A NEWBORN baby has been found eaten by dogs after being dumped in a bush in Malawi, Nyasa Times reported.
According to police, the grizzly discovery was made by a man who had come into contact with a feeding dog on Sunday morning.
“A man, who has been identified as Steven Lanken, was going through his business when he chanced upon a dog eating something that looked like human flesh. Upon close inspection, it was discovered that it was a newly born baby,” Mayawo was quoted as saying by Malawi24.
Although the remains of the child have been delivered to a health centre in the area, officials had not been able to identify whether the deceased was male or female.
A manhunt has since ensued, with police working hard to locate the mother of the abandoned baby.
The development occurred among renewed calls for the legalisation of abortion in the southern African country, with the church fighting vehemently to prevent relevant legislation from being passed. – NyasaTimes
Another Driver Intercepts President Mugabe’s Motorcade
Another driver has intercepted president Robert Mugabe’s motorcade.
A 28-year Harare truck driver appeared in court yesterday charged with intercepting President Robert Mugabe’s motorcade in Borrowdale at the weekend before speeding off in his tipper truck.
Joseph Chakanetsa was later arrested in Kambuzuma and charged with negligent driving.
Chakanetsa pleaded guilty to the charge when he appeared before magistrate Nomsa Sabarauta and was remanded to today for ruling.
According to the State, the incident occurred on June 18 this year around 4pm. The court heard the President was going to his Borrowdale home.
Chakanetsa was driving an ERF tipper vehicle turning into Borrowdale Road.
The State alleged that Chakanetsa did not stop, but proceeded into the intersection while Mugabe’s motorcade was passing.
Sergeant Mazowe, who was in the backup police vehicle ordered Chakanetsa to pull off the road and Chakanetsa complied.
Mazowe then ordered Chakanetsa to drive to Borrowdale Police Station to be formally charged for contravening road traffic regulations. However, Chakanetsa took the opposite direction and sped off with Mazowe in hot pursuit and sounding the siren. He allegedly continued driving, passing through red traffic lights and was only apprehended in Rugare on his way to Kambuzuma.
The court heard that the particulars of negligence driving include failure to stop at intersections and robots, driving on the wrong side of the road at high speed.
The incident came shortly after two police officers appeared in court on similar charges after they allegedly intercepted Mugabe’s motorcade along Samora Machel Avenue as the Head of State was travelling to his rural home in Zvimba. The matter is also still pending at the court.- Newsday
RBZ BOOB: Chinamasa Admits Bond Note Brisk
FINANCE Minister Patrick Chinamasa says the government made a “mistake” when it prematurely pronounced the introduction of bond notes.
The latest embarrassment comes after president Robert Mugabe two weeks ago as featured on ZimEye.com, revealed that the sole motive for the bond notes is Zimbabwe obtaining its own currency, in what economists voice will be the eventual crashing down of the country’s economy.
The Reserve Bank of Zimbabwe (RBZ) unveiled the $200 million bond note strategy, a critical economic initiative meant to ease cash shortages, buttress the multiple-currency system and boost domestic production through exports, in May this year. They were to be introduced in July but the date was later moved to October.
Critics have queried why it was taking long to circulate the proposed notes while some still question the merit of the approach. The debate spilled to the Upper House where Senators last Thursday asked Minister Chinamasa to explain the delay in issuing the new notes given the persistent cash shortage.
“Yes, it’s correct that we should expect issuance of bond notes towards end of September-beginning of October. This is so because, to get bond notes printed, it goes through various stages, which include designing, origination and then printing. The firm authorised or contracted to produce the bond notes advised us that it would take that long,” he responded.
“My apology of course is that I’ve admitted on other forums and I think it’s a mistake. The mistake was that we made a pronouncement on the issuance of bond notes prematurely. I would have much preferred, with the benefit of the hindsight that we had done so almost about the time we were issuing.”
The senators challenged the Ministry of Finance and the RBZ to increase awareness campaigns and educational programmes on bond notes to clear negative perceptions about the initiative and ensure every Zimbabwean supported it.
While the central bank has allayed fears insisting that the multiple currency system was there to stay and that a local currency could not be hurriedly introduced without supporting economic fundamentals, president Robert Mugabe has categorically announced that Zimbabwe is going to have its own currency, calling it “the only cure” for the crisis.
Similar to bond coins that were introduced last year, the RBZ has said bond notes would be indexed at par with the US$ in terms of value to facilitate local transactions. Minister Chinamasa also assured the banking and transacting public that bond notes will not lose their value when they are introduced.
“So, the value will not change, when the bond notes are issued, they are only issued as an incentive to exports. When we issue the bond notes, they’re only going to be relative to the volume of exports that are being generated,” said the minister.
“The reality is that the bond notes are interchangeable to the US$, which is why they are backed by a $200 million facility from Afrexim Bank. So, in value they are interchangeable.”
The move is also expected to curb externalisation of funds given that circulation of bond notes will be limited to Zimbabwe. Minister Chinamasa stressed the need for all Zimbabweans to use plastic money and ease demand for hard cash.
“As I speak, over the past four or five weeks, we’ve seen a quantum leap in the usage of plastic money – an increase of more than 400 percent,” he said. “We’re encouraging Senators here to resort to the use of plastic money because this will reduce the demand on the US dollar, which as you all know, we do not print.”- state media
Mugabe Rubbished for his Western Blurt
POLITICAL analysts and opposition parties yesterday roundly criticised President Robert Mugabe’s tough stance against re-engagement with the international community, saying the move was likely to derail all efforts to revive the economy.
Mugabe told mourners at the burial of the Retired Brigadier-General Felix Muchemwa on Sunday that he would rather stick to government policies which scared foreign investors than be a recipient of conditional aid from Western countries, particularly Britain and America.
This came as pictures of Mugabe sitting while Muchemwa’s body was being lowered into the grave caused a stir on social media with some people questioning his ability to continue in office.
Analyst Pedzisayi Ruhanya described Mugabe’s remarks as retrogressive.
“It’s not pragmatic for the President to be that blunt in his quest to re-engage the international community. It’s very unhelpful particularly in a situation where we have liquidity crisis and when the government cannot pay civil servants in time and when people are suffering,” he said.
MDC-T spokesperson Obert Gutu said: “Because of Zanu PF regime’s ruinous economic policies coupled with unprecedented corruption, Zimbabwe’s economy has been trashed and vandalised. Mugabe should be advised that up until such a time that his moribund regime repeals draconian pieces of legislation such as the Indigenisation Act, the economy shall remain in the cooler.”
People’s Democratic Party spokesperson Jacob Mafume said Mugabe should urgently change his management style and stop giving out multi-million tenders to non-performers.
MDC spokesperson Kurauone Chihwayi said Zimbabwe now needed an honest leadership that could stir it out of the current problems.
“These are sentiments of a shameless scoundrel that has failed to deliver on promises. Zimbabwe needs foreign direct investment and that can only happen if Mugabe scraps investment laws that are frustrating investors,” he added.
Coalition of Democrats chairperson Gilbert Dzikiti urged Mugabe to swallow his pride and engage the international community.
“Mugabe is living in his own wonderland, he is in isolation from the stark reality facing common Zimbabweans. He is obviously speaking for his band of looters and mafia oligarchy devoid of human empathy,” Dzikiti said.
Pay Crisis- “Enough is Enough” Says ZIMTA, Threatens Action

Zimbabwe could be headed for some turbulent times ahead, with the ZIMBABWE TEACHERS’ ASSOCIATION (ZIMTA), calling for a strike action starting tomorrow Wednesday until government pays them on time.
According to a recently released government schedule the teachers pay day has been moved to July 7, angering the union which says in a call to action released this morning; “As an association we find this strange and an insult to the educators. As such the association has resolved that all its members should down their tools as from 22 June if the employer does not change the pay date to a date in June.”
ZIMTA further says, “As an association we have been patient enough with the employer. Comrades lets all stop delivering service as from wednesday 22 June 2016. Enough is enough. Please forward this messages to every teacher you care about.”
Chief ‘Steals’ Clinic Cash
Terrence Mawawa, Bikita | Chief Marozva, Joseph Mudhe personally appointed by President Robert Mugabe, is under fire for allegedly squandering $30 000 cash meant for the construction of a local clinic.
Villagers who spoke to ZimEye.com yesterday claimed Mudhe collected the money for the construction of Domboshava clinic between the period of 2012 to 2015 .
It is understood Mudhe had instructed villagers in his area to donate towards the construction of the clinic, while other donations were also sourced from Bikita Minerals.
Since villagers have to walk for more than 15km to Nyika Growth Point to seek medical services,the construction of the clinic is expected to ease the perennial health problems faced by the local community.
“It is true that people have been funding the project to construct the clinic in Ward 11 so that they can access medical services from a nearby health centre but the chief has failed to account for the money he collected. The construction of Domboshava clinic is a collective effort but everything has been stalled by Chief Marozva who has failed to explain where the money has gone,”said a local villager.
In response to questions from ZimEye.com, Chief Marozva dismissed claims made by the villagers saying they were unfounded and baseless. “Where do you think the people will get money to fund the clinic project ?These are pure lies being peddled by my detractors.”
“There are people who want to soil my good reputation but I will not allow that to happen.I am currently facilitating the project so whoever is saying I am stealing is misinformed,”said a furious Chief Marozva.
No police report had been made at the time of going to press.
Munyeza Scoffs At Mugabe Again
Pastor and businessman Shingi Munyeza, has once again scoffed at President Robert Mugabe for failing to turn around the economy.
The clergyman who was recently summoned by the police after publishing a document, urging Zimbabweans to brace for harder times, at the weekend warned that government was unable to mend the economy which continues to deteriorate. He makes the warning in a new document he published ‘We are Already in the Turbulence’.
“A little while ago, I warned of a severe turbulence, we have now entered into a severe turbulence,” he said.
The defiant pastor cited the recent refusal by doctors to accept medical aid cards, deferment of civil servants salaries by government, arrest of Occupy Africa Unity Square activists, winding bank queues, and continued harassment of citizens by government officials, among a host of challenges that require the population to fasten their safety belts.
Munyeza joins several other citizens, who have taken to social media platforms to vent their anger against government misrule and further deterioration of the economy.
The campaigns are aimed at pressing the government to urgently attend to the crisis before it triggers mass uprisings.
Mzila To Launch Kalanga Party From Jo’burg

Ousted MDC Secretary General Moses Mzila Ndlovu will this weekend launch his proposed regional party from Johannesburg South Africa.
Sources very close to the former Welshman Ncube led MDC strong man, told Zimeye.com that Mzila will be officially meeting with people of his Kalanga ethnic group in the South African capital to announce the establishment of his political party.
The new political party is yet to be named but sources hinted it will be called the Bukalanga People’s Party which will only concentrate its efforts in 7 out of 210 constituencies in the country.
The party will only be focused on the Kalanga dominated areas West of Matabeleland South province.
According to the sources the party will seek to unite the Kalanga people who have refused to be incorporated under the proposed Mthwakazi kingdom which they claim is a Ndebele speaking people project they do not subscribe to.

Irate Civil Servants Raise ‘Middle Finger’ At Ministers
Attempts by Government to damage control and mitigate the anger from civil servants over shifted pay dates, came to nought yesterday after unions snubbed an indaba it had convened.
Subsequently, after rebuffing the meeting, the unions held a Press conference saying they could not attend a meeting where they were “telephonically invited.”
According to new pay dates announced last Friday, members of the Zimbabwe National Army will be paid on June 27 followed by police and prison officers on June 30.
The education sector will be paid on July 7 followed by health workers and the rest of the civil service on July 14. Pensioners will get their dues on 19 July.
On releasing the new pay dates, the Ministry of Finance and Economic Development cited cash flow challenges as the reasons for not paying salaries on time.
The indaba, which the unions ignored, was attended by Reserve Bank of Zimbabwe Governor Dr John Mangudya, Ministers Patrick Chinamasa (Finance and Economic Development), Prisca Mupfumira (Public Service,Labour and Social Welfare), Dr David Parirenyatwa (Health and Child Care Minister) and CSC officials.
The team sought to explain circumstances surrounding the shifting of the pay dates as well as map the way forward.
Minister Mupfumira yesterday said Government would grant the workers another chance tomorrow.
“It was a first for such a team to be together and engage them,” she said.
“They agreed not to attend which is a disservice to themselves because this was an opportunity to hear from the horse’s mouth the way forward. We are all affected, but we needed to understand if this is going to be a normal thing or it will change. They missed that opportunity but anyway we are saying they should come on Wednesday and the same team will be ready to talk to them. The team that was present today (yesterday) agreed on improving communication between ministries and that we should also meet regularly with the workers.
“If they want to come and talk to us they should come, everyone is willing and the door is open.”
Minister Mupfumira added: “Government is not producing much for export. Industry is not moving according to plan and this means low revenue. Government has been trying to borrow money to pay people without productivity. Government is trying at least to pay workers, it might be delayed but it will be paid.”
Apex Council team leader Mrs Cecelia Alexander, told journalists that Government was negotiating in bad faith.
“This follows its failure to disclose pay dates to the meeting with them on June 15, 2016 only to leak the same information to the media,” she said.
“Barely 48 hours after the meeting, the Minister telephonically summons the Apex Council to a meeting whose agenda is a closely guided secret and we have resolved that Government should formally invite workers to a meeting to discuss the urgent issue of the unilateral declaration of pay dates released to the media. We advise Government that the Apex Council will not be responsible for the workers reaction to this attack on their on their livelihoods of all government workers do not receive their salaries by the traditional due dates.”
Minister Mupfumira responded: “When they met (on June 15) the discussions only centered on conditions of service and welfare. The issue of dates only came to us on Friday from Treasury and we viewed this is as an emergency and I instructed my officers to call for an indaba.
“We wanted them to know the future and they agreed to attend. I think the problem is with Mrs Alexander because when she was phoned she should have said they were not able to come. Blame games will not solve anything and we expect to meet them on Wednesday.”

Six Cabinet Ministers Face Prison For Parliament Contempt
At least six Cabinet ministers could be imprisoned after an audit report found them guilty of not responding to motions and reports raised by backbenchers, placing them in contempt of Parliament.
The ministers who are in violation of the Constitution and Standing Orders are reported in an audit report to have not responded to motions, committee reports and were not tabling financial reports of State entities; Speaker of the National Assembly Advocate Jacob Mudenda has said.
In terms of Priviledges, Immunities and Powers of Parliament Act, Parliament has powers to impose penalties like fines and recommend to a competent authority for imprisonment should the need arise.
Adv Mudenda said Parliament had since written to the ministers who are not named in a state media report.
Some ministers have not submitted regular financial reports to Parliament in terms of Public Finance Management Act and the law provides for both criminal and disciplinary proceedings to be preferred on permanent secretaries who are accounting officers for ministries.
Adv Mudenda told the National Assembly on Wednesday he had also dispatched a letter to the Chief Secretary in the Office of the President and Cabinet, Dr Misheck Sibanda, to ensure that permanent secretaries liaised with their ministers to respond to reports and motions as well table financial reports.
Adv Mudenda said this while making a ruling on a point of order raised by Kuwadzana East MP Mr Nelson Chamisa (MDC-T), who said legislators had observed a tendency by ministers to ignore reports and motions by Parliament in violation of the law.
Mr Chamisa said the rules of Parliament required that ministers respond to reports within 10 sitting days of the chamber.
“I want to say to Honourable Chamisa, his observations are very appropriate and correct in terms of our Constitution and our Standing Orders. I must also say that he raised the point of privilege like a prophet and he did not know that he was a prophet.
“This is because as administration of Parliament, we have started an audit of honourable ministers who were due or are due to respond to not only reports but also motions raised by the honourable members before the mover can wind up the motion. This has not been happening,” said Adv Mudenda.
He said they wanted to carry out the audit expeditiously.
“The audit that we have started has already indicated that there are half a dozen ministers whom we have written to personally, to say they must come before Parliament, particularly here in the National Assembly to comply with the provisions stated by Honourale Chamisa.
“We have also gone further as to write to the Chief Secretary asking the permanent secretary to work very closely with honourable ministers to assist them so that they can respond to their obligations. We do so, not only in terms of what Honourable Chamisa has stated or quoted in so far as the Standing Orders are concerned but also in terms of what the Constitution states,” he said.
He said in terms of Section 119 of the Constitution, Parliament must protect the Constitution without fear or favour and the State and all its agencies must respond to its provisions without fail.
Responding to another matter, Adv Mudenda said chairpersons of portfolio committees were due to get diplomatic passports after the Executive acceded to their request to have red passports be extended to legislators.
He said this was a culmination of several meetings and representations to have all MPs get the document so as to avoid embarrassment and humiliation of being searched when legislators travel abroad as their counterparts in other countries had diplomatic passports.
Buhera South MP Joseph Chinotimba (Zanu-PF) had complained on what criteria some MPs were selected to qualify to get the document.
Chinotimba rapped Foreign Affairs Minister Simbarashe Mumbengegwi saying the minister had sought to smear Adv Mudenda by saying it was the Speaker of the National Assembly who was responsible for handpicking MPs when he sought clarification from him recently.
Vice President Emmerson Mnangagwa said he accompanied Adv Mudenda to a meeting with President Mugabe on the need for every legislator to have diplomatic passports.
Harare Gardens Patch To Be Turned Into Hotel
The iconic Harare Gardens inherited from the former Rhodesian government, is set to have its precinct transformed into an extension of the Crowne Plaza Hotel business.
The move if it goes ahead will see the large Les Brown swimming pool being swallowed up by the business.
Harare City Council, which is struggling to pay salaries and provide basic services to its residents, is at present dragging its feet lucrative deal, which has the potential to bring $1,76 million into the city’s coffers, the state media reports saying.
Councillors are delaying plans by hospitality group African Sun (Pvt) Ltd to expand Crowne Plaza Hotel to include a state-of-the-art conference centre and an international themed open-air restaurant and a bar among other facilities.
The hotel group wants to buy two hectares stretching north into Harare Gardens covering the portion encumbered by Les Brown Swimming Pool as well as the portion measuring 2 050 square metres currently being used as a car park at an estimated cost of $1,76 million.
Although council recently invited the officials to make a presentation to its finance and development committee, they chose only to note the presentation with councillors divided over the issue at a full council meeting last week.
Acting Mayor Christopher Mbanga told councillors that the deal would benefit the city but some councillors feared they might ending up selling Harare Gardens to the group. The councillors shot down the proposal and it was referred back to committee for the second time.
In September last year, African Sun Limited signed an agreement with Legacy Group of Hotels (Legacy) under which the South African company will manage five African Sun Limited hotels including the flagship Crowne Plaza Hotel.
Council minutes showed that in 2010, African Sun signed a Memorandum of Understanding (MoU) as a founder for the joint venture agreement for development of a shopping mall and expansion of the Crowne Plaza Hotel.
In terms of the envisaged joint venture, three floors of parking, commercial shopping facilities, commercial offices, executive residential apartments and the expansion of the hotel were going to be built.
According to the recent minutes of the finance and development committee, Legacy Hotels advised that their intended development required at most five acres of the 54 acres of Harare Gardens.
“During the presentation, it was also emphasised that the proposed project would jell well with the City of Harare’s vision to achieve a world class city status by the year 2025. It was further highlighted that the project would be a catalysts for development and investment in the Central Business District,” reads the minutes.
African Sun Limited plans for the hotel expansion will include construction of a 1 200 to 1 500- seater conference facility, an internationally-themed 200 seater open-air restaurant and bar, 200 parking bays for use by the hotel and upgrading and maintenance of the public facilities in the vicinity.
It also include the construction of health and racquet sports facilities and incorporating Les Brown Pools. The hotel will also support and assist with the upgrading and maintenance of the whole of Harare Gardens and ablution facilities.
Woman Murders Minor For Bed-Wetting
Terrence Mawawa, Zaka| In a shocking incident that has rocked the Zaka community, a local woman brutally killed her four year old niece for bed-wetting.
Greater Zvevhu of Taruvinga Village murdered the minor,Shuvai Zvevhu on January 6 2016 by striking her all over her body with a stick for bed-wetting. Greater appeared before Masvingo High Court Judge Justice Joseph Musakwa last week facing murder charges.The charges were later changed to culpable homicide. Greater began staying with the minor after taking her from her mother ,Brenda Mabika in 2014.On the fateful day she assaulted the minor for wetting her pants and bed.
Mabika then visited Greater’s homestead to take the child from Zaka to Bondolfi Mission in Masvingo, where she stays. On their way back from Zaka the minor told her mother she was not feeling well.She showed her mother visible marks on her head and back which indicated she had been brutally assaulted.
The minor died on the way to Nyajena Clinic.
In her warned and cautioned statement to the police,Greater had earlier admitted she used a stick to assault the minor.She also claimed she had no intention to inflict harm on the child. Greater was sentenced to five years in prison after the charges were changed to culpable homicide.
Zimra Crushed By Povo, Scraps Customs Duty
The government’s Revenue Authority, Zimra has been crushed by civilians in Beitbridge – a historic development that has led to the customs authority temporarily scrapping duty on domestic necessities.
Zimra has suspended the implementation of Statutory Instrument Number 64 of 2016 which sought to tighten screws on imports of basic commodities following protests by travellers at Beitbridge Border Post on Saturday.
Zimra had started implementing the new regulations, which made the importation of food items, building material, furniture, toiletries and cooking oil among other things virtually impossible without prior notice to travellers.
There was chaos at Beitbridge Border Post on Saturday afternoon, with travellers resisting the seizure of the imported goods, which now require people to have permits.
The listed goods include salad cream, milk, shoe polish, cooking oil, bottled water, door and window frames, wheelbarrows, baked beans, fertiliser, beds, office furniture, second-hand tyres, vegetables, canned fruits, cereals, cheese and ice creams among others.
Sources said travellers teamed up and started singing revolutionary songs denouncing Zimra.
Normalcy only returned after anti-riot police had been called in.
Zimra regional manager for Beitbridge Mr Batsirai Chadzingwa later calmed the travellers.
“The regional manager later told the travellers that they could revert to the normal situation where they paid 40 percent duty for their items rather than the provisions of the new Statutory Instrument.
“As of now, the implementation of the new regulations is suspended pending consultations between Zimra, the Ministry of Industry and Commerce and other stakeholders,” said a Zimra official.
Mr Chadzingwa could not be reached for comment yesterday.
The organisations’ communication department could not respond to e-mailed questions by last night.

