represented 80% of these deaths.

Even before the pandemic struck, there were signs that after years of phenomenal gains, progress was stalling.

Other major achievements relating to immunization include the introduction of a licensed Ebola vaccine and launch of a landmark new global plan to tackle meningitis.

Meanwhile, we released new evidence that more countries are following WHO’s advice on the steps to take when HIV drug resistance reaches critical thresholds. This is an important step forward in the global fight against antimicrobial resistance, about which WHO continues to raise the alarm, calling for action on innovation and within the food system.

WHO signals alarm about dementia challenge
Individuals can do a lot themselves to stay healthy but they can’t do it all on their own.

WHO released its first report on the global status of the public health response to dementia, showing that only a quarter of countries worldwide have a national policy, strategy or plan for supporting people with dementia and their families.

These gaps are increasingly concerning, as the number of people living with dementia is growing.

WHO estimates that more than 55 million people (8.1% of women and 5.4% of men over 65 years) are living with dementia.

As life expectancy increases worldwide, this number is estimated to rise to 78 million by 2030 and to 139 million by 2050.

To drive change, the report highlights the urgent need to strengthen support at national level, for both people with dementia and those who care for them. Many countries lack earmarked funding in national health budgets, leaving significant gaps in treatment and care, and do not comprehensively involve people with dementia and their carers and families in developing policies. These are among the areas for change.

WHO is also developing a Dementia Research Blueprint, to structure research efforts and stimulate new initiatives, helping to overcome challenges related to past unsuccessful clinical trials for treatments and the high costs of research and development.

Pre-scholar Malled By Croco To Death

A 5-year-old boy from Zongororo Village under Chief Mukota in Nyamapanda was recently attacked and killed by a crocodile in Mazowe River.

The crocodile reportedly attacked Shadreck July, who was playing in the water while his mother Ndaizivei Rabu (39) and his sister Nyasha July were washing their clothes nearby.

Reports say Rabu saw her child drowning and shouted for help from some villagers who rushed to the scene and realised that a crocodile was attacking the child. It is reported that all efforts to save the child were in vain.

The matter was reported to Nyamapanda police station who called in the police Sub-Aqua Unit for assistance. The Unit is said to have gone to the scene to retrieve the body but failed as the it had drifted to a part of the river where the flow was turbulent.

Police spokesperson for Mashonaland East Province Inspector Simon Chazovachiyi confirmed the incident and urged parents to always look for their children and stop them from playing in water bodies.

KFC Closes Vic Falls Branch

By- International fast food chain, Kentucky Fried Chicken (KFC) has closed its Victoria Falls branch citing lack of business.
This is happening when President Emmerson Mnangagwa is saying that more investors are coming to invest in the country.

The state media reports that the closed branch was opened in December 2016 and created jobs for about 30 employees, who have now been left stranded following closure of the outlet on December 31.

KFC Victoria Falls was the international brand’s sixth outlet in Zimbabwe.

Six Gwanda Men Stone Sheep “Thief” To Death

By -Six men from Magedleni Village in Gwanda have been arrested for allegedly stoning and killing another at his homestead after they found him skinning a sheep that was reportedly stolen.

The victim, Richard Nyoni, was stoned by the six men of which four Mayibongwe Nsingo (38), Thulani Mdlongwa (33), Likhwa Nsingo (20), Thobekani Nsingo (20) and Stanford Nsingo (44) have since been arrested and are up for murder. The other two Khumbulani Nsingo and Moses Ndlovu are still at large.
Posting on their Twitter page, police said the alleged murder occurred on Monday.

“Police in Gwanda have arrested Mayibongwe Nsingo (38), Thulani Mdlongwa (33), Likhwa Nsingo (20), Thobekani Nsingo (20) and Stanford Nsingo (44) in connection with a case of murder which occurred on 03/01/2022 at Magedleni Village.
“The suspects as well as Khumbulani Nsingo and Moses Ndlovu who are still at large, hit the victim, Richard Nyoni with stones and logs after they found him at his homestead, skinning a sheep allegedly stolen from Unite Ndlovu (58),” posted police.

Overzealous Zanu PF Lawyer Faces Deportation

By- The ruling Zanu PF Sandton chairperson Simba Chitando faces expulsion from South Africa after he issued a statement condemning a South African cabinet minister and proposing sanctions against the neighbouring country’s entities.

Chitando said Zimbabwe should introduce a Dr Motsoaledi Aviation Bill which will see South African air traffic passing over Zimbabwe being levied.
He was referring to South Africa’s Home Affairs Minister Aaron Motsoaledi whose ministry is responsible for immigration in that country.
In November last year, South Africa announced that it was discontinuing special permits for Zimbabweans, called the Zimbabwe Exemption Permits (ZEP) that benefited about 200 000 Zimbabwean nationals.

In a statement, Chitando accused Motsoaledi of promoting xenophobia, remarks that may end his stay in South Africa. Part of the statement read:
Dr Motsoledi emboldens xenophobic violence, through his support for xenophobic organisations, like “Put South Africa First”, which incite violence targeting Zimbabweans, which has led to the loss of life, severe injury, and destruction of property.

South Africa’s Head of Public Diplomacy in the Ministry of International Relations and Cooperation, Clayson Monyela, confirmed that Chitando has been reported to authorities.
He was responding to a Twitter user, African Renaissance who had demanded that Chitando be reported to “Monyela’s bosses” to act.

“You guys are playing. Deport the boy with immediate effect. This back and forth won’t work. He insulted our Minister & inevitably our cabinet, and in any sane sovereign state, he should be sending such foolish letters outside the country. @ClaysonMonyela report to bosses to act,” read the tweet.

Without giving any details and what action the South African Government could take against Chitando, Monyela responded, “Reported. Done!”

Lightning Displaces Beitbridge Family

By-A Beitbridge family has been left homeless after lightning struck their home Sunday morning.

The eight-member family comes from Siyoka area, Ward 12, some 100km west of Beitbridge town.

Property worth thousands of dollars, including clothes and food, went up in smoke early Sunday morning (at around 1 am) during a thunderstorm.
Beitbridge District’s Civil Protection Unit Chairperson (CPU), Mrs Sikhangazile Mafu who is also the District Development Coordinator (DDC), said they had sent a local disaster management team to assess the damages on the ground.

“We have a team led by Ward 12 councillor on the ground to assess the damage and the needs of the family and to also check if they are more homesteads that were affected by the same storm in Siyoka area,” she said.
“The information we are having so far is that eight family members, including four children and four adults, are now sharing one hut as a result of this unfortunate incident.”
Mrs Mafu said they had started mobilising food, nonfood items (blankets, clothes, sanitary wear, pots, and soap), and building material for the family to build another house.
At the moment, she said, they will use tents as temporary shelter for the eight family members.

Beatrice Man Exectrocuted Stealing Zesa Transformer

By- An unidentified man suspected to be an electricity transformer thief was found dead after he was electrocuted while trying to steal a Zimbabwe Electricity Transmission and Distribution (ZETDC) transformer in Beatrice.

Local cattle herders stumbled upon the body on Monday morning at a transformer at Gowelands B, Beatrice.

A satchel with an empty wallet, spanners, a rope, a pair of trousers, a jacket and a t-shirt was found on the deceased.



The Mirror reported that their efforts to get a comment from Mashonaland East police spokesperson Inspector Simon Chazovachivi were futile as his mobile was unreachable.

The publication also reported sources as saying that a group of men was seen milling at the transformer place at around 1 AM.

The now-deceased is reported to have climbed up the transformer and was electrocuted after hooking a live wire.

Meanwhile, most of Gowelands B did not have electricity on Monday.

By Jane Mlambo| Project Vote 263 which ran a campaign to mobilize young people to register to vote has demanded electronic and printed copies of the consolidated voters roll from the electoral mother body Zimbabwe Electoral Commission (ZEC) saying they want to intelligently read and analyse its contents.

Project Vote 263 wrote to ZEC through the Zimbabwe Lawyers for Human Rights (ZLHR).

“On behalf of @ProjectVote263, we have written to @ZECzim asking to be furnished with copies of an Electronic & Print version of Consolidated National Voters Roll to use for purposes associated with the Electoral Act & not for commercial or other purposes. Our client would like to intelligently read, search & analyse its contents. @ProjectVote263 is represented by Dr Godfrey Mupanga of @ZLHRLawyers,” ZLHR has announced.

ZEC has come under fire after they announced that only 2000 new voters had registered in 2021 despite various campaigns spearheaded by the opposition MDC Alliance, Project Vote 263, Women in Leadership and Development, The Electoral Resource Centre and many other organisations including the Vendors Initiative for Social and Economic Tranformation.

The organisations have disputed the ZEC numbers saying a lot more people were mobilized to register to vote.

State Prosecutor Accused Of Poking Nose In A Matter Still Pending Before The Court

By A Correspondent| State Prosecutor Tafara Chirambira stands accused of interfering in a matter that is yet to be determined by the court after ‘recklessly’ exonerating Pokugara Properties and City of Harare employees who are facing perjury charges and malicious damage to property before the Harare Magistrate Court.

Harare businessman George Katsimberis reported Pokugara Properties and City of Harare officials for malicious damage to property and perjury after they connived to destroy a show house built at the corner of Teviotdale and Whitwell road in Borrowdale.

The matter is still pending and Katsimberis has began testifying in both cases.

While responding to a High Court application for review of a ruling by Harare Magistrate Letwin Rwodzi, Chirambira exonerated Pokugara Properties and City of Harare officials saying the complainant (Katsimberis) did not have approved plans for the show house.

“There was absolutely no perjury by the persons named. All what they said was the truth. Applicant did not and even today does not have approved plans for the showroom,” said Chirambira.

This is despite the fact that Katsimberis has provided the court with bank statements confirming transfer of money made into the City of Harare account.

A City of Harare official has also written to the court confirming the authenticity of a date stamp and signature appended on the approved plans in possession of Katsimberis.

Chirambira goes on to make perjurious claims that City of Harare has the power to destroy houses without a court order.

But Section 32 of the Regional, Town and Country Planning Act stipulates a local authority to serve the owner of the land concerned with an order which states the nature of contravention and the action required to be taken within a set time.

“If it appears to the local planning authority that any development has been or is being carried out in contravention of this Act, it may, if it considers it expedient, having regard to the provisions of any operative master plan or local plan or an approved scheme and to any other material considerations, serve upon the owner of the land concerned and upon any other person who, in the opinion of the authority, will be affected thereby an order which— (a) states the nature of the contravention; and (b) specifies the action required to be taken by the person or persons specified in the order within such period as may be specified therein,” reads Section 32 of the Act.

In his answering affidavit to the same matter, Katsimberis complained of Chirambira’s conduct saying he has shown bias unexpected of a state prosecutor.

He also questioned the tone of Chirambira’s affidavit.

“Besides the tone of the affidavit is neutral. Firstly Mr Tafara Chirambira has no knowledge of the facts and of the dispute between myself, Michael Van Blerk, Pokugara and Kenneth Raydon Sharpe,” said Katsimberis

Warriors, Cameroon Friendly Cancelled

The Warriors’ proposed friendly match against Cameroon on Tuesday has been cancelled.

The game was supposed to round up the national team’s preparations for the Afcon 2021 tournament.

According to manager, Wellington Mpandare, the plans have been shelved after the two teams failed to agree on a date for the encounter.

The Indomitable Lions had proposed that the match be played on Monday.

However, the Warriors were involved in another friendly on Sunday against Sudan.

Mpandare told The Herald: “That game is no longer possible. Cameroon wanted to use the match venue for their opening game in the tournament but CAF advised that the venue is not available for use by any team five days before the start of the tournament, in line with the tournament rules.

“So the Cameroonians wanted us to play on Monday (today) but we felt it was not ideal to play two games in successive days since we had another game lined up against Sudan (yesterday).”

Latest On Mahachi Injury

Kudakwashe Mahachi should be ready for the Warriors’ first game of the Afcon 2021 against Senegal on Monday, team doctor Nicholas Munyonga has said.

The winger suffered a knock on his thigh after a collision with an opponent in Sunday’s practice match versus Sudan.

He started in the game but was subbed off midway in the first half and replaced by Onismor Bhasera.

In an update, Munyonga said Mahachi sustained a thigh contusion, which should take a maximum of three days to heal.

The doctor said: “It’s nothing serious. It’s a thigh contusion that resulted from a collision with an opponent.

“He should be okay in the next two to three days.”

Malaria vaccine a beacon of hope in the fight against a range of infectious diseases

Just as health workers have been guiding lights in these difficult times, so has the transformative potential of science.

WHO’s recommendation of the widespread use of a malaria vaccine for children at risk, particularly in sub-Saharan Africa, marked a milestone moment for child health and malaria control.

The recommendation was based on results from an ongoing pilot programme of the RTS,S vaccine in Ghana, Kenya and Malawi that has reached more than 800 000 children since 2019.

The vaccine has reinvigorated the fight against malaria, which claimed the lives of over 600 000 people in Africa in 2020. Children under the age of 5 represented 80% of these deaths.

