Caps United Keen To Maximize On Harare Derby

Harare giants CAPS United have reportedly written to the Premeir Soccer League (PSL) seeking permission to peg the cheapest ticket for their home game against Dynamos at US$5.

The PSL leadership announced before the start of the 2023 campaign that the cheapest ticket for the country’s top flight matches will now be US$2, but for “high profile ” matches, the minimum amount for rest of ground will be US$3.

Home teams for those “high profile matches” can however request for more than US$3 for the cheapest ticket.

The Chronicle reports that CAPS United want the rest of ground ticket for the first installment of the Harare derby on Matchday 7, to be US$5.

“Presently, the only application that we have received from a club requesting to increase their gate charges is that of Caps United who will be playing against Dynamos on Match Day 7,” PSL spokesperson Kudzai Bare told The Chronicle. – Soccer24 News

Mine operations are regulated by laws of the country that protect the environment; people, livestock, wild animals and the economy . Therefore if an officer from ministry of mines or EMA thinks these are threatened by one way or the other the mine is suspended or closed entire through a procedure that is lawful can be challenged in a court of law if offender thinks they have been treated unfairly. Before a mine starts operations a mine must appoint qualified manager who in turn appoints a qualified blasters. This can be challenged in court with proof of innocence if such evidence could be there especially if the manager was appointed before the second suspension yet the inspecting officer couldn’t see the appoint letter because of good reasons tabled in court .

Failure to maintain proper ore and gold register.
All mine production of ore and gold should be registered in official gold registers and kept properly taken monthly before the 10th of the next month for returns at ministry of mines. Failure to do can result in suspension or permanent suspension. Such cases are difficult to challenge in court because gold belongs to the state any misappropriation of information can lead to arrest .

Any haphazard mining that destroys vegetation indiscriminately and creates a lot of unfenced or unnecessary spillage of hazardous chemicals into water or atmosphere can result in suspension by EMA .
Failure to have proper license or operations without relevant licenses.

First Aid Guidelines For Chemical Ingestion In Mining

First aid should can be offered by anyone but ideally trained personnel to give first aid should offer first aid. When offering first aid always consider your personal safety first. Look out for any dangers and only act when you are confident it is safe to do so.
An unresponsive person is someone not moving or responding when you call them or when gently shaken.

Respiratory emergencies & CPR

  1. Check if breathing by tilting their head back and looking and feeling for breaths.

When a person is unresponsive, their muscles relax and their tongue can block their airway so they can no longer breathe. Tilting their head back opens the airway by pulling the tongue forward. If they are breathing, you will see their chest moving and you may hear their breath or feel it on your cheek. If breathing, move on to step two.

  1. Move them onto their side and tilt their head back. Putting them in this position with their head back helps keep their airway open. It ensures their tongue falls forward and blood and vomit drain out. It is sometimes called the “recovery position”.
  2. Call for help or an ambulance as soon as possible.
  3. If the patient needs CPR (cardiopulmonary resuscitation), place the person on their back on a firm, flat surface and start giving chest compressions aiming for 30compressions in 1minute.
    How to do CPR
    Hand position: Two hands centered on the chest
    Body position: Shoulders directly over hands; elbows locked
    Depth: At least 5cm
    Allow chest to return to normal position after every chest compression.

5 Give 2 rescue breaths (if equipment to do that available). Ensure each breath lasts about 1 second and makes the chest rise; allow air to exit before giving the next breath.

Gas leak, Fire & Burns

  1. Turn off gas if safe to do
  2. Evacuate the area immediately
  3. Do not switch any lights or start an open flame
  4. If there is fire use a fire extinguisher to stop the fire from spreading and ring the fire alarm alerting everyone to evacuate the building.
  5. If someone is on fire remove the person from the source of fire, drop and roll him or her over or cover him or her with a fire blanket.
  6. Cool burn under running water
  7. Protect the burn with sterile, non-adhesive bandage (DO NOT APPLY BUTTER OR OINTMENTS)
  8. Do not break blisters
  9. Call for an ambulance and send to hospital

Chemical spill

  1. Remove spoiled clothing
  2. If skin or eyes affected rinse immediately with clean running water
  3. If ingested do not induce vomiting and do not give water or mi unless told to d so by a health professional.
  4. If inhaled move the person to fresh air and give oxygen if available.
  5. After first aid is given send to hospital as soon as possible.

Gwanda Man Runs Amok, Destroys Neighbor’s Property

A man believed to be 23 years old from Mawane village in the Garanyemba area of Gwanda ran amok and destroyed property belonging to his neighbour.

The suspect, Jasper Sibanda, accused his elderly neighbour identified as Gogo MaNdlovu of spreading lies about him. He destroyed her three houses.

Ward 13 Mawane councillor Mitlas Ndlovu confirmed the incident to Southern Eye saying Sibanda is currently on the run. Said Ndlovu:

The incident happened last week on Friday around 11 pm, he wanted to kill Gogo MaNdlovu’s two nieces accusing them of gossiping about him.

When they (nieces) heard him threatening to kill them they ran away from home together with their granny and hid in the bush.

That is when Sibanda started destroying the homestead until 4 AM.

There is a big challenge here in Garanyemba of youths engaging in a lot of drug abuse. We need a police station here to curb all these activities.

Another elderly woman from Mawane 2 was also raped last week by another youth. I do not know why these youths are targeting old women.

Ndlovu said the matter was reported to the police.

According to the Society for the Study of Addiction (SSA), Zimbabwe’s illicit substance use problem increased dramatically during the COVID-19 pandemic.

Commonly used substances in Zimbabwe include glue, bronclee, mangemba, cane sprit, marijuana, codeine and methamphetamine (crystal meth).

Very high unemployment rates in Zimbabwe, coupled with poverty and despair, have resulted in increasing numbers of youthful citizens also turning to use drugs as a way of entertainment.

Auxillia’s Belarus Visit Too Hot To Handle For Govt Officials

First Lady Auxillia Mnangagwa’s visit to Belarus together with her children has proved too hot to handle after government officials including Presidential spokesperson George Charamba and Foreign Affairs Livit Mugejo skirted questions from a local daily.

Asked to confirm if Auxillia’s Belarus visit was private or official, Charamba kept saying: “hello, hello, hello” while Mugejo referred all questions to the First Lady’s office.

But presidential spokesperson George Charamba kept saying: “Hello, hello, hello” when asked whether the First Lady’s Belarus visit was official or private.

“I cannot comment on the First Lady, she has her spokesperson in her office,” he said.

Auxillia’s Belarus visit has stirred controversy amid reports that she left her media crew which she usually travel with on all her local and international trips.

Armed Robber Shot Dead While Raiding ZX Fuels

An armed robber in an eight-man gang who raided ZX Fuels premises in Southerton, Harare early on Tuesday morning was shot dead by security guards and US$35 050 was recovered from a satchel he was carrying.

Circumstances were that the gang, who were wearing masks and woolen hats, went to the premises while armed with pistols, iron bars and hammers.

They attacked a security guard on duty and took the gate keys from the security guard and entered the premises.

The robbers used iron bars to force open safes and stole an undisclosed amount of money.

During the process, a reaction team from Safeguard Security Company arrived at the scene and was attacked by the robbers.

A second reaction team went to the scene, resulting in a shootout between the guards and the robbers.

During the shootout, one of the robbers was then shot and died on the spot, while his other accomplices fled the scene.

Zimbabwe Republic Police (ZRP) national spokesperson Assistant Commissioner Paul Nyathi told The Herald that a manhunt had since been launched for the other robbers.

He said: “From one of the suspects who was shot dead, police recovered US$35 050 cash, a pistol and implements used to commit crimes from a black satchel that he was carrying. Investigations are still in progress.

“Armed robberies are on the increase in Zimbabwe as a lot of people now prefer storing value in US dollars often stocked away from formal banking institutions for fear of losing them.”

According to the Zimbabwe National Statistics Agency, Zimbabwe recorded 1 120 armed robberies in 2021, compared with 931 in the previous year.

In 2022, in a bid to reduce robberies and rampant gun crime in Zimbabwe, Mnangagwa extended a gun amnesty that allowed Zimbabweans illegally in possession of firearms to surrender them to the police with no questions asked.

Loser Ziyambi Ziyambi Elbows Out Winning Zvimba West Candidate

Justice Minister Ziyambi Ziyambi has taken a crucial step in his bid to retain his seat for the Zvimba West constituency after making concessions with his opponent Gifford Gomwe, leading to Gomwe’s withdrawal.

The Zvimba West Zanu PF primary election rerun will now be a two-horse race pitting Ziyambi and Maruva Mercy Dinha after Gomwe pulled out in recognition of an amicable agreement with Ziyambi.

Ziyambi, who is the leader of government business in parliament and President Emmerson Mnangagwa loyalist, was defeated by Dinha in the initial constituency primary by a mere 30 votes.

Dinha polled 4,104 votes against Ziyambi’s 4,074 while Gomwe came a distant third with just 619 votes.

The Zanu PF Politburo agreed to Ziyambi’s allegations that the election did not adhere to anticipated internal electoral standards after hearing of fights between supporters of opposing candidates. As a result, the first election result was declared invalid.

Gomwe announced his resignation on Tuesday. He claimed to have recently met with Ziyambi and other Mashonaland West party provincial members and come to a friendly arrangement outlining their common interest in the growth of the Zvimba West constituency.

“I have come to the decision to withdraw after considering the negative effects of divisions in the party (Zanu PF),” said Gomwe.

“I feel we need to unite so that we meet the goals of the party to ensure a resounding victory for the President (Mnangagwa) and the party in upcoming General elections.”

30 Die In Easter Death Toll

THIRTY people died while 153 others were injured in 288 road traffic accidents that were recorded countrywide during this year’s Easter Holidays.

Of the 288 road accidents, 16 of them were fatal.

During the same period last year, 73 people died, while 202 others were injured in 264 road traffic accidents recorded.

The number of deaths decreased this year, but there was an increase in road accidents recorded compared to last year.

National police spokesperson Assistant Commissioner Paul Nyathi urged drivers to obey traffic rules and regulations to safeguard lives.

“It is disturbing to note that some of the accidents recorded during the period are attributed to human error, which includes speeding, inattention, misjudgment and failure to observe road rules and regulations by drivers.

“Most fatal road traffic accidents recorded occurred during the night when travellers were moving in numbers with vehicles overloaded, mixing goods and passengers, in the process ignoring safety measures,” he said.

Asst Comm Nyathi said on April 7, at around 6am, 10 people were killed, while 31 others were injured in a fatal road traffic accident which occurred at the 192-kilometre peg along Harare-Masvingo Highway when a Toyota Caravan kombi collided with a minibus.

One of the commuter omnibuses had churchgoers of the African Apostolic Church led by Arch-Bishop Paul Mwazha, while the other was carrying members of the Zion Christian Church (ZCC), who were on their way to attend church services during the Easter holidays.

In another fatal road traffic accident which occurred on April 9 at around 11pm at the 5km peg along Mvuma-Gweru Road, six people died, while five others were injured when a Mercedes Benz Sprinter with 24 passengers on-board side swiped with a UD truck carrying 31 passengers.

The truck driver did not stop after the accident and was involved in another accident at the 192-kilometre peg along Harare-Masvingo Road where the truck veered off the road resulting in the injury of three passengers who were in the truck.

In another accident, two people died, while two others were injured when a Honda Fit vehicle with four occupants on-board veered off the road and landed beneath a bridge at the 213km peg along Harare-Masvingo Road on April 9, 2023 at around 11pm. Herald

President Emmerson Mnangagwa has spoken strongly against acts of violence, emphasing that despite coming from different tribes and regions, Zimbabweans are one.

He was speaking at the Zion Christian Church Easter Conference at Mbungo Estate this Sunday.

As thousands of the Zion Christian Church members gathered for the Conference which ended this Sunday, President Mnangagwa used the platform to preach love, tolerance, and unity among all Zimbabweans.

“I and the ZANU PF party say no to violence, no to hate speech. Let’s unite and get along. We may speak different languages, but from Zambezi to Limpopo we are one,” said President Mnangagwa.

Easter is a time when Christians reflect on the love of Christ after being crucified to save them from sin and President Mnangagwa said the church should continue to preach love.

“I say to ZCC, what have you done to show love, let your habits show that you love God. If you do that all people will see and appreciate your work. Jesus commanded blessings from his father. But God will not give you blessings if you’re filled with hate,” he added.

President Mnangagwa also spoke on cooperation between the church and state saying the relationship remains a solid one. He reminded Zimbabweans of their role in building their country.

The President reiterated, “We guarantee you freedom of worship, we need cooperation between the church and government. Church people are patriotic about their country, they do honest and hard work. I don’t think there’s a deacon who will say let’s go to another nation. Where you want to go there are people who built that.”

Churu Constituency Burns …. as Zanu PF Harare Province Security Department Moves To Bar Candidate

However his supporters have vowed to fight to the last man.The initial election held on the 25th of March was nullified by the Party’s supreme organ, the Politiburo following reports of violence and intimidation.