Stunner in Shock Accident
Popular hip hop star Stunner, real name Desmond Chideme, was today involved in a freak accident at the intersection of Third Street and Jason Moyo Avenue after ramming his Lexus into four parked vehicles and injuring one pedestrian.
When the state media arrived at the scene of the accident Stunner had sought refuge at a nearby surgery.
“It is amazing that I am alive and escaping from a scene like this is just a miracle. I was not speeding at all. I was just coming from Fourth Street traffic lights, I believe I lost control of my car when my front tyre burst.

Rands Disappear from Banks
Zimbabwe is experiencing serious shortages of the South African rand and Chinese yuan as the country attempted Monday to shift to these currencies to address the current critical shortages of cash, especially the United States dollar.
Bank queues are now the order of the day in a nation with a fast declining economy due to subdued industrial production, low exports, lack of foreign direct investment and other issues.
Several banks started dispensing the South African and Chinese currencies in banking halls and automated teller machines or ATMs but the banking public complained that accessing the money was not easy.
One of the depositors, Simon Mugwagwa said he spent the better of the day in a queue trying to withdraw cash but to no avail.
This was echoed by Tecla Zinyowera, who noted that she could not get either the South African rands or the Chinese yuan, in the banking hall and ATMs. She said that the Botswana Pula and the British Pounds were also not accessible, adding that those currencies would be difficult to use in her daily errands.
Another depositor, Garikai Murendo, said he managed to withdraw some rands and yuans but most retailers were not accepting those currencies, preferring the US dollar.
Some banking staff said they failed to dispense the rand, yuan and other currencies because they were in short supply at their branches. Some other bankers, who had accessed the rand and yuan, said they could also not transact because they had not been advised of the exchange rates by the central bank.
However, the central bank chief told the state-controlled Sunday Mail newspaper that the dispensing of multiple currencies would help in easing the ongoing shortages that started when the Reserve Bank of Zimbabwe announced its plans to introduce bond notes.

ZRP Cops Banned from Driving Impounded Cars
THE Government has said it is illegal for traffic police officers to confiscate keys and drive vehicles that they would have impounded at roadblocks.
Deputy Minister of Home Affairs Cde Obedingwa Mguni told MPs on Wednesday that although the police can impound vehicles with defects, it was illegal for them to drive the cars.
“But if the car has to be detained in a safe place like a police station, it has to be driven by the owner to the police station, park it and be satisfied that it’s safe. That is according to government policy,” said Cde Mguni. He was responding to MDC-T Chikanga- Dangamvura legislator Ms Joyce Makonya who had asked the legality of police conduct in impounding vehicles.
Ms Makonya expressed concern that officers often take away car keys and drive impounded cars to police stations without producing their driver’s licences.
“Deputy Minister, is it Government policy that when I get to a roadblock with a faulty car, I am directed to go to the nearest police station, the arresting police officer drives my car and refuses to show me his licence considering the fact that he is not covered by my insurance. Is it Government policy that a police officer drives my car because my car has a problem or there is a problem on me?” asked Ms Makonya.
Cde Mguni said: “The police have the right to detain a vehicle for not more than 24 hours if the vehicle is found to be faulty. If there is a fine that the driver has to pay and it is less than $20 then the driver can pay a spot fine.”
Family Demands Lobola from Suicide Woman
A BULILIMA family has demanded lobola from the husband of their 47-year-old daughter who burnt herself to death in a hut last week. The family alleges Mr Benson Malipa Moyo had lived with their daughter, Sikhona Dube, for the past eight years without their knowledge. Dube of Madlambuzi area set her bedroom hut on fire on Tuesday June 7 at around 5AM in a suspected case of suicide following a long illness.
She was only buried on Monday last week after her family demanded that Mr Moyo – a teacher at Gampu Primary School in Bulilima – pays a cow upfront. A village head from Madlambuzi area, Mr Simon Ndebele said the Dube family first demanded four head of cattle from Mr Moyo and later ordered him to hand over two.
“The burial had been scheduled for Thursday but it was later moved because there was a lot of tension between the families. The Dube family was disgruntled because Moyo had lived for eight years with their daughter but had not paid a cent towards lobola.
“They ordered him to hand over four beasts if he wanted to bury his wife at his homestead in Madlambuzi area. Moyo failed to make the payment and then his in laws decided that their daughter would be buried at their homestead in Gampu area on condition that he pays two cattle,” he said. Mr Ndebele said the Dube family refused to conduct the burial and pointed out they wanted the payment upfront.
He said the Dube family only agreed to have the burial conducted after Mr Moyo paid $300 which his in-laws regarded as half payment for one beast. Mr Moyo, Mr Ndebele said, had been given a grace period of one week after the burial to pay the remaining $900.
Chief Madlambuzi’s secretary, Grey Ndlovu who accompanied the Moyos to the Dube homestead said: “We arrived at the Dube homestead around 7PM with their daughter’s remains but they denied us entry. We spent the night outside with the body of the deceased and they only granted us permission to enter on the following day around 9AM. This was after Moyo had paid $300,” said Mr Ndlovu.
He said the Dube family also ordered Mr Moyo to pay $150 to cater for the costs which they had incurred in gathering for their daughter’s funeral. Mr Ndlovu said the Dube family blamed Mr Moyo for their daughter’s death.
Her brother, Mr Morris Dube said: “Our family was not aware that Sikhona had been staying with Moyo for the past eight years. My sister’s death has pained the family,” he said while describing Mr Moyo as disrespectful. On the day she died, Dube sent her sons to the business centre at around 5AM and went on to set her bedroom hut on fire.- state media

Masvingo Post Office building Monday morning went into flames.
ZimEye.com can reveal (FULL PICTURES BELOW) the building was gutted by a mysterious inferno following what staff claimed was an explosion.
The fire erupted in the first floor and computers, furniture and office documents were destroyed.
While company officials told ZimEye.com “the explosion was caused by an electric fault,” Masvingo area manager David Charirwe revealed to ZimEye saying “an employee forgot to switch off an electric gadget resulting in the fire that totally destroyed the office situated in the first floor”.

Beitbridge Border Post Falls To Civil Unrest
Staff Reporter| Frustrated and angry Zimbabweans Friday to early hours of Saturday morning lost their patience with the massive new regulations and corruption at the Beitbridge border temporarily closing the busy port of entry in a civil demonstration.
Sources at the border indicate that over three thousand people who were at the border entering into Zimbabwe couldn’t take kindly to Zimbabwe Revenue Authorities who were confiscating wares brought in mostly by cross border traders under new regulations that the goods were barred from being imported into the country.
The demonstrators forced border control authorities and police officers to flea into the offices for cover leaving the border a free for all entry.
Cross border traders and transporters some who had been at the border for over twenty four hours took advantage of the chaos to get through the border without clearances.
Several vehicles and hundreds of people made their way through the border post bringing down the perimeter fencing around the border post.
The government this week introduced several new regulations banning a range of goods from being imported into the country under regulations set up in 1974 in a bid to promote local industries.
The restricted goods are the range of goods that most informal traders bring in from South Africa, Mozambique, Botswana and Zambia.
The situation at the border post is reported to be still tense with police and state security details reinforcements deployed to restore order at the country’s busiest port of entry.
Unconfirmed reports claim that the South African Home Affairs authorities have also temporarily closed their side of the border until the Zimbabwean side of the border is under control.

Calls to the Department of Customs and Exercise at the border post are meanwhile not being answered as of this morning.
DIAMOND THEFT: Govt Secretary Humiliated in Parliament
There was drama in Parliament when the Mines Permanent Secretary, Professor Francis Gudyanga displayed an embarrassing ignorance about the contentious diamond issues.
The Zimbabwe Consolidated Diamond Company (ZCDC) CEO, Dr Ridge Nyashanu also failed to furnish the Mines and Energy Parliamentary Portfolio Committee with information regarding diamond production statistics and how much treasury has received to date.
First to appear before the portfolio committee was Dr Nyashanu, who put up an embarrassing display of ignorance to the point of even failing to define a company structure while confessing he did not even know the act of parliament guiding the operations of the parastatal he is leading.
Then, Professor Gudyanga almost outdid the ignorance displayed by Dr Nyashanu when he could not even furnish the committee with information on how much the country has derived from diamond revenues to date, leaving the Daniel Shumba led committee further infuriated.
Parliamentarians were even more infuriated when Professor Gudyanga was fingered in gross violation of corporate governance by chairing three parastatal boards.

AirZim Woman Pilot Breaks Heroic “Mission Impossible” Landing
By Mashudu Netsianda | A young female pilot flying a Victoria Falls-bound Air Zimbabwe passenger plane turned super heroine when she battled for about an hour to land the aircraft in bad weather.
A number of passengers told The Chronicle they feared for their lives when they were told the plane, coming from Harare enroute to Victoria Falls could not land in Bulawayo. They said they waited with bated breath as the plane aborted two landings and circled the airport in close to zero visibility.
The plane had flown into Bulawayo at 7.30AM but only touched the ground at 8.15AM after two futile attempts. Passengers, among them Rural Development, Preservation of Culture and Heritage Minister Abedinico Ncube and Zimpapers board chairperson Mr Delma Lupepe commended Captain Petros for displaying calm in the midst of “a storm.”
Said Mr Lupepe: “We arrived in Bulawayo at about 7.30AM and the plane had to circle in the air for about 45 minutes as landing was difficult due to bad weather. The pilot tried to land twice but it was a tricky situation and we only landed on the third attempt at about 8.15AM. It was a soft and good landing.”
He said soon after landing, Minister Ncube and other passengers gave Captain Petros a pat on the back as they were impressed with the manner in which she handled the flight.
A tourist who was on the plane also paid tribute to Captain Petros. “I don’t mean to sound sexist but she handled the plane better than most men. I’d said my last prayers up there,” said the tourist who declined to be named.
Captain Petros together with co-pilot Captain Chipo Matimba last year made history when they became the first women in Zimbabwe to captain an all-female flight crew and made high in the skies over Harare to Victoria Falls.
Air Zimbabwe’s assistant general manager responsible for passengers and cargo, Christopher Kwenda, was yesterday unreachable on his mobile for comment. This is the third time that an Air Zimbabwe plane from Harare to Bulawayo has failed to land at the Joshua Mqabuko Nkomo International Airport.
In January, an aircraft from Harare failed to land at the airport after it allegedly lost its navigator signal due to bad weather. It only managed to land safely after midday, leaving its passengers on connecting flights stranded while others cancelled their trips.
At one time the plane was forced to fly back to Harare because of the technical fault. In September last year, an Air Zimbabwe Boeing 737 developed a mechanical fault just after takeoff from Harare.
Air Zimbabwe is facing a cocktail of problems, some of them a result of mismanagement and corruption which saw the company losing more than $11 million in an insurance scam but has an outstanding safety record.-state media
War Veterans Killed In Mysterious Accident
Terrence Mawawa, Masvingo | Two(2) war veterans perished in a mysterious road accident as they returned from an explosive meeting last week.
One of the two war veterans died on the spot as the vehicle they were travelling in was mysteriously involved in an accident near Gutu turn-off, along the Masvingo-Mutare highway. The exact circumstances have been left undeclared in police files.
The other war veteran died on arrival at Ndanga Hospital while several others and war collaborators were seriously injured. The names of the deceased are Panganai Banda(58) and Sarah Muchipi(50).
Although the agenda of the meeting was not clear, sources told ZimEye.com the war veterans were not happy with the G-40’s relentless efforts to demean the former freedom fighters.
The internecine war between the war veterans and the G-40 is intensifying with each passing day and Zanu PF insiders have warned of bloody clashes in the race to replace Robert Mugabe.
“The tension between the G-40 and the war veterans is intensifying with each passing day. The vehicle ferrying the war veterans and war collaborators from meeting in Gutu was involved in a fatal accident. There is no satisfactory explanation for the cause of the crash. It seems people are deeply reluctant to disclose what actually transpired,” said a Zanu PF official.
Masvingo Provincial Police Spokesperson Inspector Charity Mazula confirmed the incident but would not disclose further details on the accident.
She said drivers must desist from speeding to avoid loss of life on the roads.
“I wish to warn drivers to exercise extreme caution on the roads,” she said without disclosing further details.
Mugabe says: Doctors Are Greedy Cash Lovers
President Robert Mugabe who has gobbled $80 million on unnecessary foreign travels this year to date, says Zimbabwe’s doctors are pleasure and money lovers.
Mugabe said doctors should stop valuing money at the expense of the need to serve people, saying the medical practitioners should understand the economic environment the country is operating in.
Addressing thousands of mourners at the National Heroes Acre in Harare for the burial of Retired Brigadier General Felix Muchemwa, President Mugabe urged the doctors to take a cue from the late national hero, whom he said always put the needs of the people first.
“We appreciate the work of doctors, they deserve to be rewarded accordingly. However, they must also understand the limitations the government is facing. We are still fighting for our liberation, there are sanctions that are affecting our capacity to honour our obligations to workers.”
“Dr Muchemwa, as one of the first doctors who gave medical services to the liberation war fighters, had that understanding and we need his peers to understand also, he never put money first, but the people first and made great sacrifices. Right now as I speak there is a stand-off between our medical staff and us the government on remuneration,” said President Mugabe.
The remarks come at a time some doctors have decided to stop accepting medical aid and demand cash upfront from the 1st of July, a situation that could put more burden to the people of Zimbabwe.
Mugabe also said in Muchemwa, the nation has lost a humble intellect with an amazingly charming personality.
” Muchemwa was a dedicated cadre, who despite his abilities, remained humble. Always humble, always smiling, that is what Muchemwa was. Different from other people who always boast of their educational success,” said President Mugabe.
He also said for the success of the liberation war, “we needed medical doctors like Dr Muchemwa. Of course he was not alone, we also had Dr Herbert Ushewokunze, Dr Muvhuti and Dr Sydney Sekeramayi, among others.”
On a lighter note, President Mugabe revealed that he only knew it recently that Dr Dr Sekeramayi’s daughter is married to the late Dr Muchemwa’s son.
Earlier in his address, Mugabe chronicled how the white colonial regime resorted to the poisoning of food and clothes during the liberation war, adding that Retired Brigadier General Muchemwa died from an ailment caused by poisoning during the war.
The late national hero died on Sunday last week in Egypt where he had gone to seek medical attention.
Chiyangwa Youths Beat Up Residents
Zanu PF youths in Southlea Park have brutalised leaders of the Southlea Park Home Owners Association who they are accusing of forcing residents to refuse to pay compensation to Zanu PF central committee member and President Robert Mugabe’s nephew, Philip Chiyangwa, for staying at the state owned Ordar farm.
Chiyangwa is demanding $42 million from over 8,000 residents who were allocated stands at the farm which was seized from white Zimbabweans in 2006 by the government.
On Saturday the leaders of the residents association had called for a community meeting where they intended to report back to their constituency on the pending court application they filed with the High Court against Chiyangwa.
But the meeting failed to materialize after over 10 Zanu PF youths blocked the gate of Southlea Park Primary School, the venue of the meeting.
The youths who ZimEye.com identified as Nhakiwa, Chigwida, Kismore and Ranga, used bricks to bash three Southlea Park Home Owners Association executives , Brian Chuma, Wisdom Chitsvete and Maxwell Tundu who had organised the meeting.
The injured reported the incident to the police before they were quickly rushed to a local clinic for medical attention.
Early this year Chiyangwa blocked the residents from conducting a similar meeting.
Man Inserts Manhood Into Friend’s 11yr Old Daughter
Terrence Mawawa, Chiredzi|As the rate of the violation of minors increases, in his quest to satisfy his insatiable sexual desire, a 39 year old Chiredzi man forced himself on his daughter’s 11 year old friend in an incident that has stunned the local community.
James Chilangwe of Triangle, sexually pleasured himself on the minor twice without the girl’s consent.
Chilangwe appeared before Chiredzi Magistrate Judith Zuyu last week facing two counts of rape.
On January 26 ,2016 around 6pm, the minor went to Chilangwe’s place to play with his daughter. When the juvenile was about to go home Chilangwe emerged out of the house and dragged her into his bedroom and raped her.
On February 2, 2016 at around 4pm, the minor went to Chilangwe’s again house to play with his daughter.
Chilangwe dragged the minor into his hut and raped her as his daughter watched.It is understood his daughter peeped through the window and watched Chilangwe having sex with her friend.
Chilangwe’s daughter advised her friend’s mother who reported the matter to the police.
Magistrate Zuyu sentenced Chilangwe to 28 years in prison and five years were suspended on condition of good behaviour. In passing the sentence Zuyu sent a strong message to would be child abusers to desist from the habit. Prosecutor Liberty Hove presented the facts of the state case.
Zambian Politician Forges Fake ZIMSEC Certificate
The United Party for National Development (UPND) presidential candidate in the upcoming Zambia elections, Mr Geoffrey Bwalya Mwamba, who is deputy and running mate to UPND leader Mr Hakainde Hichilema, claimed he sat for O-Level examinations in Zimbabwe at a date that could not be ascertained.
His party is contesting against incumbent President Edgar Lungu of the Patriotic Front.
Zimsec spokesperson Ms Nicky Dlamini confirmed to the Chronicle that the country’s examination body indeed wrote to ECZ but claimed that was procedural.
However, part of the examining body’s response seen by the Chronicle stated the Zambian’s certificate was forged.
“Yes, we are aware of it and all they wanted was to know if he really had some certificates from here. If a person studied at one of our colleges or schools and sat for Cambridge or Zimsec public examinations that’s the procedure . . . they would check,” said Ms Dlamini.
She couldn’t, however, be drawn into confirming whether Mr Mwamba really learnt in the country.
“That confirmation can be obtained from Zambia because they are our client and not Mr Mwamba,” said Ms Dlamini.
The probe into the validity of Mr Mwamba’s credentials allegedly came after he included documents from Zimbabwe when he submitted qualifications for vetting into elections. Mwanajiti and Associates, who oversee elections together with the Electoral Commission of Zambia, raised the issue.
“The Zimbabwe School Examinations Council has written to the Examination Council of Zambia to report UPND presidential running mate Geoffrey Bwalya Mwamba to law enforcement agencies for suspected forgery.”
Mr Mwamba challenged the PF government to “arrest” him if it felt he forged certificates and denied submitting academic papers from Zimbabwe.
Harare Owed $1/2Billion
Harare City Council is owed half a billion dollars in unpaid bills by residents, Government and business, a situation which has seen the local authority failing to provide basic services and pay salaries.
Acting finance director Mr Tendai Kwenda, attributed the situation to the prevailing economic challenges which are affecting most residents.
According to the recent minutes of the Finance and Development Committee, Mr Kwenda reported on the various sector accounts and the position on council debtors and creditors variances.
“Aggregated income and expenditure summary for January to April 30, 2016 indicated a surplus of $33,2 million. Debtors were reported at $477,7 million while creditors stood at $398,2 million. A total of $26,2 was owed to CABS and BanABC as at April 30, 2016.
“A loan of $144,4 million was owed to Exim Bank of China of which $72,2 million had been committed and repayment would commence in 2017 and short, medium and long term amounting to $98,4 million owed by council to both local and international financiers as at April 30,2016,” reads the minutes.
Harare City Council recently said it is setting aside $275 000 daily towards the payment of salaries in a bid to reduce salary arrears which stand at six months.
Acting Town Clerk Mrs Josephine Ncube said management had put in place strategies to accelerate revenue collection in order to close on the salary gap.
Mrs Ncube said that emphasis was being put on revenue collection and heads of departments were putting together various strategies to ensure success in this regard.
Harare City Council workers have since urged Local Government, Public Works and National Housing Minister Saviour Kasukuwere to intervene, accusing the city of infringing upon their rights.
Harare Municipality Workers’ Union executive chairman Mr Cosmas Bungu said council workers have turned into perpetual beggars who are surviving on handouts from well-wishers.
“We want to reiterate that the City of Harare is not above the law as their behaviour seems to suggest. In terms of the International Labour Organisation Convention Against Forced Labour, the City Fathers are in flagrant contravention of the law by deliberately failing to pay council employees their outstanding salaries for the past six months and bonuses for 2015 in contravention of Statutory Instrument 135/12,” he said.
Harare City Council last year served about 20 000 defaulters with summons to attach properties, as it moved to recover money owed in unpaid bills by residents.