Even before the pandemic struck, there were signs that after years of phenomenal gains, progress was stalling.

Other major achievements relating to immunization include the introduction of a licensed Ebola vaccine and launch of a landmark new global plan to tackle meningitis.

Meanwhile, we released new evidence that more countries are following WHO’s advice on the steps to take when HIV drug resistance reaches critical thresholds. This is an important step forward in the global fight against antimicrobial resistance, about which WHO continues to raise the alarm, calling for action on innovation and within the food system.

WHO signals alarm about dementia challenge
Individuals can do a lot themselves to stay healthy but they can’t do it all on their own.

WHO released its first report on the global status of the public health response to dementia, showing that only a quarter of countries worldwide have a national policy, strategy or plan for supporting people with dementia and their families.

These gaps are increasingly concerning, as the number of people living with dementia is growing.

WHO estimates that more than 55 million people (8.1% of women and 5.4% of men over 65 years) are living with dementia.

As life expectancy increases worldwide, this number is estimated to rise to 78 million by 2030 and to 139 million by 2050.

To drive change, the report highlights the urgent need to strengthen support at national level, for both people with dementia and those who care for them. Many countries lack earmarked funding in national health budgets, leaving significant gaps in treatment and care, and do not comprehensively involve people with dementia and their carers and families in developing policies. These are among the areas for change.

WHO is also developing a Dementia Research Blueprint, to structure research efforts and stimulate new initiatives, helping to overcome challenges related to past unsuccessful clinical trials for treatments and the high costs of research and development.

5 Gwanda Man Nabbed For Killing Sheep Thief

By A Correspondent- Police details in Gwanda have arrested Mayibongwe Nsingo (38), Thulani Mdlongwa (33), Likhwa Nsingo (20), Thobekani Nsingo (20) and Stanford Nsingo (44) in connection with a case of murder which occurred on Monday at Magedleni Village.

In an unrelated incident police are investigating a case of public violence which occurred at Manyunyu Village, Tshanyaugwe, Gwanda on Sunday at about 0200 hours.

According to police reports, several suspects from neighbhouring villages armed with axes, machetes, spears, iron bars and knobkerries attacked a man (72) and his three sons alleging that they were giving information to the Police on the suspects’ cattle rustling activities.

Meanwhile, Police are hunting for the suspects who include, Prince Makhalima, Mehluli Makhalima, Nhlanhla Makhalima, Precautious Makhalima, Mavha Gumbi, Nkomoza Gumbi, as well as other suspects only identified as Lawrence, Mbongeni and Evans among other unnamed suspects

Electrocuted Boy (15) Appeals For Help

By A Correspondent- The family of a 15 year old boy from Plumtree who was injured by an electric shock that killed two donkeys last week is appealing for financial assistance so that they can buy medication for the teenager.

The boy, Mthokozisi Ncube, was in the company of his 17-year-old brother, taking their sister-in-law to a hospital using a donkey-drawn scotch cart when he was electrocuted.

The scotch cart was being drawn by three donkeys and two of them died on the spot after being electrocuted.

Mthokozisi was seriously injured on his right hand and fingers and has been going to Plumtree District Hospital seeking medical attention.

His grandfather Emody Dube, told CITE that they were in need of financial help to get Mthokozisi to Mpilo Central Hospital for further medical assistance. He said:

Not much has been done for him in Plumtree. He needs at least some pills and injections for the wound to heal and for the pain as well. They (health workers) only put bandages on him. There was no other medication.

If we could get him to Mpilo Central Hospital it would be better. But still considering the current situation there would be a need to buy more medication. We are appealing to those who can be able to assist to kindly do so.

Demolition Order Shelved

By A Correspondent- Chitungwiza Municipality has withdrawn a demolition order which it issued on 31 December threatening to demolish “buildings and durawalls” at Town Centre Unit D Shopping Centre.

The development came after the Zimbabwe Lawyer for Human Rights (ZLHR) on 31 December 2021 wrote a letter to the local authority on behalf of Chitungwiza Residents Trust asking the local authority to withdraw the demolition order.

ZLHR said in a statement:

A significant victory in the New Year! [Chitungwiza Municipality] has withdrawn a Demolition Order which it issued on 30 December 2021 and advised us that “no demolitions shall be executed in compliance with it.”

In a letter written to [Zimbabwe Lawyer for Human Rights] on 3 January 2022, [Chitungwiza Municipality] said “demolition of illegal structures shall be executed subject to the provisions of the Constitution & the Regional, Town & Country Planning Act.”

This assurance came after our lawyer [Tinashe Chinox] on 31 December 2021 wrote a letter to the local authority on behalf of [Chitungwiza Residents Trust] asking [Chitungwiza Municipality] to withdraw the Demolition Order which it issued threatening to demolish “buildings and durawalls” at Town Centre Unit D Shopping Centre.

In a notice to residents last week, Acting Town Clerk Evangelist Machona said all those who are building or have already constructed any structures at the shopping centre have to avail council papers that prove that their structures are legal.

Wrote Machona:

Notice is hereby given that it has come to the attention of Council that at Town Centre Unit D Shopping Centre, illegal structures (buildings and durawalls) are in the process of being put up or have already been put up without Council approval.

Therefore, take note that in terms of Section 35 of the Regional, Town and Country Planning Act (Chapter 29: 12) you are ordered to: Demolish any structures erected and remove any rubble from the land and restore the land to its original state.

This order comes into operation within 48hrs and the demolitions and actions outlined herein should be completed by January the 2nd, 2022.

All those buildings without adequate council papers and inspections will risk having their structures demolished.

Fraudster On The Run After Duping Borrowdale Residents

By A Correspondent- A “sweet-talking” fraudster is on the police’s wanted list after she allegedly duped Borrowdale residents of their money, after promising and failing to deliver various goods since January 2021.

The suspect, Chiyedza Blessing Tichareva, reportedly conned a number of families, including high-profile people, in the Borrowdale suburb.

Her pictures are circulating on the Borrowdale and Greystone Park WhatsApp groups, with one of the messages posted in the groups saying:

That lady has been staying with one of the gardeners without the knowledge of the house owner along Gaydon Road.

She has a sweet tongue and a number of her victims have even failed to report their cases, in a way to protect their names.

One of Tichareva’s alleged victims only identified as Patience told H-Metro that she lost US$100 to the alleged con artist. She said:It is now worrying that there are women targeting other women.

I lost US$100 after she promised to bring me blankets.

She has a sweet tongue, anyone can easily trust her and I fall victim.

I met her while I was looking for water, she told me that she had a boutique at Eastgate Mall and that she crosses to South Africa every week, to bring blankets.

She lied about owning a house and we later found out she was being accommodated by a gardener who never told his employer.

(The landlord stays in South Africa so the gardener accommodated her after telling her that the house belongs to his brother. He made her pay rent and that’s how she stayed at the house long enough to defraud residents).

Patience lodged a police report in June, under RRB 4742205, at Borrowdale Police Station.

It is believed many other cases are still to be reported.

O And A Level Exams Continue

By A Correspondent- 2021 Ordinary and Advanced Level examination candidates resumed writing the Zimbabwe School Examinations Council (ZIMSEC) exams on Monday after a two-week break.

O’ Level candidates sat for Biology as well as English Literature papers while A’ Level candidates sat for Physics, with the last exams set to be written on 31 January.

Last week, President Emmerson Mnangagwa deferred schools opening from 10 January to a date yet to be announced and directed that pupils in non-examination classes should remain at home.

Ministry of Primary and Secondary Education spokesperson, Taungana Ndoro said the absence of other classes has made it easier for the examinations classes to observe COVID-19 protocols. Said Ndoro:We are very lucky that the exams are being written in an environment where the other learners aren’t there.

So social distancing is very easy to implement. We can make use of more infrastructure than is necessary and we can have more spacing than the spacing that we normally have.

The exams around the country started off smoothly, especially in Bulawayo.

We have gone around schools with the City Health department making sure that all schools are adhering to the protocols of COVID-19.

We are making sure that the standard procedures are in place, such as having thermometers, hand washing bays and the like.

Biology Paper Two, English Literature for A-Level, Physics for A-Level and it all went smoothly and we are glad that even the invigilation process went well.

Our noble and responsive teachers came to the party and managed to invigilate very well so it’s all systems go and there are no challenges and we don’t anticipate challenges until the exams are over.

Doctors Warn Against Complacency On Omicron Variant

By A Correspondent- Members of the public have been warned against getting complacent amid the fourth COVID-19 wave triggered by the Omnicron variant of the coronavirus.

This follows reports suggesting that Omicron is milder than the Delta variant that pushed up infections and deaths in mid-2021 during the COVID-19 third wave.

However, a 14-day analysis of the period starting from 20 December 2021 to 2 January this year showed that more cases are being recorded compared to the same period when the second wave hit the country.

From 20 December 2021 to 2 January, 245 COVID-19 deaths were recorded compared to 73 recorded during the same period in 2020.

The daily average of recorded cases is at 1 580 to give a total of 22 121 recorded cases in two weeks so far.

However, during the same period last year, the daily average of recorded cases was 167, which resulted in 2 346 cases over the same period during the 2020 festive season.

The Chief Coordinator of the national response to the COVID-19 pandemic in the Office of the President and Cabinet, Dr Agnes Mahomva, implored the public to remain vigilant and to get vaccinated.

She said:

The view that the fourth wave where the Omicron variant is dominating most of our cases is not bad is not a true reflection of what is on the ground because indeed, we are seeing deaths.

Each time we record a death we are saddened and we just have to put out a message of warning.

We cannot relax or be complacent and we want to continue pushing the message so that our communities remain vigilant.

It is not over until it is over, there is always a danger of a sudden upsurge in deaths and new cases hence let’s not tire doing what we know is right especially getting vaccinated, we know that it saves lives.

She also revealed that by the end of 2021 Zimbabwe had 33 per cent of the targeted population fully vaccinated against COVID-19.

Warriors Friendly Game Called Off

By A Correspondent- The Warriors’ friendly game against the Indomitable Lions of Cameroon that was supposed to take place this Tuesday has been called off.

Zimbabwe had lined up two friendly matches against Sudan and Cameroon in preparation for the Africa Cup of Nations (AFCON) finals that kick off on 9 January.

The Warriors played Sudan on Sunday and this could be their only preparatory match in Cameroon before the tournament starts.

Team manager Wellington Mpandare on Sunday confirmed to The Herald that the proposed match with the Indomitable Lions will no longer take place.

He said:

That game is no longer possible. Cameroon wanted to use the match venue for their opening game in the tournament but CAF advised that the venue is not available for use by any team five days before the start of the tournament, in line with the tournament rules.

So the Cameroonians wanted us to play on Monday (today) but we felt it was not ideal to play two games in successive days since we had another game lined up against Sudan (yesterday).

Cameroon wanted to use the Paul Biya Stadium as the venue for the friendly match with Zimbabwe.

The stadium will host the opening and closing ceremonies of the 33rd AFCON edition.

The opening ceremony will take place this Sunday and will be followed by the match between the hosts, Cameroon and Burkina Faso.

Fuel Price Goes Down In South Africa

A bit of good news for South African motorists in the new year.

Fuel prices are set to decrease on Wednesday.

Petrol prices for both 95 and 93 unleaded will decreases by 68 cents and 71 cents per litre.

Diesel will decrease by 67 cents per litre.

Local fuel prices are determined by international oil prices – as well as the dollar-rand value, as South Africa buys oil in the dollar.

While the price of Brent crude steadily rose over the past month, there has been a decline in local oil import prices, subsequently counteracting the weakening rand.

The reduction comes as a great relief for holidaymakers that plan to return home from holiday.

MDC Alliance Condemns The Torture Of Deported Zimbabweans In S.A

By A Correspondent- The Nelson Chamisa-led MDC Alliance has condemned the country’s security forces for allegedly assaulting and torturing citizens being deported by the South African government for violating the neighbouring country’s migration laws.

The MDC Alliance South Africa chapter said in a statement on Monday:

We would like to condemn in the strongest terms the harassment and abuse of deported Zimbabweans by Zimbabwean soldiers at the Beitbridge border post.

These are desperate Zimbabweans attempting to cross into South Africa because there are no jobs or cheap healthcare in Zimbabwe.

Scenes of huddled poor Zimbabweans surrounded by horse-riding, gun-totting soldiers are disconcerting. This in the midst of the fourth wave is uncalled for and illogical.

Equally puzzling are beatings being meted out on the hapless deportees by the soldiers and police officers.

The behaviour of the soldiers is callous and undeserved, and should therefore be stopped promptly.

The opposition party accused the ZANU PF-led Government of creating the migrant crisis by failing to deal with the country’s political and economic challenges that are now forcing hundreds of Zimbabweans to cross into South Africa illegally on a daily basis.

The statement read:

We expect the clueless Harare regime to adopt a people-centred approach to deal with the migration of Zimbabweans to South Africa.

The ZANU-PF government is the author of the economic and political problems ordinary Zimbabweans are running away from.

