Statements made by President Emmerson Mnangagwa’s advisor Chris Mutsvangwa and also Masvingo Minister Josiah Hungwe, that ZANU PF is going to utilise the army to win the upcoming elections, have set tongues wagging amid denials by the party’s Legal Secretary Paul Mangwana who has since off opened up more worms.
“I personally don’t subscribe to that notion of having or using the military in the forthcoming elections. Zanu PF has the capacity to win the elections without the military,” Mangwana told the weekly The Standard paper.
The development comes after Mutsvangwa made the latest statement on Friday.

Mutsvangwa’s revelation on Mnangagwa’s election strategy comes as the President himself told about 7000 delegates that there is no opposition in Zimbabwe. There is no opposition to talk about… ZANU PF must win all seat from Beitbridge to Chirundu, said Mnangagwa.

Speaking at the one day Zanu PF special congress, the first of its kind in many years, Mutsvangwa poured accolades on Mnangagwa’s leadership saying: “We are going to back to mazuva edu e-chimurenga where leadership and the cadreship were the same and we war vets are so happy that we are in this meeting. Together with the membership of the party, we were chastised; we were being removed from the party that we love, now we are feeling at home; Cde President we love you and we thank you.”
“I also want to mention the young man Jah Prayzah who became a victim of the G40 just an ordinary musician expressing his views in song; I salute him,” said Mutsvangwa referring to an incident in which Jah Prayzah was pelted with stones and chased away from a graveyard at the funeral of his former bodyguard, Chris Nyemba.
On elections Mutsvangwa said, “Cde President we are pledging to you our support for the 2018 elections that election, you shall win on a magnitude bigger than the one which we did in 1980; we are going to work hard with our chiefs, we are going to work hard with our illustrious ZDF, the best army in the world.”
He went further to praise General Constantino Chiwenga saying: “We want to salute our General Chiwenga who leads the most professional army in the world; we will work hard. They will remain in the barracks but we shall work hard to make sure that we win the election. We will run that election in a free and democratic manner which will impress the whole world, so that your victory will make Zimbabweans stand high among the nations of the world as a democratic country. We are the first ever liberation movement which decided to go into election in 1980; Others just walked into power by guns. We will keep that democratic tradition. It is a Zimbabwean tradition.”
Mutsvangwa also saluted youths in Bulawayo who were victim of what he called former President Robert Mugabe’s tantrums.

Rugare Gumbo Returning To ZANU PF – State Media
While Gumbo had not made his motive known, the state media cast forth planks pointing to a literal return to ZANU PF. If it turns true, this will be three years after his expulsion for his association with former Vice-President Joice Mujuru.
Mr Gumbo has been spotted at several party and Government functions with the latest being the just- ended Zanu-PF Extraordinary Congress in Harare on Friday where he attended as a member of the war veterans association.
Speculation has thus been rife that Mr Gumbo, a renowned freedom fighter is contemplating rejoining the revolutionary party following the crumbling of Zimbabwe People First due to power struggles and divisions.
Zanu-PF Midlands provincial chairperson Engineer Daniel McKenzie Ncube confirmed that Mr Gumbo had verbally expressed his willingness to rejoin the revolutionary party but was still to formalise his interests.
Eng Ncube said Mr Gumbo had expressed a lot of optimism in the new dispensation.
“I personally spoke to Cde Gumbo and he expressed a lot of optimism in the new leadership. He verbally expressed his interests to come back to the party. However, he is still to express his willingness formally. If he does so as a province we are going to take it up and the party will decide,” said Eng Ncube.
Contacted for comment, Mr Gumbo was diplomatic about it but hinted that there was a possibility of him rejoining Zanu-PF.
“I have been attending State functions of late and on Friday I attended the Zanu-PF Extraordinary Congress. I did so as a war veteran and as an observer so people mustn’t read too much into it. It (rejoining Zanu-PF) would be a good thing, however, provided that certain things are clarified.
“I am not a young person itching for positions, I am past that stage. All this I’m not doing it on my own, there are certain people who are supporting us and making suggestions,” he said. – state media
Pregnant HIV+ Women Can Be Arrested
Pregnant HIV-positive mothers who do not take precaution to prevent transmission of the virus to their unborn babies are liable for prosecution and face up to 20 years in prison under the country’s laws, a lawyer has noted.
Anyone living with the virus who has sexual intercourse with an HIV-negative partner using protection without disclosing their status may also be legally liable, even when transmission has not occurred, Mr Lizwe Jamela of the Zimbabwe Lawyers for Human Rights (ZLHR) said.
In an interview on the sidelines of the just-ended International Conference of Aids and STIs in Africa (Icasa) in Abidjan, Ivory Coast Mr Jamela, who heads ZLHR in Matabeleland and Midlands provinces said the country’s laws on deliberate transmission of HIV were too broad and should be
reviewed.
He said the broadness of the laws made almost everyone who is sexually active liable for prosecution, and thus called for the repealing of the legislation.
Under section 79 of the Criminal Law (Codification and Reform) Act chapter 9:23 deliberate transmission of HIV is a criminal offence which attracts a sentence of not more than 20 years.
“On the face of it the law talks about deliberate transmission of HIV but when you analyse it further you observe that almost everyone can face prosecution,” he said.
Section 79 (b) states that “Any person, realising that there is a real risk or possibility that he or she is infected with HIV; intentionally does anything or permits the doing of anything which he or she knows will infect, which he or she realises involves a real risk or possibility of infecting another person with HIV, shall be guilty of deliberate transmission of HIV, whether or not he or she is married to that other person, and shall be liable to imprisonment for a period not exceeding twenty years”.
Mr Jamela said, “Anyone can fall into that category. There is just too much conjecture in that law.
“If a pregnant woman who is HIV-positive fails to undergo the Prevention of Mother to Child Transmission (PMTCT) programme she is liable for prosecution.
“Anyone who is HIV positive who has intercourse with someone who is negative and uses protection can still be prosecuted under this law because that person would have done something which involves a real risk of possibility of infecting another person with HIV.
“The fact that one used protection can only be used as mitigation but not to absolve anyone.”
He added, “So under this law, the criminal offence is not only about deliberate transmission but even exposure to risk of transmission, which in my view is very wide and broad.”
Mr Jamela said the law should either be amended to deal specifically with cases of deliberate transmission or be totally repealed.
“We don’t need a law that criminalises HIV. Instead we should be reinforcing the human rights response to HIV intervention by increasing issues of education and advocacy.
“We could limit the law to genuine cases of deliberate transmission,” he said.
Mr Jamela further argued that it was also humanly impossible to prove in a court of law who would have infected who between complainant and defendant in cases of deliberate transmission of HIV.
“Judiciary can’t deal with who infected who. There is no technology to generate evidence to prove that. So in most cases the person who would report first becomes the complainant. But what if the complainant is the one who infected defendant, how do you prove that?
“For a criminal conviction to happen someone should be guilty beyond reasonable doubt, but we have people being convicted of deliberate infection when that threshold has not been passed,” he said.
Head of the HIV and TB unit in the Ministry of Health and Child Care Dr Owen Mugurungi described the enactment of the law as “a moment of madness”.
He said the law was counterproductive in the fight against stigma around HIV.
“It was a moment of madness. This is what happens when decisions are made based on emotions.
“The law attacks the basic rights of people living with HIV. It’s counter-productive to our interventions and defeats everything we are trying to do to fight the virus.
“That law causes people to go underground, it scares away people from getting tested because it stigmatises HIV,” he said. – state media

ARMY LATEST: Bread Prices Shoot Up
Prices of some basic commodities, including bread, sugar and mealie-meal, have gone up over the last month, marginally raising the cost of living for urban households.
Figures from the Consumer Council of Zimbabwe show minor increases in the cost of the family food basket, driven largely by hikes in prices of bread, mealie-meal, sugar, tea leaves, milk, rice and laundry bars. These price movements, according to the consumer watchdog, are a result of fuel price fluctuations, multi-tier pricing and profiteering retailers.
The price of a standard loaf of bread went up yesterday from US$0,90 to US$1.
According to the CCZ’s December 2017 Report, the monthly food basket for a family of six increased by roughly US$4,50.
Reads the report in part: “The cost of living as measured by the Consumer Council of Zimbabwe’s has gone up. The low-income urban earner monthly basket for a family of six increased from the end-October figure of US$593,55 to US$598,16 by end of November 2017, showing an increase of US$4,61 or 0,72 percent.
“As CCZ, we assume the increase in prices could be attributed to various factors, these include fluctuation of fuel price, multi-tier pricing by retailers: some supermarkets have taken advantage of these situations by increasing the prices of basic commodities by small amounts such as 1c, 2c, 3c to 40c and consumers are not able to notice the change.”
The report continues: “The increase in prices could also be attributed to the festive season where retailers take advantage of consumers having much to spend. The use of mobile money has also been noted as attributing to an increase in basic commodities, especially at retail shops that do not have merchant codes and charge an extra percentage on goods.
“(Because of) avian flu that has struck Zimbabwe’s poultry market and also the banning of poultry from South Africa because of the same, there has been a shortage of eggs on the market and some increase in poultry meat. We also assume that this has been the cause of the increase in prices of beef products.”
Confederation of Zimbabwe Retailers president Mr Denford Mutashu said yesterday’s bread price hike was arbitrary.
Mr Mutashu sai:, “It is true, the price of bread went up (yesterday morning). I have spoken to retail managers and they confirmed that but most of the stock that came in (yesterday) was at the old price.
“Bakers have increased the price of bread by about 10 percent, meaning a loaf that was selling at 90c is now US$1 and so on, because retailers put a mark-up of 10 percent.
“We have not been consulted on this and clearly, this is just an arbitrary move. From where we stand, we are also trying to know why they hiked the price.”
Grain Millers’ Association of Zimbabwe chairperson Mr Tafadzwa Musarara added: “To us, it’s just outside economics. It could be politics at play or something like that. We don’t bake bread, but we are bakers’ biggest raw material supplier and need to acquit ourselves in that regard because flour prices have not gone up since 2008.
“The price of flour has remained at US$32 for 50kg, and if we have not increased our prices, what could have caused them to increase theirs? Wheat from Command Agriculture was being sold to millers at subsidised prices in order to manage the price of bread.”
National Bakers’ Association of Zimbabwe president Mr Ngoni Mazango could not be reached for comment.
At Zanu-PF’s Extraordinary Congress in Harare last Friday, President Emmerson Mnangagwa encouraged business to refrain from unjustified price reviews.
He said: “Meanwhile, I exhort all retailers and service providers to desist from wantonly increasing prices. I urge us to stop profiteering tendencies. Let us give our new economic era a chance. We can achieve this by working together and putting our nation first.” – state media
Mnangagwa Says ” I’m President For Everyone”
President Emmerson Mnangagwa says he will represent cross-sectional interests, standing for the rights and aspirations of all Zimbabweans.
His remarks follow an edgy period in domestic politics that saw the highly divisive G40 cabal channel factionalism, regionalism and tribalism; in addition to fuelling cronyism that drove alleged criminal activity by a few elites.
Mnangagwa, who was endorsed as Zanu-PF President and First Secretary and the party’s Presidential candidate for the 2018 harmonised elections, preached unity at his inauguration on November 24.
He continued on this note at Zanu-PF’s Extraordinary Congress in Harare last Friday, saying: “I urge the party to introspect and self-adjust in conformity with the principles, mores and genes of Zanu-PF.
“In this regard, Article 2 (Section 14) of our party’s constitution outlines the aims and objectives of our party as inter alia being ‘to oppose resolutely tribalism, regionalism, nepotism, corruption, racism, religious fanaticism, xenophobia and related intolerance, discrimination on the grounds of sex and all forms of exploitation of man by man in Zimbabwe’.
“In line with this instruction, therefore, my ascendance to the helm of the party must never be interpreted as a defeat of one faction and installation of another. My Presidency should not be perceived as a rise in the fortunes of a region, or a tribe or a totem, no. My Presidency is about a united Zanu-PF, a national party with a national outlook.”
The President said he would unite all Zimbabweans under the national flag and around the national anthem.
“I stand before you, therefore, as the President of a united, non-racial Zimbabwe, itself home to many tongues, dialects, cultures, colours, age groups.
“I am a President of women and men; the young and the old; the able-bodied and the physically-challenged; the rich and the poor; the well and the sick. I am an emissary of all the veterans and heroes, dead or alive, who through their blood sketched the cause and mission which my Presidency must promote, must actualise and advance.
“I am a President for Ndebeles, Shonas, Zezurus, Ndaus, Karangas, Manyikas, Vendas, the Chewas, Sothos. I am also the President for the Tongas, Tswanas, Xhosas, Khoisans, Shangaans, Kalangas, Nambyans and other races, all who are celebrated in our national Constitution. The role you have given me, and the Office you have inserted me into can never be partitioned to anyone.”
Political scientist Professor Charity Manyeruke said President Mnangagwa’s national outlook reflected political maturity and statesmanship.
“It is a very important message coming from a national leader. It shows that President Mnangagwa has a vision in terms of nation-building and he is already taking practical steps to unite the people,” said Prof Manyeruke.
“It shows that unity will be a key factor under his administration where he is seeking to pull Zimbabweans in one direction, working in unison to develop the country.
“The message shows that he is not discriminatory and he is prepared to unite the people under the banner of one Zimbabwe. His message also shows that he is anti-racist.
“It is derived from the unity shown by the people of Zimbabwe during the solidarity march which was organised by the war veterans where Zimbabweans of all races, creed and political affiliation came together as one for a common cause.”
University of Pretoria PhD scholar and political commentator Mr Alban Gambe added: “After a period of political polarisation, it was important for the President to deliver a message of unity.
“He did just that by pledging to represent all Zimbabweans and not just those who support his political party or those who come from his province.
“It is critical at this juncture, especially when we are due to hold elections in a few months’ time. Given the history of political intolerance in some areas, it was important that President Mnangagwa assured all the people of Zimbabwe that they are well represented through his administration.” state media
Gudyanga Remains In Remand Prison
Former Secretary for Higher and Tertiary Education, Science and Technology Development Francis Gudyanga was yesterday sent to remand prison pending a bail hearing tomorrow.
Gudyanga was arrested on Friday for alleged corruption and abuse of public office, charges stemming from his stint as Secretary for Mines and Mining Development.
He appeared before Harare magistrate Ms Victoria Machaya and offered to surrender his passport, report to the police three times weekly and deposit US$200 bail. Ms Machaya scheduled the bail ruling for tomorrow.
The State says Gudyanga dissolved the Minerals Marketing Corporation of Zimbabwe board in December 2013 and was, subsequently, appointed the corporation’s chair from then until September 2016.
It is alleged he abused his office by corruptly claiming and receiving board fees and sitting allowances totalling US$28 910 in contravention of the MMCZ Act (Chapter 21:04), which says a board comprises at least six members and a maximum of 10.
MMCZ, according to the State, did not have a board at the time, meaning the money was not due to him and the corporation was prejudiced of US$28 910.
Gudyanga is on record telling a Harare magistrate during the trial of MMCZ bosses that he had paid himself board fees when there was no board at the parastatal. He said the money was not for sitting, but consultation and decision making. Gudyanga received US$875 monthly in board fees and sitting fees of US$460 for “sitting” 21 times.- state media
Mnangagwa Moves To Arrest Mzembi And Chidhakwa
The Zimbabwe Anti-Corruption Commission is investigating former Cabinet ministers Dr Walter Mzembi and Mr Walter Chidhakwa for corruption and abuse of office.
Zacc sources told The Sunday Mail that there was reasonable suspicion the two pampered themselves with money illegally acquired during their stints in Government. Anti-graft agents are also onto former Secretary for Higher and Tertiary Education, Science and Technology Development Professor Francis Gudyanga for allegedly siphoning US$230 000 from the Zimbabwe Manpower Development Fund.
Prof Gudyanga is already in remand prison on separate charges of corruption and abuse of office stemming from his time as Secretary for Mines and Mining Development. He allegedly dissolved the Minerals Marketing Corporation of Zimbabwe board in December 2013 and assumed the chairmanship until September 2016.
It is alleged he corruptly received board fees and sitting allowances totalling US$28 910 in contravention of the MMCZ Act (Chapter 21:04) which says a board comprises at least six members and a maximum of 10.
MMCZ, according to the State, did not have a board at the time, meaning the money was not due to him. The Sunday Mail understands investigators suspect Prof Gudyanga colluded with Mr Chidhakwa, who was Mines and Mining Development Minister at the time.
Zacc is reportedly also interested in a case in which Mr Chidhakwa allegedly used his influence to unlawfully grant tax exmeption to a mining firm, which then made a hefty payment to an organisation linked to the former minister.
Dr Mzembi’s alleged abuse of office relates to vehicles he got during the United Nations World Tourism Organisation General Assembly which Zimbabwe and Zambia co-hosted in 2013.
Dr Mzembi, who was Tourism and Hospitality Industry Minister then, also allegedly awarded contracts to his wife, Barbara, without going to tender.
In his latest case, Prof Gudyanga is accused of routing US$230 000 from Zimdef to a teacher training college in Harare and then to Tsholotsho Rural District Council under dubious circumstances. Sources said the council rejected the money because it did not understand the legality of its origins.
Contacted for comment, Zacc principal public relations officer Ms Phyllis Chikandura said: “I am away on leave, so I’m not aware of anything like that.” However, our sources described the cases against the two ex-ministers as “solid”.
“Chidhakwa is suspected to have been complicit in allowing Prof Gudyanga to run a one-man MMCZ board for a considerable period . . . He also used his powers to offer tax exemption, which he is believed to have arranged with the company in question. The same company was also involved in suspicious projects that involved Chidhakwa.
“There are other charges of some dealings that were taking place at the Ministry of Mines, which Chidhakwa needs to answer to,” one source said.
Another added: “(In the Dr Mzembi) case, cars were purchased during the United Nations World Tourism Organisation General Assembly but were later converted to personal ownership. There were also contracts that did not go to tender and were given to Mzembi’s wife.
“And Zimdef is also being investigated for shelling out tens of thousands of dollars to Manicaland and Marondera state universities when the two institutions were, in fact, not in existence.”
Corruption is one of the negatives weighing down Zimbabwe’s economy, and President Emmerson Mnangagwa has vowed to crack down on it. Former Finance Minister Ignatius Chombo was recently arrested for corruption and abuse of office.
He allegedly connived with Psychology Chiwanga, R Pazvakavambwa, Iben Fransisco, James Chiyangwa, Theresa Chenjerayi, Elias Choto and L Chimimba to forge documents to transfer a Glen Lorne, Harare property from the Harare City Council to one Alois Chimeri.
He allegedly committed the offence during his stint as Local Government, Public Works and National Housing Minister. Chombo is also accused of using his influence as Local Government Minister to arm twist the Harare City Council to allocate him residential stand Number 61 Helensvale, Harare which measures 193 716 square metres.
It is alleged he developed cluster houses on the land. Initially, the City of Harare had asked Chombo to use the land for recreational purposes, but he allegedly took the land for himself through Harvest-Net Enterprises, a company he co-directed then. Chombo is out of custody on bail.- state media
CHIWENGA LATEST: Generals Now Control Zanu PF
Serving and retired members of the Zimbabwe Defence Forces (ZDF) were among the most notable winners at an extraordinary congress convened by Zanu PF in the capital yesterday as they emerged with influential party posts.
Zimbabwe National Army (ZNA) top officer, major general Engelbert Rugeje landed the position of Zanu PF national political commissar while new Cabinet ministers, former Air Force of Zimbabwe commander Perrance Shiri and former ZNA chief of staff Subisiso Busi Moyo were roped in as committee members in the politburo.
Rugeje, a veteran of the 1970s liberation war, is widely known for his abrasive political approach in his home province of Masvingo.
He replaces exiled former office bearer Saviour Kasukuwere, whose expulsion from Zanu PF was endorsed by congress.
This was perhaps at the behest of members of the Zimbabwe National Liberation War Veterans Association (Znlwva) who have repeatedly been clamouring for one of them to be appointed to the influential post.
Rugeje, Shiri and Moyo played influential roles in the military intervention that ousted former president, Robert Mugabe, last month.
Also making it into the politburo was former ZNA colonel, Munyaradzi Machacha who was named principal of the Chitepo School of Ideology.
President Emmerson Mnangagwa said he was adding this portfolio so that all party cadres are taught what he called the “correct party ideology”.
Analysts said the military cadres were probably being rewarded for their role in propelling Mnangagwa to the position of head of State and first secretary of Zanu PF.
To all intents and purposes, veterans of the liberation struggle that brought independence in 1980 are now calling the shots in Zanu PF.
Outspoken chairperson of the Znlwva, Christopher Mutsvangwa, who consistently battled against Mnangagwa’s bitter political enemies, was rewarded with the position of secretary for information, communication and technology.
He takes over from Jonathan Moyo who fled into exile at the height of Operation Restore Legacy.
Mnangagwa attracted wild acclamation from the delegates when he jokingly said he was giving the post to Moyo’s good friend.
Both gifted with oratory prowess, Moyo and Mutsvangwa freely entertained the public by engaging in extreme verbal exchanges through the press.
Znlwva secretary-general, Victor Matemadanda, himself a former soldier, was appointed to the politburo.
He replaces previous presidential hopeful, Sydney Sekeramayi, who completely missed out.
Another former freedom fighter, Marble Chinomona scooped the influential post of secretary for women’s affairs.
She interestingly replaces former first lady, Grace Mugabe, who had fired her from the women’s league shortly before the military intervention.
The powerful presidium position of Zanu PF national chairperson was resuscitated and given to Oppah Muchinguri-Kashir, another veteran of the liberation war.