Girl Raped as Mum Watches
Two suspected armed robbers raided a house in Epworth and took turns to rape a 16-year-old girl while her mother watched.
The two robbers have since been arrested in connection with the case after they went back to the house the following morning to look for $5 change.
Chief police spokesperson Senior Assistant Commissioner Charity Charamba confirmed the incident. She said the two armed robbers went to the girl’s house where they forcibly opened the door with an iron bar.
“They threatened the girl and her mother who is aged 33 with a knife before stealing a stove, plates, pots, shoes and $10 cash. They put them outside and returned inside the house where they took turns to rape the girl,” Snr Asst Comm Charamba said.
After committing the crime, the two disappeared but returned the following day looking for $5 change and they were identified by the girl, leading to their arrest. Investigations on the case are still continuing.
Meanwhile, police are investigating two cases of armed robbery that occurred in Marondera and Mahusekwa where armed robbers pounced on an abattoir and stole $12 000 cash and property.
Snr Asst Comm Charamba said on June 13 at around 1am four armed robbers attacked a security guard who was manning Surrey Abattoir premises and handcuffed him.
They ransacked the premises and stole $12 000 cash.
On the same date at around 3am, six armed robbers attacked another security guard at Profeeds Wholesale in Mahusekwa and stole $82 cash and 20 x 1 000g ESB3 chemicals, all valued at $378.-state media

ZRP Top Cops Detention Powers Outlawed
Senior police officers no longer have powers to sign warrants of further detention for suspects to remain in custody following the alignment of the Criminal Procedure and Evidence Act with the new Constitution.
In the past, justices of peace (senior police officers of the rank of Superintendent and above) would authorise the detention of suspects in police cells for up to 96 hours without taking the suspect to court.
The recently published Criminal Procedure and Evidence Amendment Act now compels the police to release the suspect forthwith if they fail to take him to court within 48 hours of his arrest.
If the police sees it necessary to extend the stay of the suspect in custody, a formal application has to be made before a magistrate, who assesses the circumstances and either grants or throws away the request.
The old law was open to abuse by some spiteful investigators.
Some vindictive police officers would arrest people towards the weekend, to make sure that the suspects will not be released until Monday, as weekends were not included as court days in terms of the parent piece of legislation.
But the new law now considers Saturdays, Sundays and public holidays in the counting of the permissible 48 hours detention period.
In terms of the new law, police officers are compelled to release the suspects as soon as the 48 hours lapse.
The amended Section 32 (3) of the Act now reads:
“Any person who is arrested or detained –
a) For the purpose of bringing him or her before a court, or
b) For an alleged offence; and who is not released must be brought before a court as soon as possible and in any event not later than forty-eight hours after the arrest took place or the detention began, as the case may be, whether or not the period ends on Sunday or a public holiday.”
Amendment to Section 33 of the Act now excludes police officers from authorising further detention of a suspect in police custody.
An application has to be made before a judge or magistrate for the extension of the detention period.
An additional Section 41 to the principal Act compels an arresting officer to inform the suspect of his or her reason for arrest, right to remain silent, consequences of remaining silent and those of not remaining silent.
The arrested person must also be allowed to contact their spouses or to be visited by their relatives. They are also entitled to religious counsellors of choice, legal practitioners and medical practitioners of choice if need arises.
Section 121 of the Act, which allowed the State to suspend the decision of a magistrate or judge to grant bail, was also amended.
It now gives a magistrate or judge discretionary power to suspend or confirm his bail decision.
The amended Section 121 (3) reads:
“Where a judge or magistrate has admitted a person to bail, and an appeal is noted by the Prosecutor-General or public prosecutor under subsection (1), the decision to admit to bail remains in force unless, on the application of the Prosecutor-General or public prosecutor, the judge or magistrate is satisfied that there is reasonable possibility that the interests of justice may be defeated by the release of the accused on bail before the decision on appeal, in which event the judge or magistrate may suspend his or her decision to admit the person to bail and order the continued detention of the person for a specified period or until the appeal is determined, whichever is the shorter period.”
Several minor amendments were also made to the Act. -state media

Reserve Bank Govenor John Mangudya was rumoured to have resigned at the weekend.

” I am on my way out,” President Robert Mugabe yesterday told thousands of children attending celebrations to mark the Day of the African Child.
This is the first time that the President has publicly, clearly spoken about quitting politics instantly inflaming succession fires within his party, as the two main rival factions tear into each other. The factions are led by Mugabe’s wife, Grace who is behind the G-40 grouping fighting VP Emmerson Mnangagwa’s so called Lacoste Team.
Speaking at the celebrations held in Harare, Mugabe said he is on his way out and wants his successors to do a better job.
“Once upon a time, I was like you. But I am not like you anymore. I am on my way out,” he said.
“But when I look over my shoulder, I would want to see bold and courageous men. I want to look behind and say those coming will be better than me,” he was quoted by a local weekly newspaper.
Mugabe — the only leader Zimbabwe has known since independence 36 years ago — has used all manner of tactics to cling to power, including alleged violence against political opponents and electoral fraud.
A few weeks ago, Mugabe (92), declared he wanted to stay on while First Lady Grace Mugabe told the recent Zanu PF million-man-march that “he will rule from the National Heroes Acre”.
Constitutionally, Mugabe can run for one more term, which will end in 2022. But officially opening the 24th Children’s Parliament yesterday, the veteran ruler admitted his days were numbered.
“That is what we always fight to do. To be better than our parents, initially be like them but strive to be better.”
Meanwhile, children who spoke at the occasion painted horrifying images of what they go through in their daily lives, especially their rural counterparts.
This was after Youth minister Patrick Zhuwao had told Mugabe that his government’s policies showed a deep commitment to addressing the needs of young people.
“The policies of our government are addressing the various needs of our children,” he said.
“Our youth must be given space to fight for Zimbabwe’s economic independence.”
The government was called upon to take the Child Parliament seriously and not treat it like “a Christmas Day”.
“The government should do something to help children in the rural areas,” he said.
“Some of them walk for as long as two hours to go to school. Children as young as Grade Zeros. They go to school without shoes in this cold,” lamented a child parliamentarian.
A representative of children living with disabilities weighed in.
“The government has to do something to minimise the subjects of those children with disabilities. Focus should be put on practical subjects that can enable children who are disabled to become innovative because nobody is willing to employ them,” he said.
Mugabe admitted that the scourge of rape was getting out of hand, threatening “inhuman treatment” to perpetrators.
“If it does not stop, we will be forced to use inhuman treatment to men who rape. It must stop and stop now,” Mugabe said.
Another child lawmaker said grinding poverty was forcing children into early marriages.

Indian Cricketer Raped Me – Zim Woman
There was drama in Harare on Friday when an Indian cricket player on tour with the country’s national team was arrested by ZRP cops for allegedly raping a local woman at Meikles Hotel.
“I can confirm that there are allegations of rape against an Indian national by a Zimbabwe woman,” Police Spokesperson Charity Charamba said on Saturday.
She continued, “We are bound as police by the law when such serious matters arise and we investigate. We have investigated and forwarded the case to the courts for determination and we wait the outcome. He appeared in court today,” she said.
CID and CIO officers stormed into the hotel late Friday as the Indian cricket team’s coaching staff and the country’s envoys battled to save face.
The man’s identity was kept a secret at the time of going to press.
“It is tricky issue because it could turn into a diplomatic feud between the two countries.
The Indian ambassador to Zimbabwe was spotted at the hotel attempting to stop the player’s arrest, sources told ZimEye.
“The woman claims to have awoken later with bloodied underwear which implies she did not know how she ended up in the player’s room,” another source said.

BLOODY GUN ATTACK:Mugabe Ally Guns Down Villager Over Sugarcane-REPORT
President Robert Mugabe’s business partner and Green Fuel Investments proprietor Billy Rautenbach, has allegedly gunned down four villagers in Chisumbanje.
One of the four (Itai Chikwasha) died on the spot leaving three seriously injured and are battling for their lives at St Peters Mission hospital at Checheche.
According to Chinyamukwakwa villagers the incident happened Wednesday night when guards employed by the Ethanol producing company accused the four villagers of stealing sugar cane.
The security guards are said to be retired soldiers and war veterans who have been rewarded by Green fuel for their loyalty to the ruling Zanu PF party government.
“It is very difficult to justify the killing of unarmed villagers for allegedly stealing sugarcane. Green Fuel is currently harvesting their sugarcane and villagers follow harvesters to pick left-overs, and it’s not news that the villagers can pick and eat sugar cane which they would have found on the roads while walking to their homes as they pass by the controversial plantation and even if they had stolen the sugar cane, we do not think that warrants the killing and we now wonder whether this Ethanol project was a curse to the people of Chipinge,” said one of the villagers.
The villagers said the number of people picking sugar cane residues had increased this year owing to the droughtea.
“Women and children constitute the bulk of those who pick the sugarcane and the number has increased this year due to the Elnino induced drought that has ravaged families,” they added.
The relationship between Green fuel investment and the local community has been sour since the inception of the project in 2008 when the former occupied the latter’s land without full community engagement.
The villagers feel that the company should have compensated them for occupying their traditional land.
They (villagers) are further complaining that the company continues to push them away by encroaching on the boundary while failing to fulfil promises of corporate social responsibility.
The villagers are accusing the company of using superiority tactics and avoid dialogue platforms because of its strong ties with the ruling Zanu PF government. More to follow…
TB Joshua Uses Sticks to Construct Giant Building, Nearly Kills Tsvangirai | SHOCK PICTURES, VIDEO
Nigerian Spiritist and Necromancer, TB Joshua, utilised (with an array of cheap materials- see court report), wobbly sticks as scaffolding material for the 5 storey giant building which collapsed killing 116 people including (2) two Zimbabweans. MDC leader Morgan Tsvangirai slept in that building before it crashed onto 116 people one of whom was Tsvangirai’s trusted aide, Greenwich Ndanga.
The court verdict that ruled that Joshua is criminally liable lists the following as what exactly made the building fall down:
- Inadequate beams of 750mm by 225mm (should have been 900mm by 300mm)
- Inadequately reinforced columns (should have been reinforced with 12 x Y25 bars or 20 x Y20mm bars. Instead they used 10 x Y20 bars (as seen in the video released by SCOAN).
- Inadequate bearing pressure for the central column due to the 2m x 2m x 0.9m foundations.
- Failure to introduce rigid zones for bracing the structure and did not design the frames as an unbraced structure.
- Failure to provide movement joints that could have absorbed any movement due to creep, contraction, expansion and differential settlement etc..
- 8 out of the 12 main beams of the structure failed because they were undersized, under-reinforced (both in tension and shear), the tension bars were poorly anchored to the column supports and 8 x Y20 was used instead of 14 x Y20.
- The ground floor columns were slender and readily gave in to buckling.
Shocking pictures and video footage released by the multi-millionaire TB Joshua ( who also claims that Zimbabwe’s economy is going to boom in 2016), show the massive building mould supported at the side by thistles minutes before it crashed down on September 12th 2014. He soon changed blaming the Nigerian army saying an aeroplane flying at a distance nearby sent forth supersonic waves to destroy it.
Scaffolding, also called scaffold or staging, is a professional temporary structure used to support a work crew and materials to aid in the construction, maintenance and repair of buildings. Scaffolding is also used in adapted forms for formwork and shoring, grandstand seating, concert stages, access/viewing towers, exhibition stands, ski ramps, and half pipes.
Since the court procedures opened soon after the building collapse in 2014, the preacher has been using a team of cunning lawyers to divert and delay the prosecution.
To make matters worse, while victims remained buried in the dangerous rubble shortly after the collapse, his staff members delayed the rescue process as they beat up rescuers and journalists. The preacher soon exposed himself a few hours later when he was caught on camera personally dishing out thousands of dollars to the journalists while apologizing.
Police Identify Children in Shock Nude Pictures
THE police have identified two children in unsettling pictures belonging to a bogus Zimbabwe National Army (ZNA) officer who is suspected to have indecently assaulted the children. The pictures are said to have leaked after the “soldier” took his mobile phone for repairs and the technician stumbled upon them and made a police report. It is, however, not yet clear how the pictures went viral on social networks. The pictures showed the half naked children sitting on what looked like a bed. In one of the pictures, one of the children is holding the man’s manhood.
National police spokesperson Senior Assistant Commissioner Charity Charamba confirmed the incident.
“We have managed to identify two of the children in the pictures but we cannot divulge their identity as they are protected by law. We also are not in a position to give any information about their location or age at the moment. A key informant gave us all this information, the informant managed to give us good leads,” she said.
Snr Asst Comm Charamba said the media played a vital role in leading to the identification of the children as the issue was publicised on the national broadcaster, ZBC. She further said police were hunting for the culprit.
“We are now hunting for the culprit and we have stakeholders and other people who are assisting in identifying him and soon we will have him in hopefully,” she said. Snr Asst Comm Charamba said parents and guardians of minors should monitor their children closely.
“I am appealing to parents and guardians to monitor minor children closely all the time. They have to observe any suspicious behaviour that they may exhibit because that is when they can hear of cases of abuse. Again parents must make an effort to be close to their children so that if any abuse is happening the child may confide in them, they open up more if you have a close relationship with them,” she said.
She stressed the need for parents to accompany their young children to and from school as that is where some of the abuse is taking place.Snr Asst Comm Charamba urged parents to ensure their children are safe all the time. The police said the long arm of the law will catch up with would-be perpetrators and said people must respect children and each other.
“As a parent I must say I am horrified by this incident, it is shocking that someone can do such a thing. I urge all people who may have information about this particular case to report to the nearest police station and the culprit be brought to book as soon as possible,” she said.
The disturbing images surfaced during the week and the suspect was alleged to be a ZNA officer but the army said it was a bogus officer as the uniform he was wearing was said to be mixed. Banks Start Rand, Yuan Withdrawals
Kuda Bwititi, Chief Reporter| Banks will start issuing the South African rand and seven other currencies on July 1, 2016 and will process Real Time Gross Settlements using that regime from tomorrow (Monday). Other currencies are the Chinese yuan, euro, British pound, Botswana pula, Australian dollar, Indian rupee and Japanese yen, whose use is being promoted to end US dollar cash shortages. The United States dollar remains in circulation, with US$10 million being imported weekly, while plastic money use is being advocated aggressively.
Financial institutions are preparing for the change following meetings with the Reserve Bank of Zimbabwe, and a June 30 ultimatum for all Government departments to embrace multiple currencies has been set. State departments handle the bulk of transactions in the economy, consuming up to 60 percent of money exchange.
Last week, banking sector officials were optimistic the coming dispensation would end cash shortages that began in April on the back of illicit financial flows, a huge trade deficit and the lack of a savings culture.
In an interview with The Sunday Mail, RBZ Governor Dr John Mangudya said: “Following the directive by Treasury for Government departments to activate usage of multiple currencies by June 30, it is now necessary for banks to also give out multiple currencies to people in order to support this initiative.
“We expect that the banks will start issuing multiple currencies, especially if a customer requests to receive any money in the currency of their choice, within the multi-currency basket.
“This is not a directive that we have given, but we expect there will be increased use of multiple currencies in the economy and, naturally, banks will take measures to support this policy.
“Last week, we managed to hold test-runs on activating Real Time Gross Settlement payments. The tests were successful. So, starting from Monday June 20, 2016, RTGS payments will be conducted in multiple currencies, which will bring further flexibility to the market.” Dr Mangudya said the multi-currency system will improve cash circulation and spur tourism inflows and diaspora remittances.
“For example, any tourist who is coming from Britain or China can feel free to use the British pound/yuan/US dollar. The move also makes it flexible for people in the diaspora who send money home. It will now be convenient for them to send money in the currencies of their choice, as long as that currency is in the basket.
“Furthermore, the use of multiple currencies means that people will cut on exchange losses if someone is to send money home. The RBZ is importing cash in the region of US$10 million weekly. However, we expect the amounts of cash imports to go down significantly if there is increased use of plastic money.
“We are happy that there has been progress in the use of plastic money in the past few weeks. If that trend increases, there will be a reduction in the need for cash as well as cash imports.”
Last week, Finance and Economic Development Minister Patrick Chinamasa told Senate that plastic money use had increased 400 percent over the last five weeks. Minister Chinamasa said there was no need to panic over the impending introduction of bond notes.
“To start with, (bond notes) will not lose their value. They will be just like bond coins. Yes, initially, when we introduced bond coins there was a lot of concern and resistance, but, eventually, people came to demand issuance of bond coins.
“So, the reaction that we are receiving, including the concerns you expressed, the worry; these were anticipated. Whenever new things are coming in, we expect people, generally, to be averse to change even where change is in their interest.”
On foreign retailers accused of siphoning cash to their home countries, he said: “The strategy is, basically, to encourage that even if they are retailers coming from outside the country, they source a substantial amount of their goods locally, especially those goods which can be locally produced.
“So, through measures such as tariffs and tariff bans or goods that we ban, we are going to get to a situation where they will have no option, but to buy locally. That is the discussion engaged in with the likes of companies that you mentioned. We are also engaging them, for instance, with respect to Pick ‘n’ Pay, to say they must support out-growers.”
Confederation of Zimbabwe Retailers Association president Mr Denford Mutashu told The Sunday Mail that they supported using multiple currencies and plastic money.
“We are fully behind the RBZ and Government polices to use multiple currencies. We will not have a problem in accepting any currencies which are in the basket. “It is also encouraging that some of our members, including sole traders, have increased usage of point of sale machines by as much as 70 percent.”
Tomana: Sex With Girls (12) Perfectly OK
GIRLS as young as 12 must be listened to by the courts if they wish to start families with older men because they are capable of giving consent to sex, Prosecutor-General Mr Johannes Tomana said on this very day last year, shortly before first lady Grace Mugabe began attacking him, a development that has seen him lose his job and threatened with imprisonment.
Risking the ire of child rights campaigners, Mr Tomana defended the courts for refusing to jail child sex predators who can prove that there was “consent”.
Zimbabwe’s top prosecutor says he also finds no problem with child molesters who escape with community service sentences serving their punishment at schools — with potentially hundreds more victims.
Tomana’s extraordinary intervention came after MPs and children’s rights advocates demanded legislative reforms to enhance legal protection for children under the age of 16, with the courts increasingly accepting that children between 12 and 16 are capable of giving consent to sex.
Zimbabwe’s age of consent is 16. Mr Tomana told The State Media that school dropouts, in particular, should be allowed to marry even at a young age because they have no “alternative”. Sending their abusers to jail would ruin their lives, he said.
“If young girls were to be asked what they prefer, most would say they should be allowed to have sex after turning 12.
“It’s assumed that the girl child’s independent decisions start at an age that those that are speaking want to fix, but if you go out there you’ll find out that some of them may want to start out in life early,” the Prosecutor General said, speaking on Wednesday during a visit to Bulawayo.
Mr Tomana says with a socio and economic environment that creates hopelessness in young girls, largely through lack of formal education, it is unfair to demand of teenagers to defer sexual encounters with men.
“If you look at it, we don’t have a framework for example, where we can guarantee that all our girl children are usefully engaged before they actually get above 18 years, we don’t have that,” he explained.
“We’ve nine-year-olds, 12-year-olds, 13-year-olds who’re actually not in school, who’re not doing anything for example. What are we saying to them? We say you can’t even do this [have sex], when the environment is not giving them alternative engagements? What are we talking about?
“You need to be able to be holistic about it. If we educate our girl child universally up to, for example, where they get to the age of 18 in an environment where you guarantee that they’re not abused, then we’re talking. But to simply say ‘no such and such conduct’ for any girl say below the age of 16, I think we’ve not asked ourselves what we’re saying about that girl who would rather prefer to lead their life in the direction of getting married.
“Should they just sit there and wait until they get to about 21 doing nothing? Is that what you’re saying? You don’t have anything that they should be engaged in while they wait to become the age. What do you want them to do because in some cultures, for example, they value marriage more than anything else because when your girl child is married, you’ve achieved what any father or mother would want to expect in their girl child.
“If, for example, we’re able to marry off our child at 15 and she’s married, are you saying that should not happen even where, for example, there’s nothing else that that girl could be doing? Is that what you are saying?
“We need to look at it in a very practical, wholesome way, and I think it’s important to talk to the girl child. I want to say they’re very sensible people, and I know girls develop faster than boys and they mature faster than boys.
“Are we saying we should continue talking on their behalf when they’re there? Do we just change these laws to suit ourselves and our dreams that have nothing to do with addressing the real conditions that they live in?”
Tomana’s liberal views around child marriage will alarm activists who only this week highlighted the problem of child marriages as Zimbabwe joined the rest of Africa in marking the Day of the African Child on Tuesday.
The African Committee of Experts on the Rights and Welfare of the Child (ACERWC) revealed that Zimbabwe, along with Guinea Bissau, Mauritania, Mali, Nigeria, Uganda, Burkina Faso, Ethiopia, Niger and Chad had the highest prevalence of child marriages on the continent.
And according to the United Nations Children’s Fund (UNICEF), in its State of the World’s Children Report (2015), Mashonaland Central leads in child marriages with 50 percent. In second place is Mashonaland West with 42 percent, Masvingo 39 percent, Mashonaland East 36 percent, Midlands 31 percent, Manicaland 30 percent, Matabeleland North 27 percent, Harare 19 percent, Matabeleland South 18 percent while Bulawayo has the least prevalence with about 10 percent.
Tomana insists the current legal framework protecting children from sexual abuse in sections 64 and 70 of the Criminal Law (Codification Act and Reform) is sufficient and compliant with section 81 of the new Constitution, although some lawyers, notably Harare lawyer Chris Mhike, argue otherwise.
He said: “The advocacy that we’re having now is that even at 16, let’s just treat them as rape. Now, is that going to achieve the objective that we’re clamoring for the girl child?
“I think that’s the question that should be answered by everybody who’s in interested in addressing this situation and I think the girl child herself must talk.”
Tomana says he does not “see any harm” in convicted child sex predators performing community service sentences in schools where there is a real risk of carrying out more sex attacks on young girls.
He argued: “You see, the idea is to embarrass you, when we punish you the idea is to bring you down to mother earth. Now, if a whole man like me for example is seen cutting grass in front of a school and everybody is saying ‘that’s a criminal’, don’t you think that reduces me to my correct kind of level?
“I’m not scary to anyone else because I’ve been reduced to my proper size. I’m no longer a threat to anyone because I’m actually under supervision, you know… So I don’t see any harm in that.” -State Media
Dirty Robbers Arrested