Charles Matsika an under dog had initially floored, self proclaimed President Emmerson Mnangagwa’s cousin brother and the Party’s Harare Provincial Vice Chairman Ephraim Fundukwa before the elections were rescinded. party structures have since been directed by the provincial security boss Voyage Dambuza not to campaign for Matsika as he has collaborated with “Majoni, a CCC activist” hence is on the verge of “disqualification”.

Writing in a ZANU PF Harare WhatsApp group, Dambuza stated, “ Majoni akangofanana na Shaddy (Mashayamombe), ma CCC, Matsika wenyu takamuona ana Majoni.PC Damson udzai ma structures enyu kuti tichavadzinga mumusangano pamwe naMatsika wavo , ngavadzikame kusvika maReports adzoka “. The reports are said to be complaints forwarded to the Party HQ pushing for Matsika’s disqualification.

Confirming the news, Fundukwa’s campaign manager and official publicist who runs the ‘social media consultancy’ company Third Eye wrote;

The President wants the most popular candidate to win, he believes in democracy and does not impose anyone as Voyage and Damson want us to believe, even Mary Mliswa a minister lost, so what’s so special about Fundukwa that he wants to be uncontested in the re run ?”, queried a lady in an audio circulating on social media platforms.

This publication reached out to several ZANU pf members in the troubled constituency who were confident Matsika we will win the re-run with a comfortable margin. Several also rebuked Fundukwa for illegally summoning Harare provincial leadership to campaign for him, he is alleged to be boasting to have direct access to the President as he is closely related to him hence he is his preferred candidate.

THE country’s cholera recovery rate has increased to 95 percent after 382 people recovered from cholera and suspected cholera cases across the country.

Since the first cholera case was recorded in the country this year on the 12th of February in Chegutu, 76 confirmed cases have been recorded countrywide with 55 percent of the cases coming from Matabeleland South province alone at 42 cases followed by Manicaland at 16, Masvingo with 7 cases, Mashonaland Central 6 cases and Mashonaland West at 5.

400 suspected cases have been recorded countrywide, with Matabeleland North and Midlands provinces still cholera free.

Of the 400 suspected cases, 382 people have since recovered, with 11 people still hospitalised, thus the national recovery rate now stands at 95%.

Five people have succumbed to the disease.

The 17 cholera hotspot districts in the country include Buhera, Chegutu, Chikomba, Chimanimani, Chipinge, Chitungwiza, Chiredzi, Harare, Gokwe North, Marondera, Mazowe, Shamva, Mutare, Murehwa, Mwenezi, Seke and Wedza

From January 2023, more than 40 thousand suspected cholera cases have been reported in 13 countries, with 900 deaths.

Malawi which has recorded over 23 thousand suspected cases accounts for over 50 percent of all reported cases in 2023, followed by Mozambique at 15% and the Democratic Republic of Congo with 13%.

Cholera is an acute, extremely virulent infection that can spread rapidly and dehydration, resulting in high morbidity and mortality.

Ziyambi Pops Out Loner Facing Mercy

Gifford Gomwe, a Zanu PF candidate for the Zvimba West constituency, has withdrawn from a scheduled rerun.

This leaves Maruva Mercy Dinha, who won the first round in a controversial fashion, to face incumbent Ziyambi Ziyambi.

Initially, there were three candidates for this constituency’s election; however, the Politburo nullified its outcome due to reports of confrontation between rival supporters. Gomwe commented that unity and success as a whole are more vital than individual aspirations.

“I have come to the decision to withdraw after considering the negative effects of divisions in the party (Zanu PF),” said Gomwe.

“I feel we need to unite so that we meet the goals of the party to ensure a resounding victory for the President (Mnangagwa) and the party in upcoming General elections.”

Gomwe said he had a meeting with his protagonist Ziyambi and other Mashonaland West party provincial members recently where an amicable agreement was threshed out.

He said their interests on the need for development in Zvimba West constituency had converged and it became apparent that they needed to work together.

Gomwe circulated a letter on social media platforms confirming his withdrawal from the race.- state media

I Didn’t See Marry Chiwenga Pulling Cables: CIO

Mary Mubaiwa’s trial on charges of attempting to kill her ex husband, Vice President Constantino Chiwenga by unplugging the hospital life support system and attempting to sneak him out of the ward continued yesterday, with the third security officer giving his testimony.

Mr Andrew Mugari, who was one of the security officers who accompanied Vice President Chiwenga to South Africa to seek medication in 2019, appeared before magistrate Ms Feresi Chakanyuka.

During cross-examination by Mubaiwa’s lawyer, Ms Beatrice Mtetwa, he said he saw VP Chiwenga at the door, going outside the hospital ward with Mubaiwa behind him.

Mr Mugari said he did not see who removed the tubes from the VP’s body and all he knew was that they were just the two, Mubaiwa and the VP in the ward, so they were the only ones who knew who removed the tubes. He helped VP Chiwenga back to his bed and called a nurse who came and reattached the tubes.

Mr Mugari said he saw some blood stains under Vice President’s bed and on the right side of the t-shirt that he was wearing.
Yesterday, the third security officer testified in Mary Mubaiwa’s trial on charges that she tried to assassinate Vice President Constantino Chiwenga by turning off the hospital’s life support system and sneaking him out of the ward.
Vice President Chiwenga travelled to South Africa in 2019 to get medication, and one of the security guards with him was Mr. Andrew Mugari. He appeared before magistrate Ms. Feresi Chakanyuka.

He claimed, on cross-examination by Mubaiwa’s attorney, Ms. Beatrice Mtetwa, to have seen VP Chiwenga leaving the hospital ward with Mubaiwa following behind him at the door.

Mubaiwa and the VP were the only two present, according to Mr. Mugari, who claimed he did not observe who took the tubes from the VP’s body.

“I did not show it to hospital staff,” he said. “If I did not wash it, this would have caused an incident.”

Mr Mugari managed to take a photograph of the stained t-shirt.

The trial continues on April 25.

Prosecutor Mr Ephraim Zinyandu asked for time to prepare for the re-examining of the witness since he was not the leading prosecutor when the trial commenced.

There was a little bit of misunderstanding between the State and Ms Mtetwa as the State was objecting to the manner in which she was questioning Mr Mugari.

When Ms Chakanyuka tried to intervene and bring the house to order, Ms Mtetwa asked Ms Chakanyuka not to interfere and the court had to adjourn for a while.- state media

GUN ATTACK: Armed Robber Shot

An armed robber in an eight-man gang who raided ZX Fuels premises in Southerton, Harare, early yesterday was killed during a shootout with security guards in a reaction team called to the premises.

Police recovered US$35 050 from a satchel the dead man was carrying along with a pistol and implements to commit criminal activities.

Investigations revealed that the gang, who were wearing masks and woollen hats, went to the premises while armed with pistols, iron bars and hammers before attacking a security guard on duty.

They took the gate keys from the security guard and entered the premises before unlocking some offices where they used iron bars to force open safes.

The gang stole an undisclosed amount of money. During the process, a reaction team from Safeguard Security Company arrived at the scene and was attacked by the robbers.

A second reaction team went to the scene, resulting in a shootout between the guards and the robbers.

One of the robbers was then shot and died on the spot, while his other accomplices fled the scene.

National police spokesperson Assistant Commissioner Paul Nyathi said a manhunt had since been launched for the other robbers.

“From one of the suspects who was shot dead, police recovered US$35 050 cash, a pistol and implements used to commit crimes from a black satchel that he was carrying,” he said.

“Investigations are still in progress.”

Asst Comm Nyathi said two security guards were hospitalised after they were injured during the attack.

Meanwhile, police in Mutare on Monday acted to a tip-off and arrested Blessing Mavaraidzo (38) for unlawful possession of a firearm.

Mavaraidzo had threatened his wife and fired a shot in the air after a misunderstanding over an unknown issue. Police recovered a Blow FN 92 Pistol loaded with a magazine with three rounds and one spent cartridge from him.

In another case, police in Glendale on Sunday arrested Edwin Tafi (40) for failure to secure a firearm.

Tafi, who is a security guard, allegedly lost a Browning pistol with a magazine and five rounds at Tsungubvi bus terminus.

Police have since recovered the pistol.- state media

Horrific Drowning Of 2 Minors

TWO girls aged 12 and 13 drowned on Sunday while they were swimming in a disused quarry pit near Donnybrook Racecourse close to Mabvuku on the eastern outskirts of Harare.
Police are investigating the circumstances surrounding the drowning.

The bodies of the girls were taken to a hospital mortuary for postmortem, national police spokesperson Assistant Commissioner Paul Nyathi confirmed.

Cases of young people drowning have been on the increase and in February, three children aged four, five and six and a young man of 19 drowned in separate incidents with police expressing concern over the safety of children countrywide.

The young man and one child drowned in Jotsholo, while the other two children drowned in Mberengwa.

On February 23, 2023, Mthulisi Nhlalo Ndlovu aged 5 of St George Village, Chief Mabhikwa, Jotsholo, drowned in a two-metre deep well when his guardians left him alone at home.

On February 24, Donald Gwezuva (6) and Praymore Shoko (4) of Chidanhika Village, Chief Mapiravana, Mberengwa lost their lives after drowning in a 1.5m deep pool.

The parents of the children had left the children at home while attending a local meeting.

On February 25, 2023, the body of Resistance Mhlanga (19) of Banda Village, Chief Mabhikwa, Jotsholo was retrieved from the flooded Gwayi River which he had tried to cross.

Again in February, a swimming expedition ended in tragedy when two boys from the Kwalu 2 (Mfelandawonye) suburb in Beitbridge, drowned in an abandoned pool near Limpopo View suburb.

The two were in a group of five boys who were swimming in the pond around midday. Two others were able to swim out and sought help, resulting in the third boy being saved from drowning by five body-builders working out nearby, who swiftly rushed to the scene.- state media

Human-Wildlife Conflict Cause For Concern

Human-Wildlife Conflict is a thorn in the flesh for Chipinge rural ward 20 residents. We have lost four people to death with several other farmers losing tones of ready-to-harvest crops which were destroyed by wild animals.

The announcement in early November 2022 by the cabinet of Zimbabwe that it has setting up a fund which shall cater for Human-Widlife conflict has been received positively by most villagers in Chipinge community. The villagers have been enduring decades of Human-Widlife conflict. Most of them lost their lives as wildlife left behind a trail of untold destruction.

The establishment of the relief fund aimed at cushioning the victims of Human-Widlife conflict by way of funeral assistance, hospitalization and medical treatment. The monetary support will cover three categories such as death, maiming and injuries.

Girl Child Empowerment of Zimbabwe Executive Director Tatenda Maphosa welcomed the initiative, although he is of the opinion that the funding must be a national program and be distributed with social accountability being at the epicenter of everything.

Recently in Masvingo- Zaka couple and their son were left badly injured after being severely attacked by a clan of hyenas in Bota communal lands on Monday afternoon as they tried to protect their cattle from the marauding wild animals.

Masvingo Residents Forum coordinator Mr Prosper also said that Human-Widlife conflict is causing unrest in Masvingo Province, Zimparks and the line ministries must go beyond maiming injuries. A national emergency funding program must be put aside with the aim of helping those in need.

Notorious Soldier Laid To Rest

Retired Zimbabwe National Army (ZNA) Colonel Mutero Johane Masanganise was laid to rest on Saturday in Gutu.

He died last week, according to Zanu PF provincial spokesperson, Pepukai Chiwewe.

Col Masanganise caused a reign of terror in Gutu between 2005 and 2013, tormenting known opposition supporters in the area.

During the bloody 2008 Presidential election runoff, Col Masanganise played a leading role in attacking members of the Movement for Democratic Change.

Col Masanganise at some point contested Minister of State for Masvingo Provincial Affairs, Ezra Chadzamira for the Zanu PF chairmanship in 2017 and withdrew as he faced defeat after a disputed first round.

Masanganise was a member of the Gutu chieftainship family.

Chamisa Postpones Announcement of Nominated Candidates

By James Gwati-The Citizens’ Coalition for Change (CCC) has delayed the announcement of their nominated candidates following a nomination process last Wednesday.

CCC spokesperson Fadzayi Mahere initially stated that the names of the nominated candidates would be revealed on Tuesday.

However, in a tweet on Tuesday morning, Mahere said that the announcement would be deferred to Wednesday, April 12, during a press briefing at noon.

Later on Tuesday, Mahere updated that the announcement would be further postponed, and a new time for the update would be announced in due course.

The CCC nomination process consists of four stages: nomination, verification, stakeholder consultations, and a citizen caucus, where candidates are expected to present their manifestos.

In contrast to the ruling party ZANU PF, which conducted primary elections to select its candidates, CCC opted for a nomination process.

The reason for the delay in announcing the nominated candidates by CCC has not been disclosed, and the party’s supporters and the public are eagerly awaiting the new time for the update to be announced.