Tsvangirai MDC Splits?
The opposition MDC is heading for an implosion that could seriously expose the party amid intense jostling for power as well as growing opposition to the MDC Alliance.
With MDC leader Morgan Tsvangirai’s health failing him, party insiders told the Daily News that MDC vice president Thokozani Khupe and her allies are convinced that he wants to hand over power to one of his deputies Nelson Chamisa.
This was after Tsvangirai controversially appointed Chamisa and Elias Mudzuri as his other deputies in a move that Khupe who is a product of congress views as meant to spite her.
MDC spokesperson Obert Gutu confirmed that all was not well in the party saying “of course, as a massive political party, there are bound to be differences here and there but this doesn’t mean that the partyis imploding”.
While Gutu sought to downplay the differences emanating also from the party’s decision to form the MDC Alliance saying the MDC had “developed the art of resolving whatever differences that we might have amicably and in a comradely manner” Khupe and her allies, the sources say, are fervently pushing for an extra ordinary congress to block Tsvangirai from cherry-picking Chamisa as his successor.
“Khupe and her team are convinced that Tsvangirai wants to hand over power to Chamisa owing to his failing health so they want to put him under pressure to declare that he is no longer fit to lead the organisation, hence there is need for an extra-ordinary congress,” a standing committee member who requested anonymity said.
“They are also not happy with the MDC Alliance so they have been frustrating it in Matabeleland provinces by refusing them use of MDC offices.
“They feel that Chamisa is using the MDC Alliance platform where he has been representing Tsvangirai since he was airlifted to South Africa. Chamisa is presenting himself to the party structures as the ‘chosen one’.”
With Khupe’s faction allegedly boasting of a number of top MDC officials including MDC secretary general Douglas Mwonzora, national chairperson Lovemore Moyo, organising secretary Abednico Bhebhe and Gutu, sources say they are now targeting Chamisa’s sympathisers in the party structures for purging.
“It looks like they are panicking because Tsvangirai seems to be backing Chamisa and this became clear to them when he vetoed Khupe’s decision to suspend Matabeleland South provincial chairperson Solani Moyo on allegations of disrespecting her.
Last week Tsvangirai and Khupe clashed for the second time in three months over allegations that the latter had unconstitutionally suspended Moyo who is a Chamisa ally.
In August Khupe fell out with Tsvangirai after she accused the former prime minister of being “unapproachable and unilaterally” signing the MDC Alliance deal, which allegedly gave him excessive powers.
In a bid to avoid another acrimonious MDC split reminiscent of the 2005 and 2014 fallout which severely weakened the party, Tsvangirai immediately reached out to his disaffected deputy to resolve differences related to key strategies ahead of the eagerly-anticipated 2018 national elections.
However, barely three months after the two smoked the peace pipe a political time bomb is ticking once again in the MDC with Khupe at the centre of it once more after she suspended Moyo on allegations that he “menacingly” charged at her with intention of assaulting her at a recent voter registration outreach programme.
The suspension raised the ire of Tsvangirai who immediately wrote to Khupe advising her that she was out of order and that he was “disturbed” by her conduct.
In a December 7, 2017 letter to Khupe, Tsvangirai said he was concerned that Khupe had made half-hearted attempts to engage him on the matter through a letter requesting permission to suspend Moyo but went on to act without getting his views.
“I am disturbed that before I even considered your request and the issues surrounding the same you have gone ahead to suspend the party’s chairperson in a matter in which you are a complainant and gone public about the same,” reads part of the letter.
“It is not my intention at this stage to go into the merits of the case or the constitutionality of the actions taken to date without a proper investigation by a competent authority.
“However for the sake of the good of the party and the respect for principles of natural justice, I am now referring the matter to the Arbiter General of the party for a full investigation in which he shall advise me the correct and constitutional process to follow and in the meantime, Moyo shall continue to perform his duties as our chairperson,” Tsvangirai directed.
Tsvangirai also revealed that Moyo had also sought his intervention after he raised complaints against Khupe’s conduct.
He directed Mwonzora to compile the MDC Arbiter Generals’ terms of reference for the investigation “taking into account your original submissions to me and the submissions made to be by Moyo on the same”.
Tsvangirai said he would immediately commission the investigation as soon as Mwonzora furnishes him with a draft copy of the terms of reference.
The development raised fears that the MDC could be headed for another split owing to the serious differences within its leadership.
This was after Tsvangirai had signed into life the MDC Alliance together with various other opposition parties at the Zimbabwe Grounds in Highfield, Harare, on August 5.
Among the signatories to the pact are the People’s Democratic Party (PDP) led by Tendai Biti, the MDC led by Welshman Ncube, Transform Zimbabwe headed by Jacob Ngarivhume, Zanu Ndonga headed by Denford Masiyarira, and the Multi-Racial Christian Democrats led by Mathias
Guchutu.
Both Biti and Ncube are former secretaries-general of the main MDC formation led by Tsvangirai. Khupe, Bhebe and Moyo boycotted the launch of the MDC Alliance — instead holding their own meeting the following day in Bulawayo, and which gathering was cut short by violence by suspected party thugs.
The Matabeleland leadership, although not opposed to an opposition alliance per se, were not happy about the allocation of seats to other parties in the region — arguing that the MDC had been doing well in their provinces in previous elections without an alliance with other parties.
Matters were further complicated when Khupe and her colleagues in Bulawayo boycotted the second launch of the MDC Alliance which was later held in the second city — heightening fears of another damaging party split.
The MDC initially split in 2005 when Ncube walked out of the party, accusing Tsvangirai of taking unilateral decisions.
In 2014, the party split again, this time with Biti packing his bags after he also accused the popular Tsvangirai of allegedly having dictatorial tendencies. Daily News
Chombo And Crew Granted Bail
Former Finance Minister Ignatius Chombo and former Zanu PF youth leaders Kudzanayi Chipanga and Innocent Hamandishe’s accomplice Mathew Mleya who has been on the run has appeared in court facing criminal nuisance charges.
Mleya appeared before Harare magistrate Ms Victoria Mashamba who granted him $200 bail and remanded him to 8 January for trial.
The court heard that Mleya connived with Chombo, Chipanga and Hamandishe to wear Zanu PF party regalia embezzled with President Emmerson Mnangagwa’s initials.
They allegedly posed for photographs in that regalia despite being expelled members of the party.
Chombo, Chipanga and Hamandishe appeared in court on Friday (yesterday) facing the same charge with Mleya and were ordered to abide by the bail conditions imposed on other cases they are facing.- state media
ANC CONGRESS : Zuma Goes On The Offensive
President Jacob Zuma has not shied away from rebuking those he feels were not amenable to his tenure as president of the ANC, including the media and his alliance partners.
Zuma opened the party’s national elective conference in Nasrec, Johannesburg, on Saturday with his political report.
The outgoing ANC president did not hold back from slamming multiple players he felt were actively working against the ANC, starting with the party’s Veteran’s League.
“It was never in the mind of the organisation that this could be a vehicle to be used to cause more problems in the ANC.
“I’m an outgoing president, and my major operations now will be, among others, with the veterans. I will remind my comrades that their main purpose is to help the movement.
“Not to be part of the helly-belly of the problems of the movement.”
Zuma described the Veteran’s League as a “crucial” structure that should provide rearguard support to the movement.
“So, when the bigger body has problems, they can refer the issues and say, ‘help us, we have a problem here’. We cannot be part of the problem.”
The Veteran’s League has been critical of Zuma, and has called on the National Executive Committee to recall him.
SACP, Cosatu
Next up were the ANC’s alliance partners, the SA Communist Party and the Congress of South Africa Trade Unions, which both publicly called for Zuma to resign earlier this year.
“Let me not forget Cosatu… The tensions that have built up over the years, at times as a result of dissatisfaction with the policy instruments adopted by the ANC and its government, have now come to a head.
“In an unprecedented move, we saw in the past few months our alliance partners marching side by side with right-wing forces who are historical opponents of our democratic revolution, calling on the president of the ANC to step down.”
He also bemoaned the decision taken by Cosatu to “bar the president of the ANC from attending or addressing any of their gatherings”, as well as the May Day rally, where he was booed by Cosatu members.
He was more conciliatory in tone towards the SACP, acknowledging that the party had resolved to contest elections on its own.
“Hardly three weeks ago, the SACP contested elections on its own, working against the ANC in the Metsimaholo Local Municipality in the Free State.
“This conference must discuss these new developments and provide direction, having given due regard to the proposals of the SACP around the reconfiguration of the alliance, in line with the new conditions of struggle.”
The private sector, civil society and the media were not let off the hook either.
“We should also be mindful of the fact that media is an active participant, with vested interests, rather than impartial observers of the organisation,” he said.
“The mobilisation of the media against the ANC and the country, from Johannesburg to London to Washington DC, has gained momentum in recent months.
“We need to reflect on how to communicate with our people, in a climate where forces hostile to our organisation control the means.”
He also slammed those ANC members who had “actively used the media to fight personal battles against the ANC”, damaging the party in the process.
Zuma welcomed the role non-government organisations have played in the country, but claimed there was a sporadic “emergence” of NGOs which were hostile.
“Some NGOs appear to fight the ANC, and appear to be well resourced, and constantly take government to court to fight political battles.
‘I did my best’
“We have also seen unusual activism from the private sector lately, with the support of such formations and big business of taking the unusual step of encouraging workers to leave work with full pay and march against the government,” Zuma said.
“The same employers adopt a no-work, no-pay stance when the same employees demand higher wages.”
Other formations appeared to “exist to protect white privilege”, by pretending to protect the interests of the poor and working class.
At the end of his speech, however, Zuma declared that he bore “no grudge” against any member of the party that had called for him to go.
“I understand that this is politics, and you are entitled to your views,” he said.
“I tried my best.”
As he concluded, the delegates gave him a standing ovation, with some members chanting, “Zuma! Zuma! Zuma!”- News24
Zvorwadza Remains In The Trenches
National Vendors Union leader Sten Zvorwadza has challenged his placement on remand in a case in which he is accused of undermining the authority of former president Robert Mugabe after he criticised him for removing vendors from the streets.
Zvorwadza’s lawyer Jeremiah Bamu said the State had failed to prove a basis for prosecuting his client under section 33(2) which criminalises undermining the authority of, or, insulting the president.
“It is submitted that insufficient facts have been alleged to enable the court to objectively find the existence of a reasonable suspicion of his/ her having committed, or being about to commit a criminal offence,” Bamu said.
“The facts alleged in the Form 242 do not disclose any offence. No allegation is made with regards to the falsity of the statement alleged.”
Bamu further said the statement made by Zvorwadza was actually backed by Zimbabweans during demonstrations that rocked the country for him to step down.
“…even if that allegation had been made, it could not have had been a sound allegation. It surely cannot be false that a 93 year old person is old. The statement could only have had been false if it alleged that a 93- year-old was “young”.- Daily News
SANCTIONS WAR: Jonathan Moyo Gives Thumbs Up To Tsvangirai Led Alliance
Farirai Madhumbe | Amidst social media reports of disgruntled Zanu PF supporters joining the opposition exiled Professor Jonathan Moyo has set the ball rolling by openly supporting MDC Alliance position on sanctions.
Disgruntled Zanu PF members from the Mashonaland Central, Mash East, Mash West, Manicaland and Matebeleland regions are expected to resign enmasse in protest over a “Super Karanga” agenda in the ruling party.
President Emmerson Mnangagwa failed to chair his first Politburo meeting last week after tribalism reared bits ugly head threatening yesterdays special congress, he then later delayed announcing his two VPs cautious over the highly sensitive matter and the tribal storm brewing in the ruling party.
Assurances by Mnangagwa that Zanu PF is for everyone seem to be futile after it has also emerged through other sources that he intends to remove General Constantino Chiwenga as ZDF boss and put there a more trusted Karanga ally. According to the proposal being resisted by some of Chowenga’s allies on social media, Chiwenga would then be appointed VP but with Mnangagwa still having the power to fire him at will.
Writes blogger Allan Wenyika, “Chiwenga, on the other hand, does not want to become VP. He wants to remain as Commander of the ZDF. It appears ED doesn’t feel safe with Chiwenga commanding the army anymore. Last night ED and Chiwenga had a bitter argument over the issue. The postponement today to appoint the two VPs is informed by the friction that now exists between ED and Chiwenga. Mugabe must be laughing now.”
It is not the first time that Zanu PF would have resigned enmasse to join the opposition they did so before in 1997 at the formation of the MDC with many structures resigning together to join the opposition.
“A military coup is a military coup and in terms of the Constitution of Zimbabwe it can only beget nothing else but an unconstitutional government and thus an illegitimate dispensation! #CouptheCure @dewamavhinga,” Moyo said on his twitter account.
The former Zanu PF politburo member took another about turn as he supported the opposition’s call for the United Nations and other international election watchdogs to supervise the 2018 elections.
Zanu PF has always maintained that the elections will not be observed by the UN.
“Given what has happened since the coup d’état of 15 November 2017, the only way forward is for Sadc, AU and UN to cure the coup by restoring constitutional legitimacy through a civilian national transitional structure to oversee free, fair and credible elections! Cure the coup. To expect the same Junta and Mnangagwa who violently grabbed power through a coup d’état on 15 November to organise and oversee free, fair and credible elections is the same as expecting Satan the devil to organise and run the church of God on behalf of Christians! Cure the coup,” Moyo insisted.
He further called on the Southern African Development Community (Sadc), the African Union (AU) and UN to interrogate the deployment of the Zimbabwe Defence Forces (ZDF) on November 15 and the “alleged resignation of Mugabe on November 21. Firstly, was the ZDF deployment constitutional? Secondly did (former) president Mugabe voluntarily and freely resign?”
Moyo starkly warned: “The Junta will pay at the polls for humiliating …Mugabe!”
This week, Tendai Biti led an MDC Alliance delegation comprising Nelson Chamisa, activists Dewa Mavhinga and Peter Godwin to make presentations before the US Senate Foreign Relations Committee on Tuesday where they urged Washington to maintain its current policy on Zimbabwe, which includes the sanctions.
Foreign Affairs and International Trade minister Sibusiso Moyo has responded by saying it was staggering that opposition expects Mnangagwa to undo the wrong committed over 37 years in just two weeks.
In the wake of an outcry from Zanu PF, Biti said the ruling party should stop “being cry-babies” and implement electoral reforms if at all it is sincere about creating a new political dispensation.
Moyo’s narrative on maintaining existing US policy towards Zimbabwe until the military removes itself from politics was in tandem with that of Biti who described the intervention by the army in the country’s political affairs as an illegal and illegitimate transfer of power from one faction of the ruling Zanu PF party to another.
Speaking after lobbying Washington as Zanu PF went into overdrive blaming the MDC Alliance for calling on sanctions to the detriment of ordinary Zimbabweans, Biti said:
“The goodwill we have witnessed as MDC Alliance on this trip, the doors that have been open for us here, some of the offices we have entered that are no normally not opened to anyone is telling, when we say we have the keys to unlock Zimbabwe it’s not a lie. It’s all shown us that we have the goodwill as the opposition. Our message has been that it’s time to build Zimbabwe that has been our message from the white house, national security department, Capitol Hill, it’s time to build Zimbabwe but Zimbabwe has to walk the talk. There has to be incentives for good behaviour. So the ball is in our court. Let us not cry sanction or no sanction lets walk the talk.”
In his welcome remarks to the Zanu PF central committee meeting on Thursday, Mnangagwa stressed that general elections will be held next year as scheduled, promising that unlike in previous seasons, this time around the outcome will not be disputed.
“As I have already announced, harmonised general elections will be held in 2018 — as scheduled. Government will do all its powers to ensure that these elections are credible, free and fair,” he said without elaborating.
It remains to be seen if Mnangagwa will stick to his word within the eight months preceding the elections that are expected in July next year.- Daily News
MNANGAGWA IN: Price Hike Madness
In spite of the softening rates on the parallel market, prices have shot through the roof in the past few weeks with most basic products now beyond the reach of many.
A snap survey by the Daily News revealed that prices of basic commodities have gone up by between two and 125 percent within a month, dampening the pomp and fanfare that is normally associated with the festive season.
Basic goods such as cooking oil, sugar, rice, meat, flour and milk products are fetching much more than they used to last month, presenting major headaches to the authorities.
President Emmerson Mnangagwa has promised better prospects for the country’s economy since being sworn-in last month as Zimbabwe’s second executive president.
Within a month after assuming the reins of power on November 24, the 75-year-old ex-guerrilla leader has come face-to-face with rampant indiscipline and speculative behaviour buffeting the country’s economy.
The Daily News can report that some of the retailers are taking advantage of the seasonal demand associated with the festive season to hike prices and fatten their pockets.
A two kilogram packet of plain flour, which was trading at $1,70 a few weeks ago, is now selling for $1,99 – an increase of about 17 percent.
The same quantity of self raising flour, which used to retail at between $1,89 and $1,99 is now going for between $2, 07 and $2,29 in various retail outlets, translating to increases of nine and 15 percent respectively.
A 2kg packet of ordinary rice that was going for $2,85 by the end of October has gone up by 15 percent to fetch $3,29 while superior quality rice such as basmati and jasmine jumped from around $4 up to as much as $9 over the same period, signifying an increase of a whopping 125 percent.
The price of sugar has gone up marginally from $1, 95 to $1, 99 for a 2kg packet, while a 2 litre bottle of cooking oil is trading at between $4,35 and $4,90.
One litre low fat and full cream milk products that were priced at $1,19 are now going for $1, 49, while another brand that used to go for $1, 19 is now fetching $1, 35.
Meat prices have also rocketed, with commercial beef which cost $4,50/kg at the end of October now selling at between $7,50/kg and $9/kg.
The price of super fillet has risen to as much as $16/kg.
In addition to being in short supply due to the outbreak of avian flu, chicken prices have spiked from $3,50/kg to $7/kg.
The price of table eggs also surged from $5 per crate to $6, 40 per crate over the comparative period.
The margins are even worse for imported luxuries such as chocolates, lotions and sanitary wear products.
Confederation of Zimbabwe Retailers (CZR) president, Denford Mutashu, said while the price hikes were largely a result of the prevailing foreign currency shortages, indiscipline has also set in the market resulting in profiteering.
Due to the scarcity of foreign currency, local companies are being forced to access expensive money on the parallel market with the additional cost being passed onto the consumer.
“Labour has not gone up, but the cost of production is going up. As we approach the festive season, our call is that players should desist from price increases based on profiteering,” said Mutashu.
Mutashu said CZR has noted instances whereby some registered and unregistered retailers are refusing to accept payments effected through mobile money.
He said: “Some claim not to have swipe facilities, while others are putting a cap on the amount of bond coins that could be used to effect payment. The rest has to be of higher denominations.”
The price increases are certain to add more fuel to the inflation fires.
This will put pressure on disposable incomes with workers likely to demand pay increases consistent with the breadline going into the New Year to compensate for the eroded salaries and wages.
According to the latest consumer price index data, inflation spiked the highest this year in October.
Inflation levels in many salient sub-indices remained stagnant during mid-2017, compelling government to introduce an additional $300 million worth of bond notes under a stand-by liquidity support facility in September — with the aim of stimulating foreign exchange liquidity.
Core inflation was 2, 24 percent in October, compared to the 0, 78 percent year-on-year reading the previous month.
Official inflation figures are now being questioned by independent economists with Steve Hanke, an economics professor at Johns Hopkins University in the United States, saying Zimbabwe’s real inflation rate as measured by purchasing power parity and taking into account its de facto exchange rate, was 313 percent a year and 112 percent on a monthly basis.
Hanke, who has written a book about the country’s 2008 crisis, dismissed official statistics that put year-on-year inflation at just 0.78 percent in September as a “truly fantastical piece of artwork”.
“Zimbabwe, welcome back to the record books! You have once again entered the inglorious world of hyperinflation. It is a world of economic chaos, wrenching poverty and death,” he said.
“Its purveyors should be incarcerated and the keys should be thrown away,” he concluded, taking a swipe at the then government of 93-year-old Robert Mugabe who was forced to resign last month.
Confederation of Zimbabwe Industries president, Sifelani Jabangwe, told the Daily News this week that local manufacturers have not hiked prices that much.
He said the country’s largest industrial representative group was of the view that prices of imported goods were the ones that have significantly gone up with locally manufactured products remaining with a 20 percent increase margin from comparative prices last year.
“For the imported goods, it’s mainly driven by the shortage of currency. However, with locally produced good, you should look at it differently.
“Meat, on the other hand, is a different story. We are also trying to understand if the price has been affected by the new regulations for farmers. It could also be the issue whereby some farmers are now asking for half cash payment and half electronic payment, which could be driving up prices,” said Jabangwe.
Economic analysts are predicting doom and gloom for the consumer unless the authorities adopt stern measures to curb overpricing.
There are fears that Zimbabwe could easily slip into another hyperinflationary era reminiscent of the 2007/09 period when soaring inflation obliterated the Zimbabwe’s dollar along with its pensions and savings.
To escape hyperinflation which had topped out at 500 billion percent, the country was forced to adopted the United States dollar in 2009, along with Britain’s pound and the South African rand.
But the relative financial stability of the last eight years has unravelled in the last few months as acute foreign exchange shortages have led to sharp price increases.
Meanwhile money in banks is losing value fast.
University of Zimbabwe economics professor, Tony Hawkins, said blamed the foreign currency shortages for the price increases.
“Most of the goods manufactured in Zimbabwe have an imported component… If you look at money supply on the parallel market, it gives you a better picture of what we are going through,” he said.
Economist, Elliot Lumbe, parallel market cash traders must be eliminated if prices were to go down.
“Let’s get rid of money traders who include big guys in government because they are the ones that access large sums of cash in both United States dollars and bond notes,” he said.
“For goods that are produced locally, there is lack of discipline along the entire chain – from manufacturers down to retailers. Prices are pegged differently, depending on the mode of payment. For example, bond notes have their own commodity value and the US dollar has its own commodity value,” said Lumbe, referring to the existing three-tier pricing system.- Daily News
Drama As Robbers Pounce On Forex Dealer
Three knife wielding robbers allegedly attacked a Beitbridge based forex dealer and stole $3 350 before dumping him in a bush.
Matabeleland South acting provincial police spokesperson, Assistant Inspector Loveness Mangena confirmed the incident which occurred on Tuesday.
She said three suspects Sindiso Moyo (29), Gerald Labison (29) and Enault Ndebele (26) all from Insiza District have since been arrested.
“I can confirm that we recorded a robbery incident in Beitbridge at Engen Garage on Tuesday around 2PM. In this incident, a Beitbridge cash dealer was approached by Sindiso Moyo who wanted to exchange R30 000 for $4 000. Moyo connived with two other men and stole $3 350 and a cell phone from the cash dealer at knife point,” she said.
Ass Insp Mangena said the robbers left the cash dealer stranded about 100 metres from Lutumba tollgate and he reported the matter to police manning the tollage. She said the robbers were intercepted by police manning a roadblock in Bubi area resulting in their arrest and recovery of the stolen money.
A source said the forex dealer, Mr Liberty Masuku was attending to Moyo, one of the suspects, when a vehicle stopped close to them under the pretext of looking for passengers.
He said Moyo offered the driver $20 so they could do their cash transaction inside the vehicle. The source said the driver drove off and picked up the second suspect along the way leading to the robbery.
Meanwhile, Ass Insp Mangena said a couple was robbed when the man stopped the car following a tyre puncture.
“The second incident occurred on Wednesday at around 1AM at a railway crossing along Beitbridge- Masvingo Road. Itayi Taderera from Harare was travelling along that road with his wife in a Toyota Corolla when their vehicle had a tyre puncture about 100 metres from a railway crossing.
“While Mr Taderera was changing the tyre he was approached by two unidentified men who hurled stones at him and demanded money. They stole $1 200 and R500 cash, two cell phones and clothes valued at $1 970 and fled,” she said.
Ass Insp Mangena appealed to members of the public who may have information on the whereabouts of the two unidentified men to approach any nearest police station.
She urged members of the public to report cases early.
“We urge people to report cases early so that police can act swiftly and make arrests. We also urge people to be on the look out for criminals especailly at night along highways such as the Masvingo- Beitbridge road,” she said.