POLICE in Gweru on Thursday arrested four notorious robbers suspected to be behind at least 200 crimes that they committed over two years, among them armed robberies and rape.
While a fifth man, thought to be the leader of the gang, is still on the run, the state media reports.
They have been linked to robberies at gold mines and gang-rape of a woman who had travelled to Bulawayo to attend the Zimbabwe International Trade Fair in April.
Detectives have reportedly solved dozens of robbery and rape offences in areas including Bulawayo, Nkayi, Murehwa, Shangani, Gwanda, Silobela, Gweru, Chegutu and Kwekwe following the arrest of the suspects.
Yesterday, they went for indications at 33 crime scenes in Gweru. A victim identified one of the suspects at Zuva Service Station in Gweru and police reacted swiftly to catch all four.
Confirming the arrests yesterday, police national spokesperson Senior Assistant Commissioner Charity Charamba identified the quartet as Ntandoyenkosi Sidumbu (23) and Bongeni Tshuma (28) both of Msilahobe Village, Chief Malisa, Silobela, Kelvin Masuku Moyo (18) and Lameck Busiso Masuku Moyo (30) of Somabhula Wida Farm Plot 8.
She said the suspects had already confessed to committing 33 crimes of robbery. She said police were yet to ascertain the actual number of cases and crimes committed by the robbers across the country.
Bangilizwe Nyathi, who is believed to be the ringleader, is still at large and police are hunting for him. “I confirm that we have arrested four accused persons in Gweru for a spate of armed robberies, unlawful entry and theft and rape cases.
“The accused persons have since admitted to having committed 33 cases around Gweru and police are yet to ascertain other cases that were committed in other areas across the country including Bulawayo.
“The accused persons are still assisting police with investigations,” said Snr Asst Comm Charamba. Police sources said the gang boarded a haulage truck to Bulawayo early this year and along the way, they gang-raped a passenger who was also aboard the vehicle at gun point before robbing the driver of money and other valuables.
A police source told Chronicle that the first suspect was spotted near Zuva Service Station, formerly Wimpy, by the truck driver who they allegedly robbed early this year. The driver immediately alerted the police.
“Police swooped on the suspects and arrested them. They led police to various crime scenes where they robbed and raped people. The suspects have listed about 200 crimes that they committed around the country,” said a police source.
They also confessed to stabbing a police officer last year, the source said. “The officer, who is stationed at Nehanda Police in Gweru survived but was admitted to Parirenyatwa Hospital in Harare for a long time,” said the source.
“They also confessed that they raided mines at Cross Roads, Silobela where they stole gold. They said they sold the gold to purchase a white single cab Toyota Hilux, which they used to commit a majority of their crimes.”
HIV Spreaders Lose Court Fight
Two people who allegedly “knowingly infected” their partners with HIV, have had their application challenging conviction dismissed by the Constitutional Court.
Mr Pitty Mpofu and Mrs Samukeliso Mlilo now face up to 20 years imprisonment for the crime.
They had approached the highest court of the land seeking to overturn their conviction arguing that Section 79 of the Constitution violated their right to protection of the law as provided in Section 18.
In her judgment, Justice Vernanda Ziyambi dismissed the duo’s application with costs. She then ruled that the two’s rights to protection of the law had not been infringed. “I conclude that the rights of the applicants, enshrined in Section 18 of the former Constitution, to protection of the law, has not been infringed by Section 79 of the Code, the state media reports.
“At the outset it must be noted that the right afforded by Section 23 is not a right to be discriminated against on any basis and discrimination on grounds of HIV or other status is not listed therein as a constitutionally enshrined right.
“In this case, the court had to determine whether the remand and prosecution of the accused on the criminal charges under Section 79 of the Code is a violation of the applicants’ fundamental right to personal liberty and the protection of the law.
“It found that Section 79 of the Code was clear and straight forward and the use of the words ‘real risk or possibility’ did not open the section to an unacceptably wide interpretation.
“Section 79, it was submitted, did not criminalise sexual intercourse by a person infected with HIV but was aimed at the conduct of persons who, knowing they are infected with the HIV virus, deliberately or recklessly spread the virus to innocent partners.
“It might be mentioned here that constitutional rights and freedoms are not absolute. They have boundaries set by the rights of others and by important social concerns such as public order, safety, health and democratic values.”
“I conclude that the right of the applicants, enshrined in Section 18 of the former constitution to protection of the law has not been infringed by Section 79 of the Code,” said Justice Ziyambi.
In his application, Mr Mpofu had argued that Section 79 created a danger of false incrimination because it was not certain who was first infected by the virus. It was also his argument that Section 79 “was too wide and criminalised sexual intercourse by a person infected with HIV”.
Wutaunashe Ropes President Mugabe Into Sex Notoriety
Family of God church founder, Andrew Wutaunashe has roped in President Robert Mugabe into his adultery scandal.
Wutaunashe in a long letter, pulled in Mugabe’s name saying his adultery scandal was merely an anti-Mugabe attack due to the 92 year old leader’s stance against homosexuality.
The preacher, popularly known under the titles, “the Prophet” and “Daddy,” is divorcing his wife of 36 years to settle for a secret girlfriend he has for years dated behind her back.
When he confessed to the matter earlier this year, he told people to follow their conscience, which many did moving on to a new church, the Family Covenant Church, FCC.
But Wutaunashe has since backtracked on his words, beginning to attack his former flock threatening them using Mugabe’s name.
In the below letter, Wutaunashe’s church officially prints President Robert Mugabe in an apologetic. Their letter reads in part; “We have received reliable information that about four years ago, these two Bishops, and some pastors, and leaders joined a misguided Facebook Project known as “Awake Church “and spearheaded by Lawrence Muzembi whose stated purpose was to destroy Apostle Andrew Wutawunashe, and whose strategy was to continually publish false and defamatory posts with people like Melody Chinouriri against Apostle Andrew Wutawunashe and the Family of God Churches. Strong claims have been made that this project is a homosexual and politically funded sponsored platform to destroy Prophet Wutawunashe and the Family of God for taking a stand that supports President Mugabe’s opposition to homosexuality“.

Mujuru Eventually Pulls Massive Crowd in Bulawayo | BREAKING NEWS
By Chrispen Tabvura | The leader of the newly formed People First political party and former vice President of the Republic of Zimbabwe, Joice Mujuru today received a standing ovation from a fully packed Stanley Square gathering, in Bulawayo.
The venue which was filled to capacity just before Mujuru’s arrival around 2pm, had people from all walks of life, who braved the hot weather anxiously waiting to be addressed by the former deputy head of state, who was kicked out of the Robert Mugabe led ZANU PF party.
Gorden Moyo, the Secretary General of the Tendai Biti led PDP, was also received at the well-attended gathering that was filled with frequent roaring and applause, from the supporters, during Joice Mujuru’s address.
Also present at the Bulawayo rally was the organising chief, Dzikamai Mavhaire, Kudakwashe Bhasikiti, former ZUD president Margaret Dongo, retired Major Kudzayi Mbudzi, Former MDC T legislator Albert Mhlanga and several other political heavy weights.

Horror as Mugabe Offloads Murderer Onto the Streets

May you please make this known to the world: A murderer Blessing Mabhucha Chimbirai was released from prison after a presidential amnesty.
He fatally stabbed a police officer, Constable Ruvinga who was stationed at ZRP Bikita in 2014.
He was arrested for the murder case but he resisted arrest in which he stabbed the then Officer In Charge, Chief Inspector Ngungu and two other police officers. He was sentenced to two years for resisting arrest in 2014. In 2015 he was tried for the murder case and he was sentenced to 25 years in jail.
The criminal was released under unclear circumstances even though he had not served the 2 years for resisting arrest.
It means he never served any part of his 25 year sentence for murder.

ZRP Cop Bonks Married Woman
THE trial of a senior police officer who was allegedly caught in bed with a married subordinate before he threw the woman’s husband off a speeding vehicle as he fled the scene, has been set for July 8.
The woman’s husband, Pasipanodya Tadzembwa (28), who is a soldier stationed at One Brigade, hung onto the bonnet of a car for 50 metres as he tried to confront Sipho Ndlovu (35) whom he had allegedly found in bed with his wife.
Mr Tadzembwa was hospitalised after being thrown off the vehicle driven by the fleeing Ndlovu, who is the Officer-in-Charge of Figtree Police Station. Ndlovu yesterday appeared before Bulawayo regional magistrate Mr Trynos Utawashe facing a charge of attempted murder.
Mr Utawashe remanded him out of custody on $200 bail. Prosecuting, Miss Paida Zengeni said on May 3 this year shortly after 10PM, Mr Tadzembwa arrived at his home in Bulawayo’s Nketa suburb after he got a tip- off that Ndlovu was romping with his wife, Kilisalisti Nyaradzo Manjonjo, at their matrimonial home. Manjonjo is also a police officer stationed at Matopo.
“Tadzembwa rushed home and found Ndlovu in his bed with his wife. Tadzembwa made an effort to contact the local police to report the matter but failed as Ndlovu bolted out of the house and got into his car and started to drive away,” said Miss Zengeni.
The court heard that as Ndlovu drove away, Mr Tadzembwa tried to jump onto the bonnet and was hit by the car.
“He got up and jumped onto it again and was driven for about 50 metres before he was thrown off the moving vehicle and sustained injuries on his head and other parts of the body. Ndlovu drove away and did not stop and Tadzembwa was taken to hospital,” said Miss Zengeni.
The location of the house where the confrontation took place was not disclosed in court.
Although Manjonjo, in her statement, claimed that Mr Tadzembwa was her ex-boyfriend, court files contain a marriage certificate showing that the couple got married last year in December.- state media
Man Blows Mum’s Cash On Sex Worker, Kills Self

A Bikita man, last Saturday, squandered his mother’s money on a sex worker in whose bedroom he is also alleged to have later committed suicide in.
Brighton Haisa went on a drinking binge at Nyika Growth Point and hooked up with the sex worker.
ZimEye.com is reliably informed Haisa was sent to collect money for a beast his mother had sold in Masvingo.
On his way back from Masvingo, Haisa squandered the collected cash with Proud with whom he unfortunately later had an altercation with.
This aggravated Haisa then locked himself inside Proud’s bedroom and drank poison.
According to a report compiled by Bikita Police, when Proud returned to the room she realised it was locked and pleaded with Haisa to open the door.
This continued for some time until the police had to be called in to assist.
The following day,the police had to break into the room to gain access into the the room in which they found Haisa’s lifeless body on the floor.
His body was then taken to Silveira Mission Hospital where he was pronounced dead.
A security guard who witnessed the whole development expressed his shock to ZimEye.com.
Minister Parirenyatwa Snubs Albino Indaba
Langton Ncube| Government on Wednesday, snubbed UN sponsored Albino community discussion forum where the disadvantaged group wanted to present their health related issues to the authorities.
The United Nations General Assembly declared June 13 International Albinism Awareness Day. This year UN Secretary General BAN KI-MOON said; “In some communities, erroneous beliefs and myths, heavily influenced by superstition, put the security and lives of persons with albinism at constant risk. These beliefs and myths are centuries old and are present in cultural attitudes and practices around the world.”
Sadly in Zimbabwe neither Health and Child Welfare Minister, David Parirenyatwa, nor his representative who were supposed to attend the Indaba which was organised by the UN, as part of the Albinism Day commemorations, turned up.
Among the issues, the albino community wanted to discuss with government include access to medical lotions which they use to protect their skin from cancer.
It also emerged at the meeting that the total number of albinos government says are in the country is lower than the actual population of the albino community.
Government records indicate a total population of 39 000 albinos, but according to the Zimbabwe Albinos Association project coordinator, Nesbert Mudzviti, there are many more.
“Taking into consideration that or assuming there is one person living with albinism per family, which is quite an understatement, or this number the 39 000 is very low considering that in places or families where albinism is there is more than one person,”said Dr Mudzviti
He said they also wanted the authorities to understand other diseases which his members are vulnerable to.
“We have other conditions or other diseases which affect us, some of them include mental illness. So when a person with albinism is presented to the health system they just look at whether he has cancer which is caused mainly by direct sun light, forgetting that there are other diseases which they are also exposed to,” he explained.
People living with albinism face stigma and discrimination from communities. Most of them are sexually abused and others killed owing to cultural myths which are associated with their condition.
Parliament Blasts Doctors’ Medical Aid Stance
Parliamentarians have condemned the resolution by doctors to stop accepting medical aid cards with effect from July 1, arguing that it is tantamount to condemning the public to death. Debating on an urgent motion moved by Mabvuku-Tafara MP Mr James Maridadi, the legislators said the issue must be treated as a matter of urgency as it violated people’s right to health and life.
“We demand that the Minister of Health and Child Care, as the regulator comes and update this House on the current impasse following the announcement by doctors that they will not accept any medical aid come July 1.
“This House must rise and stop this madness that will result in the suffering of the ordinary citizen who has been religiously paying his or her medical insurance subscription,” Warren Park MP, Engineer Elias Mudzuri said. Engineer Mudzuri further argued that allowing doctors to deny medical aid cards was tantamount to denying an ordinary person access to essential healthcare.
“This is tantamount to condemning the common person to death given the situation that the country is already in a cash crisis. By paying for medical insurance, that person would have prepared for the future considering that our medical care in the country is already way too expensive,” said engineer Mudzuri.
Proportional Representation MP Ms Priscilla Misihairabwi-Mushonga also concurred that the issue must be dealt with as a matter of urgency because it violated the right to health and life.
“This is a crisis that calls for an urgent Cabinet meeting,” said MP Misihairabwi-Mushonga. Buhera West MP Cde Oliver Mandipaka said the Minister of Health owed it to the nation to explain what really has been going on resulting into the feud. “Minister Parirenyatwa should appear before this House and explain what has been going on. People we represent expect answers from us on what this means, yet we do not have any answers.
“We are not happy with such an announcement by doctors which has the potential to cause despondency. To clear all this, the responsible Minister should appear and give us information,” said MP Mandipaka.
MP Maridadi accused the Zimbabwe Medical Association (ZiMA) of holding the nation at ransom saying they had no right to speak on behalf of all doctors in the country. “This is just a lobby group which does not represent all doctors in the country. It was very irresponsible of them to make such to such an announcement,” said Mr Maridadi.
He said after all, most private doctors were not accepting PSMAS card, which is used by the majority of people on medical aid in Zimbabwe. In a separate interviews, the Community Working Group on Health executive director Mr Itai Rusike said his organisation was saddened by the lack of the ordinary person’s voice in the battle between doctors and health insurers.
Mr Rusike said denying medical aid cards defeats the whole purpose of pre-payments to medical aid societies, resulting in increased barriers to accessing healthcare by the ordinary men. “The biggest question is, who represents public interest so that they can make input when there is such an impasse?” he queried.
Mr Rusike urged Government to quickly put in place legislation that protects the interest of its citizens.-state media
Govt Orders Zinara Forensic Audit
Transport and Infrastructure Development Minister, Joram Gumbo, has ordered a forensic audit on the operations of the Zimbabwe National Road Administration amid growing speculation that the road fund is being abused.
The minister confirmed ordering the audit yesterday.
This comes amid speculation that the road fund could have lost thousands of dollars to senior executives who occupied dual positions and reportedly withdrew mega benefits from the parastatal under unclear circumstances since 2014.
Minister Gumbo told The Herald that the audit seeks to have a holistic understanding on the operations of Zinara with a view to come up with a viable way forward. Said Minister Gumbo: “As a new Minister, I want to understand the operations (at Zinara). The audit is being done by the Comptroller Auditor General. I am new so I want to understand the organisation including staff, operations and everything else. So I have asked for a forensic audit there.”
It is understood that the audit is being carried out by an international audit firm Grant Thornton at the instruction of the Auditor General. Sources at Zinara said the situation at the road fund was strange as the acting chief executive officer Engineer Moses Juma and administration and human resources director Mr Precious Murove have been occupying dual positions since 2014.
Eng Juma is doubling as the parastatal’s technical director engineering since March 2014 when he replaced Mr Frank Chitukutuku while Mr Murove has been acting as the finance director until last month when a substantive candidate was appointed for that portfolio.
Sources close to the matter intimated that the two posts come with rewarding perks and the two senior directors were creaming off lucrative benefits from the arrangement. “Imagine that there are several posts that are still vacant in the organisation for a long time and no one has been appointed to act in those positions and you wonder what is so special about these two posts,” said the source.
“It is because these are senior executive positions that come with attractive benefits.” The source said among other posts, those that were vacant included operations manager (southern region), chief technician (northern region), operations systems manager and operations officer (Mutare).
The source said the salaries and perks of these top management positions fall in the category of what is known as executive pay roll that comprised the chief executive officer, director administration and human resources, director finance and company secretary.
The chief executive is understood to be pocketing a salary in the range of US$7 000 with other perks like fuel, entertainment, cellphone and fuel allowances. He is also entitled to school fees for his children at private schools on top of holiday allowances which are subject to board approval.
The post of director technical engineering that Eng Juma has been occupying also come up with a handsome package which include an approximate salary of $5000 among other benefits. It is believed that Mr Murove also enjoyed almost similar benefits for a period spanning over a year.
Eng Juma on Monday confirmed the dual roles but said he had since assigned Engineer Givemore Kufa to act as director technical engineering. Eng Kufa is the Zinara engineer for the northern region. Before his appointment as the technical director engineering, Eng Juma was Zinara’s engineer for southern region a post which is still vacant at the parastatal since 2013.
“I was promoted from being regional engineer to director technical engineering in March 2013,” he said. “In 2014 I was asked to act as chief executive but my substantive appointment is director technical engineering. “For the purpose of managing my office I have since appointed someone to act as director technical engineering.”
Commenting on Mr Murove’s dual roles that ended last month Eng Juma said: “He was also appointed as director administration in March 2013 but following the departure of Mr Thomas Mutizhe he was asked to act in that capacity as well. “Mr Mutizhe left unceremoniously and we asked him to cover that post in an interim capacity. The post was advertised and is now substantively filled.” State Media
ZRP Hunts Down Child Sex Abuser
ZRP cops are investigating a suspected Harare man who allegedly posed as a soldier and is believed to have sexually abused children and took them pictures which have since gone viral on social media.
Disturbing images of child sexual molestation currently circulating on the social media have led the police to conduct extensive investigations to look into the matter.
ZRP national spokesperson Senior Assistant Commissioner Charity Charamba said the police are carrying out investigations in light of the accusations.
“The police in partnership with the ZNA is combining efforts to establish full facts so as to effect an arrest,” she said.
Senior Assistant Commissioner Charamba has also appealed to the public to assist the police with investigations.
“The ZNA has confirmed that the man is a bogus soldier who was putting on mixed dressing,” added Senior Assistant Commissioner Charamba.
Members of the public have been urged to help the police in identifying both the children and the man at the centre of the controversy.