ZEP Holders Optimistic As Court Hearing Kicks Off In Pretoria

By- Advocate, Steven Budlender has argued that Home Affairs Minister Dr Aaron Motsoaledi’s decision to terminate the Zimbabwean Exemption Permit (ZEP) is invalid as it did not follow proper protocol.
Budlender is representing the Helen Suzman Foundation in the Pretoria High Court in its challenge against the department. It is seeking a declaration that the Minister’s decision is unconstitutional, unlawful and invalid and that it be set aside.
Last year, the department announced that it would not renew the special dispensation for a fourth time since its inception in 2009.
The ZEP is a special permit issued in terms of the Immigration Act that allows its holders and their children temporary legal status to live, work and study in South Africa. The permit was introduced by the South African government to cope with an influx of undocumented Zimbabweans.
Budlender has argued that the Minister must reconsider the decision to terminate the ZEP, following proper process.
“My client does not suggest and does not ask this court to find that the Minister may never terminate the ZEP programme, that is not my client’s case and that is not the submission I make, but my client does say and I do submit that because any termination has such profound consequences in order to be valid, it must firstly, follow a fair and procedurally rational consultation process. Secondly, be consistent with fundamental constitutional rights enshrined in our constitution and thirdly, be based on lawful, rational and reasonable grounds.

Bushiri Under Fire Over Fake Angels

By- A Zambian videographer who worked at Bushiri’s Prophetic Channel Television has come out in the open to join Bushiri Survivors Network and reveal how miracles were edited in South Africa to present moving objects on camera that Shephard Bushiri said were angels.

According to the former camera man identified as Festus, he is the one that edited the video and created the impression of moving objects that they related to angels. He has since written to the Prophetic Channel International that he be given $125,500 (K2,000,000) for helping the ministry make close $1,000,000 in huge visitations after people were attracked by the presence of fake angels.

“There was no such a thing as Angels. That was a total lie. I edited the video and added the objects. If you watch it closely, you will see that people sitting close to the angels dont even notice everything because there was nothing for them to notice. I have a unedited version of the video and I will share with you to compare,” he said.

He also said most of the things people see on the TV are not real as there is a team of creative people behind them.

Mako Tears Into Hopewell

By A Correspondent- Citizens Coalition for Change (CCC) activist Makomborero Haruzivishe has described journalist Hopewell Chin’ono as a drunk dog that has gone rogue.

This comes after Chin’ono has criticised CCC leaders of failing to fully take advantage of the Al Jazeera Documentary “Gold Mafia” and expose alleged ZANU PF corruption and incompetence to the electorate.

Chin’ono also said CCC was as dead as a dodo which means something is no longer effective, important or popular and this angered CCC leader Nelson Chamisa’s loyalists.

Posting on Twitter, Haruzivishe said Shabba has gone rogue again in an apparent reference to one of Chin’ono’s dogs. He said:

Lol Ambassador Shabba has gone rogue again.

A dog that forgets its mandate in society is problematic.

Instead of barking thieves away, Shabba is busy biting the victims of robbery.

If it’s whiskey then Shabba must self-quarantine till sober.

In response, Chin’ono warned CCC that their toxicity will cost them votes in the upcoming general elections. He tweeted:

Award-winning author Tsitsi Dangarembga urged the protagonists to exercise restraint and acknowledge that they are both to blame for the fallout. She said:

Perhaps there could be some kind of apologies all around. Obviously, people were very hurt by the Dodo comment. Perhaps a clarification.

In the same way, the dog video is a completely unacceptable response to a felt insult. We have to build bridges to each other.

Meanwhile, senior CCC official David Coltart defended Chin’ono saying journalists should be allowed to speak freely. Said Coltart:

Human- Wildlife Conflict Cause For Concern In Chipinge

Human-Wildlife Conflict is a thorn in the flesh for Chipinge rural ward 20 residents.

Four people have died with several other farmers losing tones of ready-to-harvest crops which were destroyed by wild animals.

The announcement in early November 2022 by the cabinet of Zimbabwe that it has setting up a fund which shall cater for Human-Widlife conflict has been received positively by most villagers in Chipinge community. The villagers have been enduring decades of Human-Widlife conflict. Most of them lost their lives as wildlife left behind a trail of untold destruction.

The establishment of the relief fund aimed at cushioning the victims of Human-Widlife conflict by way of funeral assistance, hospitalization and medical treatment. The monetary support will cover three categories such as death, maiming and injuries.

Girl Child Empowerment of Zimbabwe Executive Director Tatenda Maphosa welcomed the initiative, although he is of the opinion that the funding must be a national program and be distributed with social accountability being at the epicenter of everything.

Recently in Masvingo- Zaka couple and their son were left badly injured after being severely attacked by a clan of hyenas in Bota communal lands on Monday afternoon as they tried to protect their cattle from the marauding wild animals.

Masvingo Residents Forum coordinator Mr Prosper also said that Human-Widlife conflict is causing unrest in Masvingo Province, Zimparks and the line ministries must go beyond maiming injuries. A national emergency funding program must be put aside with the aim of helping those in need.

Social Media Users Raise Questions Over Makhadzi Attack

Social media users have created theories linking Zimbabwean socialite Lorraine Guyo to a distressing attack on South African musician Makhadzi in Mutare on Saturday evening.

The assault followed a prophecy issued by Prophet Isaiah Brian Sovi in 2022, warning Makhadzi that she would be attacked on a Saturday and that she was surrounded by dangerous and envious people.

A Facebook account named Pamelah Tamirah shared an image of Makhadzi and Lorraine Guyo with a caption questioning whether Guyo was present in Mutare during the attack.

This led to various social media users offering differing accounts and theories regarding the apparent friendship between the two women.

During the altercation, which took place on Saturday evening, Makhadzi was targeted by irate fans in Mutare.

Multiple individuals were injured and taken to hospital for treatment as a result of the disturbances.

Zim Dollar Plunges To A Record Low

Prices of nearly all basic goods skyrocketed this week as the Zimbabwe dollar plunged in value to a record low, leaving disposable incomes dwindled, Business Times can report.

The jump in prices comes at a delicate moment for Zimbabwe after annual inflation slowed to 87.6% in March from 92.3% in February this year.

This has been a major blow mainly to millions employed in the civil service who have had their recent paltry pay rise affected leaving their situation dire and now demanding more from the government.

As the local currency continues to lose value against all major currencies, at the auction system, the Zimbabwe dollar this week plunged to ZWL$944.71:US$1 from ZWL$671: US$1 in January this year. On the parallel market the Zimbabwe dollar was this week trading at between ZWL$1 600:US$1 and ZWL$1 700:US$1.

The spike in prices comes as Zimbabwe heads to the polls, possibly in August, which could force authorities to intervene, with disastrous consequences.

A survey by Business Times this week shows that the cost of a 2-litre bottle of cooking oil had risen to ZWL$4 749.99 from ZWL$3649.99 last week while bread was this week selling at ZWL$1 399.99 from ZWL$989.

A 2 litre Mazoe drink is now selling at ZWL$4 149.99 from ZWL$3 600 last week.

A 10kg roller meal is selling at between ZWL$6 999.99 and ZWL$8 999.99 from ZWL$5899.99 last week.

A 2kg pack of rice and a bar of soap are now selling at between ZWL$2199.99 and ZWL$3899.99 and ZWL$1349.99 from ZWL$1 600.99 and ZWL$984.99 respectively.

Chamisa Calls Party Activists, Hopewell Chin’ono To Order

This follows Twitter fights between journalist Hopewell Chin’ono and CCC activists over Chamisa’s silence to the gold mafia documentary that exposed smuggling of gold to Dubai and illicit financial flows.

Posting on Twitter, Chamisa called for peace saying the time was not ripe for fights.

Druggie Arrested At RGM Airport

A Swedish drug mule caught in possession of 3kg of heroin worth $3,4 million at the Robert Mugabe International Airport, yesterday appeared at the Harare Magistrates Court.
Harns Arne Ingemar Peterson (71), appeared before magistrate Ms Sandra Mupindu, charged with unlawful dealing in dangerous drugs.

He was remanded in custody and advised to apply for bail at the High Court.

The matter was remanded to April 24.

The State alleged that on April 8, detectives from CID Drugs and Narcotics Harare, received information from a reliable source that Peterson was in possession of drugs which he intended to smuggle to Thailand.

Pursuant to the information, the detectives waylaid Peterson at the Robert Gabriel Mugabe International Airport in order to intercept him as he checked in.

Whilst at the airport, detectives went to all airlines’ offices to check the one that had been used by Peterson.

They then found out that he had been rejected by Qatar Airways since he was not in possession of a Visa to Thailand.

The court heard that the detectives also checked Peterson in the departures hall and identified him through the clothes he was wearing and his passport.

He was with a trolley loaded with two monarch bags; a pink and a black one.

Detectives approached him and requested to search his bags and they seized some brownish powder suspected to be dangerous drugs in a plastic bag stashed in a false compartment created on the pink monarch.

Peterson was then taken to CID Drugs Harare offices where preliminary field tests were done on the seized brownish powder and it tested positive for heroin.- state media

Mutendi Allows Mnangagwa To Grab Pulpit

PRESIDENT Emmerson Mnangagwa has emphasised the importance of peace and unity, describing them as prerequisites for national development.

He was speaking at the Zion Christian Church (ZCC)’s annual Easter gathering at Mbungo Estates in Masvingo this Sunday, where he also commissioned developmental projects.

The Easter holiday is an important event on the Christian calendar as it marks the death and resurrection of Jesus.

For the Zion Christian Church led by Bishop Nehemiah Mutendi, it has become the tradition for thousands of congregants drawn from Zimbabwe and beyond the country’s borders to gather at Mbungo Estates in Masvingo.

This year was no exception and President Mnangagwa joined them this Sunday, a day that marks the resurrection of Jesus Christ.

Upon arrival, the President officially commissioned the ZCC Dam which is expected to improve farming activities and provide fish for the church and surrounding communities.

The church has also built the Rucosi Thalitha Cumi Mission Hospital at the Mbungo Estates which was also officially commissioned by the President this Sunday.

After commissioning the projects, President Mnangagwa attended the church service, where he took time to share a word with the congregants as well as speak on key national issues.

Ensuring national development is the priority of the Second Republic and President Mnangagwa underscored the need for peace and unity to ensure the country’s economy progresses.

“Today, three-quarters of the Presidium is here as the leaders of the country. For us to achieve development, peace and unity is key,” said the President.

President Mnangagwa commended the church for the dam construction project and reminded Zimbabweans that it is they who can build their country through hard work.

“The Bible says if you are lazy you should not eat. If you’re lazy you will die of hunger. God gave us everything to survive, he gave us all so that we work and eat. The land is built by its people, brick upon brick. Stone upon stone,” he said.

Freedom of worship will continue to be guaranteed under the Second Republic and the relations between the church and government remain solid President Mnangagwa said.

“The relations between the church and government remain solid. Under the Second Republic, you have the freedom to worship,” he said.

Drug and substance abuse continues to be a problem area for the country and as enunciated by the President, the church has a role to play in moulding the young generation.

President Mnangagwa advocated for parents not to spare the rod in disciplining children.

Vapostori: ED Winning 2023 Elections

The ruling Zanu-PF party is set for a landslide victory in the forthcoming harmonised elections as all members of the apostolic sects are rallying behind President Mnangagwa and Zanu-PF, Vapostori4ED national spokesperson, Madzibaba Obey Mapuranga, has said.
Apostolic sects, which command some of the largest followings, took advantage of their Easter conferences to mobilise votes for President Mnangagwa and Zanu-PF.

Zanu-PF is targeting five million votes to comfortably win the polls, and out of these, Vapostori have pledged 2,3 million votes as a token of appreciation for President Mnangagwa’s astute leadership that has brought fresh hope in the country.

Vapostori also want to reward President Mnangagwa and Zanu-PF for continuously supporting them, as opposed to some opposition parties that threaten to force all apostolic sects to stop worshipping in the open if they win elections.

In an interview yesterday, Madzibaba Mapuranga said a major Zanu-PF victory was inevitable.

“We are glad that our national chairperson Madzibaba Moses Gwasarira has been moving around the country to all Zion churches advising members during this Easter to rally behind President Mnangagwa.

“Among the churches visited are that of Andreas Shoko, David Masuka and Rueben Makuva Mutendi buttressing the fact that we solely rally behind President Mnangagwa in the 2023 harmonised elections,” he said.

Madzibaba Mapuranga thanked their national chairperson for supporting the President.

Vapostori, who for many years felt sidelined, now feel respected and appreciated under President Mnangagwa’s leadership.

Madzibaba Mapuranga said they will express themselves through the ballot and silence puppets that masquerade as opposition figures.

“This country will be ruled forever by Zanu-PF because it is the only party that sacrificed blood to liberate this country, there is no other party.

“Zimbabwe is not a theocracy; it’s a democracy, and we have accepted that and we are coming into the democratic processes and voting.

“We are going to bring more than 2,3 million votes from Vapositori. All those people are going to vote for Zanu-PF,” he said.

Madzibaba Mapuranga promised to ensure that Harare is delivered to Zanu-PF from the opposition, which has run it down and almost everything is not working now.