SANCTIONS WAR: Mnangagwa Can Avoid Mugabe’s Ruinous Path
Kennedy Kaitano | It is very sad that progressive Zimbabweans are losing out on opportunities because of the path former President Robert Mugabe chose for the country, a path which Comrade Emmerson Mnangagwa has the opportunity avoid for the country, and we all hope that the new President will do all he can to ensure that Zimbabwe is accepted back into the international community.
Zimbabweans have lost on opportunities such as the Commonwealth Scholarship fund which many of our fellow African countries have benefited from since the Mugabe Government’s decision to pull out of the Commonwealth of Nations. There are man more opportunities that we continue to miss out on, and it is time the new President seriously addresses the situation.
Mnangagwa Ditches Sekeramayi
Farirai Madhumbe | President Emmerson Mnangagwa has ditched, Sydney Sekeramayi, from his leadership a man who had been set up by the G40 faction as his rival in the bitter Robert Mugabe succession war.
Sekeramayi lost his post in the Zanu PF party’s powerful Politburo and was not given any Cabinet post either, as Mnangagwa made changes to his leadership in preperation for the 2018 elections. Mnangagwa with the full backing of the Zimbabwe Defence Forces, traditional leaders and war vets is anticipating a clean sweep in the crucial elections which might bury the country’s splintered opposition once and for all.
The state media reports that,Mnangagwa yesterday appointed Oppah Muchinguri-Kashiri as the ruling party Zanu-PF’s national chairperson, further revealing that he will be naming his two deputies in the next few days.
President Mnangagwa also announced new members of the party’s politburo to fill in positions that had been left vacant following the expulsion of the holders.
Delivering his closing remarks at the Zanu-PF Extra-Ordinary congress that was held at the Robert Mugabe square in Harare, the President said the nation will have to wait a few more days for the announcement of the new Vice Presidents.
The Vice Presidents positions were left vacant after the elevation of President Mnangagwa and the expulsion of Mr Phelekezela Mphoko.
“I know that there are some positions that are vacant that have to be filled, chief among these being the two Vice Presidents. However I won’t be announcing the names of the two Vice Presidents today, I will make the appointments in the next few days.
“As for the post of national chairperson I am appointing Oppah Muchinguri-Kashiri who was previously the secretary for welfare and transport,” said President Mnangagwa to cheers and applause from delegates attending the congress.
The President also elevated Dr Obert Mpofu who was the secretary for economic affairs, to the position of secretary for administration. Patrick Chinamasa takes over from Dr Obert Mpofu. Chinamasa was previously the secretary for legal affairs.
Dr Mpofu replaces Dr Ignatius Chombo who was expelled from the party.
Mabel Chinomona was appointed the party’s secretary for Women’s League, Pupurai Togarepi was re-instated as the secretary for Youth Affairs while Major General Engelbert Rugeje was appointed secretary for the Commissariat.
Maj-Gen Rugeje took over from Mr Saviour Kasukuwere, Togarepi takes over from Mr Kudzanai Chipanga while Chinomona takes over from former First Lady Mrs Grace Mugabe. All three were expelled from the party.
War veterans’ leader, Christopher Mutsvangwa was appointed as the new secretary for Science and Technology with President Mnangagwa jokingly saying he was “replacing his friend Professor Jonathan Moyo”.
Prof Moyo like Mr Kasukuwere, Mrs Mugabe, Dr Chombo and Mr Chipanga was expelled from the party
Other major appointments made by the President include; Paul Mangwana (secretary for Legal Affairs), Fortune Chasi (deputy secretary for Legal Affairs), Victor Matemadanda (secretary for War Veterans, Detainees and Restrictees), July Moyo (Secretary for Transport), Lovemore Matuke (Secretary for Security), Munyaradzi Machacha becomes head of Chitepo Ideological College and will also sit in the Politburo.
Air Marshal Perence Shiri and Major General Sibusiso Moyo have both been appointed into the Politburo.
Speaking after her appointment as the party’s national chairperson, Oppah Muchinguri-Kashiri vowed to repay the confidence shown in her by the President by working hard to further uplift the ruling party.
“I am very humbled by the confidence which has been shown to me and I will repay this confidence by pledging my loyalty both to the President and the party. I will serve the party and I promise you that I will surpass the expectations,” said Muchinguri-Kashiri. Herald
More Trouble As State Media Attacks Sulumani Chimbetu
HERALD | Sulumani Chimbetu is indeed a silly young adult. And that is putting it very leniently and lightly! Events of the past year are more than testament to that.
As a fact, no doubt. It is a painful realisation; the fact that while he is a very talented person, his star has failed to shine as bright as it could because of happenings outside of the studio where he is expected to give his best and please his haemorrhaging number of fans.
He is losing them by the bucketful. If he were to sit for the bar exam, that exam prospective lawyers take before they are allowed to practise, Sulumani would probably ace that exam and pass with flying colours.
By now, he must be a guru in all things law. He has been spending more time in the courts than he has been in the studio and must now know most tongue twisting judicial terms; locus standi, ab inito, res judicata, pro se, nolo contendere. Perhaps, one could argue with Sulu’s numerous court visits in mind, he knows these terms even more than people who have been on the bench for decades.
His protracted battles with his erstwhile wife Marygold Mutemasango have distracted him and they are over silly little things that he could and should have avoided before washing his ample dirty linen in public. So large was that consignment of dirty linen that he must have needed a whole lot of detergent. Yet a combination of boyish, impressionable oozing libido, a string of children, a unique breed of arrogance and big-headedness all came together to get him in this mess.
Singing with his hands in his pockets to irk Dunstable fans in the UK in 2012 right down to not reinventing himself; still using a blue-tooth phone earpiece in the modern age with many in the new generation actually thinking he wears a sixteen dollar wireless in-the-canal hearing aid and that he is hard of hearing shows that he needs reinvention and regrowth.
The frontman for Alpha-Omega ice-cream’s life is nowhere as sweet as a dairy product. It has soured. And while he was the poster child for good music with scorchers such as “Sean Timba”, “Nhambarakishoni”, “Njiva” and “Non Stop”, he has now been eclipsed by people with lesser song-writing skills including his erstwhile mate Jah Prayzah, with whom he now has a Cold War, albeit one they would be quick to deny exists.
Captain Sulu who had made every city and small town his hunting ground has stopped performing outside the capital, which could be a process of starting afresh. Dendera lovers from Karoi’s Dungane Farm could be the most hard done by Sulu’s hiatus, they are probably looking for him in the same manner they looked for Alice Mbewe’s daughter who got lost in the crowds in 2016.
Now, it is not Alice Mbewe’s child that is lost, but Sulu’s career that is lost in the courtrooms of Harare’s Maintenance Court circuit. Before he was in court he spent considerable time between the sheets, which is why alimony cases now stalk him. It is simple social mathematics; have a lot of children and you will have a lot of maintenance to pay.
Fortunately the magistrate has found to his favour that Zimbabwe is a tough economic environment and hence he had his alimony cut in half. Good for him! And also a good message to lazy bums like Marygold who think making babies with reasonably wealthy people is all one needs to do to get through this life; she has to pay for the kids as well because she has half the responsibilities of their raising on her shoulders.
Her surname may be Mutemasango, but Sulu is not a forest that she should cut to the ground simply because she is lazy to make a living for herself and her children. Marriage is not a diamond mine in Chiadzwa. Child bearing is a responsibility for two people! Hopefully she will start looking for a job and knows that following music shows, ‘maband’, spending maintenance money on booze and joy is not a profession!
Now Sulu can breathe and get back into the studio. The place where he belongs. And he should get down to writing and producing the great music that we know him for producing. And he needs good friends who should teach him to be humble and not big headed. If need be, the hydrocephalus equivalent of ego needs to be drained from his head to return it to its original size.
Death is an unfair thing, it robs us of amazing talent in music. But Sulu should never be let to make anything other than death steal him from us and the fans. He is an immensely gifted music god. He needs to write well again and go back into the pantheon of music gods and start pleasing the masses.
Already he has said he will not be releasing a Christmas album, pushing back the release of music that he had meant to release this year. No doubt his court appearances are responsible for a large chunk of him having to change the release dates. The hope is that soon; very soon, we will see the return of Sulumani the high riding airman. And we will see the last of Sulumani, the naughty knave who spends too much in the courtrooms!
ALERT: Search For Missing 2 Year Old Chris Bere
Ray Nkosi | A Chipinge family is searching for two year old Chris Bere who went missing last Monday while in the care of his grandmother.
The family is concerned about Chris’s whereabouts further complicated by little cooperation from ZRP Chipinge.
According to family sources who have narrated the family ordeal to ZimEye.com, “So far it looks like Monday morning the child was left sleeping in a room while the grandparents and workers were working on a nearby field. The grandother walked back to check on him but before getting home met one of the farm workers who is said to have been coming from buying tobacco for himself. She asked him if the baby was awake, if he heard heard any cry, and he replied no, and that the child is asleep.”
After which the grandmother checked on her grandson again and found him gone, raising alarm and a search party got into motion.
The relative contiues to explain the unfolding events: “People from neighbouring villages helped but found nothing. A report was made to the Police, Chipinge Hospital and Social Welfare and still no trace. The police it is said did not come the day of the report and never brought tracer dogs which would have more likely traced the child’s movement from his bedroom to wherever he went or was taken.”
Ignoring the urgency of the matter Chipinge Police stood by what they say is their policy to wait 48 hours before accepting a missing person report. At the time of writing almost five days later no arrests have been made and noone has been taken in for questioning.
The family has resorted to posting appeal posters in the city centre and residential areas of Chipinge. They have also appealed for information on social media, radio, television as well as a local newspaper.