The Beautifully Lived Life of Jo Cox

What use are words penned in moments of shocked grief? What insight can be found here that eludes us at other times? What useful honesty can I access when both my head and my heart are struggling to connect my friend, Jo Cox, with the story of this young mother and MP who has been brutally and violently murdered, and finding the two utterly incompatible?
I’m chained to the news. There’s a lot that’s on repeat, now. All the facts that we can know so soon have been known for a couple of hours. Nothing new seems imminent. And so the same pictures are being shown on a loop, the presenters are repeating the same basic story. The gallery of people offering tributes and praise is still changing, though, because Jo was an MP, a public figure, and a roundly popular one at that. The Prime Minster has spoken, as has the leader of the Jo’s own Labour Party, Jeremy Corbyn, as well as countless of her fellow MPS, and politicians from across Europe.
And although I know it is de rigueur to praise the dead, I know, because I knew Jo, that this is not all show and opportunism. She just was, genuinely, one of those people who made her connections on a deeply human, honest level and who related to you as a person first, a political friend or foe long after that. No wonder, then, that people form across the political spectrum are lining up to honour her basic humanity; she probably honoured theirs first.
“In the chaotic and swirling morass of politics, her values stood firm and unchanging. Simple, predictable, undeniable.”
I can’t claim to speak for Jo, or even to describe her life or politics in fine detail. Although we had times of closeness – when we worked together, at her wedding, when we climbed wet, cold Scottish Munroe’s – we had not been very close in recent years. I moved jobs and countries, she became a mother for the second time, then an MP. Busy lives all round.
What I do know about Jo is really very simple. She was driven by a clean and unambiguous desire to make life better for those battered and beaten and punished by this world. It sounds glib, almost too saccharine for a real person, but I can assure you it’s true. She was a humanitarian, through and through. To her bones. It wasn’t complicated and it didn’t waiver. The Jo I first met working for Oxfam twelve years ago is exactly and entirely consistent with the Jo who went on to lead a global campaign on maternal health, who used her maiden speech in the House of Commons to call for humane treatment of Syrian refugees, and who has been a powerful voice for a humane and compassionate approach to immigration in the year since. In the chaotic and swirling morass of politics, Jo’s values stood firm and unchanging. Simple, predictable, undeniable.
And maybe that’s what Jo’s death can remind us. Can remind me. The final simplicity of our lives. The final simplicity of the hopes that undergird our passions. The final simplicity of love; it’s brilliance all the more striking against the black, chaotic rage that seems to have killed her.
“The only sane response is to reject the hate… and instead reach for the love, the hope, the compassion that defined the life of Jo Cox.”
Jo is one of the few people I’ve known in my 44 years of life for whom I can say with absolutely confidence that the appropriate complement to her life would be if her death triggered a surge of support for the politics of empathy, compassion, understanding. For a politics where our common humanity was where we first met each other, and then worked out what to do about our differences.
These are such troubled times. The politics of hate seems to be in the ascendant everywhere. In the UK, the EU referendum has brought out some of the most divisive and ugly campaigning I’ve ever known. In the US, well, I hardly need finish the sentence. It is so easy to feel entrenched, embattled, at war. To have enemies. To descend into a politics that would seem to meet the terrible hate that confronts us with angry passions of our own. But right now, as I sit watching pictures of my murdered friend scrolling across the TV screen; and a part of my heart wants to give up trying, the better part of me, the part that can still be inspired, knows that the only sane response is to reject the hate I can so easily and often feel for those who are scaring me, and instead reach for the love, the hope, the compassion that defined the life of Jo Cox.
Tsvangirai Aides Beaten Up As Maziwisa Watches
BREAKING NEWS- Zanu PF supporters in Highfield have beaten up Morgan Tsvangirai led councilors right under the watch of the party’s deputy Director of Information, Psychology Maziwisa, and the police.
Herbert Gomba, Trynos Moyo and several other MDC-T councillors had to flee for their lives after scores of Zanu PF supporters pounced on them at a Local Government Amendment Bill consultation at Machipisa shopping centre in Highfield.
The beaten councillors had tried to contribute to the public hearing when violence broke.
Maziwisa was spotted at the meeting and did not attempt to stop his party supporters.
Armed police roving around the area also did not arrest anyone who caused trouble at the event.
At the time of going to press no arrests had been made.
Mujuru, Mutasa War Breaks Out
Terrence Mawawa, Masvingo| The battle for supremacy between Joice Mujuru and party founder, Didymus Mutasa has intensified in the Zim People First party such that Mutasa is clandestinely fighting to unseat the former Vice President.
To sum up the level of in-fighting in ZPF, party founder, Rugare Gumbo has been thrown into hospital after his blood pressure shot up to horrific levels having been hit with shock after Mujuru snubbed him appoiting the youthful Jelousy Mawarire the party spokesperson.
Party sources revealed to ZimEye.com, Mutasa and Claudius Makova have clashed with Mujuru over the selection and appointment of members to key posts with the pair eager to surround themselves with former Zanu PF members while closing the door for members who joined the party from other opposition parties.
“Mutasa and Makova
are not keen to appoint former MDC and PDP members to key posts. They are yet to be weaned from the Zanu PF mentality. Makova who is the interim Provincial Coordinator is working with Mutasa to frustrate former MDC and PDP members. There are serious differences between Mujuru and Mutasa over the same issue. Makova is being used by Mutasa to set up stuctures that are dominated by former Zanu PF members. To our surprise, Makova and Mutasa are working with Zanu PF members to formulate strategies. If you look at the line up of speakers at party rallies, former Zanu PF members are given preference. Makova and Mutasa have surrounded themselves with former Zanu PF activists. They are also deliberately annihilating former MDC and PDP members,” said a party official who declined to be named.
It is also understood the two accuse Mujuru of lacking commitment energy towards the ZPF project resulting in sharp differences.
Mumbengegwi Denied National Heroe Status
President Robert Mugabe’s administration has denied the late former Minister of Finance and veteran educationist, Dr Samuel Mumbengegwi who died in Harare on Tuesday, national heroe status.
Dr Mumbengegwi (74) succumbed to hypertension, diabetes and a kidney ailment. He also served as higher and Tertiary Education Minister among other portfolios.
Dr Mumbengegwi’s body will lie in state at the family home in Vainona this Friday before leaving for burial at the Mumbengegwi homestead in Chivi, Masvingo province on Sunday, as he was declared a mere liberation hero.
At the time of his death, Dr Mumbengegwi, who was also a former Zanu PF provincial chairman for Masvingo, was a full time lecturer at the Great Zimbabwe University in the Faculty of Education.
He is survived by his wife Salina, five children and 8 grandchildren.

WARNING-DISTURBING PICTURES: Kasukuwere Youths Assault Harare Residents
Local government Minister, Saviour Kasukuwere self proclaimed youths yesterday attacked Harare residents at a public hearing at the Rainbow Towers Hotel.
Denford Ngadziore (pictured) was brutally attacked and injured for trying to speak against the Local Gvt bill by ZANU PF supporters today at a public hearings at the Rainbow Towers in Harare,” said Harare West MP Jessie Majome.
She continued, “Taurai Kazado a young man from Ward 16 Harare West was also brutalised and suffered back and internal injuries and bold clots for which he was hospitalised.
“I’m thoroughly disappointed that bussed in ZANU PF supporters were brought in to crowd out and shut up bona fide Harare voices and defend the minister their political commissar. The moment we MPs waddled into the already packed room I could tell the horde was not from Harare add the putrid and musty stench of wood fire smoke pervaded the hotel.
“As the only opposition MP in the team I was unhappy about the the chairperson failing to earn his rowdy party mates from sloganeering, rowdiness and wearing pay insignia. Violence broke out when Denford Ngadziore the 2nd speaker was drowned out after a ZANU woman declared she wanted ‘their’ minister to work without any interference from Parliament of Zimbabwe. I suspect fellow MPs on the panel Harare South BP &ZANU PF Harare Commissar and Dzivaresekwa MP Omega Hungwe had were instrumental in the mobilization of the hordes add they reach arrived fashionably late causing rousing disruptive welcomes which coincided with streaming in of more hordes.
For some strange reason the chair insisted on resuming the meeting in such a rowdy and intimidatory atmosphere. I suspect he was under orders to ensure ZANU PF pro bill views are recorded after the driving in Masvingo, Gweru, Bulawayo and elsewhere.
I am writing a complaint to the Speaker about this very un-parliamentary charade. In my view Parliament should guarantee the safety of all who are invited by it to hearings and liable for costs of treatment etc to victims of this failure.
The only way for Harare residents to outsmart this bullying is to send an avalanche of emails/letters to the clerk of Parliament candidly criticising the bill in an Amnesty International style [email protected] or PO BOX BY 298 Causeway or delivering them to Parliament.

Dokora to Hire 10,000 Teachers
The Government is set to recruit about 10,000 teachers and headmasters, most of whom will be posted to rural schools in a bid to alleviate the severe shortage of qualified teachers in the country. The Minister of Primary and Secondary Education, Lazarus Dokora, told Parliament on Wednesday that the greenlight for his Ministry to recruit was given by Treasury last month.
He said the government was also looking forward to opening more schools.
“The directive was given at the beginning of the second term. That is when we were told that we’re supposed to recruit teachers and headmasters. From that period, we were working hard on the recruitment of teachers so that these teachers would be deployed in resettlement areas, rural areas and other areas that have teacher shortages,” said Dokora.
In an interview yesterday, the Minister told the state media that the country must have a maximum of 130,000 teachers, the number which Treasury can afford to pay. He could not immediately say how many were currently employed and how many would be recruited in the latest drive.
However, the Zimbabwe Teachers’ Association (Zimta) yesterday said about 120,000 teachers are currently employed, leaving a shortfall of 10,000. In Parliament, Dokora said his Ministry looks at the status of a school; whether it is a satellite school or it is a registered school when recruiting.
“We also look at how many learners the school has. All this is put together so that an analysis is held on the quantum of teachers which should be recruited into that place,” he said.
The Minister said whenever discussions for recruitment of staff are held, the government takes into consideration that those who would have been hired should be paid. “There was a time towards the end of last year when we were told of ghost teachers who were said to be in my Ministry.
“To avoid getting into the same problem, there should be concurrence between my Ministry, Treasury and the Public Service Commission,” he said.
Mugabe Fumes Over Mnangagwa Presidential Takeover Leak
This week ZimEye.com revealed President Robert Mugabe pulled Police Boss Augustine Chihuri and his colleagues away from parliament into an emergency secret meeting. An angry Mugabe summoned security chiefs and Zanu bigwigs to force them to explain the motive behind the production of a ruling party succession dossier dubbed Blue Ocean Strategy by suspected war veterans aligned to Vice-President Emmerson Mnangagwa.
The document, which was reportedly recently tabled before Mugabe by Vice-President Phelekezela Mphoko, exposes plots and a long-term strategy by war veterans on how to outfox the G40 faction linked to First Lady Grace Mugabe, Newsday reports.
G40 is reportedly fighting to stop Mnangagwa from succeeding Mugabe.
The dossier, titled Blue Ocean: Taking Back Zanu PF, has rattled party members, with some fearing for their lives.
War veterans have denied ownership of the document and have threatened to sue Mphoko for allegedly lying to Mugabe about their activities.
Senior government and Zanu officials told NewsDay that Mugabe on Wednesday hosted 15 legislators from Masvingo, who were accompanied by party secretary for commissariat Saviour Kasukuwere. Discussions centred on the dossier and war veterans’ activities.
“The meeting dragged until around 8pm as the MPs took turns to expose strategies by Team Lacoste that are being implemented by Provincial Affairs minister Shuvai Mahofa and Psychomotor Activities minister Josaya Hungwe,” a senior party official said.
“The MPs also discussed some activities being done by war veterans, particularly one Black Jesus, and the false love for Mugabe being exhibited by some war veteran leaders.”
After the presentation by the MPs, Mugabe reportedly asked how factional fights could end in the province. It is understood that the MPs reportedly claimed the schemes would end if Mahofa and Hungwe were whipped into line.
Insiders said the 92-year-old leader expressed keenness to hear from the military on the strategy as they were being fingered as key players in the succession plan.
But Zanu PF chief whip Lovemore Matuke yesterday said he did not attend the meeting as he had not been invited.
“I was not invited to that meeting, so I know nothing about it. I am just hearing from people, but I was not formally told or invited,” Matuke said.
Another top government source said the MPs raised concerns over reports that war veterans were plotting to remove the party leader as detailed in the strategic document and vowed to defend the party and its leadership — which included Mugabe.
The Blue Ocean strategy, which some critics allege was authored by the intelligence services, detail divergent paths to “restore the party from a cartel of youthful politicians”.
“Falsifying support for the First Lady Grace Mugabe, falsifying capitulation by the Mnangagwa camp and compilation of criminal records for those allegedly linked to the G40 camp such as Higher Education minister Jonathan Moyo, Kasukuwere, Home Affairs minister Ignatius Chombo and Grace,” the document reads.
“The G40 cabal has coerced the First Lady into a spirited campaign against VP Mnangagwa and the real Zanu PF cadres who have a clear understanding of path. This has resulted in several high-profile casualties in all organs of the party. Currently, the First Lady has been around the country on nationwide rallies that are eerily similar to those that culminated into the demise of the Mujuru cabal.”
War veterans secretary-general Victor Matemadanda confirmed the existence of the document, but denied reports that the former fighters had authored it.
Instead, he accused the G40 of producing the dossier as a way of creating disharmony between freedom fighters and their patron, Mugabe.
“The Blue Ocean thing is their creation. It is what they are using to get the President angry about us,” Matemadanda said.
“It is sad that in the ruling party, decisions are being made based on rumour-mongering.”
The document also alleged that Mugabe was the real force behind G40, adding that there was bad blood between him and his deputy as he feels “threatened by VP Mnangagwa and the prospect of his Presidency being outshined by that of his protégé”.
War veterans have publicly declared their allegiance to Mnangagwa and have made it known that they would want him to take over.
The report further alleged that G40 was planning to make Mnangagwa a lame duck and erode his support base. Newsday
Man Kills Mom Over Chicken Meat, Kills Self
Terrence Mawawa, Gutu|In a tragic incident that has rocked the local community, a 32 year old man from Kuchinei Village killed his mother in cold blood for slaughtering his chicken to feed his sister.
Farai Tamanika Sharara murdered his mother, Otilia Sharara(71) on June 11 in the afternoon before hanging himself in a tree, a stone’s throw from his mother’s homestead.
Bhasera police confirmed the sad incident and referred questions to Provincial Police Spokesperson, Inspector Charity Mazula who was not readily available for a comment as she was said to be out of Masvingo.
Farai who was not at home when his sister identified as Tsitsi Sharara arrived from Zaka, found his mother preparing a meal after slaughtering the hen. He scolded his mother for slaughtering the hen which had chicks. Farai shouted at his mother saying she was supposed to slaughter a rooster instead of the hen.
As the altercation ensued, Tsitsi tried to refrain Farai from attacking their mother but he overpowered her, took a pestle and charged towards his mother.
Tsitsi then rushed to nearby villagers to seek help. When she returned after a few minutes, she found the mother lying in a pool of blood after being hit several times with the pestle.
Farai’s body was found hanging on a tree, a few metres from his mother’s homestead.
The bodies were taken to Gutu Mission Hospital by Bhasera police.
“It is true that we have such a case and we have since taken the two bodies to Gutu Mission Hospital,” said a ZRP constable based at Bhasera Police Camp.
CIO Bosses Take Over Tongaat Hullet Land
Terrence Mawawa, Chiredzi|In a move set to trigger a massive sugar shortage, the government has taken over 4000 hectares of sugarcane fields from Tongaat Hullet, triggering job losses in the process.
In a shocking move implemented under the controversial indigenisation programme, 196 beneficiaries mainly Zanu PF functionaries, CIO bosses and senior army officials, have received offer letters to take over the land which comprises fields with ready to harvest sugarcane.
With the streets teeming with thousands of unemployed people, the move will see at least 2,000 workers losing their jobs.
The takeover has happened at a time when profits for Tongaat Hullet have plunged to an all time low of $ 1 million compared to $ 74 million in 2013.
Masvingo State Minister Shuvai Ben Mahofa confirmed the issue but she would not disclose further details on the matter. Acting Provincial Lands Officer, Tendai Mumera also confirmed the development.
Government sources told ZimEye.com, Deputy Minister of Youth Indigenisation and Economic Empowerment, Mathias Tongofa got a 20 hectare plot in Hippo Valley, Gutu Central MP Lovemore Matuke’s child who is studying in China also benefited from the exercise while Mahofa’s three children were also allocated land in the same exercise.

Kids Trapped In House as Flames Engulf Hut
AN ex-jailbird from Plumtree allegedly locked his neighbour’s two children in a kitchen hut before torching the room to fix their father with whom he had a long standing grudge, a magistrate heard.
Khulumani Ndebele (32) of Mpoengs was arrested after shoeprints at the scene led villagers to his homestead.
The two juveniles escaped unhurt after their father, Mr Cain Ndlovu, heard them screaming and woke up.
He found the hut in which his children were sleeping in flames and destroyed the door using an axe to save them. The hut was razed to the ground.
Bulawayo regional magistrate Mr Crispen Mberewere heard this when Ndebele appeared before him facing two counts of attempted murder and malicious damage to property.
He was remanded in custody to June 23 for continuation of trial.
Prosecuting, Mr Simbarashe Manyiwa said on February 1 this year shortly after 1AM, Ndebele went to Mr Ndlovu’s homestead intending to kill his neighbour’s children. Ndebele and Mr Ndlovu had a long standing dispute.
“Ndebele and Ndlovu had a misunderstanding and Ndebele threatened to deal with his neighbour. He then proceeded to Ndlovu’s homestead at around 1AM and found the family asleep,” said Mr Manyiwa.
The court heard that Ndebele went to the kitchen hut where the two boys Mafana Ndlovu (6) and eight-year-old Ndingilizi Ndlovu were sleeping.
Ndebele fastened the kitchen door with a rope from outside and set the hut on fire before fleeing from the scene.
Mr Ndlovu, who was sleeping in another room with his wife, heard his children screaming and went to investigate.
“Ndlovu managed to save his children from the burning hut but all the property which was in the kitchen hut was reduced to ashes,’’ said Mr Manyiwa.
The court heard that at day break, villagers saw some shoeprints at the scene of the incident which led them to Ndebele’s homestead.
Investigations led to Ndebele’s arrest. Property valued at $350 was lost in the inferno.
Ndebele recently completed a two-year jail sentence after he was convicted in 2012 of burning down another villager’s homestead.- State Media
Mnangagwa Threatens to Punish Every Corrupt Person
GOVERNMENT should now walk the talk on corruption and ruthlessly punish those found on the wrong side of the law regardless of their positions or social standing, Vice President Emmerson Mnangagwa has said.
VP Mnangagwa said the Office of the President and Cabinet had taken over the supervision of the Zimbabwe Anti-Corruption Commission from Home Affairs after the realisation that ministers tended to avoid investigating each other.
The VP, who is also the Minister responsible for Justice and Legal Affairs portfolio, said this while officially opening a symposium on the ease of doing business in Zimbabwe organised by the Office of the President and Cabinet and Zimpapers.
He said Government had also operationalised the National Code of Corporate Governance to give impetus to the fight against corruption.
His remarks come in the wake of a litany of corrupt activities rocking the power utility Zesa and many other State entities.
“As I have consistently emphasised, it is high time we walk the talk against corruption and ensure that those found on the wrong side of the law are ruthlessly punished, irrespective of their positions or standing.
“I would like to point out that the fight against corruption must be broad-based and within the framework of a national call to all Zimbabweans, and all sectors to fight this evil scourge.
“Government has come up with a National Code of Corporate Governance (and) the code has provided additional impetus for Government to review critical pieces of legislation in order to ensure that there is broad legislative framework and measures to tackle issues of corruption, which have become cancerous in our efforts to grow the economy.
“I may also inform you that the Anti-Corruption Commission was housed for administration in the Ministry of Home Affairs, we have since removed it from there because we felt that in Home Affairs ministers are shy to investigate each other. We have now removed it from there and is now housed in the Office of the President and Cabinet. You should understand what that means,” he said.
VP Mnangagwa said the country was bequeathed with vast natural resources and incredible human capital needed for business operations.
He said reforms being undertaken by Government in the ease of doing business showed its commitment towards empowerment of entrepreneurial spirit among citizens.
Said VP Mnangagwa: “This coupled with a renewed commitment to tackle issues of corporate governance in the public sector which has resulted in the fast-tracking of corporate governance measures to ensure that our public sector, especially the parastatal and State enterprises sector, will, once again, contribute to the growth of the economy.”
He said the challenges facing the economy required new knowledge and skills underpinned on innovation and embracing of ICTs.
VP Mnagagwa said it was important for Government to create new platforms to interact with stakeholders with a view to add value and beneficiate the country’s abundant resources and benchmark the country’s performance with its regional and global competitors.
He said Government should increase the reform momentum bearing in mind that “capital goes where the environment is favourable”.
As part of ensuring the ease of doing business and elevating the country’s competitiveness, VP Mnangagwa said: “Government is also implementing an e-Government platform in order to re-engineer and modernise the public sector systems and processes to improve access, efficiency, and affordable services to the people using ICTs.
“It is hoped that such measures will greatly facilitate the registration of those entrepreneurs operating in the informal sector, who may have been previously intimidated by the raft of procedures and fees. We believe that formalization will enable small businesses to benefit from loans, access to tenders and will also enable payment of taxes.”
VP Mnangagwa said the first 100 days review workshop on ease of doing business held in December last year highlighted that a review of laws, regulations and licensing requirements and other administrative hiccups to private entrepreneurship had been undertaken.
He said the second 100 day rapid results initiative was launched in February this year and benchmarks were reviewed last Tuesday and significant milestones have been registered both legislatively and administratively.
The symposium was also attended by Industry and Commerce Minister Mike Bimha, Small and Medium Enterprises and Cooperative Development Minister Sithembiso Nyoni and several business executives. -State Media

The under fire Mangudya took over from former RBZ boss, Gideon Gono who retired in 2013, has had a torrid time in office, beginning with his education (doctorate) credentials now under scrutiny that they are reportedly dubious.
“We are here for Ambuya vaHector who still does not understand what happened to everything she put aside that she would enjoy as a pension, but now she is about to lose it all again; we are here for the orphan who depends on generous donations from kind citizens and is now about to have that kindness from citizens snatched away,” Mawarire gave some examples as he narrated the daily ordeals endured by the majority of Zimbabweans.
Mawarire, a well-known Harare author, toastmaster and church leader, in online videos that have gone viral over the past weeks, details the issues that daily affect Zimbabweans as the economy continues to daily deteriorate.
“It is not only irresponsible but immoral to put at risk the lives of citizens of Zimbabwe, who already face enormous challenges, emanating from promises made to us by our government that have not materialised,” continued the Pastor.
He continued, “we believe that it is possible to come up with a host of solutions if your office is willing to engage and listen to our own Zimbabwean professionals and economic experts from our banking and financial services,” he suggested to Mangudya who sat at the high table appearing to be listening attentively.
However, the question remained whether Mangudya is able to capture the public mood and make sound policy changes.
“We are here to save the little earnings that we have worked so hard to accumulate since the economic disaster of 2008 that our own government created and allowed to maul us,” Mawarire.