He said the church is always ready to offer spiritual guidance to national leaders.

In his addresses at the Methodist Church in Zimbabwe in Seke and at the Zion Christian Church in Masvingo over the Easter holiday, President Mnangagwa said the Second Republic will continue to work with the church.

The President said the relationship between the State and churches remains solid “as we value freedom of worship”.

“We assure you that you are free to exercise your right to religion. As the Second Republic, we guarantee freedom of religion.

We need that co-operation between the church and the State.

“Church people are patriotic about their country. They do hard and honest work, they love their country,” said President Mnangagwa on Sunday at Mbungo Estate in Masvingo.-state media

Banker Caught Over Shares

Top banker and marketing specialist, Mr Douglas Mamvura, is demanding payment of US$4 million from his former business partner Mr George Manyere, over a deal involving the sale of shares of an investment company they co-founded.
The erstwhile business partners are locked in a bitter dispute in which they have traded allegations about each other’s conduct in the deal that went sour.

Through his lawyer, Mr Robin Tanyanyiwa of Tanyanyiwa and Associates, Mr Mamvura is threatening legal action against Mr Manyere, if he does not give him his alleged share of proceeds.

According to the correspondences on the wing between the parties’ lawyers, the dispute is centred on a deal that saw Mr Manyere and his partner Mr Walter Kambwanji selling Brainworks Private Limited’s 29,39 percent shareholding in Ecobank Zimbabwe Limited to Ecobank Transnational Incorporated and pocketed the proceeds.

Mr Mamvura claims to have gotten nothing out of the lucrative deal, a fact which Mr Manyere, is denying in response to the allegations of fraud and underhand dealings levelled against him and his partner.

According to a letter of demand seen by The Herald, Mr Tanyanyiwa, Brainworks Investments, which the two businessmen co-founded bought shares from Premier Finance Group Limited for US$2 830 964 after obtaining a bank loan from BancABC Zimbabwe.

The purpose for the loan was to finance the acquisition of 28 percent shareholding in the then Premier Finance Group Limited. The facility was secured by, among other things, the registration of a mortgage bond over an immovable property owned by Star Nail (Private) Limited called East Anglia Farm owned by our client.

“Unbeknownst to our client, In April 2009 you both proceeded to fraudulently secure further funding from BancABC Zimbabwe to the tune of US$670 369.81, after fraudulently misrepresenting to BancABC Zimbabwe that the additional facility was for the purchase of an additional 10 percent in Premier Finance Group Limited which purchase never occurred,” said Mr Tanyanyiwa in his letter dated March 15, 2023.

“Documents in our possession reveal that you achieved this by forging signatures on the official documentation of Brainworks Investments (Private) Limited and used the same security belonging to Star Nail (Private) Limited to increase the loan facility to your benefit.

“Nevertheless, our client continued with the acquisition of 9 percent of the 28 percent acquired in Premier Finance Group Limited whilst oblivious of the deceitful shenanigans that you had perpetrated.”

This acquisition, according to the lawyer, was confirmed by the Reserve Bank of Zimbabwe on September 9, 2009, with Mr Mamvura taking over the 9 percent shareholding through Brainworks Investments (Private) Limited (4,5 percent) and Rohloff Investments (Private) Limited (4,5 percent).

As Mr Mamvura served as the managing director of Premier Bank until a time when the working relationship between two disintegrated owing to Mr Manyere’s alleged questionable banking practices.

This resulted in Mr Mamvura offering to sell you his shares and to have the security that he had tendered called back in order to divest from Premier Finance Group Limited, said Mr Tanyanyiwa.

However, Mr Manyere could not afford the purchase of the shares and Mr Mamvura wrote to him through Messrs Matizanadzo and Warhurst demanding payment and specific performance regarding the release of his security which demand Mr Mavura claims remained unanswered, though acknowledged, to date.

And Mr Tanyanyiwa insists that his client maintained his shareholding while eventually being able to retrieve his security.

He said Mr Mamvura ceased to be actively involved in the affairs of Premier Finance Group Limited but maintained his 9 percent shareholding through Brainworks Investments (Private) Limited which eventually became a consortium in which Mr Manyere was part to.

Later, it is alleged that Mr Mamvura went on to discover that ADC Financial Services and KMQ Enterprises jointly acquired 54 percent shareholding in Premier Finance Group Limited from the founding shareholders and ADC Financial Services proceeded to swap its 112 500 000 ordinary shares in Ecobank, in exchange for 87 200 000 ordinary shares in Brainworks Investments (Private) Limited.

Earlier, in August 2011 Ecobank Transnational Incorporated had acquired 70 percent shareholding in Premier Finance Group Limited for US$10 000 000. In this case, Mr Tanyanyiwa noted that his client was not aware of any of those transactions and neither Mr Manyere made any effort to appraise his client of these developments in which Mr Manyere allegedly played prominent roles in.

“Clearly, your efforts to conceal the transactions was so as to unjustly benefit from any potential acquisition of our client’s shareholding to our client’s detriment,” he said.

In March 2015, Ecobank Transnational Incorporated proceeded to acquire Brainworks Investments (Private) Limited’s 29,39 percent shareholding in what is now Ecobank Zimbabwe Holdings Limited for a purchase consideration of US$12 500 000, which was paid to Mr Manyere and his partner.

And Mr Tanyanyiwa insists that when this shareholding was acquired, his client still owned 9 percent of Ecobank Zimbabwe Holdings Limited through Brainworks Investments (Private) Limited which shareholding entitled him to 32,14 percent of the purchase consideration amounting to US$4 017 500.

“Our client has over the years engaged both of you regarding the rights to his share of the proceeds and whilst you have confirmed receiving the funds and made numerous undertakings to our client nothing has materialised to date,” said Mr Tanyanyiwa.

“Naturally, our client is aggrieved and gravely disappointed by the continuation of your double dealing and deceit. Resultantly, we have been instructed to demand as we hereby do that you pay our client, jointly or severally, the sum of US$4 017 500.00 together with our collection commission in the sum of US$100 612.50.

“Should you fail to do so within seven (7) days of your receipt of this letter, we have further instructions to initiate proceedings of both a criminal and civil nature to hold you to account for your fraudulent activities and to ensure that our client is duly compensated for your unjust enrichment at his expense.”

But in his response Mr Manyere who is being represented by his lawyers Hogwe and Nyengedza, denied entering into any agreement or arrangement in whatever form with Mr Mamvura which would entitle him to the demands he makes. Mr Manyere and Kambwanji also denied and disputed every allegation against them and challenged Mr Mamvura to prove his claim.

“The foregoing notwithstanding, surely it is trite that any legitimate claims, momentarily ignoring their inexistence, which may have been founded on the facts alleged by your client would have long since been prescribed by operation of law and therefore unavailable for litigation,” said Mr Manyere’s lawyers.

“We are, in the circumstances, left wondering as to the true motive actuating your client’s unfounded, baseless and outrageous demands.”

The lawyers said Mr Mamvura’s claims were shocking and patently inaccurate and bordering on extortion.

“The mere misadventure of a demand where non- arises is extremely shocking in its defiance of logic and common sense. It just dismantles all folds of favour and sanity there could have ever existed prior,” said the lawyers.

“Having personally known your client for some time our clients are left genuinely wondering whether yours has not been afflicted by a mild but temporary defect of reason as to allow his very fertile imagination to contrive a claim where none arises. They are concerned.”

Messrs Hogwe and Nyengedza stated, in their response that the tenor of Mr Mamvura’s demand, notwithstanding its baselessness and lack of foundation in fact, tends to malign and injure the integrity and moral standing and character of their clients.

“We register on that account, our clients’ strongest protestations and their demand that yours withdraw all false allegations that find expression in your letter within the next 72 hours, failing which we shall be constrained to approach the courts for appropriate relief.”

The lawyers have instructions to defend any claims that Mr Mamvura may bring against Mr Manyere and Mr Kambwanji. -state media

The Notorious Col Masanganise Laid To Rest

Retired Zimbabwe National Army (ZNA) Colonel Mutero Johane Masanganise was laid to rest on Saturday in Gutu.

He died last week, according to Zanu PF provincial spokesperson, Pepukai Chiwewe.

Col Masanganise caused a reign of terror in Gutu between 2005 and 2013, tormenting known opposition supporters in the area.

During the bloody 2008 Presidential election runoff, Col Masanganise played a leading role in attacking members of the Movement for Democratic Change.

Col Masanganise at some point contested Minister of State for Masvingo Provincial Affairs, Ezra Chadzamira for the Zanu PF chairmanship in 2017 and withdrew as he faced defeat after a disputed first round.

Masanganise was a member of the Gutu chieftainship family.

Kalisto Pasuwa has won another title in Malawi, after his FCB Nyasa Big Bullets beat Mighty Mukuru Wanderers 2-1 in the NBS Bank Charity Shield played at the Bingu National Stadium today.

The NBS Charity Shield is the curtain raiser to the Malawian Super League, which kicks off on April 15.

Up against former Highlanders coach Mark Harrison’s Mighty Wanderers, Pasuwa’s charges, looking to win the Charity Shield for the sixth time since it was launched in 2016, needed just 10 minutes to break the deadlock.

Maxwell Gastin reacted quickly to tap in the rebound, after Clyde Senaji’s effort from inside the box had hit the upright.

Bullets nearly doubled their lead in the 16th minute, but Patrick Mwaungulu’s inviting delivery into the box, was missed by everybody.

Gastin’s early strike was the difference between the two sides at the half time break.

Kaizer Chiefs management will only start negotiations with Khama Billiat over his future at the end of the season.

The Zimbabwean forward’s contract is set to expire at the end of the campaign but the club has an option to extend it with another year.

In his update on the contract situation of soon to be out-of-contract players, as cited by TimesLive, Chiefs coach Arthur Zwane said:

Emmerson Mnangagwa’s Sermon From Mbungo

PRESIDENT Emmerson Mnangagwa has emphasised the importance of peace and unity, describing them as prerequisites for national development.

He was speaking at the Zion Christian Church (ZCC)’s annual Easter gathering at Mbungo Estates in Masvingo this Sunday, where he also commissioned developmental projects.

The Easter holiday is an important event on the Christian calendar as it marks the death and resurrection of Jesus.

For the Zion Christian Church led by Bishop Nehemiah Mutendi, it has become the tradition for thousands of congregants drawn from Zimbabwe and beyond the country’s borders to gather at Mbungo Estates in Masvingo.

This year was no exception and President Mnangagwa joined them this Sunday, a day that marks the resurrection of Jesus Christ.

Upon arrival, the President officially commissioned the ZCC Dam which is expected to improve farming activities and provide fish for the church and surrounding communities.

The church has also built the Rucosi Thalitha Cumi Mission Hospital at the Mbungo Estates which was also officially commissioned by the President this Sunday.

After commissioning the projects, President Mnangagwa attended the church service, where he took time to share a word with the congregants as well as speak on key national issues.

Ensuring national development is the priority of the Second Republic and President Mnangagwa underscored the need for peace and unity to ensure the country’s economy progresses.

“Today, three-quarters of the Presidium is here as the leaders of the country. For us to achieve development, peace and unity is key,” said the President.

President Mnangagwa commended the church for the dam construction project and reminded Zimbabweans that it is they who can build their country through hard work.

“The Bible says if you are lazy you should not eat. If you’re lazy you will die of hunger. God gave us everything to survive, he gave us all so that we work and eat. The land is built by its people, brick upon brick. Stone upon stone,” he said.

Freedom of worship will continue to be guaranteed under the Second Republic and the relations between the church and government remain solid President Mnangagwa said.

“The relations between the church and government remain solid. Under the Second Republic, you have the freedom to worship,” he said.

Drug and substance abuse continues to be a problem area for the country and as enunciated by the President, the church has a role to play in moulding the young generation.

As the Zimbabwe Institute of Strategic Thinking (ZIST), we have taken note of the recent documentary released by Al Jazeera, highlighting the prevalence of corruption and smuggling of Gold in the mining industry in Zimbabwe.

We unequivocally condemn any form of corruption and illegal activities in the mining sector, which harm the country’s economy and tarnish its reputation as a reliable investment destination.

The revelations made in the Gold Mafia documentary are deeply concerning, and we call upon the government to investigate these allegations diligently and bring the perpetrators to justice. We also urge the government to put measures in place to curb the smuggling of gold and other precious minerals, which not only deprives the country of much-needed revenue but also fuels criminal activities such as money laundering, human trafficking, and terrorism financing.

We understand that the mining sector is critical to Zimbabwe’s economic growth, and we believe that it can be a source of sustainable development, job creation, and poverty reduction. However, for this to happen, we need to restore investor confidence by ensuring that the sector is transparent, accountable, and ethical. This requires a concerted effort from all stakeholders, including the government, opposition parties, mining companies, civil society, and local communities, to work together towards a common goal.

We take note of name dropping of top Government officials, business community , and fugitive elements in society , it is in the public interest for all officials to clear themselves to avoid speculation which further dents the image of the nation.