Priscilla Chigumba’s Boyfriend’s Son Slaps South Africa Govt With Sanctions, Saying Stop ‘Insulting ZANU PF Leaders’

The son of the vote rigging Zim Electoral Commission Chairperson Priscilla Chigumba’s boyfriend, Simba Chitando has announced sanctions against the South African government as he demands saying the neighbouring country must stop insulting ZANU PF leaders.

FULL TEXT:

ZANU PF SANDTON BRANCH DISCUSSION: “THE DR MOTSOLEDI AVIATION BILL”

  1. Pursuant to the Zanu PF Sandton Branch meeting on 23 December 2021; and the meeting between ZEP leaders and the Zimbabwe Ambassador to South Africa on the same day; Zanu PF Sandton Branch shall, in the terms provided for by the Constitution of Zanu PF, propose an aviation Bill for the consideration by the Zimbabwean people, at home and abroad, to assist ZEP holders in South Africa, Zimbabwean truck drivers, and victims of xenophobic violence in that country.
  2. The following material facts motivate the proposal of the “Dr Motsoledi Aviation Bill”:
    (a) Dr Motsoledi has, upon several occasions, when dealing with regional challenges involving Zimbabweans, publicly insulted senior members of the Zimbabwean government, and Zanu PF, including the First Secretary of Zanu PF, Commander in Chief of the Zimbabwean Defence Forces, and President of the Republic of Zimbabwe, His Excellency President Mnangagwa, and his ministers; (b) The Zimbabwean Ambassador to South Africa informed members of the ZEP community that Dr Motsoledi did not consult him, as had happened in the past, prior to decisions he made about the ZEP community, and is currently ignoring his communications; (c) Dr Motsoledi has instead sent correspondence to the populist organisations called “Put South Africa First” promising reprisals against ZEP holders, after members of “Put South Africa First” conducted widespread acts of xenophobic violence, targeting Zimbabwean nationals, which resulted in the death of several Zimbabweans, severe injury, and loss of property; (d) Dr Motsoledi emboldens xenophobic violence, through his support for xenophobic organisations, like “Put South Africa First”, who incite violence targeting Zimbabweans, which has led to the loss of life, severe injury, and destruction of property; (e) On 29 November 2021 Dr Motsoledi issued a directive, which sought to terminate the employment of thousands of ZEP holders, and close their bank accounts, if they did not meet an impossible deadline, which he then withdrew on 13 December 2021, before a legal challenge on 14 December 2021, and the damage done. The directive caused significant trauma to the Zimbabwean community, and panic; (f) Dr Motsoledi has said that Zimbabwean truck drivers, in the transport business in South Africa should not operate, and has used legislative and executive power to stop their operations on the grounds that he is defending South African sovereignty; (g) There is no financial program for the return of hundreds of thousands of ZEP holders, and millions of ZEP holders’ family members indirectly affected by decision by Dr Motsoledi not to extend the ZEP; (h) The South African people have a right to exercise sovereignty over their territory. (i) The Zimbabwean people have a similar right to protect their sovereignty over their territory. 3. The aviation bill, to be presented to Zanu PF Structures, seeks to do the following:
    (a) Charge a “pollution levy” on all air traffic traveling over Zimbabwean air space departing or arriving at any airport within the Republic of South Africa; (b) Prohibiting any air traffic traveling over Zimbabwean air space departing or arriving at any airport within the Republic of South Africa, save for when the “pollution levy” has been paid, by aviation companies, to the Zimbabwean government;
    (c) Create a fund, to be administered by the Zimbabwean Minister of Finance, for an estimated amount of over 10 Billion United States Dollars, to be raised by said pollution levy, aimed at providing for the return of ZEP holders, compensation of Zimbabwean truck drivers, victims of xenophobic violence in the Republic of South Africa, and planting of flora and fauna in areas in Zimbabwe negatively affected by pollution caused by South African air traffic over Zimbabwe; (d) Provide a tax holiday, and various other tax incentives, for foreign aviation companies who arrive and depart from Zimbabwean airports, to alleviate the financial burden on foreign aviation companies from arrivals and departures from South African airports; (e) Reduce all levies on aviation companies who arrive and depart from Zimbabwean airports.
  3. According to Section 20 (4) of the Constitution of Zanu PF, members have a right to: “make representations to any officer or organ of the Party in respect of any matter which affects his or her rights as a member”. This includes the material facts motivating the Dr Motsoledi Aviation Bill mentioned above, and Section 11 of the Constitution of Zanu PF, which provides “conditions for economic independence, prosperity and equitable distribution of the wealth of the nation” for the benefit of all Zimbabweans, including ZEP holders, and Zimbabwean truck drivers targeted for economic exclusion from the regional economy.
  4. The Dr Motsoledi Bill has no punitive agenda. It merely seeks: “to preserve and defend the sovereignty and independence of Zimbabwe” as provided for by Section 8 of the Constitution of Zanu PF.
  5. Zimbabwean air space is part of its territory and must be protected and preserved from unfair exploitation. “The Dr Motsoledi Aviation Bill” seeks to protect Zimbabwean air space, and preserve Zimbabwe’s economic objectives, which include promoting the rights of ZEP holders, Zimbabwean truck drivers, and victims of xenophobic violence.
    7 The Dr Motsoledi Bill, or even the public debate of the Bill, is not intended to increase the cost of aviation in South Africa, or negatively affect South African tourism, or the cost of imports/exports by air in that territory, and potentially South Africa’s international credit rating. The recent conduct by Dr Motsoledi leaves no doubt that this is an expense the South African economy can afford to reach Dr Motsoledi’s agenda.
  6. The Bill will be presented on or before 31 December 2022, and work on the Bill will commence on 1 January 2022. Once complete, a poll shall be conducted on the intended Bill amongst Zimbabwean citizens before it is put before Zanu PF structures for consideration. The proposed Bill is not official Zanu PF policy, but merely a discussion on one of various ideas to meet Zimbabwe’s regional challenges.
  7. Zimbabwe and South Africa enjoy excellent relations, and we look forward to further cooperation.

Chinese Dangle 10kgs Of Gold To Quash Investigations Into Child Marriage

By A Correspondent- One of the directors at a Chinese-owned mine, Rongxin /Mambo Mine, in Sanyati has reportedly offered 10 kilogrammes of gold as “compensation” to quash the investigation into a marriage between a Chinese engineer at the mine and a local underage girl.

According to a NewsDay report, the 15-year-old girl dropped out of school after she was married off to the Chinese engineer by her parents on 26 November 2021.

The engineer allegedly paid US$2 000 as the customary bride price to the girl’s parents.

The girl was in Form 3 at Tomdrayer Secondary School at the time she was forcefully married off to the Chinese man.

The girl is from Ward 5 under Chief Neuso, Sanyati District, in Mashonaland West province.

NewsDay reported sources as saying that one of the directors at the mine has offered to pay at least 10kg of gold worth US$570 000 for the case to be set aside.

Said a source:

The director of the mine is one of the owner’s daughters. She gives directives from China.

She has said they want the case suppressed by any means possible.

The main reason is that the forced marriage suspect is a key engineer at the mine and operates the underground mining department.

They do not want to lose him by any chance and are doing everything to ensure he is not jailed for marrying the minor.

In December, Zimbabwe Republic Police (ZRP) national spokesperson Assistant Commissioner Paul Nyathi confirmed that a Chinese mine engineer who works at Ringxin/Mambo Mine had been arrested for marrying a minor.

The engineer in question last week appeared before a Kadoma magistrate, where he was remanded out of custody.-newsday

Hwende Appeals To Magaisa-Jonathan Moyo

MDC Alliance Secretary General Charlton Hwende has appealed to former Zanu PF politiburo member Professor Jonathan Moyo and United Kingdom based academic Alex Magaisa to find each other for the good of the party.

Magaisa and Professor Moyo engaged in a Twitter war that dominated the social media streets for weeks on end.

The war started after Professor Moyo advised the opposition MDC Alliance to use the money donated towards Nelson Chamisa’s bullet proof car towards party offices and other administrative costs.

Magaisa rebuked Moyo accusing him of wanting to control the opposition and the war went further to counter accusations of behaving like Zanu PF and shutting out the opposition space to other progressive individuals especially former ruling party members.

As the war escalated, Hwende appealed to the two to find each other but his plea met resistance from Magaisa who reminded Hwende of his responsibilities which did not include reconciling old foes.

“We are stronger together & on behalf of the @mdczimbabwe leadership and membership I would like to publicly appeal to Mukoma @Wamagaisa and Mukoma @ProfJNMoyo to find each and end their fallout for the sake of the suffering Zimbabweans,” reads part of Hwende’s appeal.

“Magaisa There are more important things to occupy you SG. I have never tagged you because the issue has nothing to do with you or the party. People lied, deliberately & purposefully & their aggression is ongoing as long as that lie remains. And I have no business “finding” such people,” said Magaisa in response to Hwende.

Meanwhile the unravelling drama has gone a step higher with party Spokesperson Fadzai Mahere appearing to throw Hwende under the bus after she published a controversial tweet where she reminded everyone that she was the mouthpiece of the movement.

Zanu PF Stalwarts Threaten Another Bhora Musango

By A Correspondent- Some ZANU PF supporters in Manicaland province have threatened to employ the “Bhora Musango” strategy in the 2023 elections by voting for MDC Alliance leader Nelson Chamisa in protest over alleged rigging in last month’s provincial elections.

Bhora Musango was a clandestine campaign by some ZANU PF leaders in the run-up to the 2008 harmonised elections against voting for the party’s presidential candidate Robert Mugabe.

ZANU PF conducted provincial elections on 28 December amid reports of vote-buying, violence, and massive rigging in most districts.

Preliminary results released by ZANU PF’s national political commissar, Mike Bimha showed that in Manicaland, Mike Madiro retained the provincial chairmanship while Happiness Nyakuedzwa won in the women’s league and Stanely Sakupwanya in the youth league.

However, NewZimbabwe.com reported sources in ZANU PF as saying Nyakuedzwa won the election, but the poll was rigged in favour of Madiro.

According to the preliminary results, Madiro polled 16 263 votes against Nyakuedwa’s 14 748. One insider said:

We are going to implement the ‘Bhora Musango strategy’ ahead of the 2023 presidential elections because these internal elections were not legitimately conducted.

In Makoni, the polls were delayed as the vehicle that was supposed to ferry the ballot papers arrived without them. Election coordinators claimed there was a mix-up.

However, we suspect it was a deliberate move to influence the outcome. We cannot remain docile as our internal elections now lack transparency.

Another supporter said it was strange that people who do not have support across the province won in the polls. Said the supporter:

It is worrisome and disheartening that some candidates who won according to preliminary results did not have support across the province.

How can someone win with a wide margin yet have lost support in the party? If the party’s leadership fails to address these legacy issues, we will easily change the goalposts in 2023 and vote for Chamisa.

An unnamed war veteran opined that delaying announcing the results by 72 hours raises questions on the integrity of the elections. He said:

Just imagine, we had to wait for three days for the results to be announced. After the results were announced, the leadership still claimed there is no winner or loser.

This shows that something fishy is happening and we will not condone this.

Teachers Fail To Report For Duty Over Incapacitation

By A Correspondent- Some unions representing teachers on Monday claimed that their members had failed to report for duty to invigilate the ongoing Ordinary Level and Advanced Level ZIMSEC examinations due to financial incapacitation.

2021 Ordinary and Advanced Level examination candidates resumed writing the Zimbabwe School Examinations Council exams on Monday after a two-week break.

Speaking to NewsDay yesterday, Progressive Teachers Union of Zimbabwe (PTUZ) president Takavafira Zhou said:

At the moment invigilation is being carried out by headmasters, their deputy heads, senior teachers as well as heads of departments. A majority of teachers remain incapacitated and are at home.

Amalgamated Rural Teachers Union (ARTUZ) president Obert Masaraure claimed that some rural schools hired villagers and other members of the public to perform invigilation duties.

However, Ministry of Primary and Secondary Education spokesperson Taungana Ndoro dismissed the claims, saying the unions were clamouring for attention.

Said Ndoro:

The truth is it’s totally preposterous to think that villagers can invigilate examinations, or that we have a shortage of teachers.

It is really unfair and is a cry for attention. Exams are progressing well. We have no hitches and we have no complaints.

We are very proud of our education system and our teachers who are doing a great job invigilating.

Schools were scheduled to open for the First Term on 10 January but President Emmerson Mnangagwa directed that they should remain closed indefinitely due to COVID-19.-newsday

“2017 Coup Guns Now Used For Armed Robberies”: Ex Minister

By A Correspondent- Exiled former Deputy Higher and Tertiary Education minister Godfrey Gandawa has suggested that guns that were illegally seized from the police and intelligence services during the November 2017 military coup that overthrew the then president Robert Mugabe are now being used to commit armed robberies.

In a post on Twitter, Gandawa claimed that the guns were seized without documentation and it is unclear if they were returned to State custody.