More Kuwait Trafficking Victims Back
FOURTEEN more Zimbabwean women arrived in the country yesterday from Kuwait where they were subjected to slavery, after being lured by a syndicate of dubious employment agents who promised them lucrative jobs in the tiny Arab country.
Government funded the return of the women through the Ministry of Public Service, Labour and Social Welfare.
The women were welcomed at the Harare International Airport by Parliamentary Portfolio Committee on Foreign Affairs chairperson Cde Kindness Paradza.
“As these 14 women were arriving here we received reports that four more women had arrived at our embassy in Kuwait waiting for repatriation.
“Government has facilitated the payment of their air tickets and is going to pay for those who are going to come,” he said.
The women travelled to Kuwait in groups of 15. They are unaware of the whereabouts of some of their colleagues. Cde Paradza said the women indicated some of their colleagues were exported to Saudi Arabia, Egypt, and Jordan.
“What is needed now is to launch further investigations to see how these women who are still unaccounted for can be located,” said Cde Paradza.
One of the victims is said to have attempted suicide as she could not handle persecution by her employers.
It is not known what happened to the woman.
The 14 women who landed at the Harare International Airport yesterday evening would have medical check-ups and counselling before they are taken to their homes. Cde Paradza applauded Government for working tirelessly to bring back the women.
The women are also expected to help investigations into the human trafficking saga.
Perm Sec in $1,7m Scandal Investigation
Secretary for Mines and Mining Development Professor Francis Gudyanga, is under investigation for corruption, after allegedly ordering the Minerals Marketing Corporation of Zimbabwe (MMCZ) to pay a Harare-based agricultural firm over $1,3 million presumably for services the firm provided to the Zimbabwe Republic Police’s Minerals and Border Patrol Unit.
Coincidentally, Pedstock Investment, the agricultural company, supplied and installed irrigation equipment at Prof Gudyanga’s farm in Manicaland worth thousands of dollars.
The equipment included top-of-the-range water pumps and other irrigation accessories.
Prof Gudyanga also allegedly instructed MMCZ to pay the Minerals and Border Control Unit $330 190.
Reliable sources, however, said the MMCZ does fund the Minerals and Border Control Unit.
But in an interview with The Herald on Wednesday, the police, through its chief national spokesperson Senior Assistant Commissioner Charity Charamba said ZRP had never hired Pedstock to provide them services of any nature.
In a separate interview on Monday, Pedstock Investment general manager Mr Temesai Chimsoro denied providing services to the Minerals and Border Control Unit.
“Pedstock is 100 percent agriculture. We deal in seeds, seedlings and inputs. That is our business,” said Mr Chimsoro.
ZRP said Pedstock has never done any business for them.
Snr Asst Comm Charamba said: “We have never done any training business with Pedstock. We will need to investigate from our side.”
Documents in The Herald’s possession, however, show that the money was paid in batches following orders from Prof Gudyanga.
The MMCZ paid Pedstock $575 000.00 on January 21 2015.
The money was transferred from the MMCZ’s MBCA Bank account via the Zimbabwe Electronic Transfer Settlement (ZETSS) to Pedstock account with Stanbic Borrowdale Branch, Account Number 0240047080701.
The MMCZ paid Pedstock a similar amount following Prof Gudyanga’s order on May 21, 2015.
On the money paid to Minerals and Border Control Unit, Prof Gudyanga wrote to the MMCZ saying: “The Ministry of Mines and Mining Development is requesting the Minerals Marketing Corporation of Zimbabwe for assistance of $330 190 to fund the Minerals and Border Control Unit. The amount
may be deposited as URGENTLY as possible in the bank account in the attached GLAMER invoice.”
The MMCZ also paid a West Indies based Glamer Limited $575 000 presumably as “Advance payment for Special Funding for the Minerals and Border Control Unit”.
All in all the MMCZ forked out $1 725 000.00.
Efforts to get a comment from Prof Gudyanga have been fruitless since Tuesday.
When The Herald granted him the opportunity to comment on the matter by visiting his office, he refused to talk to the reporter.

Council Exposed In KickBack Cash Scam

Councillors and officials at the scandal hit Municipality of Gwanda are reportedly frantically pushing residents to hurriedly take up prepaid water metres in order for them to receive a kick back agreed on with a supplier.
Very reliable sources close to the council revealed to Zimeye.com that some councillors and council officials in the council procurement committee entered into an agreement with the supplier to receive a 20% kick back for every metre supplied. The metres believed to be costing about $400 each will be paid by council through advance payments from residents wishing to have them.
The sources claim that the supplier has already been awarded the tender to supply the metres, which have already been sourced for council from South Africa.
The council is said to have flighted a tender for the supply of 100 pilot project prepaid metres to be paid for by World Vision under the Water And Sanitation Hygiene (WASH) programme.
Adjudication for the tender was done and the tender awarded to the rightful supplier guided by World Vision leaving out the council’s “preferred” supplier whose price was a lot higher.
The sources revealed that council however went further and awarded the losing tenderer another tender for an initial 100 metres with a provision to supply more as and when demanded.
According to the sources the 20% feed back influenced the agreement.
In a bid to fast trek the deal through, councillors are reported to have gone out on a massive invitation for residents to take up the metres. According to the sources, over 600 residents have since registered with the councillors for the prepaid metres.
Mayor Knowmore Ndhlovu could not immediately be reached for a comment on the matter. However, media reported this week that one of the councillors who was caught up in a stands allocation scandal threatened to expose other councillors’ corrupt activities if his corruption is investigated.
MP Shot Dead
BBC|An MP has died after she was shot and stabbed during an attack in her constituency, police have said.
Jo Cox, 41, Labour MP for Batley and Spen, was left bleeding on the ground by her attacker. A 77-year-old man also suffered slight injuries.
A 52-year-old man was arrested near Market Street, Birstall. The MP held a weekly advice surgery nearby.
Her husband Brendan Cox said she would want people “to unite to fight against the hatred that killed her”.

Labour leader Jeremy Corbyn said the country would be “in shock at the horrific murder”, describing the MP as a “much loved colleague”.

“In the coming days, there will be questions to answer about how and why she died.
“But for now all our thoughts are with Jo’s husband Brendan and their two young children. They will grow up without their mum, but can be immensely proud of what she did, what she achieved and what she stood for.”
‘People screaming’
Cafe owner Clarke Rothwell, who witnessed the attack, said he heard a “loud popping noise that sounded like a balloon burst – a loud balloon”.
“When I looked round there’s a man stood there in his 50s with a white baseball cap on and a jacket with a gun, an old fashioned looking gun in his hand,” he said.
“He shot this lady once and then he shot her again, he fell to the floor, leant over shot her once more in the face area.
“Somebody tried to grab him, wrestling with him and then he wielded a knife, like a hunting knife, just started lunging at her with a knife half a dozen times. People were screaming and running from the area”.
Eyewitness Hithem Ben Abdallah, said the mother of two was left lying and bleeding on the pavement after the incident.
Mr Abdallah, 56, was in a cafe next door to the library shortly after 13:00 BST when he heard screaming and went outside.
‘Handmade weapon’
“There was a guy who was being very brave and another guy with a white baseball cap who he was trying to control and the man in the baseball cap suddenly pulled a gun from his bag”.
After a brief scuffle, he said the man stepped back and the MP became involved.
Mr Abdallah said the weapon had “looked handmade” and a man who had been wrestling with the gunman continued even after seeing the gun.
He said: “The man stepped back with the gun and fired it and then he fired a second shot, as he was firing he was looking down at the ground.”
“He was kicking her as she was lying on the floor”, he said.
Her husband, Brendan, has since tweeted a picture of his wife standing by the side of the River Thames in London.

Leeds North East MP Fabian Hamilton said he had known Jo Cox since before she became an MP.
Mr Hamilton said: “And I’m just completely devastated, I know Birstall reasonably well, and I think we’re all totally shocked.”
Huddersfield MP Barry Sheerman said he was “absolutely stunned”.
“I was a mentor to her,” he said.
“She was the same age as my daughter. She was one of the real talents in parliament, people loved her in the constituency.”
Ms Cox, who was born in Batley, was elected in 2015.
She was educated at Heckmondwike Grammar School and graduated from Cambridge University in 1995.
A former head of policy for Oxfam, she also worked as an adviser to Sarah Brown and Baroness Kinnock.
Mark Goldring, Oxfam’s chief executive, said: ” Oxfam is deeply shocked to hear the news. Our thoughts and sympathies are with Jo and her family at this difficult time.”

CIO Abducts Church Woman, Rose Kwanjara
Suspected Central Intelligence Agents are said to have abducted a Prayer Network of Zimbabwe female member, Rose Kwanjara, yesterday.
Kwanjara who is also the Transform Zimbabwe party’s Dzivarasekwa organizing Secretary, was reportedly abducted on an allegation of having connections with the Occupy Africa Unity Square group.

Suspected state intelligence agents yesterday abducted Transform Zimbabwe Dzivarasekwa Organizing Secretary, Ms. Rose Kwanjara at Southerton shopping center around 5 pm. Ms. Rose Kwanjara received a phone call yesterday around 2 pm from an individual who identified himself as Tinashe, who is alleged to have displayed thorough knowledge of Transform Zimbabwe activities and characters. Tinashe then invited Rose to a meeting with other Transform Zimbabwe party activists in Southerton, to which she boarded a commuter omnibus to Southerton. She was abducted immediately after disembarking from the omnibus by 4 men who were driving a white Ford Ranger without number plates. Ms Kwanjara whose number was unreachable ever since the abduction was only able to communicate her ordeal briefly this morning via Whats App before her number again went out of reach. A report has since been made to police.
In her brief texts she described that she was being interrogated on the link between Zimbabwe Activist Alliance (ZAA) and Zimbabwe Women in Politics Alliance (ZWIPPA) with Transform Zimbabwe. The abductors were said to be alleging the involvement of Transform Zimbabwe in the two organizations. She was quizzed on the source of funding of Transform Zimbabwe. She also described that she was being held in a house most probably in a suburb in Harare and she could hear a lot of traffic on a road nearby and could not remember traveling for a long distance since she was abducted. She complained of harassment, torture and massive intimidation.
Transform Zimbabwe unequivocally condemns such inhuman acts and would like to call on the police to investigate, arrest and bring before the courts perpetrators of such abductions. Transform Zimbabwe views the latest spate of arbitrary arrests and abductions as an indication of an unpopular and desperate regime which is trying to cling on to power by unconstitutionally and heinously crushing dissenting voices.
BREAKING: Dokora Performs U-turn | SCRIPTURE UNION BAN LIFTED
Minister of Primary and Secondary Education, Lazarus Dokora has bowed to public pressure and reversed his anti Christian order to ban Scripture Union in schools.
ZimEye.com can exclusively reveal Dokora has communicated to schools on the sudden reversal.
The learned Dokora had been claiming that the voluntary organisation, is part of the country’s education curriculum, reasons he authoritatively voiced saying it must be banned, irking the Christian community, Zimbabwe’s largest religion following revelations he was simply banning the Bible club acting on the instructions of muslim donors.
A jittery Dokora in an exclusive interview battled with facts while claiming he never once banned Scripture Union. He said ZimEye published falsehoods and went on to attack even the State Media journalist Fatima Bulla for lying on the matter. There are however time stamped recordings of Dokora himself communicating the orders.

Meanwhile it was all good news to the ears of jubilant school children across Zimbabwe. “Permanent Secretary in the Ministry, Mr Rogers Sisimayi, told us: “the Education Ministry never banned Scripture Union,” a senior teacher told ZimEye.com on Wednesday just as schools this week started their meetings.
While a direct comment from Scripture Union was not available at the time of writing, ZimEye discovered on Thursday schools countrywide had already started to conduct their own meetings following the announcement.
At Mabelreign Girls High in Harare for instance, 40 school children on Thursday gathered for a short prayer meeting to commemorate the day of the African Child. Their normal number is 150 and many were on Thursday still confused on the Ministry’s factual position.

Healthy Again Tsvangirai to Lead from The Front
Fit-again opposition leader Morgan Tsvangirai is back with a bang and will lead from the front in the planned Mutare MDC demonstration next week — the party’s third major such mass action in as many months — against President Robert Mugabe and Zanu PF’s misrule.
Tsvangirai’s spokesperson, Luke Tamborinyoka, confirmed to the Daily News yesterday that the former prime minister in the government of national unity was now in “excellent health” and champing at the bit to lead Zimbabwe’s democratic quests, after undergoing an emergency operation in South Africa last month at the recommendation of his local doctors.
“President Tsvangirai will definitely be in Mutare. He is in high spirits, and as he himself has said, he is actually more worried about the country’s political economy, which is in a dire state, rather than his health,” he said.
Tsvangirai and the MDC, who are credited with steadying the country’s dying economy between 2009 and 2013 when they shared executive responsibilities with Zanu PF then, have mounted two mega demonstrations in Harare and Bulawayo over the past two months.
Despite loud denials by the governing party in public, insiders have said the demonstrations shook Zanu PF to its core, after the main opposition brought both Harare and Bulawayo’s central business district to a halt during the marches.
MDC spokesperson Obert Gutu said the Mutare mass action would target Zanu PF’s continuing misrule, the party’s failure to fulfil its 2013 election promises to create 2,2 million new jobs, as well as agitate for answers following Mugabe’s recent claim that $15 billion had been stolen from the Chiadzwa diamond mining fields among other things.
“Preparations for the Manicaland demo are going on very smoothly and we expect a crowd of not less than 10 000. We expect to see our president, the charismatic and indefatigable freedom fighter, Tsvangirai, leading the demo in Mutare,” he said.
Meanwhile, Gutu also announced yesterday that the MDC Youth Assembly in Mashonaland Central would hold a demonstration in Bindura tomorrow, to commemorate the Day of the African Child.
“This is basically an event for the youths, and we expect no less than 2 000 youths to take part in that march. They will be articulating issues that are pertinent to the lives of young Zimbabweans, such as the scarcity of jobs, business opportunities and the payment of college fees,” he said.
Since Mugabe and Zanu PF won the hotly-disputed 2013 elections, the economy has been on a downward spiral, with thousands of companies shutting down, and hundreds of thousands of people losing their jobs — worsening poverty levels in the troubled country.
In recent months, economists have said Zimbabwe has once again hit the depths of humanitarian and economic despair that were last experienced in 2008, when the country’s seemingly unending political crisis precipitated an economic meltdown of monumental proportions — which culminated in the death of the Zimbabwe dollar and mass emigrations out of the country.
There were ample signs when Tsvangirai led the Harare demo that the MDC is getting its mojo back, when thousands of people — most of them party supporters clad in trademark red regalia — brought the capital’s central business district to a temporary halt, as they marched in the peaceful demo that culminated in Tsvangirai calling on Mugabe to leave office now or face the wrath of the people.
Observers told the Daily News then that the demonstration had shown that contrary to Zanu PF propaganda that Tsvangirai and the MDC were now spent forces, the main opposition was very much alive and still the major threat to the ruling party’s thuggish hegemony.
Addressing the crowd, Tsvangirai — who was mercilessly bludgeoned by police and left for dead when he dared participate in a prayer meeting organised by churches in 2007 — said Zimbabweans should ratchet up their demands for their constitutional rights.
“Because of what happened in previous years, I know it’s not easy for Zimbabweans to demonstrate . . . We therefore as opposition parties demand, that Mugabe must go and have an early retirement in Zvimba (Mugabe’s rural home),” he said.
“This is the first demonstration . . . we are going to other provinces and we are also going to have a national demonstration here in Harare. As the MDC, we are not afraid. We are prepared to lead the struggle even at its worst time,” Tsvangirai added.
“We are here to tell Mugabe and his regime that they have failed to provide leadership to the national crisis. The two million jobs which were promised to us have turned to be two million vendors.
“Mugabe has no solution to the crisis we are facing because he is tired. We are not demanding an overthrow of the government, we are demanding a dignified exit for the tired Mugabe.
“We are saying to Mugabe this is time for him to listen to the voice of the people. The people shall rule, the people shall liberate themselves,” Tsvangirai also said to thunderous applause.
Ahead of the march, all eyes had been on the MDC president as he plotted the first serious mass action that the opposition was to embark on in a decade — with both friends and foes keen to see the impact, or lack of the protest march as the 2018 national elections beckon. Daily News
BREAKING NEWS- Dzamara Protesters Win Court Application, Bail
The arrested anti-President Robert Mugabe Africa Unity Square protesters have won their prel- court application.
The activists who include Itai Dzamara’s brother Patson had their bail reduced from $1000 to $200 each.
Their lawyer Obey Shava who on Wednesday appealed for the bail reduction told ZimEye.com on Thursday he is happy with the new development.
“The bail has been reduced to $200 each for the 10 guys save for Patson Dzamara who has three cases who had been granted $200 per record,” he said.
Patson Dzamara who has three cases to answer, will have to pay $600.00 for his release.

Only substantive political and economic reforms can save Zimbabwe
Professor Erik Reinert, a well-known developmental economist, in his book titled-How the rich countries got rich and why poor countries stay poor – argues that the economic models which the Western countries implemented to get rich are far away from the solutions they continue to proffer to African countries through organisations such as the IMF, the World Bank and many other “consultants” who come to Africa purportedly with “solutions” to fix our poverty.
Zimbabweans are certainly not happy with the status quo and want substantive political and economic reforms now. Yet it seems to us that the West including the IMF are pursuing an agenda to re-engage and assist what to us is essentially a rogue regime whose time to go has come.
This of course has happened many a time in Africa, where the West comes with its own political and economic paradigms and imposes them on Africans without really understanding or taking into account what the people want or what is sustainable. This is the “welfare colonialism” which Reinert also talks about in his book.
There is no doubt that the only viable solution for Zimbabwe is for Mugabe to go and the replacement of his looting machinery with a new team that will take our country forward. There is no other alternative to that and yet it seems to us that “stability” as opposed substantive political change is more important to the IMF and its Western backers. We do not agree with that paradigm.
Unfortunately, the pursuit of appeasement and not confrontation of the dictator continues to fuel some false hope in the minds of this regime that everything is going to be okay, even when it is evident that it is time for fundamental political and leadership change in Zimbabwe if we are to see any economic revival.
Zimbabwe is bankrupt and is unable to meet its day to day needs and is therefore a failed state, thanks to Mugabe and his coterie of praise singers. This has resulted in the government contemplating the issuance of a pseudo and proxy currency termed “bond notes” as a means to escape the urgency of implementing substantive economic reforms, as promised by Patrick Chinamasa, the Minister of Finance, in his LIMA strategy document of September 2015.
In it, he promised to implement a supportive economic reform agenda which includes; the strengthening of confidence in the financial services sector, accelerating re-engagement with the international community, revitalising agriculture, advancing beneficiation in or value addition agriculture and mining, focusing on infrastructure development, unlocking small to medium enterprise potential, improving the investment climate, accelerating public enterprise reform, modernising labour laws and aligning of laws with constitution and dealing seriously with corruption.
Almost nine months later, no reforms are in place and we have actually seen an increase in corruption, confusion and bungling within the financial services sector which has now run out of cash, continued occupation of agricultural properties, corrupt infrastructure development deals with inflated costs to fund the ZANU (PF) looting machinery, the continued collapsing of small companies due to non-viability, declining productivity and export earnings and lack of new capital investment inflows.
On the political front we have seen activists getting arrested without cause and the deliberate subversion of the will of the people by interfering in the management of city councils. Added to that, the whereabouts of activist Itai Dzamara are still a mystery.We have also seen a deliberate dithering to align our laws with the new constitution. That is unacceptable.
Zimbabwe is in crises, a crisis of confidence, a crisis of governance and a crisis of leadership. It therefore cannot be business as usual. To us, our status quo does not reflect any stability at all, but paralysis and regression. ZANU (PF) is clearly lacking any urgency or sincerity in implementing substantive reforms which are critical to both the political and economic survival of the country.
As we have stated before, ZANU (PF), and Mugabe in particular, are not sincere reformers, but are seeking to buy time through empty promises and postpone the inevitable. We suspect that ZANU (PF) is now more interested in positioning itself for the 2018 elections, than the implementation of urgent reforms to turn around the economy as promised to the IMF and to also align our laws with the new constitution.
Any economic reforms contemplated must address key structural problems of low productivity, negative growth, public financial mismanagement and corruption including addressing the national debt. Without these, we wager that the macroeconomic environment will continue to deteriorate further.
It is fact that our economic growth has declined significantly post the inclusive government period having peaked at an average 8% between 2009 and 2012 compared to a mere 1.5% average (if not less) for the post GNU period to date.
During the inclusive government period, the budgeted budget surplus was $100 million compared to the current accumulated budget deficit since 2013 of $2.5 billion mainly being funded through the issue of treasury bills. In addition, the state has taken over the RBZ debt and financial sector non-performing loans totalling $2.1 billion while state enterprises continue to borrow millions for projects which have become a conduit to fund the ZANU (PF) looting machine. This is clearly unsustainable and cannot be addressed by merely introducing a pseudo currency to increase money supply.
In fact, the $200 million Afrexim Bank facility, which is a stand by facility the RBZ hopes to back up the printing of bond notes, is not only a bad idea but is also illegal as the Reserve Bank Act no longer allows quasi-fiscal operations. It would be unfortunate if the IMF were to bless this illegality.
It is a paradox that, given the above state of affairs, the IMF actually gave the government a positive rating on the Staff Monitored Program despite contradictory evidence on the ground. We urge the IMF to seriously engage civil society, local economists, political parties and the business sector in order to get a clearer picture of Zimbabwe’s financial status before prescribing what we view as inappropriate solutions.
Among other things, Zimbabweans are therefore calling for:
A new political leadership which is sincere and serious in addressing the socio-economic problems we are facing.
The repeal of the Indigenisation Act which is preventing the inflow of new long term investment capital to create jobs and incomes.
Substantive political and economic reforms now before it is too late.
Macro-economic stability through fiscal discipline, accountability and transparency.
Adoption of the Rand as the anchor currency and the scrapping of the bond notes idea.
Dealing decisively with corruption especially in State Enterprises and the immediate dismissal of those Ministers who have been found to be corrupt.
In our view, the time for good sounding policy documents or intentions and feel good meetings is over. Our country is at the brink and we expect those who wish to assist us out of this quagmire such as the IMF, to be at least well informed about the realities being faced by ordinary Zimbabweans on the ground before prescribing solutions.
The time for change is now.