Last but not least, it is of high concern that one of the notable characters who featured mostly in this documentary, who hold an esteemed strategic office, Ambassador Uebert Angel should unconditionally resign from the public office and further clear himself from these serious allegations levelled against him.

Furthermore, we recommend Presidency to appoint reputable persons in strategic areas of Governance to protect the image of the nation from further scrutiny.

ZIST remains committed to promoting strategic thinking and policy analysis that supports sustainable development in Zimbabwe. We call upon all Zimbabweans to join us in condemning corruption and illegal activities in the mining sector and support efforts to promote good governance, accountability, and transparency. We recommend the following :

1. A clear and proper development policy

2. Provide a clear mining framework

3. Deploy strategic thinkers in key area of governance

4. Deal with deep rooted corruption both in public and private sector

5. Proper feasibility studies around all critical sectors of the economy

6. Research and development is an important component in all sectors of the economy

7. Inclusion of private sector to lead from the front In industrialization and pro – growth matters on policy matters and macroeconomic stabilization

8. To share the national cake through proper policy clarification which promotes employment creation and capacity utilization
9. Do a feasibility study in the mining sector which will indate quantity and estimated value of all minerals in Zimbabwe for planning purposes
10. Denouncing publicly and bringing to book all members who are linked to corruption and smuggling

11. We further recommend Presidency to widen its advisory to accommodate Independent thinkers on critical matters which promotes nation building

12. Wider consultation is necessary before key appointments to avoid persons of disrepute in key areas of governance. A vetting Committee with critical stakeholders in the nation can be setup to vet and recommend to the President the final appointment of individuals in public office positions.

By- Self-proclaimed prophet and Gold Smuggler Uebert Angel has implicated a Zanu PF PF politician and gold dealer Pedzisai “Scott” Sakupwanya, in the Gold smuggling syndicate.

Angel has named Sakupwanya, Zimbabwe’s, biggest gold baron, in a documentary by Qatar-based news network Al Jazeera titled Gold Mafia.

Angel, who is a British-Zimbabwean businessman, was appointed Ambassador at Large to Europe and the Americas by President Emmerson Mnangagwa in 2021.
In a snippet of the fourth and final instalment of Gold Mafia, Angel tells undercover reporters who posed as investors that Sakupawanya is a bigger gold dealer than Ewan MacMillan. He said:
MacMillan doesn’t control nothing. This (Sakupwanya) was his worker cleaning his car. He is the number one now in Zimbabwe.
MacMillan, a self-confessed gold smuggler, also features in the Al Jazeera documentary.
Angel also shows the reporters pictures of Sakupwanya flaunting his US$5 million cash and some gold bars on 29 June 2020. He said:
He’s right there, he’s in his house, sleeping on five million US dollars.
Sakupwanya is a ZANU PF councillor in Mabvuku and is the ruling party’s aspiring parliamentary candidate for Mabvuku Constituency.
He owns Better Brands Jewellery (BBJ) and other gold dealers operating in Mazowe and Penhalonga.

Another Horror Crash Claims Six (6) In Mvuma

By- Six people died while 21 others were injured after a minibus they were travelling in from a church gathering was side-swiped by a Nissan UD truck near Mvuma Sunday night.

The minibus was carrying congregants of the God of Christ Church, who were coming from Buhera, and were on their way back to Bulawayo.

National police spokesperson, Assistant Commissioner Paul Nyathi, confirmed the accident.
The accident comes after 10 people died near Mvuma on Friday around 6 am.
A cleansing ceremony led by spirit mediums was held yesterday.
Bodies of those who died on Friday were collected by family members in Mvuma yesterday ahead of burial.
Nine of the dead will be buried in Gokwe and one in Chegutu.
Government has supported the families with burial arrangements, and family representatives were grateful for the gesture.

Zimbos-SA Immigration Officers In FistFight

By-A South African immigration officer based at Beitbridge Border Post reportedly fought with Zimbabwe-bound travellers who had complained about his slow service on Friday.

A witness told the Southern Eye that the South African official threw away the passports of a group of travellers after they challenged him for insulting them.

South African border official Thabo Mogkola referred questions to Home Affairs spokesperson Siya Qoza who reportedly ignored the questions.

A white female traveller who declined to be identified told the publication that the immigration officer was openly rude and his mood further darkened when travellers complained about his slow pace. Said the traveller:

Travellers were also not happy about his rude manner of speaking, and they started grumbling after spending a long time waiting in the queue.

He was deliberately being slow for reasons best known to him and trouble started.

He came out of his office and started collecting passports from the crowd. He then went to a fence close by and threw the passports over.

People scrambled to get their passports, while others physically attacked him.

The official reportedly fought back until some of his colleagues restrained him.

Kaizer Chiefs Statement On Billiat Future

Kaizer Chiefs management will only start negotiations with Khama Billiat over his future at the end of the season.

The Zimbabwean forward’s contract is set to expire at the end of the campaign but the club has an option to extend it with another year.

In his update on the contract situation of soon to be out-of-contract players, as cited by TimesLive, Chiefs coach Arthur Zwane said:

Pasuwa Bags Another Cup

Kalisto Pasuwa has won another title in Malawi, after his FCB Nyasa Big Bullets beat Mighty Mukuru Wanderers 2-1 in the NBS Bank Charity Shield played at the Bingu National Stadium today.

The NBS Charity Shield is the curtain raiser to the Malawian Super League, which kicks off on April 15.

Up against former Highlanders coach Mark Harrison’s Mighty Wanderers, Pasuwa’s charges, looking to win the Charity Shield for the sixth time since it was launched in 2016, needed just 10 minutes to break the deadlock.

Evidence-based psychosocial interventions can improve communication and social skills, with a positive impact on the well-being and quality of life of both autistic people and their caregivers.
Care for people with autism needs to be accompanied by actions at community and societal levels for greater accessibility, inclusivity and support.
Overview
Autism spectrum disorders (ASD) are a diverse group of conditions. They are characterized by some degree of difficulty with social interaction and communication. Other characteristics are atypical patterns of activities and behaviours, such as difficulty with transition from one activity to another, a focus on details and unusual reactions to sensations.

The abilities and needs of autistic people vary and can evolve over time. While some people with autism can live independently, others have severe disabilities and require life-long care and support. Autism often has an impact on education and employment opportunities. In addition, the demands on families providing care and support can be significant. Societal attitudes and the level of support provided by local and national authorities are important factors determining the quality of life of people with autism.

Characteristics of autism may be detected in early childhood, but autism is often not diagnosed until much later.

People with autism often have co-occurring conditions, including epilepsy, depression, anxiety and attention deficit hyperactivity disorder as well as challenging behaviours such as difficulty sleeping and self-injury. The level of intellectual functioning among autistic people varies widely, extending from profound impairment to superior levels.

Epidemiology

It is estimated that worldwide about 1 in 100 children has autism (1). This estimate represents an average figure, and reported prevalence varies substantially across studies. Some well-controlled studies have, however, reported figures that are substantially higher. The prevalence of autism in many low- and middle-income countries is unknown.

Causes
Available scientific evidence suggests that there are probably many factors that make a child more likely to have autism, including environmental and genetic factors.

Available epidemiological data conclude that there is no evidence of a causal association between measles, mumps and rubella vaccine, and autism. Previous studies suggesting a causal link were found to be filled with methodological flaws (2,3).

There is also no evidence to suggest that any other childhood vaccine may increase the risk of autism. Evidence reviews of the potential association between the preservative thiomersal and aluminium adjuvants contained in inactivated vaccines and the risk of autism strongly concluded that vaccines do not increase the risk of autism.

Assessment and care

A broad range of interventions, from early childhood and across the life span, can optimize the development, health, well-being and quality of life of autistic people. Timely access to early evidence-based psychosocial interventions can improve the ability of autistic children to communicate effectively and interact socially. The monitoring of child development as part of routine maternal and child health care is recommended.

It is important that, once autism has been diagnosed, children, adolescents and adults with autism and their carers are offered relevant information, services, referrals, and practical support, in accordance with their individual and evolving needs and preferences.

The health-care needs of people with autism are complex and require a range of integrated services, that include health promotion, care and rehabilitation. Collaboration between the health sector and other sectors, particularly education, employment and social care, is important.

Interventions for people with autism and other developmental disabilities need to be designed and delivered with the participation of people living with these conditions. Care needs to be accompanied by actions at community and societal levels for greater accessibility, inclusivity and support.

Causes Of Mine Forfeiture

Causes of mine suspension or forfeiture

Mine operations are regulated by laws of the country that protect the environment; people, livestock, wild animals and the economy . Therefore if an officer from ministry of mines or EMA thinks these are threatened by one way or the other the mine is suspended or closed entire through a procedure that is lawful can be challenged in a court of law if offender thinks they have been treated unfairly. We will briefly outline usually causes of those suspensions . You should note that they not always lead to automatic suspension unless if inspections are not renewed on time that one is the only automatic but can also be avoided or requested through relevant offices .

Failure to appoint manager and blaster .
Before a mine starts operations a mine must appoint qualified manager who in turn appoints a qualified blasters. Any mine found any of the two can be suspended if continues to operate unlawfully under suspension a second suspension is usually given then a third one can lead to court that can lead to permanent suspension and a possible ban for life . This can be challenged in court with proof of innocence if such evidence could be there especially if the manager was appointed before the second suspension yet the inspecting officer couldn’t see the appoint letter because of good reasons tabled in court .

Failure to maintain proper ore and gold register.
All mine production of ore and gold should be registered in official gold registers and kept properly taken monthly before the 10th of the next month for returns at ministry of mines. Failure to do can result in suspension or permanent suspension. Such cases are difficult to challenge in court because gold belongs to the state any misappropriation of information can lead to arrest .

Mining in a manner that endangers the environment , livestock and humans
According to EMA all mining activities should preserve the environment and avoid unnecessary loss of lives of both people and animals. Any haphazard mining that destroys vegetation indiscriminately and creates a lot of unfenced or unnecessary spillage of hazardous chemicals into water or atmosphere can result in suspension by EMA .

Mnangagwa Takes His Red Carpet Affection Right Into Mutendi’s Dam

Zimbabwean president Emmerson Mnangagwa shocked many when he had a red carpet laid right into a dam he was commissioning at the Zion Christian Church’s Mbungo shrine.

Mnangagwa who had a busy easter holiday was a guest of honor at Mutendi’s easter service and as part of his schedule, he was supposed to commission a dam that the church constructed to provide water to congregants at the giant shrine.

Mliswa alleged that Muswere and Wadyajena found their way back into the race because they have close ties with Collins Mnangagwa.

He made the remarks while revealing details of a meeting he had with a member of the Central Intelligence Organisation (CIO) named Nhete.

Mliswa said Nhete told him that most political decisions in Zanu PF were being made by Auxillia and Junior.

However, he told me that the problem today is that most political decisions are made by the First Lady and Jnr. For example he predicted, accurately, that Muswere and Wadyajena would return as winners because they are close to Jnr& have some mutual deals with him, respectively.

He added that the problem with Zimbabwe’s political landscape is that important decisions are being made by individuals who were not elected by the people, but are rather members of the ruling family.

Mliswa’s comments have raised concerns about the level of influence wielded by the Mnangagwa family in Zimbabwe’s political affairs.

However, the ruling party, ZANU-PF, has not yet responded to Mliswa’s claims.

By A Correspondent | Chinhoyi water shortages between March and the beginning week of April were caused by the decomposing corpse of a mentally ill patient stuck inside the water pipes, writes a complainant.

Many people currently complaining of stomach aches claim to ZimEye that this is due to drinking contaminated water.

Residents who spoke to ZimEye said there is no security at all at the water tanks supplying the city and this is not the first time the crisis has happened. It once happened back in 2004, said one, Diana Usiri.

A comment from the Municipality was not forthcoming at the time of writing.

Mnangagwa Donates 35 Mines To Military

Emmerson Mnangagwa allocated 35 mines to war veterans two years ago to empower the liberation war icons but officials entrusted with the responsibility to handover the claims have not done so amid allegations of corruption.
Addressing war veterans at Davies Hall last Thursday, the Defence and War Veterans Affairs Minister, who is also the ruling Zanu-PF national chairperson, Oppah Muchinguri-Kashiri said a probe to establish why war veterans have not been given the mining claims, that include gold and lithium, two years after President Mnangagwa allocated them, has since been launched.

Minister Muchinguri-Kashiri said it was extremely regrettable that senior officials in her ministry were involved in uncouth dealings, in the process bringing the name of the President into disrepute.

She said the Second Republic under the leadership of President Mnangagwa was committed to improving the welfare of war veterans.

“The President in 2020 approved 35 mines which he said should be allocated to war veterans. These mines are across the country, some have since been given out to the beneficiaries but others are yet to be handed over. We are hearing that the delays are as a result of underhand dealings by officials and I have reported that to the President.

We are investigating and I want to assure you that we will get to the bottom of the matter. War Veterans should never suffer,” said Minister Muchinguri-Kashiri.