The seemingly sudden wave of armed robberies involving members of the defence forces is linked to the chaotic, unlawful and dangerous takeover of armouries during the 2017 coup where the police and intelligence services were disarmed without a formal handover-takeover process. 1/

During the coup, every level of security perceived as hostile to the coup-makers was disarmed with weapons taken from lawful possession even at traffic stops. This chaotic process included no documentation. It is unclear that these weapons were returned to state custody. 2/

Indeed, given the fluid situation and the fear of a counterattack that was prevailing at the time, it appears unlikely they would have readily surrendered the weapons to a central authority that could fall out of their control. 3/

A new status quo now prevails in which an unknown quantity of weapons are in the possession of criminal elements linked to the security forces. These weapons add a new dimension to Zimbabwe’s security situation and are possibly outside Mnangagwa’s control. 4/

This is a real possibility for the simple reason that many lower-level coup co-conspirators are yet to be paid for their service. There is growing bitterness within the armed forces over unfulfilled coup promises while the top ranks enjoy the fat of the new dispensation. 5/

Govt cannot dismiss these armed robbers as rogue soldiers given the repeated pattern of military personnel involvement. It is clear that there is a new source of insecurity linked to the army and this requires an honest and meaningful response from govt. /6

In any case, the rogue soldier argument is disproven by the actions of the military subsequent to the killing of these armed robbers. You cannot claim a soldier has gone rogue and yet bury him with military honours following his death at a crime scene. 7/

It is futile for govt to discourage the public from holding large sums of money. Nobody in their right mind wants the risk of carrying large sums of cash; the practice has arisen due to the collapse of confidence in the banking system post the 2017 coup. /8

The bogus foreign currency auction rate is theft by administrative fiat and no amount of persuasion will convince the public to deposit funds into a banking system that forcibly liquidates up to 40% of hard currency at that rate. The public is in an impossible position. /9

If we as a nation, do not address issues of country risk both from a socio-political aspect at a macro level, investors as we know them are risk averse and if we are to attract responsible capital than we should reduce the risk associated with the way we do business.

Despite the economic sanctions imposed on Zimbabwe by the West the economy can perform better if good corporate governance enforcement mechanisms were in place. As we aspire to resuscitate our economy, good corporate governance is a prerequisite which should be embraced as an essential element of doing business.

Poor corporate governance cost the country huge sums of money through the salary-gate scandal by senior managers in state enterprises and parastatals.Several institutions were collapsing, while ordinary people were failing to get their salaries on time and in some cases losing their jobs the government is determined to deal with corruption in both public and private sector.

Development partners can only continue to support the country if their donations are accounted for. Our partners become committed if their every cent they donate is spent on what has been agreed upon. Mass Arrests At Beitbridge Border Post

By-Over 600 people were arrested on Sunday at the Beitbridge border post for allegedly trying to cross to South Africa without proper documentation.

National police spokesperson Paul Nyathi confirmed the arrests.

“We have deployed enough manpower to deal with criminal elements along the border.
“On Sunday alone we arrested 632 people under the ongoing operation ‘No to Cross-border Crimes-Fhasi Ngamilandu Yamukanuni Yamashango — Mhosva Pamiganhu Ngadzipere — Amacala Kawaphele Emingceleni Yelizwe’.
“Among these were smugglers, illegal vendors, Covid-19 protocols violators, and irregular migrants,” he said.
Asst Comm Nyathi said the police were conducting operations concurrently with their South African counterparts.

Police also warned people against using informal crossing points since they risked prosecution, being attacked by thugs or wild animals, and drowning in the Limpopo River.
“We are carrying out the security operations concurrently with our counterparts in South Africa so that we don’t give the criminals breathing space.
“The security forces are out in full force along the borderline and we are descending hard on those breaking the law,” said Asst Comm Nyathi.
He said the number of people using the border has been increasing in the past week with many migrants trying to beat the very tight security checks as the festive season winds up.
The police, said Asst Comm Nyathi, would not take lightly to those people smuggling goods, skipping the border, and smuggling the Covid-19 virus across borders.

It is understood that some immigrants are using over 200 illegal crossing points along the Limpopo River to enter or leave and smuggle goods into the country.
The sole legal crossing point is at Beitbridge.
The most common crossing points are Mai Maria, Dite, Panda Mine, River Ranch, Dulivhadzimu Gorge, Spillway and Tshivhara.
Bulky smuggled goods include electrical gadgets, groceries, and other prohibited goods.
Zimbabwe beefed up security along its border with South Africa in January last year after it was discovered that general crime and smuggling was rife and the country was losing millions of revenue in terms of import duty.
The security patrols are being conducted by helicopters, drones, the police and army horse-mounted units, and the canine sections.
Over 80 000 people were arrested for various offences between January and December last year under the same operation.

ZDF Glorifies Shootings Ignores Soldier Child Rape in Mhondoro

I see nothing of real substance that Brig-Gen Chipwere speaks of as implied by the headline.

Regarding the first incident, Brig Gen Chipwere says the death could have been avoided had the deceased not strayed in the cantonment area…….but he avoids saying the death could also have been avoided had the soldier not fired wily nily at the deceased without verifying his intentions and identity.

In the second incident where soldiers were involved in armed robbery, Brig-Gen Chipwere conveniently does not comment, obviously because there is no justification whatsoever for soldiers to be involved in armed robberies.

In the third incident, the Brigadier is at pains magnifying the warning shots that the soldier fired as the crowd charged, but not pointing out that a firearm should never be an option in such circumstances. We are also not told what the soldier was doing with a firearm in those civilian spaces. (Comment by Chasura Hungwe)

The Brig is taking a defensive posture and trying to blame members of the public for all these incidences.

This kind of approach will not solve the real issues at hand. The issue of discipline in the rank and file of the security forces need to be looked into. The ZDF needs to carry out thorough investigations to get to the bottom of these issues otherwise if this is not done this will come back to haunt them in a matter of time .At this moment these soldiers are still robbing a few thousand dollars from the people but in time they will want more and they will turn their guns on the VIPs, VVIPs and the ruling class and by then the problem will have spiraled out of control.
Right now armed robbery cases need very stiff sentences(minimum 20 years) and if its committed by any member of the security forces then it must be at least 30 years.

The image of the ZDF is at stake and taking a defensive position will not solve the issues at hand. The ZDF must not wait for members of the public to report any mis-behaviour from their members, the ZDF must take a proactive stance, how can the public report the behaviour of ZDF members who reside in barracks and cantonments?  (2nd Comment)

People must report any member of the Zimbabwe Defence Forces (ZDF) engaging in criminal activities or unbecoming behaviour, the ZDF said in a statement on New Year’s Eve after seven people died in three recent shootings, one involving a robbery, one involving a soldier now in custody reacting to a mob attack and another involving a man who ignored warnings in a cantonment area.
Brigadier-General Augustine Chipwere, in a statement yesterday, expressed the ZDF’s regret at the deaths.
“The ZDF acknowledges and regrets the loss of innocent lives and deeply commiserates with the bereaved families and communities. The ZDF will assist all the bereaved families in accordance with regulations pertaining to such incidents. “The ZDF wishes to appeal to members of the public to report any member of the ZDF who behaves in a criminal manner or displays behaviour not in keeping with the ZDF code of conduct, to the nearest cantonment area or to phone the following numbers 024 2792661 and 071 2808007 so that corrective action is taken promptly,” Brig-Gen Chipwere said. In the first incident, a ZDF member who was on patrol on Christmas Eve within the cantonment area at Josiah Tungamirai Air Force Base in Gweru shot and injured Painos Zihesvu Dzvetsvera who later succumbed to his injuries. Brig-Gen Chipwere said the death could have been prevented had the late Mr Dzvetsvera observed and complied with sign posts around the cantonment area and instructions by the patrol.

On the same day Sergeant Lameck Kabara and Corporal Christopher Charuma were part of an armed robbery gang at 2345 Fern Road, Hatfield in Harare that resulted in the death of Elvis Chijaka and serious injury to Brian Chijaka. The two soldiers and their accomplices are already before the courts.
In the third incident on Christmas Day, there was a shooting at Wanganui Shops in Mhondoro Ngezi at around 6pm resulting in the death of five people. According to Brig-Gen Chipwere, investigations indicate Lance Corporal Monga had a misunderstanding with a civilian, Brian Mutero, at the shops resulting in a mob attack on Lance Corporal Monga. After being cornered and in the melee and confusion that followed, Lance Corporal Monga warned the crowd by firing three rounds into the air.
“Despite the warning shots, the crowd continued to close in on him. He then fired his weapon into the crowd thereby killing four people on the spot and injuring four others, of whom one later died at a local clinic. The other three who sustained minor injuries were medically attended to and discharged from hospital,” Brig-Gen Chipwere said.
He said after the incident, Lance Corporal Monga then sought assistance from a nearby school where one of the teachers drove him to the nearest police station but out of fear, the police officers who were manning the police station could not effect an arrest.
The soldier then walked throughout the night to his camp where he handed himself over to the military authorities who in turn surrendered him to the police.- State Media report

Epworth Woman Nabbed For Selling Drugs

By A Correspondent- The Zimbabwe Republic Police (ZRP) has confirmed the arrest of an Epworth woman for selling drugs.

ZRP said the woman was selling dangerous drugs at her house.

Police said this in a statement.

Detectives in Harare acted on a tip off and arrested Patricia Munyengeri (38) at her house in Epworth for unlawful dealing in dangerous drugs. The suspect was found in possession of 20kg x 13 bags of loose dagga weighing 260 kg.

Zanu PF Dumps Own Lawyer Over Soiling Diplomatic Relations

By- The Zimbabwean Embassy in South Africa has distanced itself from a statement issued by the ZANU PF Sandton chairperson Advocate Simba Chitando who alleged that he had a meeting with the Ambassador of Zimbabwe to South Africa to discuss a bill that will see South Africa paying hefty charges for using Zimbabwe airspace.

Chitando said the Bill shall be called the Dr Motsoaledi Aviation Bill.
Below is the Zim-SA Embassy statement to that effect:

  1. The Embassy of the Republic of Zimbabwe to the Republic of South Africa is aware of a statement that is circulating on social media circles bearing the crest of the Office of Advocate Simba Chitando, dated 30 December 2021 and titled “ZANU PF SANDTON DISCUSSION: THE DR MOTSOLEDI AVIATION BILL”.
  2. In its opening paragraph, the document claims that a meeting took place on 23 December 2021 between the ZANU PF Sandton Branch, the ZEP Leaders and the Zimbabwean Ambassador to South Africa.
    This is a total falsehood. The Zimbabwean Ambassador has never had a meeting with the ZANU PF Sandton Branch. The Embassy denounces in the strongest terms this attempt to associate it with this unhelpful statement.
  3. The Embassy wishes to inform that a meeting that took place on 23 December 2021 was between the Ambassador and some ZEP leaders as part of the Embassy’s engagement with holders of the ZEP. That meeting was solely confined to ZEP-related issues and aspects and nothing else. The meeting was non-partisan.
  4. The Embassy is deeply concerned by the content and tone of this statement which is diametrically opposite to the maintenance and strengthening of the excellent bilateral relations between Zimbabwe and South Africa.
  5. The Embassy reiterates the government of Zimbabwe’s acknowledgement and acceptance of the sovereign decision by the government of the Republic of South Africa to not renew the Zimbabwean Exemption Permit (ZEP) on its expiry at 31 December 2021 and to extend a 12 month grace period to ZEP holders to regularize their stay in South Africa in accordance with the relevant laws and regulations of the country.
  6. The Embassy urges Zimbabwean nationals in South Africa to comport themselves in a manner that promotes the good relations between the two countries’ peoples and governments.

Exposed And Embarrassed ZEC Revises Upwards Published Voter Registration Statistics

By- The Zimbabwe Electoral Commission (ZEC) has revised upwards the number of newly registered voters in 2021 after members of the public disputed its recent disclosure that only 2000 people had as at the end of last year in Dember registered to vote.

On Friday, ZEC released new statistics that showed that only 2 971 new voters were registered to vote countrywide, contrary to the 2 000 that the ZEC commissioner Jasper Mangwana announced last week Wednesday.
Various political parties and civic groups in the country have been encouraging new voters to register to vote ahead of the by-elections slated for early this year and the 2023 plebiscite.
In its latest statistics, ZEC said a total of 1 647 men were registered to vote against 1 324 women.
Harare had the highest number of registered voters (722) while Mashonaland Central province only has 15 new registered voters, the least among the 10 provinces in the country.

Non-governmental organisation programme dubbed Project Vote 263 claimed that it had facilitated the registration of 9 635 voters throughout the country last year. Project Vote 263 said in a statement released on Friday:
We have been engaging communities since March 2021, taking them through voter education.
After realising the concerns raised by the citizens of failing to easily access Zec centres in June we started to embark on the provision of transport and mobility services and until this date, we have been doing the best we can to help people reach out to Zec centres.

Members of the public reacted differently to the statistics released by ZEC, with some accusing the electoral body of misrepresenting figures.
Law expert and political analyst Alex Magaisa accused Zec of suppressing the electorate. Magaisa tweeted:
The real story is voter suppression by the election management body, @ZECzim. Unfortunately, some had fallen for the ruse, framing the issue outside ZEC and giving it wriggle room. They started with 2 000, then it rose to 2 900! Remember the furore over election results.