Zimbabwe Kicked Out of COSAFA
Zimbabwe has been kicked out the COSAFA tournament after Swaziland beat Madagascar 1-nil to top Group A.
The result rendered Zimbabwe’s 5-nil victory over Seychelles useless as the Warriors finished with five points, two behind Swaziland.
Swaziland will face Zambia in the quarter-finals.
Kombi Crashes Into Police Station
AN UNLICENSED driver from Bulawayo’s Mpopoma suburb who had been arrested and taken to the Western Commonage police station for pirating without an operator’s licence, smashed into the station’s gate as he tried to reverse on his way out.
Mphathisi Gwebu, 22, pleaded guilty to crashing into the gate and driving without a licence but denied the charge of pirating. He was remanded out of custody to June 22 for trial.
Appearing before Western Commonage magistrate Nyaradzo Ringisai, Gwebu said he was not pirating when he was arrested.
“Your Worship I was not pirating when they arrested me. I was actually coming from Kelvin to fix my car, my radiator was leaking. “I had given my friend a lift who wanted to be dropped at the Total garage. The other two charges I admit them,” said Gwebu.
Lilo Kagunde for the State said Gwebu was arrested on Tuesday. “The accused person was using a Toyota Fun Cargo vehicle to pirate violating the Road Traffic Act. He drove the vehicle without due care and attention causing him to hit the gate of the ZRP Western Commonage station. He was driving the vehicle without a valid driver’s licence,” said Kagunde.

Makandiwa Seeks Audience on Miracle Claims
12 months later, spiritist preacher, Emmanuel Makandiwa’s church has begun seeking audience on the man’s fat belly miracle claims exposed last year.
Makandiwa who was humiliated in a fake fat belly miracle by ZimEye.com last year, has begun reaching out to the media seeking empathy with an emissary by name Donald Kufa approaching ZimEye so we can publish what he says are “clearer” miracles.
The man was last year exposed and shown that he faked a miracle at his Passover Night meeting in April 2015. On that night he announced he was healing a woman of belly fat. But the church’s cameras revealed a deep sinister plot to deceive.- the church’s own camera footage showed in this expose that Makandiwa had deployed a church female worker to stand behind the “patient” and deflate a balloon stashed inside the “patient”‘s dress. Tomana Slapped with Court Fine
The High Court has ordered Prosecutor-General Mr Johannes Tomana to pay legal costs on a punitive scale to Government for demonstrating insincerity in his battle to stop the setting up of a tribunal to determine his suitability to hold the esteemed office.
The Ministry of Justice, Legal and Parliamentary Affairs and the Judicial Service Commission, which were cited in Mr Tomana’s challenge as respondents, will now recover the costs they incurred in defending the now aborted urgent interdict filed by Mr Tomana.
Mr Tomana in February this year filed an urgent chamber application at the High Court to bar the Judicial Service Commission from instituting disciplinary proceedings against him on allegations of defying court orders.
While the urgent chamber application was pending, Mr Tomana filed another application for referral of the matter to the Constitutional Court contesting the constitutionality of having a serving High Court judge hearing his urgent application.
Justice Lavender Makoni threw out the referral application and ordered the immediate set down of the urgent chamber application.
Mr Tomana then filed another application to remove the urgent chamber application from the urgent roll and to have it treated like an ordinary court application.
Granting the application for the removal of the matter from the urgent roll, Justice Makoni questioned Mr Tomana’s sincerity in filing the urgent chamber application in the first place.
“As I have already alluded to, the applicant brought the respondents to court on an urgent basis.
“He has elected to withdraw the determination of the matter on an urgent basis from the court, for no good cause. His conduct leaves one in doubt whether he was sincere when he filed the urgent chamber application.
“The respondents have incurred unnecessary expenses in defending themselves. They have to be effectively indemnified by an order of costs on a higher scale,” ruled Justice Makoni.
The operative part of the order reads:
“In the result, I make the following order –
1) The matter is removed from the urgent roll.
2) The applicant to pay the first and second respondent’s costs on an attorney-client scale.”
Mr Tomana’s challenge will now be heard as an ordinary court application despite having been filed as an urgent chamber application four months ago.
Mr Tomana, who is facing criminal charges at the Harare Magistrates’ Courts’ involving a foiled plot to bomb Gushungo Dairy, was in October last year slapped with a 30-day term of imprisonment for contempt of court after he defied court orders to issue certificates for the private prosecution of Bikita West legislator Munyaradzi Kereke and Telecel shareholder Jane Mutasa.
Kereke was accused of raping an 11-year-old relative, while Mutasa was facing charges of swindling the company of airtime recharge cards worth millions of dollars.
Tomana was fined by a nine-member judges’ panel of the Constitutional Court led by Chief Justice Godfrey Chidyausiku.
The sentence was, however, wholly set aside on condition that he complied with the court orders and issue private prosecution certificates to Mr Francis Maramwidze and Telecel, within 10 days, failure which he would be barred from practising as a lawyer in Zimbabwe.
The following month, Tomana was again at the centre of another storm for allegedly abusing the court process to rubber-stamp the acquittal of former Zupco board chairman Professor Charles Nherera, who was charged with corruption.
The abuse reportedly occurred at the time when Tomana was the Attorney-General.
Prof Nherera was acquitted by the High Court in November 2009, barely a year after Tomana was appointed to the post of then AG.
Upon receipt of the letters from JSC demanding his explanation of the two court orders he failed to comply with, Mr Tomana, through his lawyers Mambosasa Legal Practitioners, filed an urgent chamber application at the High Court seeking to bar JSC from recommending his removal from office and proceeding with the disciplinary process.
Gwanda Rejects Kasukuwere’s Bill Drill
Gwanda Residents Association has rejected the proposed Local Government Amendment Bill 2016.

Gwanda Residents Association being a legal representative of the residents of Gwanda here by joins the majority of Zimbabwean residents and indeed parliamentarians across political divides to condemn the proposed Local Government Amendments Bill as presented to Parliament by the Ministry of Local Government and currently going through public consultations.
As residents of Gwanda we are particularly not happy with the attitude behind the production of the proposed amendments which is nothing more than using our country’s local government spaces to fight political wars between political parties in the determination of who should run the country’s two major cities of Harare and Bulawayo.
As residents of the so called small towns that are continuously disregarded in the formulation of local government policies we can not on this matter yet again agree to be the grass that suffers when two elephants engage.
Zimbabweans and indeed us the residents of Gwanda overwhelmingly voted for a new constitution three years ago on the motivation that the new constitution was to give us an opportunity to decide how we want to be governed in our localities and more importantly by who.
We therefore view the proposed amendments which give the Minister sweeping powers to decide who should run our local authorities and how totally against the spirit of the constitution we voted for.
It is there of with all certainty that we can state that we would not have so overwhelmingly voted for the new dispensation had it not been of the appetising provisions of Chapter 14 that guarantee us self determination and immunity on us catching a cold every time Harare sneezes.
It is therefore in that regard that we can not find ourselves sitting aside endorsing the deliberate manipulation of our country’s statutes to suit fights targeted at individuals who have their own political wars to fight.
We are also disturbed with the inconsistencies that are being exhibited by the Local Government Ministry regards the aligning of the local government statutes to the constitution.
Former Minister Honourable Ignatius Chombo had gone to an extent pushing his own Devolution Bill which as residents bodies and citizens were in the process of challenging, mid way through without conclusion, new Minister Honourable Saviour Kasukuwere is introducing the proposed amendments bill which does not at all make any reference to the previously proposed bill to an extent of the two contradicting each other.
This then leaves us residents who are the key stakeholders to the local government adminstration confused as to exactly what is happening in our local governance.
We therefore by means of this statement call upon our parliamentarians to move for the rejection of the proposed Local Government Bill.
We call on the parliamentarians to continuously push for the implementation of the devolution of power principles as provided for in Chapter 14 of the constitution and not allow to have the laws of the country to be crafted around individuals and personality clashes.
Serena Williams Builds Schools in Zimbabwe

Serena recently built a new school in Jamaica! While some celebs may simply write a check towards a good cause, Queen Serena is no stranger to hard work! She posted photos and videos where she’s painting the school and getting her hands dirty while doing construction.
Her non-profit, the Serena Williams Fund partnered with Helping Hands Jamaica to build the Salt Marsh Primary School. The mission of her charity is to help “individuals or communities effected by senseless violence, and [ensure] equal access to education.”

The Stanford Rape Case’s Judicial Fallout

Local prosecutors in California successfully moved to remove Aaron Persky, the Santa Clara Superior Court judge, from a sexual-assault case Tuesday, citing his lenient sentencing of Brock Turner, the former Stanford student convicted of sexual assault, as a cause for concern.
The Santa Clara District Attorney’s office told reporters it was also “disappointed and puzzled” by Persky’s dismissal of a misdemeanor mail-theft case on Monday after the prosecution presented its case. According to the Mercury News in San Jose, Persky granted the motion to dismiss because the alleged thefts weren’t recent enough; prosecutors argued he misunderstood the case law he cited.
The removal adds to the growing fallout from the Stanford rape case, whichignited a national debate earlier this month over sexual assault and the criminal-justice system.
Persky was widely criticized for his role in the trial and sentencing of Turner, a former Stanford University student convicted of three felony counts of sexual assault in March for raping an unconscious woman on campus in 2015. During the sentencing phase earlier this month, Turner’s 23-year-old victim read asearing 12-page letter to her attacker in the courtroom that garnered international attention after it was published online by Buzzfeed.
STI Cases Shoot UP

A recently released National Aids Council (NAC) report, states that cases of sexually transmitted infection (STI)’s have short up by 7 percent over the past year.
It further reports that 288 127 people sought treatment last year against 268 353 recorded the previous year, however, also indicating that the number of people who tested HIV positive from the STI cases remained static.
“On a negative note, the number of new STI cases recorded increased by 7 percent from 268 353 cases recorded in the first quarter of 2015 to 288 127 cases recorded in the quarter under review. The HIV positivity rate in STI clients remained static at 15 percent compared to the first quarter of 2015,” reads part of the report written by NAC chief executive officer Dr Tapuwa Magure.
Dr Magure said the percentage of women who were tested for HIV in anti-natal care (ANC) and received their results in the last quarter of 2015 was 98 percent against a target of 97 percent.
“There was a slight decrease of (0,3 percent) in the number of pregnant mothers who were booked with a known HIV status during the second quarter under review, compared to 6,2 percent that had been recorded in the first quarter of 2015. Efforts to promote male involvement in Prevention of Mother to Child Transmission resulted in 23 percent of male partners getting tested against a target of 30 percent,” he said.
About 1,3 million Zimbabweans are estimated to be living with HIV and Aids, with 618 980 adults and 46 319 children on anti-retroviral treatment (ART) by December 2014.
About 60 percent of all ART patients are females.
The ART programme in the country was started in April 2004 with the objective of reducing deaths due to HIV and Aids and improving the quality of life of people living with HIV.
Small House Pays $ 10,000 For Snatching Married Man
Terrence Mawawa, Gweru | An infuriated Zvishavane woman is receiving $10 000 from her husband’s mistress as part of adultery damages.
Bongai Masvora, who has been entangled in a perennial fight for her husband, Elton Masvora, with Vimbai Zvavazhinji, is demanding the money as part of adultery compensation after the latter refused to heed her persistent warnings that she was legally married to Elton.
Bongai procuded pictures of her husband having quality time with Zvavazhinji when the matter was heard before Magistrate Story Rushambwa last week. Bongai also produced pictures of Elton and Zvavazhinji pleasuring themselves at Motopos.
She also told the court that her husband and Zvavazhinji were in love since 2013 and she once visited the latter and warned her to stop dating her husband. Zvavazhinji who was madly in love with Elton did not heed Bongai’s warning. Zvavazhinji also bragged about her beauty and vowed never to leave the married man, causing untold suffering for Bongai.
Bongai said she also produced a marriage certificate in a bid to convince Zvavazhinji to distance the woman from her husband but she remained defiant. After assessing the presented evidence before him, Magistrate Rushambwa said Zvavazhinji would pay for the pain and suffering she brought to Bongai and her family.
It was also indicated that Zvavazhinji deliberately chose to ignore Bongai’s calls to distance herself from the married man.
War Veterans Demand Free Stands From Council