She also took the opportunity to apprise the war veterans on the operationalisation of the Veterans of the Liberation Struggle Act [Chap 17:12] following its promulgation in September 2020.

The enactment of the Veterans of the Liberation Struggle Act was in pursuit of President Mnangagwa’s vision to move the country towards a prosperous and empowered middle-income society by 2030.

Minister Muchunguri-Kashiri said prior to the process of aligning laws to the Constitution, War Veterans and ex-political prisoners, detainees and restrictees were administered by two separate pieces of legislation namely, the War Veterans Act [Chap 11:15] and the ex-political prisoners, detainees and restrictees Act [Chap 17:10). These acts have since been repealed and replaced by the all-encompassing Veterans of the Liberation Struggle Act [Chap 17:12] which recognises all the categories of veterans of the liberation struggle as provided for by the Constitution.

These are war veterans, ex-political prisoners, detainees and restrictees, non-combatant cadres and war collaborators.

She said the intention of the Second Republic in aligning the Veterans of the Liberation Struggle Act [Chap 17:12] to the Constitution is for Government to create a holistic framework for dealing with the welfare and economic empowerment of veterans of the liberation struggle. “Through this Act, including the repealed legislation, veterans of the liberation struggle were and are still entitled to a monthly pension.

Veterans and their children are also entitled to education benefits at Government schools or educational institutions and in the event of them or their children enrolling at non-Government institutions or outside the country, they are given educational benefits equal in amount to the fees payable at Government schools or institutions,” said Minister Muchinguri-Kashiri.

Government capped school fees allowance for war veterans’ children at US$300 paid in local currency equivalent.

She said in addition, veterans, their spouses and children are entitled to full medical cover in the event of illness.

In the unfortunate occurrence of death, families of deceased veterans are entitled to funeral grants as well as 20 percent of land gazetted for resettlement.

“In the past pensions for war veterans and ex-political prisoners, detainees and restrictees were determined differently.

The formula for determining the monthly pension for these categories has now been harmonised under an indexation framework that was improved by the Second Republic to ensure that whenever salaries and allowances of members of the Zimbabwe Defence Forces are increased, the monthly pensions of war veterans are also automatically increased.

“It should also be noted that while all pensions payable from the Consolidated Revenue Fund are administered directly by the Pension Office in terms of the provisions of the Pensions Review Act [Chap 16:03], the Ministry of Defence and War Veterans Affairs is still responsible for initiating fundamental changes to pension policy for its clients,” said Minister Muchinguri-Kashiri. Man Stabbed In A Pub

A 22-year-old Shurugwi man was fatally stabbed by a fellow patron after violence erupted in a bottle store over a missing cellphone.

The incident occurred recently at Chironde Village under Chief Nhema.

According to Midlands Police spokesperson Inspector Emmanuel Mahoko, Samson Mangezi was stabbed after he inquired about his missing cellphone.

“Mangezi was in a bottle store at Hwinya Business Centre, Shurugwi intending to buy beer when an unknown person snatched his cellphone from his pocket. Upon enquiring from other patrons about his cellphone, an unidentified person instantly threw it on the floor,” he said.

Mangezi reportedly picked up his cellphone and discovered that the sim card and a battery were missing resulting in him making further inquiries on who had taken his cell phone.

This did not go down well with one of the patrons, Pilot Lunga who then angrily advanced toward Mangezi.

“Sensing danger, Mangezi ran out of the bottle store but Lunga pursued him holding a knife. Mangezi’s body was discovered by his brother later that night near a footpath that connects Hwinya Business Centre and Chironde Village,” said Inspector Mahoko.

Lunga is on the run and police are appealing for information on his whereabouts. – state media

No Factories, No Hospitals, And Uebert Angel Mate, Makandiwa Opens A 30K Seater Church

The United Family International Church (UFIC) led by Uebert Angel mate, Prophet Emmanuel Makandiwa, officially opened its mega church building in Chitungwiza yesterday.

The building, which accommodates 30 000 people was officially unveiled by Prophet Makandiwa’s Ghanaian spiritual father and mentor Prophet Victor Kusi Boateng.

The church which is now complete was built by Prophet Makandiwa and his wife Ruth using their personal resources.

Speaking to the congregation, Prophet Makandiwa said it was a journey to reach where the church is now.

He was also looking forward to having another bigger building which would become the national headquarters in the near future.

“When we decided to build this structure initially our hope was to be able to accommodate everyone inside this building, but the numbers are even much bigger now.

“This place can no longer be our headquarters and once we are done with this one we move on to the next project,” he said.

Prophet Boateng said he was proud that his son and wife had built such a mega-church in Zimbabwe.

He blessed the church structure during the dedication exercise adding that this grand opening marks a new beginning for the ministry.

UFIC spokesperson Pastor Prime Kufakunesu said several challenges caused the delay of the completion of the structure on time.

“Although the construction began in 2011, we were stopped three times due to some municipal council issues.

“We had to pay twice for the stand in the process and lost about six-and-a-half years of work,” he said.

Prophet Boateng was accompanied by the Ambassador of Ghana to Zimbabwe Alexander Grant Ntrakwa and Mayor Harold Moore of Wardley, Georgia, US.

The Easter conference was also attended by people from all walks of life including some other diplomats and Government officials.

Mwonzora Lawmaker In Toxic Relationship

By- A lawmaker aligned to the Douglas Mwonzora’ MDC Senator Edith Baipai dragged her husband Allan Chinowaita to court as he allegedly abused her physically and financially.

It has also emerged that while Chinowaita had told the Nyanga Senator Baipai that he had separated with his first wife, they are still seeing each other.
The cat was let out of the bag at the Mutare Magistrates Civil Court as Senator Baipai was applying for a protection order against Chinowaita.
It also emerged that Senator Baipai handed over to Chinowaita the US$40 000 housing loan she got from Parliament.
During the court session last week, Senator Baipai demanded the return of her property. Chinowaita also stands accused of forging Senator Baipai’s signature.
“I gave him the money I received from Parliament and he promised to return it, but failed to do so. He has been giving flimsy excuses since last year. I have tried to communicate with him, but it seems he does not want to give me back my money,” said Senator Baipai.
She also said Chinowaita is in the habit of assaulting and threatening her as he is over protective.
“He is over protective and jealousy. I think he is insecure because I have more money than him. The car he is driving around with other women is mine.
“He once assaulted me at Rainbow Towers where I had gone for a meeting with my bosses. Maybe he thought I was having an affair. He also assaulted me at Holiday Inn. I just want the law to protect me,” pleaded Senator Baipai.
She also added that Chinowaita is abusing her social media accounts, adding that she wants him barred from accessing them.
Senator Baipai said Chinowaita is refusing to hand over her documents, including her driver’s licence.
“He has everything, including proof of ownership of some of my property. He has my academic certificates, driver’s licence and money. I want them back. If he wants to move on like he has done, then he should leave with nothing,” said the lawmaker.
She added: “Last year l was supposed to get a residential stand under my name, but he wrote a letter to Parliament stating that the residential stand should be in his name since he is my husband. This was done behind my back.
“I inquired with Parliament why I was yet to get the residential stand, but was shocked to hear that it had been allocated to Chinowaita. I was left with nothing,” said Senator Baipai.
She said Chinowaita lied to her that he had separated with his first wife.
“He is still seeing his first wife. He has been lying to me that they broke up, yet they are still seeing each other. I look stupid now because I was being fooled all along. His wife is waiting for him outside in my car as we speak,” said the heartbroken woman.
In response, Chinowaita said the US$40 000 that Senator Baipai had men tioned was invested in a shop.
“I invested the money in a shop that will bene¬fit both of us as it is a family business,” he said.
However, Baipai objected: “I have never been to the shop. I have never received anything from that shop. He is lying that he invested in a shop. If it is there, then he is squandering my money with his wife.
“Are you not ashamed of reaping where you did not sow? Why can’t you work for yourself and earn an honest living? All I want is my property back then you can move on,” charged Senator Baipai.
Mutare magistrate, Mr Xavier Chipato presided over the matter.
He granted the protection order in Senator Baipai’s favour.
The order will be valid for five years.
Mr Chipato also ordered Chinowaita to return Senator Baipai’s documents and property.

Violence At Makhadzi Mutare Gig

By-South African songstress, Makhadzi, was targeted Friday with missiles while performing by angry fans.

The musician had to be whisked away from the stage after rowdy fans who felt hard done by her shoddy performance started throwing cans and other missiles in anger at Manicaland Motoring Club last night.

Besides performing way late than fans expected, Makhadzi jumped on stage after midnight with no live band before she performed not more than three songs much to the disappointment of hundreds of people who attended the show.
Angry fans started mobbing performing artistes by throwing missiles and shouting obscenities while destroying barricades that separated the VIP section.

There was also drama in and outside the venue as hoardes of people lost cash and valuables as thieves had a field day.

Uebert Angel To Be Charged With Money Laundering, Name Dropping Charges

Uebert Angel, the Zimbabwe’s Ambassador at Large and Presidential Envoy is now in the eye of a storm after being implicated in the Gold Mafia documentary by Al Jazeera, Zim Morning Post has heard.

Top government sources told this publication that Angel is likely to face money laundering charges and allegations of name-dropping.

This comes on the backdrop of reports that his assets have been frozen by the country’s Financial Intelligence Unit.

“The authorities are looking into his role in trying to assist those who are laundering money. The law is very clear on this and measures will be taken,” opined a senior government official.

According to S8(2) of the Money Laundering & Proceeds of Crime Act, Angel committed a crime because the Act clearly states that “Any person who conceals, or disguises the true nature, source, location, disposition, movement, or ownership of or rights with respect to property, knowing or suspecting that such property is the proceeds of crime, commits an offence.”

The Act also says “Any person who acquires, uses or possesses property knowing or suspecting at the time of receipt, that such property is the proceeds of crime, commits an offence.”

In S8 (4) the Act says “association with or conspiracy to commit, an attempt to commit, and aiding, abetting, facilitating and counselling the commission of money laundering is an offence.”

“It is clear that in line with this Act, Angel committed a crime because he mentions that he can use his Diplomatic bag to conceal proceeds of crime and bring into the country dirty money,” the source added.

In the documentary, Angel is captured offering to Al Jazeera’s undercover reporters that he could use his diplomatic cover to carry large volumes of dirty cash into Zimbabwe as part of a laundering operation also involving gold smuggling.

Another source said Angel can also be found guilty of name dropping the President’s name given that on several occasions in the documentary he says he is acting on behalf of the President and has been tasked to arrange such meetings with investors.

“He brags in the documentary that he is acting on behalf of the President but surprisingly in episode 3 his request for a meeting is turned down by the Presidential security.

This points to name dropping because if he was being sent then those”investors” could have met the President,” said the source.

Angel was appointed as the nation of Zimbabwe’s Ambassador at Large and Presidential Envoy by Zimbabwean Mnangagwa in March 2021.

The ambassadorial role came with the responsibility for Angel to seek trade and investment opportunities for the country of Zimbabwe.

Two Mazowe Teenagers Arrested For Murdering 25-Year-Old Man

The quiet town of Mazowe was thrown into disarray after a fatal stabbing occurred in the early hours of the morning on 7th April 2023.

According to the police, two 15-year-old boys stabbed a 25-year-old man, Nisadi Maruza, with a steel rod after an argument at Nduna Shops, SAS Mine, Mazowe at midnight. Maruza had reportedly confronted the teenagers after seeing them talking to his girlfriend, which led to a violent altercation that ended in his tragic death.

The suspects, whose names have been withheld because of their age, are now in police custody and are expected to face murder charges.

Detective Inspector Elson Nkala of the Zimbabwe Republic Police (ZRP) Marlborough confirmed the incident, saying, “The boys have been arrested and are being charged with murder.

“We are conducting further investigations to determine the motive behind the attack.”

In a separate incident, a 38-year-old man, Nomore Mutseriwa, was beaten to death by a mob in Harare’s Waterfalls suburb.

According to police reports, Mutseriwa had allegedly stolen two cellphones and a Bluetooth speaker radio from a house along Bradfield Road.

However, he was apprehended by a group of residents who proceeded to assault him, resulting in his untimely demise.

Police spokesperson, Assistant Commissioner Paul Nyathi, condemned the use of mob justice and urged citizens to refrain from taking the law into their own hands.

“We are investigating the matter and would like to remind members of the public that it is not lawful to take the law into their own hands.

“We urge people to report any suspected criminal activity to the police and allow the justice system to take its course.”

Pretoria High Court To Hear Challenge Against Termination Of Zimbabwe Exemption Permits

From 11 to 14 April 2023, the Pretoria High Court will hear three applications challenging the termination of the Zimbabwean Exemption Permit (ZEP) by the Minister of Home Affairs. One of these cases is called the “Helen Suzman Foundation and Another v Minister of Home Affairs and Another.”