Zanu PF does not respect the constitution which means they do not respect the rule of law which means they have no intention of respecting the will of the people which means elections are not going to be free and fair.
The worst people in society always make it big in politics, finding their way to parliament, law enforcement, government and even the presidency. Their rottenness then spoils these noble institutions turning the country into garbage. The best people we have like Strive Masiyiwa refuse and shun politics and we end up with human scum leading us. SECRET TALKS: Tsvangirai Wanted To Meet Mnangagwa
Farirai Madhumbe | MDC leader wanted to meet and talk to President Emmerson Mnangagwa, before he announced his Cabinet, Catholic priest father Fidelis Mukonori has revealed.
Father Mukonori who was mediator between former President Robert Mugabe and the military told the Jesuit Review that Tsvangirai had approached him to facilitate a meeting with Mnangagwa to chat a “way forward.”
Revelations by Father Mukonori come against a background of the MDC making spirited denials of having wanted to make “a deal” with Mnangagwa as exposed by War Vets leader Christopher Mutsvangwa.
Reports the Jesuit Review,“He (Mukonori) has been meeting with Morgan Tsvangirai, a former prime minister who had led the opposition to Mr Mugabe through the Movement for Democratic Change Zimbabwe.
“Father Mukonori says that Mr Tsvangirai wanted to discuss a way forward for the country with the new president. But on the day of their second meeting, the newly inaugurated president announced his cabinet.”
Tsvangirai’s wish, according to the magazine, quoting Mukonori, “would have been that they discussed the issue before the new president announced his new government.”
Mugabe’s Shadow Haunts Mnangagwa Congress
Zimbabwe’s Robert Mugabe may have been deposed as president, but some of the ruling party’s senior officials are struggling to stop mentioning the man who dominated their country for 37 years.
Two government ministers were left embarrassed at a party congress on Friday when they used the name of the veteran leader when referring to the man who replaced him after last month’s de facto coup, new president Emmerson Mnangagwa.
Energy Minister and ZANU-PF spokesman Simon Khaya-Moyo chanted “Forward with President Mugabe!” in the native Shona language before hastily correcting himself to “Forward with President ED Mnangagwa”.
Mnangagwa, who was sworn in as president of the southern African country on Nov. 24, initially sat stony-faced before breaking into a smile when another official whispered to him.
Finance Minister Patrick Chinamasa also started referring to Mugabe as the party’s candidate for elections due in 2018 before correcting himself. Mnangagwa was endorsed as the ZANU-PF leader and candidate for the top job for the vote which he said on Thursday said could be sooner than expected.
Mugabe himself was out of the country. Sources said he visited a hospital in Singapore this week, apparently for medical checks.- Reuters

Tsvangirai’s MDC Proposes Robert Mugabe Road Be Renamed After President Emmerson Mnangagwa
An MDC-T Harare City councillor has proposed that Robert Mugabe Road in the capital be renamed after President Emmerson Mnangagwa.
Contributing to a debate on the naming of streets in new suburbs, Glen Norah councillor, Wellington Chikombo said since former president Mugabe had a street and an international airport named after him, it would be “fair if the street was to be named after President ED Mnangagwa”.
“Your worship, I think we need to be careful when it comes to naming streets or buildings after some people. We need to avoid over burdening one person by piling names on him.
“We have Robert Mugabe street named after him, we have Robert Mugabe International Airport and now informally though, we have the so called Robert Mugabe square. We risk confusing ourselves and our people. I was proposing that we could change the street and name after the new president ED Mnangagwa,” he said.
Chikombo did not find supporters to his initiative with mayor Bernard Manyenyeni saying the matter should be ventilated at committee levels and by-laws need to be changed to allow eminent personalities in society to be appreciated.
“I request that this matter be dealt with at committee level and that we get clarity on people who should be honoured,” Manyenyeni said.
Zanu PF calls the civic centre opposite the Rainbow Hotel as Robert Mugabe Square while the opposition call it Freedom Square and Manyenyeni said none of the two names were legitimate.
Council wants to name streets in new suburbs but the current by-laws prevent the use of people still alive with the exception of heads of states.
Meanwhile, chairperson of the Environmental committee Herbert Gomba said a number of Harare residents were failing to register to vote as some areas have nameless streets.
Council has also approved the closure of Zimbali Gardens — a popular joint which was being used to host weddings, parties and conferences.- Newsday
ARMY LATEST: Grace Mugabe Refuses Security Personnel Cut
Government has made drastic cuts to former president Robert Mugabe’s travel expenditure after the ousted long-time leader and his family flew out of Harare to Singapore this week, nearly a month after his 37-year term came to a dramatic end following a soft military coup.
This comes as it emerged that Mugabe spent US$32,1 million on foreign trips between January and September this year against an annual budget of US$20,6 million. The Office of the President and Cabinet also spent US$1,1 million on domestic travel as of September against a budget of US$650 000.
Officials close to this situation also revealed the former leader’s security team at his Borrowdale “Blue Roof” mansion was also reduced from 85 to 20.
Sources familiar with developments at Mugabe’s mansion told the Zimbabwe Independent this week that the nonagenarian was granted the presidential Air Zimbabwe aircraft (AZW1) when his family and security team left the country on Monday evening. Former first lady Grace Mugabe, the sources said, took six security personnel after resisting efforts to reduce her security details to three.
According to figures obtained from the 2018 National Budget, the Office of the President and Cabinet spent US$32,1 million on foreign trips, although the trips have yielded little in tangible results for Zimbabweans. The expenditure came at a time Treasury is struggling to pay civil servants as well as finance capital projects and social service delivery.
In a massive decline from the previous years, Treasury allocated US$17 million to the Office of the President and Cabinet for foreign travel and US$700 000 for domestic travel in the 2018 budget.
Treasury figures show that the public sector wage bill currently accounts for 90% of government income, starving other critical sectors of funding.
Mugabe flew to Singapore, where his daughter Bona, son-in-law Simba Chikore and grandson Simbanashe have been stationed since the military take-over.
Mugabe’s fun-loving sons Robert Junior and Bellarmine Chatunga were staying at their affluent Sandhurst mansion in Sandton, Johannesburg, South Africa, until they came back last week to face reality.
“AZW1 departed at 2100hrs with 18 crew and 23 passengers on Monday night. Mugabe had to compromise by allowing a smaller contingency, as well as a smaller security team, so that Grace could be allowed to travel with a six-member security team for herself. He also reduced the security team accompanying him, although Grace refused to take three security people with her. In the past he would have taken over 80 people,” a source said.
“For Mugabe, he ended up flying out with three security people, although three others had already left before him. The former presidential limousine, the bullet-proof S-Class 600 Pullman, now has ordinary yellow plates and his departure was low-key given the cut in security.”
“He will use that wing to host visitors who may want to visit him during his retirement. He also has a library space that he may choose to use. Mnangagwa wants Mugabe to be as comfortable as possible during his retirement,” a security source said.
The Mugabe family has a multi-million-dollar empire built around numerous farms, prime real estate, various businesses and lucrative tenders which they wrested for self-aggrandisement.
The family also benefitted heavily, directly and indirectly, from public funds during Mugabe’s endless globe-trotting trips and salted away some of the money.
On some occasions, the family also used public funds to acquire private assets, but their empire is now facing collapse.
Tsvangirai Envoy Engages EU On Elections
Ray Nkosi | MDC President Morgan Tsvangirai’s EU Representative, Elliot Pfebve, has been on an engagement tour within the European Union to talk about next years watershed elections.
Pfebve who recently addressed the EU Parliament in Strasbourg told ZimEye.com : “I explained the current situation in Zimbabwe and how the international community can help. Current situation is both fragile and fluid. The Zimbabweans, the regional bodies and international community has a small window of opportunity to do the right thing; support Zimbabwe to return to rule of law, leverage to ensure electoral reforms are implemented toward a free and fair elections. The respect of human rights must be a priority as we hold the new administration to account on their promises to address politics of polarisation.”
The UK based politician went further to explain, ” We are also cognisant that the departure of Mugabe is no silver bullet to return to normalcy as the Zimbabwean crisis is beyond an individual but rather a system. While it is possible for the administration to show a new political paradigm shift, it is highly unlikely that an event of internal factionalism can liberate the masses of itself.” Warned Pfebve that Zanu PF factional politics were not likely to bring about the envisaged change.
Mugabe Minister Booed At Congress
Harare Metropolitan Province minister Miriam Chikukwa was booed during the Zanu PF congress in Harare yesterday with party members demanding her ouster. Chikukwa was saved from further embarrassment by party spokesperson Simon Khaya Moyo.
Members demanded that she be fired alongside other G40 members after she was invited to welcome guests as the host province.
The booing forced Moyo to intervene to control the situation.
“Harare province, you are the host. You will not help the situation if you behave in the manner you are doing,” Moyo shouted.
“You don’t behave like that in front of the President. You will embarrass yourself in front of the President.”
After Chikukwa’s address, acting secretary for administration Obert Mpofu said: “I am directed by the President. He said he does not entertain rowdiness. If you have frustrations, settle them at the province, this is a national congress.”- Newsday