Women Academy for Leadership (Walpe) also accused ZEC of misrepresenting facts saying through its 2.2 million votes for women election campaign, it managed to get 175 women registered in Mutasa, Manicaland province from August to October last year, ZEC said only 117 women registered to vote in the whole of Manicaland province.

FOR HOW LONG WILL ZIMBABWEANS SUFFER IN SOUTH AFRICA?

-Zimbabwe and South Africa are joined to the core not just by a common geographic border but by a myriad of complex socio-economic interests that span over a century. It is in this light that the current predicament of Zimbabwean immigrants in SA must be viewed.
The sight of our Zimbabwean comrades hunted like wild animals. Paraded like thieves hurts to the bone. The mothers whose crime is to go to South Africa to look after their families paraded on social media and televisions like thieves.
Being used by lazy politicians as excuses for the failed policies and laziness of of the South African government.
If only we can do tit for tat to these neighbours who think that they are special.
It will be very difficult and almost impossible for Zimbabwe government to do tit for tat procedures with SOuth Africa,our economy is a big south african supermarket. It has seen years of cruel battering from sanctions and looting. We can’t close beitbridge. Or deport the South African ambassador. These moves will have serious repercussions on our people .
We have bilateral trade agreements with SA .South African under African boarders was under Zimbabwe but when the whites came, the whites separated us .currently Zimbabwe and South Africa are have bilateral trade agreements which date back to the days of Rhodesia .
40% of our imports at the moment come from SA and 75 % of our exports are to SA .
What can we do ? At the moment nothing we can just use diplomacy through useless talk shops like SADC were we will use respect to those battering and killing our people .
Our own markets are not fully developed and not digitised.
We have mbare musika a great market but we can go a long way in developing it and making it a global market .the queen of England bought her vegetables at mbare musika in 1992, this will be a selling point. Our herbal scientists at Mbare Musika offered to give Prince Charles some muti to sort out his marital problems. That again is our selling point.
Plainly put, respective fortunes of countries flactuate. The relationship between the countries is a constant that we must cherish. Our government has to remind its South African counterparts of this sobering reality. The face of fortune will once again smile on Zimbabwe with its back on SA as has happened in history. That must not degrade, diminish or in anyway affect the respect we must have of each other
Both governments must accept that there are many questions where each has its own answer to. However we must have one common answer that we share: this is that when we disagree we do so with civility, preserving our
common history and valuing our shared hopes.
The two governments must recognise our mutual dependency.
One of the challenges that we face is to convince South Africans that South Africa is in Africa: that Europeans have long realised that Europe can only prosper when all Europe is prosperous. So must our government convince South Africa that it cannonly prosper when we all prosper
one of the most naive acts by Western countries in morden times has been to hoard COVID-19 vacines, thinking that they will watwch less fortunate Africa die of the covid pandemic. They have rudely discovered that none are safe until we all are. The thing mutates into new strains and come back for all of us. So are the behaviours of regional challenges. They need collaborative approaches.

-After all during colonial times Zimbabwe was an economic tributory state of SA, replenishing its industry mechinary with Zimbabwean natural resources. Later there was more balance. All this is symbolised by the Bulawayo-Johannesburg railway line which extended to Harere spaning across the Great Dyke.

Then there is inhuman treatment of Zimbabwean immigrants in SA and the babrbaric murder they are subjected to by self-serving mobs.
That is unfortunate
Most of these Zimbabweans are law abiding people.
-Our government has to work with the SA government to emphasise that even with the crudest criminal they must forfeit certain liberties but must retain residual and inalienable rights.

When criminal suspects are arrested for known crime they give up their liberty for detention. They must abide by the hearing and conclusion of their trials.

However, certain rights are inalienable and are residual. These include the right to be treated with dignity, the right not to be abused, the right not to be tortured, the right not to be summarily tried and excuted (the right to a fair trial): the right not to be subjected to mob justice.

The dehuminising treatment of the Zimbabweans dehuminises the South Africans in equal measure.

South Africa must be subjected to the practice of international norms and standards. These include the protection of other nationalities who are within their borders. They include ensuring that those who are suspected of commiting crimes are brought to justice via constitutionally appointment structures. Citizens of other countries cannot be used for political trade-offs with local people who are discontent.

In practical terms the two countries must form a Joint Committee to draw up a strategy and an action plan for dealing with the treatment of Zimbabwean immigrants in SA.

It hurts to see fellow Zimbabweans treated like thugs. Despite their decency Zimbabweans are humiliated raped by the police who are supposed to protect them. Some South African Police officers demand bribes Our people are really suffering.
Zimbabwean lorry drivers are being killed sodomised amputated just because they are Zimbabweans.
South Africans have a very short memory. Zimbabwe endured serious aggression from South Africa. Cde Mugabe delayed land redistribution to avoid frightening the Boer next door.
Why do South Africans think they are very special than the Rest of Africa.
We urge our government to stand up and fight for its citizens. We have the very equal rights to be in South Africa.
When Zimbabwe gets better we will see how South Africa will behave.
I pray that God keeps me until the day Zimbabwe becomes economically viable and I will spread my table at a higher place facing South Africa.

With the way ED is going we will be back to normal in no time. Zimbabwe is recovering very fast. All this will come to pass.

Law Society Must Not Be Allowed To Monopolise Regulatory Duties

By Dr Masimba Mavaza | The Law Society of Zimbabwe (LSZ)enjoys unfettered authority as the sole body regulating the legal profession in Zimbabwe. There are arguments that the law which established it is against the constitution.

Joshua Chirambwe, a Zimbabwean lawyer opened this issue to the public debate after he brought the LSZ to the High Court seeking a declaratory relief that sections 58, 64 and 65(1) to (5) of the Legal Practitioners Act are invalid and in violation of the constitution.

The Legal Practitioners Act requires one to be first a member of the LSZ before they are registered by a judge of the High Court and admitted as a lawyer.

Chirambwe argues that this is unfair because the constitution gives everyone the right to associate with organisations or groups of choice.

“The right of freedom of association is violated when money is taken from non-consenting legal practitioners as LSZ dues without giving them a choice to get a practicing certificate without paying such money.

“In further violation of the right to freedom of association, funds taken without one’s choice under section 74 are used to fund the LSZ’s activities.”

Chirambwe says the issuing of practicing certificates by the LSZ weakens one’s independence in the profession.

“In order to practice as a legal practitioner, one requires a practicing certificate. By law, this certificate is issued only by the LSZ. In terms of section 8 of the Act, all privileges that accrue to being a legal practitioner are dependent on having a practicing certificate,”
“… continued membership in the LSZ in its incarnation as a trade union is not by choice but dependent on one being registered as a regulated legal practitioner. The freedom to join trade unions in section 65 of the constitution also means the right to choose to leave. The Act also effectively… makes it impossible… for one to make that choice now and decide to no longer be a member,”
“It is my view that professional regulation should be professional. This arrangement is not.” The minister of Justice cde Ziyambi Ziyambi had previously said “They have converted themselves into an activist lobby group. They no longer know why they exist, they have lost their bearings.” He was talking about the law society.
-In relation to legal practitioners, the Law Society has, on the one hand, a relationship that is akin to that of a trade union and its members. On the other hand it purports to act as a regulator and a disciplinarian of the same members. The two roles are mutually exclusive of one another and inherently contradictory to one another.
The very members of the Law Society would be horrified to see a legal practioner representing a particular client also presiding as a judge in the very same matter. Yet it is nothing, in the minds of these champions of transparency, justice and logic for their own regulator to masquerade as a juggler of these two hot balls.
The intergration of the regulatory function and the representative function in one organ is not only a blend of irreconcilliables but is also an expression of the highest form of deception and hypocrisy.
This is not just an academic argument. This is a big issue about transparency in an organisation which must be a custodian of what is just, legal, transperent and rational.
Legal practioners must be angels of justice and must conduct themselves in an impeccable manner. Of necessity they must have checks and balances: meaningful scrutiny and accountability. This requires a regulator who is impartial, dispassionate, exercising its function without interest and without inhibition.With its obvious interest and obescene internal contradiction the Zimbabwean Law Society is not in a position to discharge this role.
-Therefore the Law Society is rendering an appalling disservice to our nation and our noble profession.
The Law society has both regulating and disciplinary authority. Regulation refers to “controlling human or societal behaviour by rules or regulations or alternatively a rule or order issued by an executive authority or regulatory agency of a government and having the force of law.”

Regulation covers all activities of private or public behaviour that may be detrimental to societal or governmental interest. The rules laid down by regulation are supported by penalties or incentives designed to ensure compliance
There are two main theories regarding the genesis of economic regulation. One is the “public interest” theory which conceives regulation as arising from the need to rein in the free exercise of market forces and consumer and producer impulses in cases where such a display can act as an obstacle to the maximisation of societal well being or to remove externally applied obstacles to market forces when their play is desirable. In certain cases, regulation is also justified by this school on equity grounds. An alternative theory is that of „capture‟ espoused by a variety of realists drawn from varied professional and academic backgrounds who see regulation as being supplied in response to the demands of interest groups struggling among themselves to maximise the incomes of their members. bargaining powers of different vested interest groups which in turn result in their unequal influence over regulatory rules/norms and hence outcomes. In other words, regulation is seen as a tool which can be manipulated by different interest groups to their advantage using their respective bargaining powers with the regulating machinery.
It would be overly simplistic to label one theory as „superior‟ to the other on the basis of their abilities to characterise reality, given the complexities typifying economic activity. While the „public interest theory‟ can be defended on normative grounds (i.e. regulation as conceived by it is necessary to maximise welfare and bring about equity) the „capture theory‟ reflects quite well how regulatory frameworks can be manipulated by powerful interest groups to their own advantage. In other words, the former focuses on what “should be” whereas the latter concentrates on what “could be” in real world situations. But the regulatory environment which has developed over a period of time does not seem homogeneous across sectors.
Legal Practioners do not only have it in their mouths to criticise state institutions and others, but they make commentary on real or alleged corruption. Yet their actions are covered by an organistion acting as a cum-trade union cum-regulator.
Are these learned people excecuting their jobs with efficiences? Are Zimbabwean having a fair return of their money paid to these special people? We do not know since they are shielded by their own trade union
The quality if justice does not only depends on prosecutors, the ministers, the government and the judges: it also depends on the output of these men and woman who have captured their regulator.
Many countries around the world have split the two functions. The union is own its own and so is the regulator. This is the case , for axample, with the system in England and Wales.
The reasons why Zimbabweans, like many nations around the world, do not comment on this sickening integration of roles is that law is an art that is historicallly shrouded in a well-orchestrated myth. Average citizens are buffled by the law institutions, the silliness of its language, its bewildering processes and most of all the frequency of the awkwardness of its practitioners. As a result when they see this illicit union between the regulatory and the trade union functions people shake their heads and say ” in the world of lawyers anything can jump onto the bed with anything.”

That said, we are in the twentieth century and this grotesque arrangement must end.
The Legal Practitioners Act requires one to be first a member of the LSZ before they are registered by a judge of the High Court and admitted as a lawyer. this is unfair because the constitution gives everyone the right to associate with organisations or groups of choice.

Freedom of association encompasses both an individual’s right to join or leave groups voluntarily, the right of the group to take collective action to pursue the interests of its members, and the right of an association to accept or decline membership based on certain criteria. It can be described as the right of a person coming together with other individuals to collectively express, promote, pursue and/or defend common interests.Freedom of association is both an individual right and a collective right, guaranteed by all modern and democratic legal systems, including international law, including articles 20 and 23 of the Universal Declaration of Human Rights and article 22 of International Covenant on Civil and Political Rights. The Declaration on Fundamental Principles and Rights at Work by the International Labour Organization also ensures these rights.
Freedom of association is manifested through the right to join a trade union, to engage in free speech or to participate in debating societies, political parties, or any other club or association, including religious denominations and organizations, fraternities, and sport clubs and not to be compelled to belong to an association.It is closely linked with freedom of assembly, particularly under the constitution of Zimbabwe. It is important that unjustified restriction on competition should be removed. The government must come up with a consultation paper and report into competition and regulation in the legal services market. Lawyers should be allowed to join a society of their choice. The current framework is out-dated, inflexible, over-complex and insufficiently accountable or transparent.
The government and lawyers must consider what regulatory framework would best promote competition, innovation and the public and consumer interest in an efficient, effective and independent legal sector; and open a right to have another Law society.
There must be a framework which will be independent in representing the public and consumer interest, comprehensive, accountable, consistent, flexible, transparent, and no more restrictive or burdensome than is clearly justified. There must be another competitive Society representing lawyers then one Disciplinary Commission for all lawyers.