  1. What is at issue in this case and when will it be heard?
    The case is about the Minister of Home Affairs’ decision to end the Zimbabwean Exemption Permit (ZEP) by June 30, 2023. The Pretoria High Court will hear the case from April 11-14, 2023.
  2. What is the ZEP?
    The Zimbabwean Exemption Permit (ZEP) is a special permit that allows around 178,000 holders, and their children, to legally live, work, and study in South Africa. It was introduced in 2009 as the ‘Dispensation for Zimbabweans Project’ (DZP) to help undocumented Zimbabweans fleeing political violence. The DZP was renewed as the Zimbabwe Special Permit (ZSP) in 2014, and then as the ZEP in 2017. Applicants must show they have the financial means to support themselves, have no criminal record, and abandon attempts to apply for asylum status. ZEP holders are law-abiding and economically active foreign nationals who have built lives in South Africa over the last thirteen years due to desperate conditions in Zimbabwe. Many have children who only know South Africa as their home.
  3. Are there viable alternatives to the ZEP?
    Without the Zimbabwean Exemption Permit (ZEP), its holders cannot legally stay in South Africa unless they are granted one of the mainstream visas under the Immigration Act. However, this is difficult for most ZEP holders due to legal and practical barriers. They cannot apply for permanent residence, so they must apply for a general worker’s visa, which requires certification from the Department of Labour. The Department of Home Affairs (DHA) can waive this requirement, but it has an administrative incapacity issue and a large backlog of visa applications. The DHA recently extended the validity of existing long-term visas until December 31, 2023, but this extension was not given to ZEP holders. The backlog of applications makes it difficult for ZEP holders to apply for a waiver or a mainstream visa before the ZEP expires on June 30, 2023. Asylum seekers face the same backlog issue, and documenting their persecution is now more challenging with the passing of time.
  4. What is the road ahead for ZEP holders if the Minister’s decision is upheld?
    Without the Zimbabwean Exemption Permit (ZEP) and with the obstacles to obtaining a mainstream visa, most ZEP holders will face a difficult decision after June 30, 2023: return to Zimbabwe or remain in South Africa as undocumented migrants, with all the risks that come with it. Returning to Zimbabwe would be disastrous for most holders and their families, as the country remains politically unstable and economically weak. Children who have grown up in South Africa would lose access to education, healthcare, nutrition, shelter, and social assistance. As undocumented migrants, former ZEP holders would have no legal means to work, start a business, study, or access financial services, making life even more challenging for them.
  5. Why did the Minister decide to terminate the ZEP?
    When he announced his decision to terminate the ZEP, the Minister gave these reasons:
  6. The ZEP was always a temporary measure pending improved conditions in Zimbabwe.
  7. DHA’s limited budget.
  8. South Africa’s increased unemployment rate.
  9. That ZEP holders were violating its conditions.
    The DHA has recently denied in court papers that ending the ZEP would reduce unemployment or that ZEP holders are responsible for unemployment among South African citizens. Instead, DHA asserts three remaining reasons for terminating the ZEP:
  10. That the conditions in Zimbabwe have improved.
  11. That terminating the ZEP will alleviate pressure on the asylum system.
  12. Budget and resource constraints at DHA.
  13. What is HSF’s argument?
    HSF has two arguments for why the Minister’s decision to terminate the ZEP is unlawful.
    First, the decision was made without consulting ZEP holders or the South African public, which is a violation of section 33 of the Constitution. This section gives everyone, including non-citizens, the right to fair government decision-making. The lack of consultation meant that the Minister did not consider the impact of his decision on ZEP holders and their lives, making his decision unlawful.
    Second, the abrupt termination of the ZEP unjustifiably limits the constitutional rights of its holders, particularly their right to dignity (section 9 of the Constitution) and the best interests of their children (section 28(2) of the Constitution). The termination would have a destructive effect on the lives of ZEP holders and their children, making the decision unlawful.
  14. What outcome does HSF seek?
    HSF wants the court to declare the Minister’s decision as unconstitutional, unlawful and invalid and to set it aside. After that, HSF wants the Minister to consider the decision again with a fair process. Meanwhile, HSF wants the ZEP to continue until a fair process is in place. However, HSF does not want the court to order that the ZEP continues indefinitely.
  15. Why is this case important for South African Citizens?
    The case brought by HSF regarding the termination of the ZEP has wider implications for all living in South Africa. HSF argues that the Minister’s decision to terminate the ZEP without consulting the holders or the public is unconstitutional and violates their right to fair government decision-making. The case highlights the importance of respecting the rights of all when government decisions adversely affect them. ZEP holders have lawfully contributed to South Africa’s economic, social, and cultural life, and their abrupt removal could harm both them and South Africans. The case seeks a fair process and recognition that the best interests of ZEP holders and South Africans are not at odds.
  16. Who will Appear Before the Court between 11 and 14 April 2023?
    Between 11 and 14 April 2023, the Pretoria High Court will hear three separate applications that challenge the Minister’s decision to terminate the ZEP –
    a). Helen Suzman Foundation and Another v Minister of Home Affairs and Another
    HSF is the main party challenging the Minister’s decision to terminate the ZEP, and they will be joined by CORMSA as an intervening party. The Minister and the ‘All Truck Drivers Forum and Allied South Africa’ will also join proceedings as intervening parties, and they are opposed to HSF and CORMSA.
    b). Zimbabwean Immigration Federation v Minister of Home Affairs.
    Zimbabwean Immigration Federation (ZIF) wants to challenge the Minister’s decision to terminate the ZEP for the same reasons as HSF and seek the same outcome.
    c). African Amity and Twenty-Nine Others v Minister of Home Affairs and Two Others
    African Amity NPC is the main applicant in this matter, along with twenty-nine individual ZEP holders. They are challenging the Minister’s decision to terminate the ZEP on different grounds from HSF, CORMSA, and ZIF. The Minister will be opposing African Amity’s challenge.

Give Mwonzora A Chance, But

Dear Editor,

There have been various reactions to the Movement for Democratic Change led by Senator Douglas Mwonzora in which the party is challenging the delimitation report produced by the Zimbabwe Electoral Commission (ZEC) and gazetted by President Mnangagwa. The MDC says they have done so to lay the ground for credible elections.

Some commentators have said the MDC is trying to avoid elections, with some going further to say that the move is a collaborative effort by the MDC and Zanu PF to postpone elections indefinitely and create a Government of National Unity (GNU). Some have said the challenge will not produce the desired results because according to the constitution of Zimbabwe, elections will proceed using the boundaries that were used in the previous election.

My view is that there can never be a GNU called after a full term of government. The Constitution clearly stipulates that elections are to be held every five years. Remember, the only GNU that the country has had was after a disputed election and was a make-shift arrangement made to avoid starting a new election after the evil Zanu PF had murdered hundreds of Movement of Democratic Change activists across the country and instilled fear to the extent that not many Movement for Democratic Change activists and supporters were unlikely to participate in a fresh election. It was unfair the Movement for Democratic Change was robbed of its clear victory, with current Zanu PF leader Emmerson Mnangagwa unashamedly claiming credit for it. That was an evil act by Mnangagwa, which contributes to the bad state Zimbabwe finds herself in today.

If there are some real issues in the delimitation report as viewed by the Movement for Democratic Change, and the full bench of the Constitutional Court finds merit in the arguments and nullifies the report, there should be two options. None of the options will include the formation of a GNU.

The first option, in my view, would be to rectify the errors in the report as identified by the Movement for Democratic Change and other players who have noticed irregularities. I would call on all other players who have identified errors to join hands and work with the Zimbabwe Elections Commission to get those errors rectified. The exercise should not take more than a month as preliminary work had already been done. That way, elections may be delayed by a month or two, but will still be held this year.

The other argument I have heard is that constitutionally if the delimitation report is not acceptable, the boundaries used in the previous election will apply. This may sound bad as there have been a lot of population changes since the last delimitation was carried out, but if the constitution stipulates so, and it may take too long to correct the delimitation report that is being challenged, we cannot go beyond 2023 without holding elections, so the constitutional provision that the previous boundaries be used should apply. This is a better way in my view than the dream of a GNU.

Whichever way, elections must be held and the people of Zimbabwe granted the opportunity to vote the corrupt Zanu PF out of power. Unlike during the 2018 elections where some people believed in President Mnangagwa’s new dispensation claim, the five years have proved that he is a lair. Despite his claim to fight corruption, we have continued to see criminals who stole public funds being cleared by the compromised courts. We have seen the first family involved in corrupt deals, and even people caught red-handed smuggling out gold being cleared by the compromised courts because of their relationship with the first family.

And to the MDC and its President Douglas Mwonzora, I applaud you for challenging the delimitation report to share facts that will expose the regime and the compromised Zimbabwe Elections Commission. However, the regime has other ways of rigging, and it requires unity of purpose within the opposition to make it easy to disable the rigging machinery. Please reconsider your relationship with other opposition parties, including the Citizens Coalition for Change, and pull resources together to dislodge Zanu PF.

CHIEFS and village heads are set to receive a one-off Covid-19 allowance backdated to May 2022 which is essentially yet another vote-buying exercise by the Zanu-PF government to win the support of 26 000 traditional leaders countrywide ahead of this year’s general elections.

The windfall payments were announced early this week by the ministry of Local Government and Public Works’ communication and advocacy director, Gabriel Masvora, in a statement. He said the payments have since been approved and will be distributed through the Salary Services Bureau.

“The ministry has now approved that the village heads receive US$50 per month as the Covid-19 allowance, and it will be backdated to May last year,” Masvora said.

“Village heads approached the ministry and argued that they have been playing a major role in the fight against the pandemic, hence they deserved to receive the allowances.”

Masvora said the government has also approved a medical aid facility with the Premier Service Medical Aid Society (Psmas) for the traditional leaders.

“Government will pay 80 percent of the cost. Chiefs will contribute US$3, sub-chiefs US$2 and village heads US$1 per month towards the medical aid facility,” he said.

Recently, President Emmerson Mnangagwa, who will be pitted in the presidential elections with archrival Nelson Chamisa of the Citizens’ Coalition for Change, handed over vehicles to 38 newly installed chiefs during the annual chiefs’ conference held in Bulawayo, in another vote-buying effort.

In another development last week, civil servants such as teachers who play a critical role in elections as presiding officers, got a 100% Zimdollar salary increment, according to a statement from Finance ministry permanent secretary George Guvamatanga.

Police, who provide security on election day, reportedly got a 400% salary hike.

Guvamatanga also announced an increase in the cushioning and Covid-19 allowance from US$200 to US$250 across all sectors of civil servants, excluding the health sector.

In the education sector, Guvamatanga announced a US$80 teaching allowance for every teacher, indexed to the interbank rate and paid in the local currency.

There was also an increase of the cushioning and Covid-19 allowance for government pensioners from US$90 to US$100 and a promise of free primary education up to a maximum of three children at government schools for teachers as well as a funded funeral insurance framework for the rest of civil servants.

A couple of weeks ago, the government parcelled out ambulances emblazoned with big portraits of Mnangagwa, which is again tantamount to vote buying.

Before that, Zanu-PF officials had been busy on the campaign trail dolling out more goodies, with an outstanding incident being that of an unidentified man who was caught on camera distributing cash in anticipation of votes in Zanu-PF’s primary elections.

There has also been distribution of chickens, fertilisers and drilling of boreholes by Zanu-PF functionaries in vote-buying tactics. In the rural areas, the ruling party has of late been distributing food in a partisan way to starving villagers which manifests itself in the carrot-and-stick approach where there is both inducement and coercion.- The Newshawks

Caps United Dehorn Rhinos

CAPS United moved to the top of the table following their 2-0 win over Black Rhinos on the Castle Lager Premiership Matchday 4 on Friday.

The Green Machine remained unbeaten with ten points after their latest win.

Overview
Autism spectrum disorders (ASD) are a diverse group of conditions. They are characterized by some degree of difficulty with social interaction and communication. Other characteristics are atypical patterns of activities and behaviours, such as difficulty with transition from one activity to another, a focus on details and unusual reactions to sensations.

The abilities and needs of autistic people vary and can evolve over time. While some people with autism can live independently, others have severe disabilities and require life-long care and support. Autism often has an impact on education and employment opportunities. In addition, the demands on families providing care and support can be significant. Societal attitudes and the level of support provided by local and national authorities are important factors determining the quality of life of people with autism.

Characteristics of autism may be detected in early childhood, but autism is often not diagnosed until much later.

People with autism often have co-occurring conditions, including epilepsy, depression, anxiety and attention deficit hyperactivity disorder as well as challenging behaviours such as difficulty sleeping and self-injury. The level of intellectual functioning among autistic people varies widely, extending from profound impairment to superior levels.

Epidemiology

It is estimated that worldwide about 1 in 100 children has autism (1). This estimate represents an average figure, and reported prevalence varies substantially across studies. Some well-controlled studies have, however, reported figures that are substantially higher. The prevalence of autism in many low- and middle-income countries is unknown.

Causes
Available scientific evidence suggests that there are probably many factors that make a child more likely to have autism, including environmental and genetic factors.

Available epidemiological data conclude that there is no evidence of a causal association between measles, mumps and rubella vaccine, and autism. Previous studies suggesting a causal link were found to be filled with methodological flaws (2,3).