Kennedy Kaitano | On 14 December 2017, the Zanu PF mouthpiece, The Herald exposed The Commander-in-Chief and our dear President of the Republic of Zimbabwe when it reported that “President Emmerson Mnangagwa yesterday said he has a list of individuals and corporates that externalised money and the culprits will be dealt with if they fail to repatriate the money within the prescribed three months”. The statement was made when the Dear President was addressing the 107th Session of the Zanu-pf Central Committee meeting in Harare
I am not very familiar with the law around externalisation of money, but our dear President, being a lawyer, obviously knows better. He would not have taken the step to ask for individuals and corporates to return money they have externalised if there wasn’t a law around that.
What becomes very clear to suffering Zimbabweans and the world at large is that the majority of these funds externalizers are members of his Lacoste Function of Zanu PF, and he still needs them to campaign for them in the coming elections, regardless of how corrupt they are, so he cannot afford to embarrass them by getting them arrested the same way he arranged for G40 leader Ignatius Chombo to be arrested.
People of Zimbabwe, let us know that we are being taken for a ride by our Gukurahundist President Comrade Emmerson Mnangagwa. I appeal to all well meaning Zimbabweans, including those with a brain to think things through within Zanu PF, particularly the G40 members, to vote against Emmerson Mnangagwa in the 2018 harmonised elections. Surely, how can a country succeed led by a President who discriminates even within his own party? Imagine if Chombo had externalized money and our Dear President has a list with all the names of the looters, he would have been answering to those charges in court right now. Unfortunately, the externalizers are the untouchable members of Team Lacoste who are his pillars of support. If you doubt that, just think of Magura Charumbira who has been extorting money from poor residents of Bulawayo, terrorising them at will, and he is still running free.
People of Zimbabwe, let us say enough is enough. Once beaten twice shy, let us not allow our lives to be ruined by pretend leaders who shade crocodile tears at our suffering like our Dear President Emmerson Mnangagwa.

Shock As Granny Burns Girl (6) Private Parts With Nuts
A six year old girl is battling for her life at Mutare Provincial Hospital after her grandmother scorched her private parts and most of her lower body with hot roasted roundnuts as punishment. The 70-year-old granny, Julia Chishawaire of Mafararikwa Village under Chief Marange, was allegedly punishing the infant for being intimate with her five minor cousins.
Chishawaire did not show remorse over what she had done when she was arraigned before the courts on Wednesday, stating that the minor deserved it since she had to be disciplined for her wayward behaviour. She said what she did was not an act of cruelty, but that was how mischievous children were disciplined long back.
She appeared before senior Mutare magistrate Mr Innocent Bepura and pleaded guilty to the charges of physical abuse as outlined in Section 3 (1) (a) of the Domestic Violence Act, Chapter 5:16. She was remanded out of custody to December 21 since the State is awaiting a medical record as the infant is admitted at Mutare Provincial Hospital. Prosecuting, Mr Fletcher Karombe said on December 9, Chishawaire accused the complainant of being intimate with her cousins.
“The accused decided to punish the infant using traditional methods, thereby pouring hot roasted roundnuts into her dress through the shoulders. When the infant fell down, Chishawaire dragged her by the feet and poured the remaining roundnuts between her legs,” said Mr Karombe. Asked on why she acted in the evil manner that she did, she responded: “It has been long since she started playing such dirty games with her cousins. I stay with seven grandchildren, all of whom are below 10 years of age. Since last year, this particular grandchild has been offering herself to her five cousins each time I leave them alone at home and indulging in the (dirty) games.
“I do not want her to be a sex worker when she grows up, that is the reason why I opted to use the traditional way to discipline her. That is what our parents used to do to us when we played such dirty games. I took hot roundnuts and put them in her dress so that she knows how painful it is to be sexually active at such a tender age,” said the old woman.
She claimed that she did not know that her actions were unlawful, but admitted that she was aware that her actions would cause bodily harm to the child. Manica Post

Prof. Gudyanga Arrested
Former Higher and Tertiary Education, Science and Technology Development permanent Secretary Professor Francis Gudyanga was yesterday arrested for corruption.
He was picked up by the Zimbabwe Anti-Corruption Commission (ZACC) and is now in custody at Rhodesville Police Station in Harare.
ZACC spokesperson Ms Phylis Chikundura confirmed Prof Gudyanga’s arrest.
“We have arrested Gudyanga,” she said. “He is detained at Rhodesville Police Station and is appearing in court tomorrow.”
Our Harare Bureau is reliably informed that Prof Gudyanga was arrested for suspected cases of corruption he committed when he was permanent secretary in the Ministry of Mines and Mining Development.
Prof Gudyanga who at the time chaired the Minerals Marketing Corporation of Zimbabwe (MMCZ), never convened a meeting of the board, but claimed $28 000 in board sitting allowances. He was the only board member and allegedly never consulted the acting general-manager Richard Chingodza and the corporation’s secretary Nomsa Moyo, whom he was supposed to hold meetings with, according to the Company Act.
He is on record telling the Harare magistrates’ court during the trial of MMCZ bosses that he paid himself board fees when there was no board to talk of at the parastatal.
Prof Gudyanga told the court in March this year while testifying against the MMCZ bosses: “It is not just sitting, but decision making. No, it was not sitting fees, but boarding fees because we did not sit as a board. The board is not all about sitting, but consultation and decision making. It took most of my time.”

Bushiri in a declaration last year, claims to have accurately prophesied that Mohadi would soon “be given a crown.”
With a Vice Presidency set for Mohadi soon, many yesterday rushed to conclude that the preacher truly used divine powers to determine the future. But but beginning of 2016, it was now full public knowledge – Mohadi was already fully published as a Vice President likely from the year 2009. Reports in the public domain prove that Mohadi was outed for the VP post as far back as 2009.
Mnangagwa announced that all politburo members are retained, save for two who have lost their portfolios, and these are Sydney Sekeramayi and Kembo Mohadi. Mohadi is a war veteran from the ZIPRA side, while Sekeramayi is a liberation fighter from the ZANLA.

By Farai D Hove| Defence Forces Commander Gen Constantino Chiwenga’s wife was yesterday criticised by Zimbabweans many who claimed that her dressing attire is worse than her nemesis Grace Mugabe’s.
Others said when she turned up for the ZANU PF Congress she was dressed for a sports outing than a national party meeting.
“Dzidzisaiwo kupfeka zvine mwero to enderana nezvinenge zvakapfekawo Baba..izvo hazvidi paruzhinji. ..zvosvodesa tupendekete panze muzere vana Skr. haaibo,” wrote one commentator, Judith Pondamali. Mary Chiwenga arrived at the ZANU PF congress adorned in a sporty green top many said was too revealing as “a public woman is not supposed to expose her flesh like that”.
Others used unprintable words to describe Mrs Mary Chiwenga while some labelled her “Grace Mugabe’s young sister.”

Mnangagwa Heeds Mapfumo, Says Don’t Sing Songs That Worship Me
By Dorrothy Moyo| Barely 3 weeks after being warned by Chimurenga singer Thomas Mapfumo, President Emmerson Mnangagwa yesterday called on Zanu-PF members to stop singing praise songs for him.
Mnangagwa said if people when ever they wish to sing him, they should rather only do the national anthem or other liberation songs.
Last month, Mapfumo speaking from his US base, warned that any praise singing of politicians will result in the leaders turning into equating themselves with the Creator.
“Kind request to all our musicians: Let us avoid music that idolizes our national leaders. Ndozvakazoita kuti VaMugabe vazvione semusiki,,” said Mapfumo.

Speaking at the ZANU PF congress yesterday, Mnangagwa said: “The role you have given me and the office you have inserted me into, can never be partitioned to anyone. The praise song I desire, if you were to sing one, is that of our national anthem and those from the liberation struggle, not for myself, no! If you sing the national anthem, if you sing those national songs then me and you are together.”
He also said that he is neither a Lacoste, or a Karanga President but one of the whole country. He said, “in light of the above, regionalism, factionalism and titles such as ‘G40’ and ‘Lacoste’ must be condemned and migrate from the body of our party forthwith.”

Mutsvangwa’s revelation on Mnangagwa’s election strategy comes as the President himself told about 7000 delegates that there is no opposition in Zimbabwe. There is no opposition to talk about… ZANU PF must win all seat from Beitbridge to Chirundu, said Mnangagwa.

Speaking at the one day Zanu PF special congress, the first of its kind in many years, Mutsvangwa poured accolades on Mnangagwa’s leadership saying: “We are going to back to mazuva edu e-chimurenga where leadership and the cadreship were the same and we war vets are so happy that we are in this meeting. Together with the membership of the party, we were chastised; we were being removed from the party that we love, now we are feeling at home; Cde President we love you and we thank you.”
“I also want to mention the young man Jah Prayzah who became a victim of the G40 just an ordinary musician expressing his views in song; I salute him,” said Mutsvangwa referring to an incident in which Jah Prayzah was pelted with stones and chased away from a graveyard at the funeral of his former bodyguard, Chris Nyemba.
On elections Mutsvangwa said, “Cde President we are pledging to you our support for the 2018 elections that election, you shall win on a magnitude bigger than the one which we did in 1980; we are going to work hard with our chiefs, we are going to work hard with our illustrious ZDF, the best army in the world.”
He went further to praise General Constantino Chiwenga saying: “We want to salute our General Chiwenga who leads the most professional army in the world; we will work hard. They will remain in the barracks but we shall work hard to make sure that we win the election. We will run that election in a free and democratic manner which will impress the whole world, so that your victory will make Zimbabweans stand high among the nations of the world as a democratic country. We are the first ever liberation movement which decided to go into election in 1980; Others just walked into power by guns. We will keep that democratic tradition. It is a Zimbabwean tradition.”
Mutsvangwa also saluted youths in Bulawayo who were victim of what he called former President Robert Mugabe’s tantrums.

President Emmerson Mnangagwa’s closing speech at the just ended ZANU PF Congress:

This morning when I made my opening remarks, I was your interim President and I was your interim President so I was careful of what I said, and I was neutral. Now that I am your President, I feel free to say what I think.
I will give my closing statement first, then I will move on to make some appointments.
This morning I opened this memorable and historic Extraordinary Session of our Party Congress which was convened specifically to ratify the resolutions of the Special Session of the Central Committee held on 19th November 2017. To this end, allow me to applaud you all as Congress delegates here gathered, for the manner you conducted today’s programme. I am emboldened and uplifted by the resolve, clarity and decisiveness with which you endorsed and concluded our deliberations.
This Extraordinary Congress, attended by over 6 000, in fact I am told over 7 000 Party members from across the country, proves, as if proof were needed, that ours is a Party full of committed and devoted cadres. We are indeed a competent and forward thinking Party able to define a new vision, without being swayed from its founding and defining principles, as it enters a New Era. I salute each and every one of you. I am proud to be your comrade. I am proud to call you my comrades.
I would like to express, my profound gratitude to the Party, as represented by Congress delegates here present, for confirming me as the President and First Secretary of our revolutionary Party and also endorsing me as the Party’s Presidential Candidate in the forthcoming 2018 Harmonised General Elections. Thank you for finding me worthy of your trust, worthy to be the leader and servant of this colossal Party. I beseech you Comrades, to keep those steadying and supporting hands on me as I assume this onerous role. I appeal for your continued honest and frank counsel, for your forbearance, kind and generous judgment, as we chart a new trajectory in our Party and Government, never losing sight of the milestones we have achieved in the past.
Let us be mindful that Zanu-PF is not the Party of its leader, but the Party of its members, a Party for us all. As your President and First Secretary, I am the first among equals, but equals we are. Each individual cadre is essential and each individual cadre will help shape our destiny. We are bound and interwoven inextricably by the threads of our Party Constitution, by individual and collective duties therein stated. Let us vow from today, to uphold, respect and defend our Party Constitution for it binds us, unites us and defines us. Let us protect it at all costs.
Comrade delegates,
As we part ways I want to assure you that the Party and Government will continue with serious introspection as we chart a better course for us all, for now and posterity. I stated in my Inauguration Speech to the State Presidency and as reflected in the 2018 National Budget Statement, the task at hand is that of rebuilding our great country. Government will leave no stone unturned to fully exploit the country’s rich resource base for the benefit of all people, and to improve the livelihoods of all who consider Zimbabwe home.
For the avoidance of doubt let me assure Congress, the Party membership and the nation at large, that the principle of repossessing our land cannot be challenged or reversed. To do so would be a betrayal of the brave men and women who fell in our protracted war of liberation, those who sacrificed their lives in our quest to regain our land. Indeed, land and agriculture are at the core to us as a people and central to our economy.
In recognition of this centrality, Government will through the newly-reconstituted Ministry of Lands, Agriculture and Rural Resettlement ensure that appropriate policy instruments are put in place to support all categories of farmers, be it A1, A2, resettled or communal farmers; with focus being on productivity and maximum utilisation of all agriculture land.
Congress will be pleased to note that as announced in the National Budget Statement, the Zanu-PF Government will continue to fund the Command Agriculture Programme and the Presidential Inputs Scheme. In addition to supporting traditional crops, Government has increased support for small grains, soyabeans and cotton. I am aware that some of us have been experiencing some challenges with regards to accessing seed and fertilisers from GMB depots in our provinces while others have experienced great congestion and delays at depots. Let me assure you all that the Ministry of Lands, Agriculture and Rural Resettlement is looking into the matter and I am confident that the issues are being competently attended to. Meanwhile, let us all work hard to ensure that the 2017/2018 agriculture season is a tremendous success.
Going forward, Government will facilitate an enabling environment that ensures success throughout the agro-value chain. Funds have been set aside to boost agriculture productivity at a disaggregated level. In this regard, Government will harness our irrigation potential and ensure maximum utilisation of existing idle water bodies. Resources have thus been availed towards irrigation rehabilitation and development, with at least 200 hectares per district targeted to be implemented annually for the next 10 years.
With the anticipated improvement of productivity in cropping, we have put in place measures to increase our harvesting capacity, through the importation of combine harvesters, driers and other agricultural equipment. Plans are in place to manage post harvest losses and expand our storage facilities.
Meanwhile, we remain alive to the need to protect our vast forests throughout the country and especially in the Eastern Highlands. The responsible Ministry of Water, Environment and Climate is looking into all these matters together with an accelerated thrust for reforestation, growing of fruit trees and the prevention of veldt fires.
Comrade delegates,
It was only yesterday that the Ministry of Lands, Agriculture and Rural Resettlement launched the Command Livestock, Fisheries and Wild Life Programme. Through this programme, funding will be availed for increasing the national herd and other livestock, as well as revitalising the dairy sector. Resources will also be set aside to develop the fishing industry at community level by distributing fingerlings for fish breeding purposes. At a national scale we seek to fully exploit the Tokwe -Mukosi Dam and complete the Gwayi-Shangani Dam to benefit both communities and also the cropping and fisheries sub-sectors.
In addition, the development of pastures; the improvement of the quality of our livestock breeds through artificial insemination; the control and management of livestock diseases as well as the erection of fencing boundaries will be equally prioritised.
Comrade delegates,
I am confident that these vast interventions in the agricultural sector will improve our fortunes not only as a country, but principally, at household level. In the quest to unlock the maximum benefits from our primary products and translate these to dollars in both the national purse and people’s pockets, we are intensifying our efforts on value addition, beneficiation and industrialisation. Communities and the membership of the Party should fully exploit these opportunities as active participants.
As a result of various financial facilities from multi-lateral and bi-lateral organisations, we are expecting that our industries will soon be re-tooled, the National Railways of Zimbabwe revitalised and the Harare-Beitbridge Highway dualised. In the same vein, we will accelerate implementation of the Special Economic Zones which will attract new foreign investment. The in-roads made to date in the mining sector coupled with untapped potential as well as emerging partnerships point to the fact that economic recovery is imminent.
We will also open Zimbabwe up to investment by building an open, free and transparent economy, which benefits Zimbabweans and is welcoming to outsiders.
These initiatives, across all sectors, demonstrate that we have begun a new journey towards real growth and investment to empower our people. This thrust will undoubtedly translate to more jobs, more jobs and more jobs and a better living standard for all.
On my part, I assure you that these are not pipe dreams. Government will move with haste to ensure that all agreed programmes become a reality in the shortest possible period. Both the Party and its Government will no longer be about talk, but about work and delivery. That, I assure you.
Comrade Delegates,
Allow me to turn to a matter which I know is of great concern to us all, that of cash shortages. I realise that people still have very little access to their hard earned cash. The frustration is felt more so now as we prepare for the festive season and thereafter the beginning of the school term. My Government remains committed to redress the structural problems that have resulted in this state of affairs.
To this end, comprehensive measures will be rolled out to address this issue starting of course with fiscal discipline, drastic reduction of the budget deficit and increased productivity. I urge all of us to be patient; soon we will see the benefits of the new economic era. Meanwhile, I exhort all retailers and service providers to desist from wantonly increasing prices. I urge us to stop profiteering tendencies; let us have the people at heart; let us give our new economic era a chance. We can achieve this by working together and putting our nation first.
I would like to equally assure the Party that Government will give due attention to the social services sector, health, education, the rehabilitation of our road infrastructure and attend to the housing needs of our population throughout the country, at all levels, not just in major towns. On housing delivery, we will return to proper planning of settlements and provision of the requisite development infrastructure such as roads, water, sanitation and power. The age of land barons is over, so too is the age of haphazard settlements which crop up overnight. All who were perpetrators of this corrupt and untenable practice must stand warned.
As a people, let us respect our values, our traditional leaders, and uphold the values of Ubuntu/Hunhu in all spheres of life. We are Zimbabweans; let us be proud of our heritage, proud of our history and identity, no matter the circumstances we find ourselves in, individually or as a nation. Let us boldly step out of the past disgraces, and past disappointments. Let us step into the future which we can successfully build together.
Comrade Delegates,
Corruption, corruption, corruption! Let us vow as a Party that this evil must come to an end Now! As a Party let us stop corruption. Let us be exemplary in our conduct and dealings with society. Let us never allow people to use their Party membership as a cover to be corrupt, to cut corners doing shady deals. This Party should never be a haven for corrupt opportunists and the vile of our society, No! No! No!.
The need for discipline as Party members cannot be over-emphasised as it is the pre-requisite if the Party is to score successes in all its endeavours. Political disciple begins with observing and safeguarding the Party Constitution. I urge all of us to be always mindful of the Duties of Members stated in the constitution, which I alluded to earlier, found in Article 3 section 21 subsections 1 to 6. In the same vein, we all have an inalienable responsibility to jealously safeguard the unity of the Party.
During my Keynote Address, I said that the era of factionalism is behind us and indeed many echo this call. However, we will be judged by our actions, not words. For all our commitments to unity, if one party cadre turns on another, if cadres begin demonstrating or speaking out against one other; if cadres try to take revenge on those who in the past were affiliated with different groupings; then all our words will have been in vain.
We cannot be hostages of past grievances; bygones must be bygones!. As I pledged earlier, l will be the leader of all Party members irrespective of one’s stance or standing in times past. I equally expect the same from all Party members. That is the nature of our Party, it is for everyone. It does not fit in anyone’s pocket!
Let us turn over a new leaf and renew ourselves. There will be those who look for opportunities to claim that nothing has changed. We must lead by example. Each one of our members must conduct him or herself in a way that embodies the spirit and values of this great revolutionary Party.
The Party itself must also set an exemplary example of the kind of new course we are on as a nation. In the recent past, the Party and its prominent members have at times demonstrated extravagance and wastefulness not befitting a revolutionary, liberation movement. No more. In this new era, we will once again be a frugal, humble institution whose every fibre is dedicated to the wellbeing of the Zimbabwean people. The decision to cut the length and budget of this Congress was taken within this spirit, and as a clear signal of our intentions.
Comrade Delegates,
We have a crucial year ahead of us, with two main goals. We must again win the support and trust of the Zimbabwean people in the 2018 Harmonised General elections, so that they elect us to lead them for another five years. And we must resurrect the economy, delivering real gains for each and every citizen of this great nation.
These two tasks are interconnected. We will only win at the ballot box if we can show signs that we are reviving our economy; and at the same time, we will only be able to make real economic gains if we can secure re-election. Therefore, I see these two domains, the political and the economic, as equally significant for our future. Hence the Party must be about politics and economics!
On the political front, we must all acknowledge that we inhabit a rapidly changing world, and our success will be dependent on how well we adapt. Almost half of all Zimbabweans were born in this millennia, and over three quarters have been born since independence. These young people have different expectations, and their skill set and technological knowhow is completely different to those born even a decade before.
They also have different experiences. The frame of reference for this generation are the economic struggles of the past decade, we must also listen to them. We must hear their hopes and fears. Our youths want to know how we will create jobs and opportunities for them. We must provide them with answers, rooted in the future.
We must not only develop a strong bond with the young Zimbabweans, but we must also encourage them to be part of our structures for only then will our Party guarantee existence in the future. Meanwhile, more effort must be put towards policy interventions which deliberately empower women with sustainable business opportunities. The Women’s League, during its mobilisation activities must keep its membership abreast with regards business possibilities, across all the economic sectors.
The Party will harness the collective experience from those fraternal parties who assisted us during our war of liberation and steadfastly supported us in the post independence of our country. To this end, we will see intensified and more coordinated approach to ideological training under the auspices of the Chitepo Ideological College.
As we approach the 2018 Harmonised General Elections, let me reiterate that these will be credible, free and fair. We must always be mindful that no Party, however rich its past, has a divine right to govern. That is something we must earn at the ballot box. As such, the Party must invigorate its structures, organise, mobilise and rigorously ensure that all its members are registered voters. If we do this, we are sure to renew the sacred trust that exists between Zanu-PF and the Zimbabwean people, and we will prevail in the 2018 elections. In the next few months we will be informing you the concrete plans with regard to these elections.
Comrade Delegates,
As a young man, I joined this Party because I believed in it. I believed that it was the Party of liberation, of development, of independence, and most of all, the Party of hope. Standing before you today many decades later, as the new leader of this proud revolutionary and evolving Party, let me assure you that I still believe in this Party because of what it has achieved, and also, importantly, because of what it still can achieve. The Party I believe in is a united, progressive and forward-thinking Party. A democratic Party, committed to transparency, freedom and human rights. An optimistic Party, offering hope and opportunities to all Zimbabweans. A listening Party that understands the hopes and fears of our fellow citizens. And a bold Party that offers solutions to the challenges Zimbabwe faces today.
As we bring this extraordinary Congress to a close and return to our provinces, each and every one of us has a job to do. We are all responsible for bringing this message to the country side.

Go out and show that Zanu-PF members are humble, honest and patriotic Zimbabweans! Go out and show that Zanu-PF is not only about the past, but the future! Go out and share our vision for the new Zimbabwe! Because together, we will win the election. Together, we will unlock the economic potential of our beloved homeland. Together, we will build a new, prosperous and democratic Zimbabwe for all. I wish you journey mercies as you travel back to your provinces. I also wish you a Happy Christmas and a success filled 2018.

Police here have arrested a man who allegedly struck his son with an axe, while accusing him of being disrespectful. According to police provincial spokesperson Inspector Charity Mazula, Lucas Sithole (50) of Clipsham Farm under Chief Charumbira, handed himself to the police after striking his son twice with the axe on the head. Insp Mazula urged families to resolve their differences amicably.
“We encourage people to seek intermediates if they have any differences while avoiding to deal with issues under the influence of alcohol,” she said.
In the case, Sithole, who was drunk, had a misunderstanding with his son, Johannes (23), accusing him of being disrespectful. He reportedly went outside the house before arming himself with an axe, which he used to strike Johannes on the head.
Sithole tried to hit Johannes again while he was unconscious, but was stopped by his wife, before he ran away from the homestead. He handed himself to the police at Chesvingo and was arrested for attempted murder.
Johannes was taken to Masvingo General Hospital, before being transferred to Parirenyatwa Hospital in Harare because of his serious condition.-state media
Caps United, Ajax Capetown In Fierce Wrangle Over Soccer Star
By Terrence Mawawa| Harare Giants Caps United FC are involved in a fierce wrangle with South African Premier Soccer League side Ajax Capetown FC over the signing of star player John Zhuwawo.
Caps United are demanding a staggering $ 60 000 while the Urban Warriors are prepared to part with $ 40 000 for the signing of the player.
Sources at Ajax Capetown have revealed that the emerging South African Premier Soccer League Giants are eager to take Zhuwawo on board.
“We have assessed him(Zhuwawo) and we are keen to take him on board because he is a great player.
However we are still discussing payment terms with Caps United as we feel the sum of $ 60 000 is too high.
Initially Caps United demanded $ 100 000 and we advised them we were not in a a position to pay the exorbitant price for the player,” said a club official.
On the other hand Caps have maintained they will only release the player after the payment of $ 60 000.
Officials at the Harare Giants said despite the fact that Makepeke are desperate to raise money to clear arrears they accrued as a result of failure to settle players’ allowance, there was no compromise on the Zhuwawo deal.
More Human Trafficking From Mat South Into Botswana And South Africa
There is need for the government and other stakeholders to work together in an effort to combat human trafficking in the country.
This call came out during an International human rights day commemorations event held at Mahetshe Primary school in Kezi, Matabeleland South last Saturday. The event was organised by a local Non-governmental organisation- Habbakuk Trust.
Matabeleland South is one of the provinces with the highest number of human trafficking in the country because of its proximity to neighbouring Botswana and South Africa.
Matabeleland South Senator Sithembiso Mlotshwa said there was a need for all stakeholders to find a last solution to human trafficking. She said it was imperative to find out the root cause of human trafficking.
“I’m very happy to see NGOs partnering with the government in an effort to protect human rights. This part of the country has high levels of human trafficking and stakeholders should unite and address push factors that force our children to be victims,” said Senator Mlotshwa.
Matobo ward 19 councillor Henry Ncube said it was not only an issue of trafficking but there was a need to address the high numbers of youth who travel to South Africa seeking greener pastures.
“Ninety percent of our youths are trafficked into South Africa and many of those who are back home also wish to go there, which are worrying figures that need to be addressed as a matter of urgency.
“Some of our youths in the foreign countries end up dead while others who are turned into prostitutes never come back home because of shame. Those who get there and make money from criminal dealings, also influence others to illegally cross boarders thinking that they will also make it big,” said Clr Ncube.
He said there was a need to encourage the youth to note the value of education and focus on uplifting themselves rather than joining the great trek to South Africa.
Speaking at the same event Habbakuk Trust chief executive officer, Mr Dumisani Nkomo said Matobo and Plumtree districts are a huge transit and exit for human trafficking, yet the level of awareness is very low.
“A large number of Zimbabweans in South Africa are actually sex slaves. They are promised employment but when they get there, a lot of them become enslaved by Omalaytsha. It’s sad that communities here don’t even know about human trafficking, they are not aware at all,” said Mr Nkomo. state media
Tich Mataz Humiliated After “Receiving Anointing” From Prophet Sanyangore
Popular DJ Tich Mataz’s life has begun crumbling after receiving so called anointing oil from necromancer Pastor Paul Sanyangore. Mataz’s has seen a sudden fall of credits in similar fashion with former Foreign Affairs Minister Walter Mzembi the latter who also intermingled with fetish preacher Walter Magaya before he was ousted from his government job.

Ndlovu then goes on to speak about Mataz’s encounter in which he claimed he he spoke to God Almighty on a cellphone.