Zimbabwe must set up a Legal Services Board – a new legal services regulator to provide consistent oversight regulation of front-line bodies such as the Law Society and the Advocate Council.
Regulatory powers to be vested in a Legal Services Board, with powers to devolve regulatory functions to front-line bodies, which will be two or more Law Societies subject to their competence and governance arrangements.
The Law Society of Zimbabwe has abused its dominant position time and again and in most cases refused to admit competent lawyers just for political reasons.
Law Society must be forced to re-open the market to competition and allow lawyers to chose a society of their choice. There must be the new, independent and robust oversight regulator, the Legal Services Board; the single complaints-handling and consumer redress body, the Office for Legal Complaints; and the facilitation of the innovative Alternative Business Structures, helping the legal sector to become more responsive to consumer needs.
The government may wish to regulate monopolies to protect the interests of lawyers who are the service providers.

Zimbabwe continues to be guided by lawyers who are oppressed by their Law Society which is the agent of feudalism.
It is high time that the lawyers be allowed to exercise their right of association and be given an alternative association.

ZEC Incompetence Exposed

Tinashe Sambiri|MDC Alliance has accused the Zimbabwe Electoral Commission(ZEC) of sabotaging the voter registration exercise.

This was pointed out by MDC Alliance Masvingo Province Youth Assembly spokesperson Timoth Muswere in a statement on Sunday.

Muswere believes the snail- slow pace at which ZEC is carrying out the crucial voter registration exercise mirrors gross incompetence.

As Masvingo Youth Assembly for the democratic movement party led by President Chamisa we are not happy with the conduct of ZEC in running elections, i.e. pre and post election duties.

It is not a happy new year as we have already been subjected to many questions and doubts about the possibility of having a free and fair election.

Voter registration is a mandatory duty for ZEC. Recently a tweet posted suggesting that the number of new voters who registered in2021 is 2000 something is so ridiculous. If the figure is by any means real then ZEC still have a case to answer. It is also surprising that some voters who registered recently has their names absent from the voters roll and the question is why and how could that happen when people have registered.

Instead of releasing a detailed record ZEC chose to go on Twitter to release an unexplained ridiculous figure. This also adds more fuel to the already burning Commission over its previous compromising conduct.

The motive we are realising is that the referee is celebrating injuries.They want to cause apathy and ignorance among youths who command the highest number of support base in current Zim Politics setup.

They also want to create an impression that would justify and rubberstamp a rigged election result.

If the figures are by anyhow correct, ZEC is to be blamed. ZEC has taken a long time to commence the Voter registration blitz and voter education. Covid ,19 should not be a finger to hide behind. ZANU pf has conducted internal elections across the country hence voter registration activities should not by any means be stopped by Police.

The ZEC offices are centered far away from other wards which becomes a barrier to other virgin voters to register. For example in Mwenezi the offices are in Rutenga, some would have to travel for more than 100km which is impossible to the already proverty stricken youths and diaspora deportees. In Chivi the offices are at Chibi Office where someone would have travel from as far as Shindi,Lundi, Madamombe for registration. The mobile registration blitz should have begun as soon as yesterday and should also be given an extended time frame.

Issuance of National IDs is also a matter of concern. Most youths have been turn away and asked to come back on later date. So how could people register without National IDs.

ZEC and Registry should work hand in glove to ensure that accessing a National ID and registration can be done concurrently and should be a decentralised thing well before election period.

There are also some reports of some youths who were turned away as they sought to register under unclear reasons. Civic Society groups and our party are on voter registration mobilization drive but the authorities are a stumbling block. ZEC being the main culprit also Home affairs ministry has also put stones in the road for reasons better known to them. The ZRP selectively bars voter registration mobilization activities whereas Issuing of IDs is also a process similar to that of registering a company in its prolonging.

We therefore request that ZEC immediately decentralise to wards so that people could register and should also move concurrently with those that issue National Ids. We also call upon ZEC to consider reforms that are brought forward by players in the game.

The History Of Mabvuku And Some Towns In Harare

Mabvuku is a town located in the east of Harare towards Mutare.

Mabvuku is a suburb east of Harare, the capital city of Zimbabwe.
The town was created as a labour reserve which housed black labourers.

 

 

The colonialists would allocate an area and build houses for the workers. The first thing they did was to create centres where labour force will be concentrated. This was called reserve area. It was only set for the blacks. The reserved area was translated as Ruzevha. The land never had ownership. It was held in trust by traditional leaders and was known as Tribal Trust Land.

 


So those reserve areas located near towns were called locations. Coming from the word located.
So one of the locations was in the outskirts of Harare and it is now known as Mabvuku. Mabvuku was s wetland which was prone to Malararia.

 

 

 

 

 

The origins of the name “Mabvuku” are a bit uncertain.
Possibly from the Shona “bvuku”, ideophone for “emerging”, to denote the water sprouting out of the numerous swamps in the area. Ma (“place of”) + bvuku (“emerging waters”) is a plausible etymology. Mabvuku was the home of the VaShawasha people before colonization. The Shawasha people of the Soko Mbire clan settled in this area about 300 years ago. Mabvuku, as opposed to the present day site of Chishawasha, is the native home of these people. The present site of Chishawasha village became prominent with the establishment of the oldest Catholic Mission Church there.
Chishawasha mission is the oldest and first catholic mission in Africa.
Chishawasha Mission is the only African Catholic Mission which boasts of having a piece from the original cross where Jesus was nailed. This is a very significant piece of Christian history lying in Zimbabwe guarded by the Vashawasha people.

The ancestors of the Shawasha people are commemorated in the street and road names of Old Mabvuku, namely, Tingini, Godzonga, Marembo, Chauruka, Nyamare, Nyahuni, Chatezwi, Nzvere and Shambare.
The second-oldest high-density suburb (“township”) in Harare, established c. 1930. It was established for black settlement during the colonial Rhodesia era. Highfield was primarily set up by the white settler colonial government to provide labour to the Southerton and Workington industrial areas that border it; this was in a similar fashion to how Harari (Mbare) had been set up to provide labor to Workington and Graniteside.

 

 

 

A suburb of Harare located about 2 miles north of Harare city center. It is the earliest suburb established in Harare, having been laid out in 1903. Prior to becoming a suburb, Avondale was a dairy farm. It was named after Avondale, County Wicklow, Ireland – the home of 19th-century Irish politician Charles Stewart Parnell. Avondale was incorporated into the Salisbury Municipality in 1934. The first official marriage ceremony in colonial Rhodesia took place on Avondale farm in 1894.

 

 

 


In 1892 Edward Walter Kermode claimed a farm and registered it as “Spring Valley Range”. He arrived in the country from the Isle of Man with the pioneer column as a personal servant of Archibald Calqhoun, the country’s first administrator. Shortly after registering the farm, in 1895, Kermode returned to the Isle of Man where he married. Mabelreign was named after Miss Mabel Mann, who was a fiancee of a surveyor named Swatheral. Miss Mann laid claim to the land despite the fact that the title was already held, and apparently she got away with it.
Kermode went back to the Isle of Man never to return but in 1929 his son came out and subdivided the farm into Meyrick (his mother maiden name) Monavale (derived from Mona Isle), Sentosa (a Malayan word meaning ‘peaceful’) and Greencroft.

 

 

 


Milton Park was named after Sir William Milton, the much respected Administrator from 1898-1914, who was known as the “Father of the Civil Service”. The street names in the suburb are all former mayors. Strathaven is named after the area where the Meikles come from in Scotland.

The BSA Co Reserve is now Pomona, Vainona and part of Mt Pleasant. It was necessary for the company to keep the grazing area for its transport cattle outside of the Municipal Area. In 1923, a Mr McLaurin took over a portion of the farm and called it Pomona after the largest Island in the Orkney group. Later divisions were Pendennis, owned by John Dennis, and Vainon

Is it a subdivision of Rietfontein, and was formed by the Jenkinsons. The name means “overflowing spring”, which is shown as an exaggerated fountain on the school badge. Robert Ballantyne grew potatoes on his Ballantyne Park farm and was MP for Highlands from 1948-1953. He died while debating on the floor of the House of Assembly.

This was Salisbury’s first high-density suburb (“township”) and was established in 1907. At the time, it was located near the city sewage works, cemetery and abattoir. Its original name was Harare (Hariri) Township, but the suburb’s name was changed to Mbare when the city of Salisbury was re-named Harare at Zimbabwe independence in 1980. Harare is a corruption of Haarari, which means “One who never sleeps”, and was the name of the Zezuru Chief of this north-eastern part of the country, a Chief Harawa who had his base at the Harare Kopje, a walking distance from Mbare.

When Cecil John Rhodes’ Pioneers first settled around the Kopje and called their settlement Salisbury (now Harare), they wanted to build a “White” City. There was no space for the Indigenous Africans.

But their wives wanted “Cook Boys” and “Nannies” and the men wanted messengers and office orderlies (tea boys, factory workers and agricultural labourers). At first, African workers settled all over the place. That was considered dangerous.

So the “White City” decided to create a place for the local people after all. That was the beginning of Harari Township, as it was first called around 1900. Workers yes, but not their families. This was supposed to be a bachelors’ settlement. It was built close to the shops and offices in what is now the southern part of the Central Business District. Even today Mbare – as Harari Township is now called – is a popular address to have because it is close to town, where people work.

These allegedly ‘single men’ were housed in hostels, which are still a striking feature in Mbare to the right and left of Cripps Road. There was a long battle about allowing wives and families to join their husbands in ‘married quarters’ in what is now called ‘National’ in the southern part of Mbare.
While Harari Township was under colonial administration, families had to vacate their houses once the bread winner had died or lost employment. Widows were expected to move back to the rural areas, where they and their unborn children were strangers.

It was in Mbare that the workers first organised themselves in trade unions- even today, street names remind us of some of those brave early leaders like Charles Mzingeli- and eventually even in political movements. Being represented only on the official Advisory Councils did not achieve anything in the eyes of most residents. Harari (and Highfield Township) became the birthplace of nationalism.

Forty years after independence the Shawasha people and Mbari people have not been restored to their chiefdoms. The rates paid by the Mbare and Mabvuku residents must have been used to develop the history of the Mbari and the Shawasha people.
One of the sons on Nyashanu committed adultery with jis fathers wife. He was chased from the holy city “Vuhera” he settled in further south from Vuhera now Bhuhera. The area he took was cursed because of the sin he committed and it was named Seke. Which means laughed at. He was labelled as a cursed man who brought shame on his people. SEKE MUTEMA “VHURAMAI” the one who opened his mothers legs.
He was accompanied by his young brother. On arrival in Seke the young brother was asked to move further and claim his own land. He settled where it is now called Mufakose in the Mbari Chiefdom. The name Mufakose meant he has lost all sides. So he became identified as Shava Mufakose

Zanu PF Bigwigs Face Disqualification Over Rigging Provincial Elections

By- Zanu will take disciplinary measures against members who committed acts of indiscipline during last week’s provincial elections and will nullify victories earned by deception and irregularities.
National Political Commissar Mike Bimha said the Politburo would meet this week to deliberate on the results and alleged incidents of violence in some areas.
The ruling party would also look into complaints raised by some losing candidates after which some victories could be withdrawn if irregularities were noted.
The ruling party on Friday announced preliminary election results for provincial main wings, the women’s and youth leagues.

However, there were unconfirmed reports of indiscipline by contesting members in some provinces which the party is now investigating.
Bimha said the preliminary results were subject to verification by the Politburo and after all cases of alleged indiscipline were interrogated.
“We would want these cases to be fully investigated. Where we have candidates that would have been involved in cases of violence, such candidates will be disqualified and furthermore, be subjected to the party’s disciplinary procedure,” said Bimha.
He warned those who triumphed to stop celebrating until the results were endorsed by the Politburo.

“In terms of these preliminary results it’s not time for those who have triumphed to celebrate yet. Celebrations will be justified after the deliberations of the Politburo,” said Bimha.
He said there were some aggrieved candidates who complained about the conduct of elections in some
provinces
“The results are also preliminary in the sense that whenever you go through elections, there are some who will feel aggrieved by the conduct of the elections.
“For those who might feel that they were treated unfairly and have complaints, we do not throw these complaints away. We obviously would want these complaints to be considered, investigated, so that decisions are made on the basis of objectivity,” he said.
Bimha said his office was also waiting for reports from the teams that were supervising the elections in the various provinces.

Mashonaland West’s newly elected provincial youth chairman Tapiwa Masenda thanked President Mnangagwa, who is the First Secretary of the party, for exhibiting a high level of democracy in the recently held internal elections.
“I am looking forward to spearheading youth programmes in line with Vision 2030. We are also expected to mobilise youths especially from tertiary institutions to join the revolutionary party and be part of the bigger team ahead of the 2023 elections,” said Masenda.
Masenda said as the vanguard of the party, youths were going to defend the country from Western machinations.
His colleague from Mashonaland East Isaac Taskan hailed the party’s leadership for its stance on the age limit for Youth League executive members.
The party has maintained that only those who are 35 years and below are allowed to contest for the positions.
“We want the voices of the youths to be heard,” said Taksan.
Emmanuel Mahachi who won in Harare said he was geared to mobilise youths for the party through online platforms
“We want the party to win all seats in Harare during the by-elections set for the first quarter of the year,” said Mahachi.

The provincial elections were held on Tuesday and Wednesday last week, with a number new faces taking over the reins.