There is also no evidence to suggest that any other childhood vaccine may increase the risk of autism. Evidence reviews of the potential association between the preservative thiomersal and aluminium adjuvants contained in inactivated vaccines and the risk of autism strongly concluded that vaccines do not increase the risk of autism.

Assessment and care

A broad range of interventions, from early childhood and across the life span, can optimize the development, health, well-being and quality of life of autistic people. Timely access to early evidence-based psychosocial interventions can improve the ability of autistic children to communicate effectively and interact socially. The monitoring of child development as part of routine maternal and child health care is recommended.

It is important that, once autism has been diagnosed, children, adolescents and adults with autism and their carers are offered relevant information, services, referrals, and practical support, in accordance with their individual and evolving needs and preferences.

The health-care needs of people with autism are complex and require a range of integrated services, that include health promotion, care and rehabilitation. Collaboration between the health sector and other sectors, particularly education, employment and social care, is important.

Interventions for people with autism and other developmental disabilities need to be designed and delivered with the participation of people living with these conditions. Care needs to be accompanied by actions at community and societal levels for greater accessibility, inclusivity and support.

ZANU PF Throws Celebrations: 3mln Have Already Voted In Our Primaries

More than three million people voted in the just-ended ZANU PF primary elections, in an unprecedented show of strength and popularity by the ruling party ahead of this year’s harmonised elections.
There are about six million registered voters in Zimbabwe, with the ruling party targeting to garner up to five million votes in the forthcoming elections. ZANU PF director of information and publicity Cde Tafadzwa Mugwadi told The Sunday Mail that: “From the preliminary indications we can safely say that three million people voted in the primary elections.

“We are going to release the final figures soon. However, our preliminary observations show that the number of voters who participated was above three million.”

The ruling party is presently on a massive nationwide voter mobilisation drive geared to deliver a landslide victory during the general elections. The party’s Politburo last week announced the final list of ruling party candidates for the National Assembly, Senate, local authority elections, that includes a healthy mix of tried and tested cadres, as well as youthful aspirants. There was a huge turnout of voters in the party’s internal elections, which analysts attributed to the party’s strong organisational capacity and structures. Political analyst and Global Economics2020 Consultancy Group executive director Mr Naboth Paurosi Dzivaguru said the injection of new blood into the party structures had elicited renewed interest from voters.

“These aspirants introduced very exciting projects on the ground which are geared to deliver development, empowerment, income and create employment. This resonated well with young people,” Mr Dzivaguru said.

“The party introduced new entrants who are resourceful. This means that there is no party which has monopoly over youth votes. Any party can win the hearts and minds of the youths as long as its policies are people-driven.”

Mr Dzivaguru said the young turks are aware of the masses’ expectations.

“It appears that bribing voters did not work this time. Party members sought genuine leaders who are capable of pushing both organisational and Government interests.

One of the victors, Cde Francis Garikai Mukwangwariwa, who won the Zvimba East primary election, said developmental projects spearheaded by President Mnangagwa have been well-received.

“Through the President’s vision, I also drilled 13 boreholes in Zvimba East, empowered the youths and also rehabilitated roads.

“We are doing this for our visionary President, the party Zanu PF and Zimbabwe as a whole, without considering political affiliation. Definitely, all candidates, even those who lost, carried the President’s vision.” -state media

Bosso, Chicken Inn Share Spoils

HIGHLANDERS striker Lynoth Chikuhwa missed a penalty as Bosso played out a goalless draw with Chicken Inn in a lively Castle Lager Premier Soccer League encounter played at Barbourfields Stadium today.

Highlanders were the livelier of the two teams in the first half in a period where they wasted numerous goal scoring opportunities including Chikuhwa’s missed penalty.

Bosso were awarded a penalty in the eighth after striker Stanley Ngala was hacked down in the box.

With the packed Soweto End, filled with Highlanders supporters expecting a goal, Chikuhwa saw his effort come off the post.

Chicken Inn came back better in the second half and it took a brilliant save from Ariel Sibanda to deny them a goal.

Man Thrashed For Wearing Zanu Pf T-shirt

By A Correspondent- A man from Harare was charged with assaulting another man who was wearing a Zanu PF T-shirt.

The incident occurred on Sunday in Kuwadzana when Gilmord David confronted Dosman Piko about the T-shirt.

When Piko refused to remove the T-shirt, David’s teenage son kicked and hit him with a brick. David also joined in the assault. Piko was taken to the hospital with injuries to his head and chest. David was granted $30,000 bail and will appear in court on June 8th.

The incident happens when Zimbabwe is preparing to hold harmonised elections sometime between July 26 and August 26 this year.

Elections in Zimbabwe have a history of violence, including intimidation, harassment, and physical violence. Members of the opposition, and human rights activists have often been victims of state-sponsored violence and restrictions on freedoms.

Zimbabwe has also experienced violence both between different political parties (interparty) and within the same party (intraparty). The ruling party, ZANU PF, has been involved in numerous clashes with the MDC and lately the CCC, with each party accusing the other of instigating violence. There have been reports of intimidation, assault, and even murder of opposition supporters by members of the ruling party, as well as retaliation attacks by opposition supporters.

The Zimbabwean government has been criticized for not doing enough to address interparty violence and holding those responsible accountable. Many Zimbabweans, including civil society organizations and human rights groups, have called for an end to political violence and for the government to take action to ensure free and fair elections.

Despite some improvements, reports of violence and intimidation during elections have persisted. The violence before the March 26th, 2022 by-elections has raised concerns about potential violence during the 2023 harmonised elections.

Names of Nominated CCC Members

By A Correspondent- Nelson Chamisa has been nominated as the presidential candidate of the opposition Citizens Coalition for Change (CCC) for the 2023 national harmonised elections, which are set to take place sometime between July 26 and August 26. His nomination was unanimous.

The nomination process was held on Wednesday to choose members who shall represent the party in the upcoming elections.

Among the nominated members is former Kwekwe mayor Angeline Kasipo who was chosen to represent her constituency.

Kasipo was recently suspended from the council by Local Government Minister July Moyo together with two councillors, ZANU PF’s Makomborero Mlambo and CCC’s Melody Chingarande.

The trio was suspended after pushing to have a recently adopted Kwekwe City budget withdrawn arguing it was too steep for hard-pressed residents. Kasipo confirmed her nomination. 

NewZimbabwe quotes her as saying:

Yes, it’s true I was nominated by various stakeholders to represent Kwekwe in parliament. The party has some other processes which it needs to conclude before one finally get to be a candidate eventually.

In Gweru another former mayor, Josiah Makombe was also nominated to represent Gweru Urban in Parliament.

Current Kwekwe Member of Parliament, Judith Tobaiwa also received a nomination to represent the constituency.

Mbizo Legislator Settlement Chikwinya is battling for selection with Corban Madzivanyika.

In Redcliff, current Member of Parliament, Lloyd Mukapiko was unanimously endorsed.

In Silobela, stakeholders endorsed lawyer Ephraim Ndlovu ahead of losing 2018 parliamentary candidate Fanuel Sibindi.

Fadzayi Mahere, the party’s spokesperson said there is going to be a re-run in areas where violence was recorded and anyone who participated in violence will be disqualified.

Anxiety As ZEPs Court Date Nears

By- There is anxiety among the Zimbabwe Exemption Permits (ZEPs) holders as the court date for the hearing of their challenges approaches.

From 11 to 14 April 2023, the Pretoria High Court will hear three applications challenging the termination of the ZEPs by the Minister of Home Affairs. One of these cases is called the “Helen Suzman Foundation and Another v Minister of Home Affairs and Another.”

  1. What is at issue in this case and when will it be heard?

The case is about the Minister of Home Affairs’ decision to end the Zimbabwean Exemption Permit (ZEP) by June 30, 2023. The Pretoria High Court will hear the case from April 11-14, 2023.

What is the ZEP?The Zimbabwean Exemption Permit (ZEP) is a special permit that allows around 178,000 holders, and their children, to legally live, work, and study in South Africa. It was introduced in 2009 as the ‘Dispensation for Zimbabweans Project’ (DZP) to help undocumented Zimbabweans fleeing political violence. The DZP was renewed as the Zimbabwe Special Permit (ZSP) in 2014, and then as the ZEP in 2017. Applicants must show they have the financial means to support themselves, have no criminal record, and abandon attempts to apply for asylum status. ZEP holders are law-abiding and economically active foreign nationals who have built lives in South Africa over the last thirteen years due to desperate conditions in Zimbabwe. Many have children who only know South Africa as their home.

  1. Are there viable alternatives to the ZEP?

Without the Zimbabwean Exemption Permit (ZEP), its holders cannot legally stay in South Africa unless they are granted one of the mainstream visas under the Immigration Act. However, this is difficult for most ZEP holders due to legal and practical barriers. They cannot apply for permanent residence, so they must apply for a general worker’s visa, which requires certification from the Department of Labour. The Department of Home Affairs (DHA) can waive this requirement, but it has an administrative incapacity issue and a large backlog of visa applications. The DHA recently extended the validity of existing long-term visas until December 31, 2023, but this extension was not given to ZEP holders. The backlog of applications makes it difficult for ZEP holders to apply for a waiver or a mainstream visa before the ZEP expires on June 30, 2023. Asylum seekers face the same backlog issue, and documenting their persecution is now more challenging with the passing of time.

  1. What is the road ahead for ZEP holders if the Minister’s decision is upheld?

Without the Zimbabwean Exemption Permit (ZEP) and with the obstacles to obtaining a mainstream visa, most ZEP holders will face a difficult decision after June 30, 2023: return to Zimbabwe or remain in South Africa as undocumented migrants, with all the risks that come with it. Returning to Zimbabwe would be disastrous for most holders and their families, as the country remains politically unstable and economically weak. Children who have grown up in South Africa would lose access to education, healthcare, nutrition, shelter, and social assistance. As undocumented migrants, former ZEP holders would have no legal means to work, start a business, study, or access financial services, making life even more challenging for them.

  1. Why did the Minister decide to terminate the ZEP?

When he announced his decision to terminate the ZEP, the Minister gave these reasons:

1. The ZEP was always a temporary measure pending improved conditions in Zimbabwe.

2. DHA’s limited budget.

3. South Africa’s increased unemployment rate.

4. That ZEP holders were violating its conditions.

The DHA has recently denied in court papers that ending the ZEP would reduce unemployment or that ZEP holders are responsible for unemployment among South African citizens. Instead, DHA asserts three remaining reasons for terminating the ZEP:

1. That the conditions in Zimbabwe have improved.

2. That terminating the ZEP will alleviate pressure on the asylum system.

3. Budget and resource constraints at DHA.

  1. What is HSF’s argument?

HSF has two arguments for why the Minister’s decision to terminate the ZEP is unlawful.

First, the decision was made without consulting ZEP holders or the South African public, which is a violation of section 33 of the Constitution. This section gives everyone, including non-citizens, the right to fair government decision-making. The lack of consultation meant that the Minister did not consider the impact of his decision on ZEP holders and their lives, making his decision unlawful.

Second, the abrupt termination of the ZEP unjustifiably limits the constitutional rights of its holders, particularly their right to dignity (section 9 of the Constitution) and the best interests of their children (section 28(2) of the Constitution). The termination would have a destructive effect on the lives of ZEP holders and their children, making the decision unlawful.

  1. What outcome does HSF seek?

HSF wants the court to declare the Minister’s decision as unconstitutional, unlawful and invalid and to set it aside. After that, HSF wants the Minister to consider the decision again with a fair process. Meanwhile, HSF wants the ZEP to continue until a fair process is in place. However, HSF does not want the court to order that the ZEP continues indefinitely.

The case brought by HSF regarding the termination of the ZEP has wider implications for all living in South Africa. HSF argues that the Minister’s decision to terminate the ZEP without consulting the holders or the public is unconstitutional and violates their right to fair government decision-making.   1. Who will Appear Before the Court between 11 and 14 April 2023?

Between 11 and 14 April 2023, the Pretoria High Court will hear three separate applications that challenge the Minister’s decision to terminate the ZEP –

a). Helen Suzman Foundation and Another v Minister of Home Affairs and Another

HSF is the main party challenging the Minister’s decision to terminate the ZEP, and they will be joined by CORMSA as an intervening party. The Minister and the ‘All Truck Drivers Forum and Allied South Africa’ will also join proceedings as intervening parties, and they are opposed to HSF and CORMSA.

b). Zimbabwean Immigration Federation v Minister of Home Affairs.

Zimbabwean Immigration Federation (ZIF) wants to challenge the Minister’s decision to terminate the ZEP for the same reasons as HSF and seek the same outcome.

c). African Amity and Twenty-Nine Others v Minister of Home Affairs and Two Others

African Amity NPC is the main applicant in this matter, along with twenty-nine individual ZEP holders. They are challenging the Minister’s decision to terminate the ZEP on different grounds from HSF, CORMSA, and ZIF. The Minister will be opposing African Amity’s challenge.