The images of Mataz, eyes shut with a phone held to his ear with a prayerful Sanyangore’s hand rested on his smooth shaven shrewd head, will live on forever in history.
“I was amazed, actually shocked. There is a living God and you have to believe. God makes things happen and there was impartation,” said Tich.
What Tich heard or did not hear is between him and his maker.
But in his hands, the smart phone had suddenly become even smarter, outpacing the brightest scientific minds who spend hours obsessing on how to improve communication. Mataz, with the help of Sanyangore, had apparently learnt to take orders directly from God. Despite the fact that the abnormal has been the normal for a while now in many Pentecostal congregations, few would have expected Mataz, once the voice and face of a generation, to be the centre of such a comedic episode.
However, those that have followed him over the years, would have known that such encounters pop up every once in a while in the extraordinary life of the man who was born Tichafa Mantambanadzo 48 years ago. Last week, the multi-talented media personality was hauled before the courts on charges that were initially raised against him five years ago.
Mataz is accused of defrauding Star FM of $60 000 by allegedly diverting advertising revenue to his two private firms, Hamtec and Onesay Investments, after claiming to clients that Star FM did not have the capacity to produce certain programmes. Such accusations would be a blemish that is hard to wash off for most personalities in the public eye.
For Mataz however, this may be another inconvenience that will be brushed off in due time. After several escapes, the famous radio personality seems to be the proverbial cat with nine lives. Mataz had danced his way through legal landmines from as far back as the 90s, when he was one of the most loved moguls and media personalities south of the Limpopo.
“He was way ahead of his time. If he was never deported from South Africa 10 years ago I have no doubt this man would be one of our South African billionaires. Almost 20 years ago in his early twenties Tich Mataz was a trendsetter. He dressed in smart designer suits, had a mansion on the hills of Northcliff, a banging night club in Rosebank, a radio show on 5FM, and a very popular TV show on SABC,” said MoFaya founder DJ Sbu, himself a keen disciple of Mataz.
The details of Mataz’s fall in South Africa make for intriguing reading. At the heart of that epic fall is a cocktail of lies and deceit, all mixed in with a hint of good old South African xenophobia for good measure. After working in South Africa for years, Mataz was deported on 24 March in 1998 after South Africa Home Affairs officials discovered that he had fraudulently acquired a South African identity document and had no valid working permit.
Many screamed xenophobia when the Zimbabwean, who had successfully climbed the ladder in both business and showbiz, was suddenly thrown out of a country in which he was widely loved.
Then Home Affairs spokesman Manase Makwela said interest in Mataz’s citizenship only arose when he wanted the department to issue him with a passport to travel to Burkina Faso to represent the SABC at Africa Cup of Nations.
Makwela said during their investigation, they discovered that Mataz had apparently been issued with a work permit on March 31, 1994, which was valid only until March 31, 1995, to work at BOP Broadcasting in Bophuthatswana.
He had worked and resided in South Africa illegally since then. In fact, Mataz and his wife Penelope, had been deported once before his final exile from his adopted country. After uncovering that he was illegally in South Africa, the South African Home Affairs Department issued Mataz with a Section 41 permit on 2 March.
This permit was valid until March 16 and gave Mataz the opportunity to wrap up his business commitments before being deported on 18 March. The permit also stated that during that time Mataz should not work while in South Africa. But he defied the conditions of the permit and worked on both Woza Weekend and Radio 5 (now 5FM) during that period.
Mataz then came back to Zimbabwe where he acquired a visitor’s permit which, in the end, turned out to be the final nail in his coffin. “We again discovered that Mataz had lied to obtain the visitor’s visa and said he had never been deported from South Africa. This resulted in us deporting him for the second time,’’ said Makwela at the time.
Drama for Mataz would not stop with that infamous deportation. After regrouping in Zimbabwe, he was forced to turn down the job of heading television services at the Zimbabwe Broadcasting Corporation (ZBC), after he failed to provide the broadcaster with paperwork on academic qualifications he claimed to have acquired in South Africa.
In another dramatic episode in 2007, the embattled DJ told a South African newspaper, Sunday World, that he had landed a lucrative deal which was going to earn him R5 million as Swaziland’s 2010 World Cup consultant. Tich claimed that he had negotiated the deal with His Majesty King Mswati III when he had stayed in that country with his Kenyan wife. However Swaziland Minister of Enterprises and Employment Lutfo Dlamini had a few choice words for Tich when he heard about his claims.
“I want to warn this South African newspaper and that Zimbabwean guy that we won’t tolerate such defamatory and derogatory comments about the King. We have no contract with that boy, perhaps he signed one in his dreams and I’m very angry at this. How can we sign such a contract with someone not allowed into South Africa the country’s immigration authorities?” said Dlamini.
In 2009 Mataz had another date with the courts after he failed to deliver after taking payment when he was contracted by the RBZ to provide hampers for the BACOSSI program. As he prepares for his court date on January 19 next year, Mataz faces the prospect of standing trial for two separate offenses in as many years.
Earlier this, he was convicted of import duty evasion and smuggling clothes. He was fined $300 after being found guilty of contravening Section 182 of the Excise and Control Act after he under-declared suits and shoes at the Harare International Airport after importing them from China.
EXPOSED: How Chimene Stole Elephant Meat
Self styled former Minister of State for Manicaland Provincial Affairs Mandi Chimene, is alleged to have forcibly taken elephant meat valued at $1 800 early this year from Cecil Kop Nature Reserve. Police have confirmed receipt of a report under RRB No. 3396970 of 12/12/2017 made by the member-in-charge of Cecil Kop Nature Reserve, Mr Michael Peter Hitschmann. Mr Hitschmann is also a member of the Wildlife and Environment Zimbabwe Committee which manages the Cecil Kop Nature Reserve.
The only two elephants that were housed at Cecil Kop Nature Reserve were gunned down after they trampled a police officer who was on border patrol duties on July 18, 2017. In his self-recorded statement to the police, Mr Hitschmann said: “On July 24, 2017, two adult elephants were shot dead at Cecil Kop after causing the death of Constable Dambe who was attached to the Support Unit on July 18, 2017. “The carcasses of these elephants were then processed to remove the meat for sale, with all proceeds expected to go to the coffers of Cecil Kop Nature Reserve as these elephants were their property.
“I was advised by Dominic Mubvanyika (Parks and Wildlife Management Authority’s officer-in-charge) that Mandi Chimene was demanding a full pick-up load of elephant meat at no charge for her own use and that she had instructed him to collect it immediately from Cecil Kop and deliver it to her. He did so at around 4.30pm on the same day,” said Mr Hitschmann.
He added: “Having had a lot of problems caused by her threatening attitude and false utterances from July 18 onwards, we felt that we had no choice but to comply with this demand.
Mr Hitschmann said Chimene had no right to demand any meat from Cecil Kop Nature Reserve and in so doing she prejudiced the organisation, Wildlife and Environment Zimbabwe, of $1 800 being the value of the meat that she took.
“Her actions, he said, constituted criminal abuse of office as Cecil Kop Nature Reserve officials were not in a position to challenge her demand. He also accused Chimene of inciting youths to invade the nature reserve and allocate themselves stands during her Heroes’ Day address at the Manicaland Provincial Heroes Shrine on August 14.
“During the course of her speech and while addressing Zanu-PF youth members that were in attendance, the accused alleged that there was a lot of ‘wasted land’ available in Cecil Kop Nature Reserve and that she would make it her business to ensure that all the deserving youths would be allocated housing stands within that area.
“This statement was false, inflammatory and she made this statement being fully aware that she had no authority or right to make such an offer since the land is legally leased for 99 years as a nature reserve and is not available for housing. The accused person’s false and inflammatory statement constituted an abuse of her authority and, furthermore, was made with the intention of causing disruption of the lawful activities of the Wildlife and Environment Zimbabwe in managing Cecil Kop Nature Reserve,” said Mr Hitschmann.

Ndaba Nhuku | President Emmerson Mnangagwa’s hit squad have disowned their own member, Gathry Chiredzero, as a sacrificial lamb.
Don’t believe the security guys. Don’t trust the heavily infiltrated media. Mnangagwa has members in all media houses and they are all paid to lie and not investigate cases such as this one.
The accused, Gathry Chiredzero, is a genuine Zimbabwe security guy who rose through the ranks to be one of the most trusted and closest to Mnangagwa. We all must be asking ourselves serious questions and not just letting our fellow brothers die in prison because of corruption. This guy is being sacrificed by his team members because they didn’t fulfill the task they were given. Question is what was the task?
When the coup was staged, bust teams were sent out to arrest G40 members. Gathry Chiredzero was amongst one of such teams sent to arrest one of the G40, possibly Chombo. The team was bribed with an irresistible $100 000 which they accepted and stopped arresting the guy. Gathry Chiredzero only got $15 000 out of the bribe money and the rest was taken by other members of the team.
However, the unfortunate G40 guy was arrested by a subsequent team that was sent to arrest him. The G40 guy spilt the beans explaining how and why he was not arrested by the first team, he bribed them with $100 000 which they accepted. This is when hell visited Gathry Chiredzero who was betrayed by his own team. The team turned against him and fabricated the story to hide the truth from Mnangagwa and others. This they could only succeed by saying Gathry Chiredzero who was named by the G40 as fake, arrest him for fake charges and murder him in prison. That way, the story ends.
The question remains, why is the media not investigating the guy’s history? Why has noone taken it upon himself to ask the real questions? For instance how did he get close to the president? Since when was he last seen with all VIP security guys? Don’t security guys know each other such that Ndaba Nhuku can spend the whole day working with them without them knowing that this is a stranger who is not one of them? If that is the case then this guy would have long killed Mnangagwa because our security guys are idiots, naive and stupid as our media guys are.
Please release this guy or arrest the entire team for accepting a bribe and not doing their job. The team members know themselves and must come out clean. This incident shows how vulnerable Mnangagwa is because of corrupt security guys around him. His security guys can simply be bribed by anyone. If a security crack team could not execute a task for a mere $100000, how much more can they take for just one million dollars? Mnangagwa must personally take an interest in this case of he wants to be secure and safe.

“I think for a right thinking person, anybody that has the possibility to intervene, to create the space for politics to continue, I think has the responsibility and they took it. And they did it. By Farai D Hove| As President Emmerson Mnangagwa prepares to announce his deputies, it has emerged he has isolated (or better said, kept to his wide) two senior party cadres, who are all war veterans of note.
Mnangagwa announced that all politburo members are retained, save for two who have lost their portfolios, and these are Sydney Sekeramayi and Kembo Mohadi.
Analysts have speculated that this indicates that these two are likely his VP final choices.
Mohadi is a war veteran from the ZIPRA side, while Sekeramayi is a liberation fighter from the ZANLA.
A dodgy Malawian necromancer, Shephered Bushiri claims to have prophesied that Mohadi would soon be given a crown. But Mohadi had already been published as a Vice President potential for several years before 2015 (more than 8 years to date).
Sekeramayi, alongside Mugabe and Mnangagwa, are the only three survivors of the 1977 Zanu post-congress leadership who have remained firmly in the party for over 40 years to date. Up until last month when he was excluded by Mnangagwa, Sekeramayi had served as a cabinet minister since 1980.
Sekeramayi who appeared at the ZANU PF congress in Harare donned in a shiny Mnangagwa party regalia, smiling and was filmed at times smiling, is said by many to be too soft and timid.
Meanwhile, Mnangagws is expected to announce his VPs in a few days’ time.

She added Grace Mugabe, Jonathan Moyo and Saviour Kasukuwere were the brains behind the G-40 Cabal and they should be prosecuted for acts of misconduct.
“Grace Mugabe, Jonathan Moyo and Saviour Kasukuwere must be prosecuted for gross acts of misconduct.
We cannot remain quiet while Jonathan Moyo and Kasukuwere continue to denigrate the party,” said Chinomona.
“We salute the First Lady Auxillia Mnangagwa for her humility. I think she has learnt from Grace Mugabe’s mistakes,” said Chinomona.
She also described Grace Mugabe as a heartless and callous woman who ruined her husband Robert Mugabe’s illustrious liberation war contributions.

Mutsvangwa Replaces Jonathan Moyo

The annoucement was made by President Emmerson Mnangagwa.
Mnangagwa has also officially named Water, Climate and Natural Resources Minister Oppah Muchinguri as the ruling party National Chairperson.
Mnangagwa made the announcement at the closure of the special ZANU PF congress held in Harare on Friday.
Contrary to speculations that dominated social media in the better part of the day that Muchinguri was due to be appointed Vice President, Mnangagwa said he was postponing the announcement of his two Vice Presidents for a few more days.
Raising further speculations that Defence Forces Commander Constantine Chiwenga is being lined up for Vice President, Mnangagwa said that his announcement of Vice Presidents will require major adjustments in some key institutions.

Zimbabwe’s new president, Emmerson Mnangagwa, has named Oppah Muchinguri as Zanu PF National Chairperson but has avoided naming his two VPs to two days later.
“Let us boldly step out of the past, let us step into the future,” Mnangagwa told Zanu PF supporters.
Mnangagwa took office last month after Mugabe was forced to quit when the military took power and Zanu-PF lawmakers launched impeachment proceedings against their veteran leader.
Until recently, the new president was one of Mugabe’s closest allies and critics say he is another authoritarian hardliner.
But Mnangagwa used his much-awaited speech to an extraordinary congress of the Zanu-PF to declare the party had been defiled, and was now on a “new trajectory.”
“The party ideology, rules and regulations were being desecrated daily,” Mnangagwa, 75, told the one-day gathering in Harare.
“Clearly this was no longer the Zanu-PF you and I pledged loyalty to. We must never lower our guard again.”
Mugabe’s final years in power were marked by a bitter inter-party succession battle between Mnangagwa, who was covertly backed by the military, and supporters of Mugabe’s wife Grace.
Mnangagwa has appointed military officials to key government positions, and pledged to revive the shattered economy by boosting farm production and luring foreign investment.
“Party work must not be in the old mould. Now we must be about politics and economics,” he said, wearing a jacket decorated in party colours and images of himself.
“We must embrace each other and other nations. This congress must define a new trajectory for the party.”
The conference was also to confirm Mnangagwa as the party’s presidential candidate in next year’s general elections.
Lawyer and opposition politician David Coltart said the meeting was “to consolidate President Mnangagwa’s position within the party and to ensure that (Grace’s supporters) are put firmly in their place.”
“Many people see this administration as a thin veneer over a military junta and the question is whether the veneer is going to get thinner,” he added.
Mugabe abroad
Mnangagwa is referred to as “The Crocodile” for his ruthlessness, while Grace’s younger supporters were known as the “G40” (Generation-40) group.
“The congress signifies his triumph over G40,” Takavafira Zhou, a political scientist at Masvingo State University, told AFP.
“It’s a show of force, and we will also see more people with a military background within the Zanu-PF structures.”
Mnangagwa has been keen to avoid any public sign of friction within Zimbabwe’s ruling elite, and he paid tribute both to Mugabe, 93, and the army chief who forced him out.
“I would like to salute the commander of the Zimbabwe Defence Forces General Constantino Chiwenga for standing shoulder to shoulder with fellow Zimbabweans,” Mnangagwa said.
He also paid homage to “party comrade Robert Mugabe, who steered the ship of our party and its government.”
Mugabe was photographed by AFP walking out of a lift at a hospital in Singapore on Friday, the first time he has been seen since his shock resignation on November 21.
The former president was undergoing a routine medical check-up, government spokesperson George Charamba told AFP.
Mugabe, who ruled Zimbabwe from its independence from Britain in 1980, is in increasingly frail health and has reportedly battled prostate cancer.
Many elated Zimbabweans took to the streets to celebrate the end of Mugabe’s long rule, but have expressed fear that Mnangagwa could also oversee a repressive regime.