Zanu PF Hints On Chaotic Provincial Elections Re-Run

By- Zanu PF has hinted that it would call for a re-run of elections in provinces that produced disputed results.

The party conducted its Provincial Coordinating Committee elections on 28 December.

In provinces such as Mashonaland Central and Mashonaland west the elections were marred with violence and produced disputed results.

Voter Rights Lobby NGO Exposes ZEC

By-Non-governmental organisation programme dubbed Project Vote 263 claims that it facilitated the registration of 9 635 voters throughout the country last year. This comes as the Zimbabwe Electoral Commission is saying almost 3 000 people were registered as new voters. In a statement issued on the 31st of December 2021, Project Vote 263 said:

Thief Stabs Ndini-ndamubata To Death

By- An unrepentant thief was arrested in Mutare after stabbing a neighbourhood watch member to death with a knife.

Alois Rupondo (36), who is also facing several cases of housebreaking and unlawful entry, appeared before Mutare magistrate Langton Kasa last Friday facing murder charges.



He was remanded in custody to January 14.

The State alleges that on December 24, Peter Manjoro (47) who was a member of the neighbourhood watch entangled with Rupondo at a vegetable stall and accused him of being a thief.

Rupondo armed himself with a kitchen knife and stabbed Manjoro.

After stabbing him, he removed the knife from the body of the deceased and ran away.

Manjoro managed to report the matter at Sakubva Police Station but died on admission at Victoria Chitepo Hospital.

Only 5 Women Register To Vote In Mash Central

Tinashe Sambiri| The Zimbabwe Electoral Commission registered only five women in Mashonaland Central Province in 2021.

According to a table of statistics released by ZEC, only 2971 citizens registered to vote in 2021.

The MDC Alliance says the figures released by the commission are worrisome.

MDC Alliance spokesperson Advocate Fadzayi Mahere argued:
“One whole year, you registered 5 women in the entire province of Mash Central? That’s less than half a person a month? Did this not raise alarm bells for you? What are you doing to investigate the causes of such failure on your part? How will you reduce the bottlenecks?”

Mahere also called for the immediate release of jailed human rights activist Makomborero Haruzivishe.

“Makomborero Haruzivishe spent Christmas behind bars yet he is innocent. He speaks truth to power and campaigns tirelessly for a free Zimbabwe. The regime is afraid of what he represents. It is not a crime to stand with the poor and demand a better society.”

Hlatywayo said:

1/3 A government worth its salt must be embarrassed by such, for it is a serious indictment of the governance situation in Zimbabwe. For more than two decades, Zimbabweans have tracked down south in huge numbers, running away from the crisis of bad governance in Zimbabwe.

2/3 The solution is not a “National Security Task Force to thwart illegal activities along the border with South Africa” The solution is to address the broader governance & legitimacy crisis so that citizens do not need to flock to SA. Address the problem and not the symptoms.

Zivhu predicted a heavy defeat for Mwonzora’s MPs and councillors in the coming by-elections.

Mapeza Speaks On Billiat Absence

Warriors coach Norman Mapeza has lifted the lid on Khama Billiat’s retirement and the winger’s absence from the the Africa Cup of Nations (AFCON) finals.

Billiat shocked the nation last month when he retired from international football under unclear circumstances and stood his ground in the wake of efforts by the Warriors technical team to make him change his mind.

Mapeza said he respects the pint-sized winger’s decision and called for other players who have pledged their loyalty to the national team, to be appreciated.

“Look, we all respect Khama’s decision but lets not take anything away from these boys. If we keep on talking about the players who are not here, I don’t think we will be doing justice for these boys,” said Mapeza when asked about Billiat, after the goalless draw with Sudan.

Zim Faces FIFA Ban ?

The Sports and Recreation Commission (SRC) has until today to heed FIFA’s instructions to lift the ban imposed on the Zifa board in November 2021 or the country could be banned from participating in international football.

The Felton Kamambo-led executive was suspended on 16 November by the SRC on several charges, chief among them failure to account for public funds.

The FA then launched an appeal at FIFA, as it sought to nullify the ban.

The world football governing body responded and revealed that it has found no proof in the allegations raised by the commission.

FIFA gave SRC until 3 January to reverse the suspension, or the nation would face potential sanctions.

The punishment would see the Warriors automatically banned from the upcoming Africa Cup of Nations which gets underway on 9 January.

The national team is already in Cameroon ahead of their first group match against Senegal pencilled for Monday.

Ngomahuru Hospital No Water Or Electricity

Good evening @Simba Chikanza , I hope I find you well. I have come foward to you with this because i admire how you work towards change.

The matter is about Ngomahuru Hospital, a Provincial and National Hospital at large located in Masvingo. There had been stories early last year concerning the issue of lack of water and electricity that lead to bathing of patients in rivers that had crocodiles but the matter was unresolved how so ever since patients are no longer bathing at all.

Ngomahuru has over 200+ psychiatric patients and 200+ workers who depend on water and electricity at large for the running of day to day activities. Electricity has been gone for over a week to 2 weeks now, not to mention periods in between the year that the same issue has been happening with no urgent action taken by ZESA and ZINWA mainly due to ZESA as well. This means that patients do not bath withing those periods and they have less water to drink and mantain hygiene especially during Covid 19.

This has led to an outbreak of Covid from early November till date of both patients and workers , hence workers safety jeopardized which is unacceptable for any worker in the health industry. We are tired of using the so-called right channels without anything changing.

The nation should know how badly Ngomahuru Hospital operates and if anyone needs to fear, its the relatives of patients at Ngomahuru especially towards Covid. #Help_Ngomahuru_Hospital

Teen, Colleague Who Murdered Kwekwe Man Over A Girlfriend Arrested

By A Correspondent- The Zimbabwe Republic Police (ZRP) has arrested two men in connection with the murder of John Gomba (39) of Alarm 2 Mine Compound in Kwekwe.

Munashe Mpofu (18) and Humble Makore (29) were arrested after they stabbed to death Gomba over a girlfriend.

Said the ZRP:

“Police in Kwekwe arrested Munashe Mpofu (18) and Humble Makore (29) for murder which occurred on 31/12/21 at Alarm 2 Mine Compound. The suspects stabbed the victim John Gomba (39) with an unknown sharp object after an argument over a girlfriend.”

Mapeza Speaks On Warriors Draw With Sudan

Warriors coach Norman Mapeza says he is happy with how his charges performed in their goalless draw with Sudan in today’s friendly match.

Zimbabwe took on Sudan in a preparatory match ahead their opening Group B match against Senegal.

Despite his troops not winning the game, Mapeza said he sees some positives from the stalemate.

“I think the guys played very well, especially in the first half. We had some very clear cut chances, unfortunately maybe the sharpness is not yet there. But I’m more than pleased with the performance,” Mapeza said after the game.

“The organisation at the back, the midfield where I think we need to work more and then going forward we had so many opportunities today. There was a lot of creativity in especially the first half. Overally I’m happy with the performance of the boys,” he added.- Soccer24 Zimbabwe

ZEC Sabotaging Voter Registration Exercise

Tinashe Sambiri|MDC Alliance has accused the Zimbabwe Electoral Commission(ZEC) of sabotaging the voter registration exercise.

This was pointed out by MDC Alliance Masvingo Province Youth Assembly spokesperson Timoth Muswere in a statement on Sunday.

Muswere believes the snail- slow pace at which ZEC is carrying out the crucial voter registration exercise mirrors gross incompetence.

As Masvingo Youth Assembly for the democratic movement party led by President Chamisa we are not happy with the conduct of ZEC in running elections, i.e. pre and post election duties.

It is not a happy new year as we have already been subjected to many questions and doubts about the possibility of having a free and fair election.

Voter registration is a mandatory duty for ZEC. Recently a tweet posted suggesting that the number of new voters who registered in2021 is 2000 something is so ridiculous. If the figure is by any means real then ZEC still have a case to answer. It is also surprising that some voters who registered recently has their names absent from the voters roll and the question is why and how could that happen when people have registered.

Instead of releasing a detailed record ZEC chose to go on Twitter to release an unexplained ridiculous figure. This also adds more fuel to the already burning Commission over its previous compromising conduct.

The motive we are realising is that the referee is celebrating injuries.They want to cause apathy and ignorance among youths who command the highest number of support base in current Zim Politics setup.

They also want to create an impression that would justify and rubberstamp a rigged election result.

If the figures are by anyhow correct, ZEC is to be blamed. ZEC has taken a long time to commence the Voter registration blitz and voter education. Covid ,19 should not be a finger to hide behind. ZANU pf has conducted internal elections across the country hence voter registration activities should not by any means be stopped by Police.

The ZEC offices are centered far away from other wards which becomes a barrier to other virgin voters to register. For example in Mwenezi the offices are in Rutenga, some would have to travel for more than 100km which is impossible to the already proverty stricken youths and diaspora deportees. In Chivi the offices are at Chibi Office where someone would have travel from as far as Shindi,Lundi, Madamombe for registration. The mobile registration blitz should have begun as soon as yesterday and should also be given an extended time frame.

Issuance of National IDs is also a matter of concern. Most youths have been turn away and asked to come back on later date. So how could people register without National IDs.

ZEC and Registry should work hand in glove to ensure that accessing a National ID and registration can be done concurrently and should be a decentralised thing well before election period.

There are also some reports of some youths who were turned away as they sought to register under unclear reasons. Civic Society groups and our party are on voter registration mobilization drive but the authorities are a stumbling block. ZEC being the main culprit also Home affairs ministry has also put stones in the road for reasons better known to them. The ZRP selectively bars voter registration mobilization activities whereas Issuing of IDs is also a process similar to that of registering a company in its prolonging.

We therefore request that ZEC immediately decentralise to wards so that people could register and should also move concurrently with those that issue National Ids. We also call upon ZEC to consider reforms that are brought forward by players in the game.

Should ZEC Be Disbanded?: POLL

By A Correspondent- Exiled former Information Minister, Professor Jonathan Moyo has called for the disbandment of the Zimbabwe Electoral Commission (ZEC) arguing that a reformed commission will result in the transformation of Zimbabwe..

Moyo who is also a former Minister of Higher and Tertiary Education echoes calls by other stakeholders including the opposition, governance institutes and the international community who want Zimbabwe to implement political and electoral reforms.

He said this on twitter where he posted the below thread:

IT IS NECESSARY for @ZECzim to declare and account for the BVR kits in its custody and use in the ongoing voter registration exercise. Since BVR kits are the instruments for generating voters rolls & for creating polling stations, secret BVR kits can be used to steal an election!

When @ZECzim conducts free & fair elections as a matter of course; in accordance with the Constitution of Zimbabwe (2013), the Electoral Act, Electoral Regulations & ZEC Manual for Electoral Officers; everyone wins & when everyone wins; Zimbabwe wins. To get there, #DisbandZec!

Moyo speaks ahead of the by-elections scheduled for March and harmonised elections pencilled for 2023.

This is happening when the ruling ZANU PF is being accused of abusing state institutions including ZEC to retain power.

Some analysts say there is no incentive for the governing party to implement the requisite reforms.

ZEC Registers Only 5 Women In Mash Central Whole Year

Tinashe Sambiri| The Zimbabwe Electoral Commission registered only five women in Mashonaland Central Province in 2021.

According to a table of statistics released by ZEC, only 2971 citizens registered to vote in 2021.

The MDC Alliance says the figures released by the commission are worrisome.

MDC Alliance spokesperson Advocate Fadzayi Mahere argued:
“One whole year, you registered 5 women in the entire province of Mash Central? That’s less than half a person a month? Did this not raise alarm bells for you? What are you doing to investigate the causes of such failure on your part? How will you reduce the bottlenecks?”

Mahere also called for the immediate release of jailed human rights activist Makomborero Haruzivishe.

“Makomborero Haruzivishe spent Christmas behind bars yet he is innocent. He speaks truth to power and campaigns tirelessly for a free Zimbabwe. The regime is afraid of what he represents. It is not a crime to stand with the poor and demand a better society.”

Just as health workers have been guiding lights in these difficult times, so has the transformative potential of science.

WHO’s recommendation of the widespread use of a malaria vaccine for children at risk, particularly in sub-Saharan Africa, marked a milestone moment for child health and malaria control.

The recommendation was based on results from an ongoing pilot programme of the RTS,S vaccine in Ghana, Kenya and Malawi that has reached more than 800 000 children since 2019.

The vaccine has reinvigorated the fight against malaria, which claimed the lives of over 600 000 people in Africa in 2020. Children under the age of 5 represented 80% of these deaths.

Even before the pandemic struck, there were signs that after years of phenomenal gains, progress was stalling.

Other major achievements relating to immunization include the introduction of a licensed Ebola vaccine and launch of a landmark new global plan to tackle meningitis.

Meanwhile, we released new evidence that more countries are following WHO’s advice on the steps to take when HIV drug resistance reaches critical thresholds. This is an important step forward in the global fight against antimicrobial resistance, about which WHO continues to raise the alarm, calling for action on innovation and within the food system.

WHO signals alarm about dementia challenge
Individuals can do a lot themselves to stay healthy but they can’t do it all on their own.