War Veterans here have demanded free residential and commercial stands from the Masvingo City Council with the former freedom fighters also threatening officials at the local authority with unspecified action, should they fail to act.
Masvingo city councillors were shocked to receive a letter from the Zimbabwe National Liberation War Veterans Association last week, demanding the allocation of free stands to the former freedom fighters.
“The ZNLWVA has noted with concern the economic marginalisation of liberation war veterans. As an association we strongly feel that one area that can facilitate their empowerment is through through getting commercial or residential stands in their respective areas of location,”read part of the letter directed to the city council.
The war veterans received public condemnation two months ago after demanding unrealistic monetary benefits from President Robert Mugabe.
The majority of the councillors rejected the demand arguing according to the city council’s resolutions, war veterans should apply for stands like anyone else.
Ward 4 councillor Godfrey Kurauone said the former freedom fighters must follow the laid down procedures, instead of threatening council officials.
“Why would a marginalised person require a commercial stand? The war veterans are the most privileged group of people in this country.
They were given $50 000 each at the turn of the century, the taxpayer is paying their bills, including school fees for their children,”said Kurauone.
Politicals analysts have also slammed the former freedom fighters saying the struggle for independence was a sacrifice such that the war veterans should not persistently demand compensation.
Zim Cuts Down Company Registration Time
Zimbabwe has reduced the time it takes to register a company from 90 to 13 days, as part of a broad effort to improve the ease of doing business in the country, an official said on Tuesday.
Speaking during a review of the second 100-day review on Tuesday, deputy company registrar Willie Mushayi, who heads the sub-committee on starting businesses, said there are plans to further reduce the company registration period from the 13 days.
“The number of days to start a business has reduced to 13 and we are still reviewing it further down,” he said.
Zimbabwe has consistently ranked poorly in the World Bank’s annual ease of doing business index, mainly due to its poor investment climate as well as red tape. The 2016 index ranked Zimbabwe at 155 out of the 189 countries ranked. The country was ranked 153 in 2015.
In terms of the specific “starting a business” index, Zimbabwe placed 182 in 2016, only better than seven other countries.
By comparison, Rwanda, widely seen as having one of the best conditions for registering a company, takes up to 6 days to start a business.
Zimbabwe continues to lag behind its regional peers in terms of foreign direct investment flows, registering $545 million in 2014 as Mozambique received $4,9 billion, nearly nine times more, pacesetter South Africa $5,7 billion and Zambia $2,4 billion, according to the United Nations Conference on Trade and Development World Investment Report for 2015.
The government has just concluded a second 100-day programme, dubbed the Rapid Results Approach (RRA), through which agencies involved in the registration of businesses, tax authorities and municipalities remove bureaucratic hurdles, cut time and costs while simplifying business processes for investors.
Several laws, including the Companies Act and a statute setting up a commercial court, are set to be passed as part of the broader effort launched last year.
Nine technical areas – Paying Taxes, Starting a Business, Trading Across Borders, Resolving Insolvency, Getting Credit, Enforcing Contracts , Registering Property, Construction Permits; and Protecting Minority Investors – have been identified under the reform push, which is being driven the Office of the President and Cabinet.
The government has set itself targets to be achieved in a series of 100-day programmes.
Functions such as name searches will now be done online.
Registration at the statutory pension fund National Social Security Authority (NSSA) has also been reduced from 14 days to 15 minutes, while registration with the Zimbabwe Revenue Authority (Zimra) has also been cut from 14 days to 30 minutes, according to Zimbabwe Investment Authority (ZIA) chairman Nigel Chanakira.
Chanakira, one of Zimbabwe’s leading black bankers and founder of the first locally-owned commercial bank in the 1990s, took to Twitter to laud the reforms.
“Truly, in my 22 years doing business in Zimbabwe I’ve never seen such remarkable and amazing movement by the entire government of Zimbabwe to reduce costs and time,” Chanakira tweeted.
At $250, the cost of company registration in Zimbabwe still remains high compared to regional peers. Rwanda, for instance, charges the equivalent of $20 to register a company for both foreign and local investors.
Progress in other thematic areas such as taxes, trade, insolvency procedures, getting credit, enforcing contracts, property registration, construction permits and minority investor protection is also under review at the ongoing workshop.
No Running Water For Harare, As Plant Shuts Down
Harare residents will once again go for days without running water, after the city tomorrow shuts down the main water treatment plant, Morton Jaffray Waterworks, to facilitate for the installation of new pumps.
Acting corporate communications manager Mr Michael Chideme urged residents to store adequate supplies before the shut down and use water sparingly.
“City of Harare advises all its water customers that there will be a complete shut down of the Morton Jaffray Water Treatment Plant from Friday 17 June at 1700hrs to Monday 20 June at 0800hrs,” he said.
This is the latest of the many shut-downs that Harare has conducted to restore normalcy in water supplies.
“The shut down is to allow the scheduled installation of more new pumps at the water treatment plant under the ongoing rehabilitation programme.”
Mr Chideme said shut downs were necessary to improve water and sanitation across the city.
“The shut downs are meant to improve the efficiency of the water treatment plant which is currently operating below its design capacity,” he said.
“Over 70 percent of the work at Morton Jaffray has been done so far.”
Last month the city council said it was taking advantage of the winter season to complete all installations at the plant because water usage was at its lowest during that time.
Major maintenance works have been in process as part of the city’s implementation of the Harare Water and Sanitation Rehabilitation Project under a $144 million Chinese loan facility.
Upon completion of the project which began three years ago, the 60-year-old plant which is currently producing 400 megalitres of water a day is expected to improve to 670 megalitres.
Doctors Reject Medical Aid
The feud between doctors and medical aid societies is unlikely to end as the Zimbabwe Medical Association (ZIMA) insists that doctors under its affiliation should stop accepting medical aid beginning next month.
ZIMA announced last month that its doctors will start demanding cash from 1 July, as they are owed large sums of money by medical aid societies for services offered to patients on medical aid.
ZIMA also said the decision comes after ZIMRA is taxing doctors for money accrued, some of which would not have been paid by medical aid societies.
With the government promising to chip in and solve the impasse between doctors and medical aid societies, hopes were high that Zimbabweans will not be forced to pay cash come 1 July.
However, with the date fast approaching, there are major doubts over a lasting solution after ZIMA insisted that it will stick with its earlier decision.
ZIMA President, Dr Agness Mahomva said they have not option, adding that what their doctors can only do is not to watch patients dying.
“When a patient visits a doctor with or without medical aid, doctors will stabilise them before referring them to a public hospital,” said Dr Mahomva. Some medical aid societies however insisted that they are engaging stakeholders to resolve the impasse.
“We are currently engaging the doctors, the Ministry of Health and Child Care and other stakeholders to find the way forward,” Premier Service Medical Aid Society (PSMAS) Acting Managing Director, Dr Nicholas Munyonga said.
The non-payment of cash to doctors by medical aid societies has been a perennial issue, and Zimbabweans accuse the societies of not fulfilling their mandate.
Most people said a visit to doctors and other medical facilities is now a dreaded experience as many of them, despite making contributions, some over a number of years, are sceptical whether the money will be enough to meet their expenses.
“These medical aid societies are not offering us value for money. It is so unfortunate that after making contributions, a member can be told that they have no cover,” said one Harare resident.
Whilst a visit for medical attention for conditions such as a cold may not be a cause for concern, there are other individuals who need more expensive procedures such as kidney dialysis, radiotherapy and physiotherapy.
Many individuals who have been unfortunate and require specialist treatment say medical aid has ceased to be an option.
Despite subscriptions to medical aid societies being one’s nest egg on a rainy day, the general consensus is that there is need to have a radical shift in order to provide much needed care to Zimbabweans, many of whom are grappling to make ends meet.
Cash Crisis – Youths Warn Governor Mangudya Of Political Instability
Youths representing a cross section of political parties and civil society organisations, today, held a crucial emergency meeting with the Reserve Bank Governor, John Mangudya, in which they argued and warned that the current economic instability, if allowed to continue unabated can degenerate into political instability.
“Instability is, however, contrary to views, values and dreams of a Zimbabwean society we envision. As such, we implore the Governor to critically reflect and engage on the 10 discussion points raised above,” warned the youths.
Leading human rights activist and academic, Maureen Kademaunga, in an interview with ZimEye.com said, “Young people aged 35 and under make up 70% of the country’s population. The measure that has been proposed by the Reserve Bank has particularly severe implications on the livelihood of young people.”
In the meeting the youths also engaged the Governor on bond notes, economic policy and macro-economic and political stability.
The youths warned Mangudya, on the public attitude towards bond notes which is negative as evidenced by massive withdrawals at banks, which they posit raises a number of questions on the feasibility of the new policy.
The more than 20 represented youths organisations met the Governor against a background of a serious cash crisis for which the government has been slow to give answers to an increasingly restive and desperate population.
In order to avert a national crisis the youths presented a briefing paper to the Governor titled : ‘Youth Perspectives on Bond Notes, Economic Policy, and Macro-economic and political Stability.’
Continued Kademaunga in the interview with ZimEye.com ; “We foresee an economic collapse brought about by this measure; this may seem abstract and distant to some, but it cannot be more immediate and pressing for the young people whose voice we represent.”
In the briefing paper the youths state ; “It is common knowledge that our country imports the majority of goods we use for consumption and manufacturing purposes. Such imports are paid through the banking system. However, with little confidence in the banking system, there is a possibility of the country failing to pay its import bill.”
Questions raised by youths include the country’s ability to negotiate its way in such circumstances. “Confidence in the banking system is fundamental in the country’s ability to pay for its imports,” they warned.
Pistorius Walks Without His Prosthetic Legs In Dramatic Court Show
Oscar Pistorius reached out a hand to steady himself as he walked across the South African High Court room on the stumps of his amputated legs.
Lawyers for the former track star, nicknamed “blade runner” for his speed and double-prostheses, are trying to demonstrate that Pistorius is severely disabled and deserves a more lenient murder sentence than the 15-year minimum term for killing his girlfriend, Reeva Steenkamp, on Valentine’s Day 2013.
Under South Africa’s sentencing rules, minimum sentences can be reduced under special circumstances, at the discretion of the judge.
Pistorius, who sobbed during Wednesday’s hearing, was acquitted of murder but convicted of culpable homicide in 2014 for shooting Steenkamp multiple times through a bathroom door. Prosecutors appealed the conviction, and an appeals courtfound him guilty of murder. Pistorius appealed and was denied earlier this year. He was released on bail last year, and has been living under house arrest while he awaits sentencing.
In the sentencing hearings this week, defense lawyer Barry Roux has focused on his client’s mobility and fame. On Wednesday, he called Pistorius a “broken man,” and said Pistorius is not the “strong, ambitious” person he is perceived to be. He also said the Olympic runner has made a “series of enemies” over the course of his legal saga.
“It was not the man winning gold medals that must be judged,” Roux said in his closing arguments. He pointed out that without his prosthetics, Pistorius is much shorter than his 6-foot frame with them.
A clinical psychologist, Jonathan Scholtz, testified that Pistorius suffers from both depression and post-traumatic stress disorder. Chief prosecutor Gerrie Nel pointed out on cross-examination that although Pistorius said he could not testify at the hearing because of psychological problems, he did recently give a TV interview.
According to The Associated Press, the courtroom in Pretoria was packed with both Pistorius’ and Steenkamp’s family members.
The sentencing judge, Thokozile Masipa, is the same one who originally acquitted Pistorius of murder. Sentencing hearings are scheduled to continue through Friday, and the judge is expected to make her decision in early July. AP
“Doctor Stole 2 Babies from Gweru Hospital”
Terrence Mawawa| In a nerve-racking story which sounds like fiction, two babies were stolen from a mother as she lay in bed soon after giving birth at Gweru General hospital. The doctor, allegedly snatched the two kids, part of a triplet and after lying that they had died, sold them to notorious bidders.
A 21 year old woman has stepped up efforts to locate her two siblings stolen by the medical doctor (name supplied) soon after birth.
The woman, was born part of a triplet and her other two siblings are missing ever since 1995. The doctor having claimed they were siamese twins, without any evidence reportedly smuggled the kids and they have been living in separation for over 21 years.
She said the doctor told her parents her two siblings were inseparable such that there was need to consult specialists in Harare to perform the separation.
However her two siblings were pronounced “dead” a week after being transferred to Harare.
To her surprise, the Gweru lass says she was shocked to see the picture of another young lady who was identical with her on a certain whatsapp group.
“When I looked at the girl’s picture, I was shocked because we looked alike. I then tried to contact her but she was now off-line”.
Together with her mother they then traveled to the births and deaths registry in Gweru and corroborated with the hospital which confirmed that there are no death certificates for the other two so called “siamese twins”.
An elderly hospital nurse then alleged that the siblings were taken away from the hospital with the help of a medical doctor.
“I am just hoping I will find my siblings,” said a devastated (name withheld). The story is featured in Tete Rasta’s program this week.
China Snubs Mugabe
Insurance giant, Old Mutual, has become the latest local prominent voice to observe that Zimbabwe’s supposed all-weather friend, China, is treading carefully about investing more in Zimbabwe, due to the country’s poor property rights record.
Old Mutual’s observations came in the wake of China injecting nearly $20 billion into Sub-Saharan Africa’s economy in 2015 alone, with Zimbabwe receiving only $500 million of that investment — translating to 2,6 percent of the Asian giant’s total investment in the region, according to World Bank data.
“In order for Zimbabwe to improve its economic fortunes, a number of excessive legislation governing business operations and red tape need to be simplified.
“The country has had a bad reputation … and will need to seriously overturn this deficiency if it hopes to attract the sort of investment that its neighbours have been able to attract,” Old Mutual said in its latest quarterly review.
The prognosis will come as a major blow to President Robert Mugabe and his Zanu PF government, who have been pinning their hopes on China helping Zimbabwe to revive its dying economy.
The International Monetary Fund expects the local economy to grow by a paltry 1,5 percent this year due to a deadly combination of mismanagement, policy inadequacies and drought.
Although China was initially very enthusiastic about funding Zimbabwe’s economic blueprint, ZimAsset, the high-profile “mega deals” that it signed two years ago have failed to materialise thus far, with Beijing now seemingly more focused on stemming its own economic challenges.
A senior government official who spoke to the Daily News recently said while the Chinese were still very keen on doing business with Zimbabwe it was also wary of the deadly factional and succession wars devouring Zanu PF.
“If you look closely you will see that several feasibility studies have been started between China and Zimbabwe, including studies into coal exploration and a 600MW thermal station in Sibugwe, as well as the dualisation of the Beitbridge-Harare, Harare-Nyamapanda, Harare-Chirundu and Mutare-Harare highways.
“But the Chinese borne of contention at the moment is whether their investments would be secure after the old man is gone, considering that there is no clear succession plan in place. Until we sort that issue, it would be difficult for these good projects to take off,” the official said.
Other experts say a slowdown in China’s growth rates, as well as scepticism over whether Zimbabwe can repay previous loans, has crept into the finalisation of the mega deals.
On its part, Old mutual noted that the Zanu PF government must do more to attract foreign direct investment in the manufacturing sector, to allow the country to add value to its predominately raw product exports.
“Foreign investors require comfort in the security of their investment and policy consistency in the environment in which they operate. Zimbabwe would benefit by eradicating corruption, improving its ease of doing business requirements, policy consistency and respecting property rights.
“Of growing concern has been the growth in public sector debt through the continued issuance of treasury bills by government. In the absence of a public auction system, the exact amount of the debt attributed to treasury instruments alone is difficult to ascertain,” it said. Information at hand shows that government’s net debt ballooned from $0,5 billion in January 2015 to $1,2 billion by August 2015 against shrinking tax revenue collections.
Economic experts said this has increased concerns over the default risk of these treasury instruments and they are currently being assumed by banks at significant discounts from parties holding these instruments that are desperate for liquidity.
“In the absence of foreign direct investment or debt re-negotiations from external financiers these instruments are most likely to be rolled over by government to avoid default on the more significant maturities,” Old Mutual added. Daily News
Muchinguri Fought for My Release – Mukoko
Human rights campaigner Jestina Mukoko has said Environment minister Oppah Muchinguri-Kashiri vigorously opposed her 2008 abduction by suspected State security agents.
The claims are contained in Mukoko’s book titled The Abduction and Trial of Jestina Mukoko: The Fight for Human Rights in Zimbabwe, published last month. Mukoko was taken away at gunpoint at dawn in Norton on December 3, 2008 by a group of plain-clothed men who stormed her house and identified themselves as policemen.
Her fate was not publicly known until she appeared in court three weeks later.
In the book, Mukoko revealed that Muchinguri-Kashiri, who was the Zanu PF Women’s League boss at the time, had offered to assist in tracing her whereabouts after she was approached by the Women’s Coalition in Zimbabwe (WCZ). Mukoko said Muchinguri-Kashiri expressed keenness to assist.
The minister reportedly said she wanted to meet with Mukoko’s mother.
“Arrangements were made for the meeting at which Muchinguri-Kashiri assured my mother that she would help solve the mystery of my whereabouts,” she wrote in her gripping book.
She added that after her release, her mother was full of praises for Muchinguri-Kashiri, whom she described as “a respected leader in Zanu PF who phoned regularly to assure her (Mukoko’s mother) that she was trying her best to get to the bottom of the matter.”
“My lawyer Beatrice Mtetwa was convinced that if Muchinguri-Kashiri had not been a member of Zanu PF, she would have taken to the streets to protest my disappearance.
“When I did finally meet Muchinguri-Kashiri, she hugged me like a long-lost daughter. Three years later, she told me she had not known what work I was doing and had put her head on a block, despite the fact that it made her unpopular, simply because I was a woman in trouble,” Mukoko wrote.
A former newscaster for the State-controlled Zimbabwe Broadcasting Corporation, Mukoko heads the Zimbabwe Peace Project, a human rights monitoring group.
She publicly presented her findings on what she said were violent abuses. Her group documented violence during internationally condemned elections in 2008.
Mukoko, who was released from three months of detention, was full of praises for Muchinguri-Kashiri.
“A fighter in the liberation struggle that ushered in Zimbabwe’s independence in 1980, I imagined she knew how it felt to be away from family,” she glowingly said of Muchinguri-Kashiri.
Muchinguri-Kashiri was not picking her phone when efforts to get her comment were made yesterday.
Turning to her abduction, Mukoko said she was falsely accused of recruiting youths for military training with the opposition MDC.
She said she was beaten on the soles of her feet with rubber truncheons — allegedly a favourite torture instrument because they leave no marks likely to be visible at later court appearances.
After three days, Mukoko claimed, she was handed over to another group of interrogators who claimed they were “law and order” officials who threatened her with “extinction” if she chose not to be a witness to the alleged cases of military training.
“As the hours rolled into days and days quickly transformed into weeks, most people, including my family, believed I was dead.
“When later I told Beatrice (Mtetwa) that I thought I would never make it alive since my captors had threatened me with death during interrogation, Beatrice revealed that despite her efforts on my behalf, she too feared that I had suffered the same fate as Tonderai Ndira, an MDC activist, who died only minutes after he had been snatched,” she narrated.
Following her abduction, prominent world figures including then British Premier Gordon Brown and then United States’ national security adviser Condoleezza Rice demanded her release.
The “Group of Elders”, including Jimmy Carter, Kofi Annan and Graca Machel, who at the time were being refused admission into Zimbabwe, also made an appeal for Mukoko’s release.
The High Court also ordered police to look for Mukoko but the order was ignored as police denied knowledge of her whereabouts. Daily News
Biti Protesters “Denied”Food In Prison
Incarcerated anti-Robert Mugabe protesters say that they are being denied food by the Prison authorities.
The 11 who are detained at Harare Remand and Chikurubi female prisons respectively, told People’s Democratic Party President Tendai Biti, on Tuesday, they are starving.
The activists complained about the lack of food as the prison officials were denying visitors to bring them food from outside the prison complex.
The prison guards reportedly cited health reasons.
Food and other drinks are on sale in prison: a two litre plastic bottle of Coke, which is sold outside for $1, 20 is going for $4 while a one litre bottle of water, which is sold for $0.75 in supermarkets, going for $1, 50.
The astronomical prices, the activists said, were forcing most of the inmates to go hungry most of the times as prison food was inadequate and poorly prepared.
Among the activists Biti visited were; Linda Masarira, Tatenda Mombeyarara, Pride Mkono, Pamela Mawire and Makomborero Haruzivishe, Irene Takavada, Shadreck Dhliwayo and Brian Kansunzuma.
The activists who were arrested last week, are failing to raise the $1,000 bail amount they were granted by a Harare magistrate.
They are being accused of robbing two women in central Harare, when they were staging a 16 day protest against Robert Mugabe’s misrule.
They are however denying the charges.
During the prison visit, Biti urged the activists to remain focused and strong, “despite the attempts by Zanu PF to use state machinery to clamp down on opposition forces”.
Obert Mpofu Fraudster Councillor Threatens to Spill Beans if Axed
An ex-convict Municipality of Gwanda ZANU PF councillor who was once Minister Obert Mpofu’s right hand man before defrauding the minister of over $40 000 has defrauded the Municipality of thousands of dollars and threatens to expose fellow councillors and ZANU PF heavyweights’ corrupt activities in the town if he is suspended from council.
Councillor for Ward 9 in Gwanda town, Thulani Moyo who was dumped by Obert Mpofu for allegedly misappropriating rentals from the minister’s property has been found to have swindled the municipality of thousands of dollars in housing scam.
An audit has unearthed a massive scandal at Doerfontein Township in which the council lost thousands of dollars in underhand deals throwing the Zanu PF led municipality into turmoil.
Latest full council minutes show that the Councillor, Thulani Moyo and housing director, Sipho Mdlongwa, face suspensions after the audit committee recommended that appropriate action be taken against the duo.
The audit report reveals that the department of housing led by Mdlongwa supplied incorrect information on the status of stands number 6550 and 6447 which were declared vacant although investigations later showed they had been sold by Councillor Moyo.
Moyo, who is also the chairperson of the Housing Committee, was once convicted for fraud and served five years imprisonment at Khami Prison at the turn of the century before he was elected councillor in 2013.
“The two stands were clandestinely allocated to Councillor Thulani Moyo and the municipality lost $4 808.15. Evidence was produced in the meeting to the effect that Thulani Moyo went on to sale the two stands he had fraudulently obtained,” council minutes read.
Investigations by media revealed that Moyo sold the two stands to one Ignatius Nyirenda. According to the affidavits he penned, both stands were sold for $8, 000 each with Moyo receiving a total of $4 700 when the deal was sealed and balance due at a later stage.
The audit report further reveals that some stands could have been systematically concealed by the department of housing. According to the audit report there is an example “a client being entered into the beneficiary database as Ndondo John W, John Wittington Ndondo and John W Ndondo and with each variation of his name a different stand was assigned to him, yet in essence he had paid for only one stand.”
Moyo is not new to controversy having been dumped by minister Mpofu for allegedly misappropriating over $40 000 rentals from his Gwanda properties.
He is not known to be flashy after he once took the elderly from Gwanda on a trip to Chipangali in Bulawayo and bought some municipality workers uniforms. He is also known of making heavy donations at every funeral in the town and always has large sums of money in his pockets.
Moyo has, however, since being dumped by Mpofu fallen on hard times and his wife’s car almost went under the hammer last week after being seized by the messenger of court.
The Moyos reportedly made a last minute settlement for the Toyota Harrier to be spared.
Auditors have recommended that mayor Knowledge Ndlovu and town clerk Priscilla Nkala take appropriate action against Moyo and Mdlongwa. Moyo, however, has reportedly threatened to spill the beans on other councillors if they dare suspend him.
The municipality of Gwanda has in the past made questionable housing deals with Mornef Construction, a contractor who has won vast land in the Matebeleland South capital.
Warriors Face Dark Fight
THE Warriors face off Seychelles in their last Group A match at the Sam Nujoma Stadium tonight, hoping for divine intervention in their bid to qualify for the knockout stages of the Cosafa tournament currently underway in Namibia.

But Kalisto Pasuwa’s men must already be studying flight schedules after a sluggish start to the regional football tournament which saw them stuttering to a 0-0 draw against Madagascar on Monday night.
The result left them third in the group and two points behind joint leaders Swaziland and Madagascar following their 2-2 draw with the former in their opening match of the campaign.
With Swaziland hammering Seychelles 4-0 on Monday, the Warriors will be praying fervently that Swaziland and Madagascar, who face off in the other Group A match tonight, play to a draw.
If that happens, the Warriors still need to bury Seychelles by at least five unanswered goals to finish top of the group, which would see them advancing to the last eight of the tournament.
It is only that sequence of results that could see the Warriors progress to the next stage, where Zambia await the winners of this pool.
However, with the way Pasuwa’s men squandered opportunities against Madagascar, it’s a mission impossible.
Zimbabwe, still basking in the glow of the Warriors’ qualification for the 2017 Africa Cup of Nations (Afcon) finals to be hosted in Gabon with a game to spare after a convincing victory over the Flames of Malawi, have looked very ordinary at the Cosafa tournament without their foreign-based stars.
There is only one foreign-based player, Charlton Mashumba, in the team taking part at the regional tournament, but the Jomo Cosmos striker was guilty of missing chances against Madagascar. His strike partner veteran Obadiah Tarumbwa was also found wanting in front of goal.
Zimbabwe are one of the most successful teams at the regional tournament, having won the tournament a record four times. Zambia have also lifted the Cosafa Cup on four occasions.
Yet, the Warriors could find themselves crashing out of the tournament in the first round for the second successive year.
Last year, Pasuwa’s men, then under the guidance of his assistant Saul Chaminuka, displayed a lacklustre show at the Cosafa tournament in South Africa which saw them bowing out at the preliminary stage after they were handed a 4-1 hammering by Namibia.
While Pasuwa has proved his credentials at club and senior national team level, winning four successive titles with Dynamos and becoming the third coach to qualify Zimbabwe to the Afcon finals, he is yet to make a mark on the regional tournament.-Newsday
“Danger” for President as Mugabe Bodyguards are “Beaten Up”
Two ZRP officers allegedly beat up Robert Mugabe’s bodyguards as the President was on his way to Zvimba on Saturday.
Report by Newsday |The two cops who were on Monday taken to court for assaulting Mugabe’s motorcade outriders, yesterday denied threatening the life of the 92-year-old leader in any way.
Applying for bail through their lawyer only identified as Sithole, Munyaradzi Chivengwa and Lubelihle Nyathi argued that Mugabe was not the complainant in the case.
“The State did not substantiate the threat that was posed to His Excellency (Mugabe). The complainant is here in his personal capacity, and not on behalf of the President. The two are still serving members and have been serving since 2005. If they were a threat, they could have been nabbed long ago,” the lawyer said.
Opposing bail, prosecutor Francisca Mukumbiri said the pair’s offence was of a serious nature.
She said the accused officers had no right to disturb the smooth flow of Mugabe’s motorcade.
Mukumbiri also said the two were likely to abscond if granted bail considering the nature of their charges.
The State further submitted that investigations were yet to be finalised.
Sithole, however, told court that both officers were Zimbabweans, adding chances were very high that they were not going to be convicted.
She said the fact that the two were arraigned before the court on a full docket pointed to that the State had completed its investigations.
Through their lawyer, the two also told court they never refused to stop after seeing the outrider.
“It is also the accused’s defence that they only saw the biker when they were already turning into Samora Machel Avenue, which explains the three metres written in the State outline,” Sithole said.
Nyathi and Chivengwa argued that they were the ones who were assaulted, not the other way round.
The court heard that on Saturday, Chimoto was leading a team of six outriders escorting Mugabe on his way to his rural home in Zvimba.
It was said Chimoto stopped at the intersection of Samora Machel Avenue and Tredgold Road in Belvedere around 9:30pm and began controlling traffic to pave way for the motorcade.
Chivengwa and Nyathi then arrived in their private car and allegedly refused to follow orders to stop.
Chimoto was said to have then blocked their way, resulting in the two officers allegedly attacking him and the fourth outrider who arrived at the scene shortly afterwards.

CIO Agents Abduct Teacher
Terrence Mawawa, Zaka| State security agents last week raided Zaka Primary School and abducted a staff member who is a senior member of the Progressive Teachers Union(PTUZ).
In a telling reminder of the 2008 horror in which teachers and opposition supporters were abducted ahead of the disputed Presidential election run-off, CIO agents from Zaka office arrived at the school last Thursday and took away Matthew Eston, who is a PTUZ provincial member.
Sources at the school told ZimEye.com Eston was abducted in broad day light by the state security agents who accused him of denigrating President Robert Mugabe.
It is understood the CIO agents were helped by the school head, Mr Masese, who is a known Zanu PF activist, to track Eston.
“Eston was abducted in broad daylight by officials from the President’s office. They accused him of undermining the authority of the President and they also accused him of refusing to contribute money towards Mugabe’s birthday bash. They also ordered him not to associate with the PTUZ,” a teacher at the school said.
Eston was released after a few days of being subjected to intimidation and torture.
A jittery Eston also said he was slapped with open hands and burnt with unknown substances as the state security agents interrogated him. “All I can is that it was a horrible experience,” said Eston.
Local pressure group Community Tolerance Reconciliation and Development(COTRAD), said state security agents do not have any right to abduct. “The incident is a reminder of the violence which rocked the whole nation in 2008. The CIO agents have to desist from acting as Zanu PF activists. Instead they must execute their duties in a professional manner. We view the incident as sad and unfortunate. As COTRAD we do not condone violence,” said the organisation’s Advocacy Officer, Brighton Ramusi.