WHO released its first report on the global status of the public health response to dementia, showing that only a quarter of countries worldwide have a national policy, strategy or plan for supporting people with dementia and their families.

These gaps are increasingly concerning, as the number of people living with dementia is growing.

WHO estimates that more than 55 million people (8.1% of women and 5.4% of men over 65 years) are living with dementia.

As life expectancy increases worldwide, this number is estimated to rise to 78 million by 2030 and to 139 million by 2050.

To drive change, the report highlights the urgent need to strengthen support at national level, for both people with dementia and those who care for them. Many countries lack earmarked funding in national health budgets, leaving significant gaps in treatment and care, and do not comprehensively involve people with dementia and their carers and families in developing policies. These are among the areas for change.

WHO is also developing a Dementia Research Blueprint, to structure research efforts and stimulate new initiatives, helping to overcome challenges related to past unsuccessful clinical trials for treatments and the high costs of research and development.

We Are Tired Of Zanu PF False Promises

Under ZANU PF’s bad governance every new year has been said to be a year of economic growth.seriously for the past four decades we have been told this same old lie, even fools can’t take this anymore and I don’t have an appropriate word to describe those who still believe ZANU PF can work wonders and still rescue this country from economic crisis.

Instead of celebrating many good things which come with a new year what is left for us to celebrate is our miserable lives(which are not even secure under this brutal government) after that we brace up for more hardships.

It’s really terrifying to hear a failure saying “2030 ndendichipo”, for only four years he has been in office he has proved to be the worst president in Africa.i can’t imagine what will be left for this country if he gets another term in office.

2023 is around the corner, President Chamisa is surely destined for victory and it will be a new dawn for the people of Zimbabwe.

We have only known democracy as a common word on every politician’s mouth but come 2023 we will surely live the word.

ZANU PF threatens South Africa Govt with Sanctions, Aviation Tax, Over ZEP, What’s Equally Nonsensical Is The MDC Alliance’s Silence In All This


Nelson Chamisa’s party has the largest numer of lawyers, and yet it’s a ZANU PF Sandton branch that’s leading all Zimbabweans abroad. When will MDC Alliance wake up?

ZANU PF SANDTON BRANCH DISCUSSION: “THE DR MOTSOLEDI AVIATION BILL”

1. Pursuant to the Zanu PF Sandton Branch meeting on 23 December 2021; and the meeting between ZEP leaders and the Zimbabwe Ambassador to South Africa on the same day; Zanu PF Sandton Branch shall, in the terms provided for by the Constitution of Zanu PF, propose an aviation Bill for the consideration by the Zimbabwean people, at home and abroad, to assist ZEP holders in South Africa, Zimbabwean truck drivers, and victims of xenophobic violence in that country.

2. The following material facts motivate the proposal of the “Dr Motsoledi Aviation Bill”: (a) Dr Motsoledi has, upon several occasions, when dealing with regional challenges involving Zimbabweans, publicly insulted senior members of the Zimbabwean government, and Zanu PF, including the First Secretary of Zanu PF, Commander in Chief of the Zimbabwean Defence Forces, and President of the Republic of Zimbabwe, His Excellency President Mnangagwa, and his ministers;

(b) The Zimbabwean Ambassador to South Africa informed members of the ZEP community that Dr Motsoledi did not consult him, as had happened in the past, prior to decisions he made about the ZEP community, and is currently ignoring his communications;

(c) Dr Motsoledi has instead sent correspondence to the populist organisations called “Put South Africa First” promising reprisals against ZEP holders, after members of “Put South Africa First” conducted widespread acts of xenophobic violence, targeting Zimbabwean nationals, which resulted in the death of several Zimbabweans, severe injury, and loss of property;

(d) Dr Motsoledi emboldens xenophobic violence, through his support for xenophobic organisations, like “Put South Africa First”, who incite violence targeting Zimbabweans, which has led to the loss of life, severe injury, and destruction of property;

(e) On 29 November 2021 Dr Motsoledi issued a directive, which sought to terminate the employment of thousands of ZEP holders, and close their bank accounts, if they did not meet an impossible deadline, which he then withdrew on 13 December 2021, before a legal challenge on 14 December 2021, and the damage done. The directive caused significant trauma to the Zimbabwean community, and panic;

(f) Dr Motsoledi has said that Zimbabwean truck drivers, in the transport business in South Africa should not operate, and has used legislative and executive power to stop their operations on the grounds that he is defending South African sovereignty;

(g) There is no financial program for the return of hundreds of thousands of ZEP holders, and millions of ZEP holders’ family members indirectly affected by decision by Dr Motsoledi not to extend the ZEP;

(h) The South African people have a right to exercise sovereignty over their territory.

(i) The Zimbabwean people have a similar right to protect their sovereignty over their territory.

3. The aviation bill, to be presented to Zanu PF Structures, seeks to do the following: (a) Charge a “pollution levy” on all air traffic traveling over Zimbabwean air space departing or arriving at any airport within the Republic of South Africa;

(b) Prohibiting any air traffic traveling over Zimbabwean air space departing or arriving at any airport within the Republic of South Africa, save for when the “pollution levy” has been paid, by aviation companies, to the Zimbabwean government;

(c) Create a fund, to be administered by the Zimbabwean Minister of Finance, for an estimated amount of over 10 Billion United States Dollars, to be raised by said pollution levy, aimed at providing for the return of ZEP holders, compensation of Zimbabwean truck drivers, victims of xenophobic violence in the Republic of South Africa, and planting of flora and fauna in areas in Zimbabwe negatively affected by pollution caused by South African air traffic over Zimbabwe;

(d) Provide a tax holiday, and various other tax incentives, for foreign aviation companies who arrive and depart from Zimbabwean airports, to alleviate the financial burden on foreign aviation companies from arrivals and departures from South African airports;

(e) Reduce all levies on aviation companies who arrive and depart from Zimbabwean airports. 4. According to Section 20

(4) of the Constitution of Zanu PF, members have a right to: “make representations to any officer or organ of the Party in respect of any matter which affects his or her rights as a member”. This includes the material facts motivating the Dr Motsoledi Aviation Bill mentioned above, and Section 11 of the Constitution of Zanu PF, which provides “conditions for economic independence, prosperity and equitable distribution of the wealth of the nation” for the benefit of all Zimbabweans, including ZEP holders, and Zimbabwean truck drivers targeted for economic exclusion from the regional economy.

5. The Dr Motsoledi Bill has no punitive agenda. It merely seeks: “to preserve and defend the sovereignty and independence of Zimbabwe” as provided for by Section 8 of the Constitution of Zanu PF.

6. Zimbabwean air space is part of its territory and must be protected and preserved from unfair exploitation. “The Dr Motsoledi Aviation Bill” seeks to protect Zimbabwean air space, and preserve Zimbabwe’s economic objectives, which include promoting the rights of ZEP holders, Zimbabwean truck drivers, and victims of xenophobic violence.

7 The Dr Motsoledi Bill, or even the public debate of the Bill, is not intended to increase the cost of aviation in South Africa, or negatively affect South African tourism, or the cost of imports/exports by air in that territory, and potentially South Africa’s international credit rating. The recent conduct by Dr Motsoledi leaves no doubt that this is an expense the South African economy can afford to reach Dr Motsoledi’s agenda.

8. The Bill will be presented on or before 31 December 2022, and work on the Bill will commence on 1 January 2022. Once complete, a poll shall be conducted on the intended Bill amongst Zimbabwean citizens before it is put before Zanu PF structures for consideration. The proposed Bill is not official Zanu PF policy, but merely a discussion on one of various ideas to meet Zimbabwe’s regional challenges.

Christmas Day Killer Soldier Finally Nabbed

By A Correspondent- The Zimbabwe Republic Police has finally arrested the soldier who killed five people and injured three others on Christmas Day.

Lance Corporal Monga reportedly shot eight people at Wanganui Shops in Mhondoro Ngezi at around 6 pm after he had a misunderstanding with a civilian, Brian Mutero.

Zimbabwe Defence Forces (ZDF)’s Brigadier-General Augustine Chipwere, confirmed Lance Corporal Monga’s arrest. He revealed that Lance Corporal Monga was nabbed after he eventually surrendered himself to the police.

Speaking on the shooting incident, Brig-Gen Chipwere said that investigations indicate, a mob got itself involved in the quarrel between Lance Corporal Monga and Mutero.

Brig-Gen Chipwere told the State media that Lance Corporal Monga warned the crowd by firing three rounds into the air after being cornered by the mob.

Despite the warning shots, the crowd continued to close in on him. He then fired his weapon into the crowd thereby killing four people on the spot and injuring four others, of whom one later died at a local clinic.

The other three who sustained minor injuries were medically attended to and discharged from the hospital.

Lance Corporal Monga reportedly sought assistance from a nearby school after the shooting incident. One of the teachers at the school is said to have driven him to the nearest police station. However, the police officers who were manning the police station did not arrest him because of fear.

After the police officers refused to arrest him, Monga is alleged to have walked throughout the night to his camp where he handed himself over to the military authorities.

Brig-Gen Chipwere bemoaned the shooting incident which happened on Christmas day. He said the Zimbabwe Defence Forces deeply regrets the recent shootings, including the other two that occurred on Christmas Eve in Gweru and Harare respectively.

Duo Who Killed Gomba Over A Girlfriend Nabbed

By A Correspondent- The Zimbabwe Republic Police (ZRP) has arrested two men in connection with the murder of John Gomba (39) of Alarm 2 Mine Compound in Kwekwe.

Munashe Mpofu (18) and Humble Makore (29) were arrested after they stabbed to death Gomba over a girlfriend.

Said the ZRP:

“Police in Kwekwe arrested Munashe Mpofu (18) and Humble Makore (29) for murder which occurred on 31/12/21 at Alarm 2 Mine Compound. The suspects stabbed the victim John Gomba (39) with an unknown sharp object after an argument over a girlfriend.”

ZIFA Issues Update On Kudakwashe Mahachi Injury

By A Correspondent- The Zimbabwe Football Association (ZIFA) has issued an update on Warriors midfielder, Kudakwashe Mahachi who left the pitch injured in a friendly match against Sudan on Sunday. ZIFA posted an update this Monday:

Update on Kudakwashe Mahachi’s injury. He is expected to shake off the thigh contusion from yesterday’s match vs Sudan in the next three days.

There were fears that the injury could be serious.

Fans were worried given that Zimbabwe is already without some of its key players including Khama Billiat, Tendayi Darikwa, Marshal Munetsi, Marvelous Nkamba and Brendan Galloway who are out over various reasons.

Meanwhile, it is not yet clear whether the Warriors will take part at the tournament or not after FIFA threatened the Sports and Recreation Commission (SRC) with unclear sanctions for suspending the ZIFA board over maladministration. 

“Democratic Struggle Infiltrated”

Ahead of 2023, be wary of Zanu PF intruders. As a pro democracy activist, i have over the years observed how the democratic struggle in Zimbabwe has suffered not only because of the violent nature of Zanu PF but deep infiltration of the opposition.

There are individuals who the nation thought were genuine opposition leaders only for the so called comrades to later expose themselves as Zanu PF agents. At present moment, Douglas Mwonzora and his brigade are working flat out to destroy the country’s major opposition, the MDC Alliance led by Advocate Nelson Chamisa.

With the aid of the state media and Zanu PF, they have labelled themselves as the “major opposition” and are getting funds from the Political Finances Act. But it is quite clear though that this is a bogus opposition which is simply pushing the agenda of Zanu PF.

As we brace for the 2023 elections, there is need to be on the lookout for Zanu PF intruders both within the opposition and civil society. I

have been moved to write this letter following a story published on the ZimEye website recently on December 30, 2021.

The story exposed how Zanu PF has recruited proxies within the Crisis in Zimbabwe Coalition and is working to weaken the Coalition. These sad developments at Crisis in Zimbabwe Coalition shows the extent to which Zanu PF is desperate to infiltrate and destroy genuine movements ahead of the 2023 elections.

Zanu PF agents including George Charamba continue to work hard to recruit agents within the civil society as well as to set the agenda and distract the attention of civil society actors.

Knowingly or unkowingly as was the case durung the days of the late great Morgan Tsvangirai we have “activists” pushing the agenda of Zanu PF. Zanu PF has pinpointed great activists and pumped money to ensure the downfall of these pro democracy fighters.

The onslaught against Peter Mutasa who is vying for the post of Chairperson of Crisis in Zimbabwe Coalition speaks volumes. Believe it or not, there are actors within civil society benefitting from this campaign against Peter.

Money continues to exchange hands and Zanu PF knows fully well they stand to benefit from the downfall of Peter- a weakened and controllable Crisis in Zimbabwe Coalition .

Sooner or later, it will be time to name and shame the Zanu PF agents within civil society who continue to push false narratives aimed at advancing the agenda of Zanu PF through creating unnecessary confusion and fights aimed at weakening civil society.

Zanu PF knows fully well the hurdles ahead of them come 2023 and will invest to clear these hurdles.

The opposition and civil society must be on the lookout for Zanu PF agents trying to create confusion and weaken pro democracy movements.