Terrence Mawawa | In yet another tongue slip up, Zanu PF Secretary for Legal Affairs, Patrick Chinamasa made an embarrassing blunder when he read out former President Robert Mugabe’ s name as the party’ s 2018 Presidential Candidate.
As he read out the Central Committee resolutions, Chinamasa erroneously said Mugabe was the party’ s sole Presidential Candidate for the 2018 elections.
Fidgeting uneasily, Chinamasa had a moment of total mental relapse as he struggled to atone for his glaring blunder.
“The Central Committee has recommended that Cde RG Mugabe is the party’ s sole Presidential Candidate for the 2018 elections… Oh sorry I cannot hear you,” said Chinamasa.
President Emmerson Mnangagwa could be seen grinning at Chinamasa as he tried to correct himself.
Chinamasa is the second Zanu PF Officials in as many weeks to mention Mugabe’s name.
Political observers believe many Zanu PF Officials have fervent admiration for the nonagenarian despite his ignominious resignation last month.
Man Stabbed To Death Over Sex Storm
A man (36) from Matobo District died on the spot after he was allegedly stabbed by a neighbour who accused him of having an affair with his wife.
Pedzisai Mpofu of Mahusumani Village, Bhazha area under Chief Masuku, was allegedly stabbed once in the back and once on the neck by Steven Tshuma (32) of the same area after he accused him of cheating with his wife.
The incident occurred at around 5PM on Monday at Bhazha Business Centre. Mpofu’s body was taken to United Bulawayo Hospitals for post-mortem.
Matabeleland South acting police spokesperson Assistant Inspector Loveness Mangena confirmed the murder and said investigations were underway.
“I can confirm we received a report of a man who was stabbed and died on the spot. The now deceased was accused of cheating with the rival’s wife. He sustained a deep cut on his back and another on the neck. He died on the spot,” she said.
Asst Insp Mangena said the suspect was arrested and will appear in court soon.
She appealed to members of the public to desist from violence, urging them to resolve disputes amicably.
“When bothered by such matters or any other disputes, we advise the public to engage third parties such as chiefs, police, church elders or even family rather than to resort to violence. Violence results in unnecessary injuries and deaths which land one in jail,” said Asst Insp Mangena.
“We continue to embark on crime awareness campaigns throughout the province, with the hope of bettering and empowering communities. It’s high time people took heed of these messages and apply them in their daily lives.”
A patron who preferred not to be named said Tshuma came to the business centre and confronted Mpofu.
“He got into the bar where Mpofu was drinking beer and pretended to want to pay a debt to the bar tender. Standing next to Mpofu at the counter, Tshuma quickly turned to him and started interrogating him, accusing him of sleeping with his wife.
“He said he had got word of their ‘thing’ and had monitored them to prove that. A misunderstanding arose with Tshuma drawing an okapi knife from his trouser pocket which he used to stab Mpofu once in the back. Mpofu ran for dear life, heading out of the bar, but Tshuma caught up with him and this time aimed for the neck. Mpofu fell to the ground, bled profusely and died before he could be rushed to hospital,” he said.
The source said a police officer who was on duty at Bhazha police base, saw the now deceased running away from Mpofu bleeding and tried to intervene.
“He ran after the two in a bid to stop the fight but after a chase of more than 150 metres, Tshuma stabbed Mpofu for the second time and fled from the scene. The police officer however managed to chase after the suspect and arrested him,” he said. Chronicle
Grace Mugabe’s Enemies Brew More Trouble In South Africa
Three South African rights groups have joined forces with the Democratic Alliance (DA) to set aside the diplomatic immunity granted to former Zimbabwean First Lady Grace Mugabe to shield her from being tried for allegedly assaulting a South African model at a Sandton hotel four months ago.
The High Court in Pretoria granted leave to Freedom Under Law (FUL), the Commission for Gender Equality and the Women’s Legal Centre Trust (WLC) to intervene in the DA’s application as friends of the court and to make legal submissions.
The DA’s application will be heard next year with a separate application by model Gabriella Engels and AfriForum to set aside International Relations and Co-operation minister Maite Nkoana-Mashabane’s August decision to recognise Grace’s diplomatic immunity.
Engels laid a charge of assault against Mugabe after she burst into a Sandton hotel room and allegedly used an electric cord with a plug at the end to hit her on the head on August 13.
Engels maintained diplomatic immunity legislation excluded granting it to heads of State who behaved in a criminal manner and caused death or injury to South African citizens, and that granting it to Grace was invalid.
The DA said Nkoana-Mashabane’s decision constituted an irrational abuse of statutory power and should be set aside as unconstitutional.
Nkoana-Mashabane, in court papers, said Grace, as the wife of former Zimbabwean President Robert Mugabe, had “spousal immunity” under international law.
Not granting immunity to her would have had serious implications for international relations between South Africa and Zimbabwe and would have caused chaos and collapsed the Southern African Development Community summit which Pretoria was hosting, she said.
The South African minister said she had considered Engels’ interest but had to recognise Mugabe’s spousal immunity.
FUL said the decision that spouses of heads of State had the same immunity as their partners offended SA’s Bill of Rights, including the right to dignity, equality and to be free from all forms of violence.
WLC said Grace’s immunity had grave implications for the jurisprudence on violence against women and the State’s obligations in respect thereof.- Newsday
2018 ELECTIONS: Mutsvangwa, Charumbira Repeat, “Army Will Give Mnangagwa Victory”
Farirai Madhumbe | President Emmerson Mnangagwa’s special advisor Christopher Mustvangwa and the Chiefs Council President Fortune Charumbira have reiterated statements that the Zimbabwe Defence Forces and war vets will deliver victory for Mnangagwa in the 2018 elections.
Addressing over 7000 delegates to the on going ZANU PF special congress in Harare, Charumbira congratulated the ruling party for removing former President Robert Mugabe claiming that it was long overdue.
Charumbira who until recent incidents was a die hard Mugabe faithful said that the chiefs are happy to have Mnangagwa now leading the party.
Charumbira took a swipe at the former First Lady Grace Mugabe for the fall of her husband Mugabe.
He showered praises at Mnangagwa for appreciating the importance of the chiefs by calling at the chiefs when he was elevated to presidency.
The Chiefs Council leader also showered praises at the ZDF for executing the smart coup on Mugabe claiming that the chiefs had already made plans to visit the Defence Forces Commander Constantine Chiwenga to express their gratitude on the swift action by the army.
Just a couple of months ago, Charumbira sent the same praises to Mugabe assuring him that the chiefs would never accept anyone else to lead the country while Mugabe lives.
Charumbira got a huge back lash from opposition parties and activists for expressing partisan political alliance as chiefs against the provisions of the constitution.
Meanwhile, addressing the same gathering war veterans leader Christopher Mutsvangwa speaking on behalf of the liberation fighters said that his organisation will join hands with the Zimbabwe Defence Forces to make sure that Mnangagwa and ZANU PF win the elections whatever it took.

More Trouble As Simba Chikore’s Project Suffers Stillbirth
Former president Robert Mugabe’s son-in-law Simba Chikore’s plan to establish a private airline on the ashes of struggling flag carrier Air Zimbabwe is likely to suffer a stillbirth after the new government raised the red flag over the proposed transaction, it has been established.
Last month, the Zimbabwe Independent reported that the project to establish a new airline, Zimbabwe Airways (pictured), whose relationship with Air Zimbabwe (AirZim) is opaque, was moving towards finality amid revelations Transport minister Joram Gumbo and Chikore, who was then AirZim chief operating officer, were to be caught in a massive conflict of interest storm.
Information gathered shows that Zimbabwe Airways is owned by a local firm, Zimbabwe Aviation Leasing Company (ZALC). The company was formed by an identified group of Zimbabwean investors, among them lawyers and businesspersons with interests in the aviation industry. Some of the ZALC shareholders are said to be based in the diaspora.
An enquiry with the Deeds Office in Harare indicated ZALC was registered under file number 3015/12. The file was, however, missing from the office, meaning the directors could not be immediately ascertained. But information obtained shows that Zim Airways had acquired four long-haul Boeing 777 aircraft from Malaysia Airlines as it prepares to fly.
Aviation sources told the Independent this week that Simba, who had left for Singapore after Mugabe resigned following the military intervention which brought his 37-year reign to a dramatic end, made an unexpected return to Zimbabwe last week. He took his Zimbabwe Airways foreign partners to AirZim offices before flying to Victoria Falls. His visit came a month after he threw in the towel as AirZim COO.
It is understood that power brokers within President Emmerson Mnangagwa’s administration now want the Zimbabwe Airways deal to be scrutinised with the ultimate objective of blocking it.
“The deal is now being scrutinised and once that is completed, the President will be advised to block it. Already, a process is underway to resuscitate AirZim. The airline wants to lease new equipment and increase its frequency on lucrative domestic and international routes,” an aviation source said.
According to Gumbo, the government is on the verge of acquiring 15 planes as it plans to bring back AirZim to life.
Early this year, AirZim rolled out an ambitious plan to overhaul the company that will see Treasury expunging the airline’s legacy debts, estimated at US$330 million, by way of liquidation before acquiring new planes from Asia and rebranding to Zimbabwe Airways.
After failing to court new investors due to the company’s weak balance sheet, government is now seeking partnerships with international airlines instead of engaging a strategic partner to turn around AirZim.
At Independence in 1980, the airline had 18 planes in its fleet, but today it is operating at less than a third of its all-time peak.
Late last year, government engaged five international carriers from Kenya, Ethiopia, Singapore, Turkey and Malaysia to partner the troubled AirZim with hopes of turning around the fortunes of the ailing and debt-ridden flag carrier.

By Paul Nyathi | Opposition Movement for Democratic Change (MDC) top member who is also a popular radio personality, Eric Knight says that God spoke to him in a vision and told him to tell Zimbabweans to forgive former President Robert Mugabe for all the suffering he brought on them.
Knight who contested and shockingly lost the MDC-T stronghold parliamentary seat in Mbare in the 2013 elections said that God told him to encourage Zimbabweans to also forgive former First Lady Grace Mugabe.
“The voice said to me, encourage people to forgive that man and his wife,” said Knight in a social media Facebook post which has attracted huge attention from Zimbabweans.
“I was one of the most vocal critics of Igwe. Why should I be the one to take the initiative to call for mercy on this man and his wife. The voice told me, just do it because I want people to do it,” he said.
“I know it sounds crazy, ridiculous, weird and foolish you are right. But this is exactly what the Bible says, that God uses foolish things to confound the wise.”
“Ladies and Gentlemen, may we find a place in our hearts to forgive this family. Yes. he was at the helm of so many sinister stories and tales that cost even lives and plunged many souls into unfortunate circumstances but listen, God knows, hears and sees everything as nothing under the sun is hidden from His eyes and ears.”
According to Knight God wants Zimbabweans to pray for the 93 year old Mugabe to live longer in order to see how he could have run the country.
“God wants you and me to pray for him so that He grants him many more years on earth. We need to pray for him so that he lives longer, so that he will witness and see how he could have presided the nation in a better manner, pray for Madam Igwe also so that she lives long enough to witness how future First Ladies handle the role of being national mother.”

“I therefore kindly appeal to everyone, not just Zimbabweans but anyone else in the world who feels hatred and wishes bad things to this couple to forgive and forget for God’s sake.”
Horror As Man Brutally Kills Girl (2), Eats Her Flesh
Terrence Mawawa | In a shocking and gruesome murder incident, a mentally challenged man axed a two- year- old child, roasted and ate the baby’s flesh.
The incident has left the Buhera Community in a state of shock.
Onwell Ndega Mutemera of Mutemera Village under Chief Nyashanu in Buhera axed the girl to death and ate her arm.
Mutemera appeared before Buhera Resident Magistrate, Dennis Mangosi facing murder charges last week.
The court heard that Mutemera advanced towards the girl, Monica Sengerai who was playing with her sister Febie Sengerai.
He then struck the girl with an axe on the chin, took her right arm, roasted it and ate it.He committed the crime on December 5.
Mutemera was arrested on the same day he committed the crime.
“The deceased’ s sister managed to identify Mutemera who was wearing a blood stained shirt after committing the crime,” the court heard.
The matter was postponed to Friday December 15 pending the examination of Mutemera’ s mental health.

Ray Nkosi | Former Finance Minister Ignatius Chombo, Kudzai Chipanga and Innocent Hamandishe have been arrested for wearing President Emmerson Mnangagwa’s regalia.
Reports indicate that the three will appear in court this afternoon.
In a statement Wednesday Zanu PF Spokesman Khaya Moyo had warned that: “It has come to the attention of the party Zanu-PF that images of a clique of expelled Zanu-PF members of the G40 cabal namely; Ignatius Chombo, Kudzai Chipanga, Innocent Hamandishe and another person wearing regalia emblazoned with features depicting the President and First Secretary of the Party, Emmerson Dambudzo Mnangagwa, are widely circulating on a number of social media platforms.”

AFP reports that Mugabe who was ousted from power last month, visited a Singapore hospital on Friday (Dec 15) during a trip to the city state for a medical check-up.
Mugabe was pictured walking without a suit. Some Zimbabweans commented that Mugabe was well dressed. Wrote a fervent supporter, Kerina Mujati, “Picture of the day – at least my Gushungo is well dressed and fitted into his clothes not vaye vanoti vakapfeka suit ungati yakaturikwa pachimuti.

AFP noted that this is the first time Mugabe has been seen in public since he was forced to resign after a military takeover brought a sudden end to his 37-year reign. There have however been other public pictures of the ailing 94 year old after resigning and these show him at his BlueRoof house withformer RBZ governor Gideon Gono.
The 93-year-old was seen leaving a lift in Gleneagles Hospital in downtown Singapore around midday, wearing a white shirt and black trousers, and accompanied by eight people, AFP journalists said.
Gen. Moyo Sets Terms For Talking To Other Countries
Zimbabwe will seek re-engagement with other countries, especially the West, on an equal footing as the new dispensation ratchets up trade and economic diplomacy, a Cabinet Minister said yesterday.
Addressing ambassadors accredited to Zimbabwe in the capital, Foreign Affairs and International Trade Minister Major General Dr Sibusiso Moyo (Retired) said Government would seek new frontiers of cooperation beyond friendly countries in Eastern Europe, South Asia and Pacific, Latin America and the Caribbean.
“I have already begun serious and focused dialogue with key constituent countries of the West amongst them, our erstwhile coloniser, the United Kingdom, United States of America, Germany and others with the objective of normalising our relations,” said Dr Moyo.
“We seek an honest, respectful and forthright dialogue that will let go the past and explore and pursue mutually beneficial economic opportunities. We must respect one another and not lecture one another.”
Dr Moyo hailed countries like China, Russia, India, Iran, Cuba, Malaysia, Pakistan and Brazil that always stood by Zimbabwe in the face of vilification by its detractors.
“We greatly value the strong bonds of friendship and the political and economic support we have continued to receive from our dependable allies, who have stood resolutely with us during our greatest times of need,” he said.
“We shall endeavour to deepen and consolidate these vital relations.”
Dr Moyo said the new Government was determined to make the country an attractive destination of foreign direct investment through a deliberate economic bias in implementation of its foreign policy.
“The economic diplomacy we seek to pursue will ride on the success and accomplishments of the past, re-alignments in other areas and a complete departure from frustrations and failures of the past,” he said.
Dr Moyo said he intended to facilitate economic development and industrial revival, while milestones achieved in the agricultural sector should be consolidated.
“Command Agriculture will achieve the unlocking of the tremendous wealth that lies in our soil,” he said.
Dr Moyo reiterated that the Government would continue to partner foreign investors in the win-win exploitation of the country’s mineral wealth. “We believe the recent adjustments to the indigenisation and economic empowerment law levels the field and removes any lingering impediments from the past,” he said. “Only in the diamond and platinum sectors will 51/49 percent rule apply.”
On the manufacturing sector, Dr Moyo said urgent refurbishment and re-capitalisation was needed and invited foreign investors to grab the opportunity to do business in the country.
Tourism and services sectors were also open to foreign investment, he said.
“All these economic activities should, as a must, create jobs, jobs and more jobs for our people, so that they share and enjoy the fruits of the country’s economy and prosper,” he said.
“No longer will we be satisfied with being a country of potential, that potential must be urgently exploited to improve the welfare of our people at the soonest.”
Dr Moyo allayed fears on property rights, saying President Emmerson Mnangagwa had already assured the international community that his Government would respect such rights for ease of doing business.
“We value your participation in the country’s economy and as the President has reassured you, we shall ensure the sanctity and security of your investment and shall honour to the letter all agreements we enter into with you, including BIPPAS,” he said.
“The right of property shall be respected. We look forward to your invaluable support for our debt clearance plan and in particular the 2015 Lima process. We are confident that with your goodwill, we can revive the process.”
Dr Moyo urged the diplomats to work together with Zimbabwe to build and not to destroy friendships and relations.
He said he was ready to embark on a diplomatic offensive for bilateral engagements with other countries any time soon. “For burning bilateral issues specific to your countries and national interests, I am available for urgent meetings,” he said. “I am envisaging a diplomatic in-loco tour of all our geo-political regions.”
Dr Moyo requested the diplomats to begin making the requisite preparations with their capitals, in liaison with his officials.
He apprised the ambassadors that the 2018 harmonised elections were around the corner and urged them not to become “referees and players” in the plebiscite.
Dr Moyo implored the ambassadors to remain steadfast in their roles of impartial observers, as pronounced by President Mnangagwa during his inauguration.
“Some international observers may be invited at the discretion of the Government of the day,” he said. “As with the previous elections, the Government has always guaranteed a peaceful environment, before, during and after elections.”

By Dorrothy Moyo | Chimurenga Music guru, Thomas Mapfumo last month warned fellow musicians against getting carried away writing songs that idolize human beings. Mapfumo was specific and said he means national leaders.
That statement (CONTINUE READING) was followed by other comments by observers who said that Zimbabwe could soon turn into another North Korea if its citizens allow the worshipping of mortals, something some described as daylight idolatry.
North Korea has one of the most oppressive regimes where the President is the centre of all entertainment and day to day discourse.
Mapfumo’s warning comes against the backdrop of the Jah Prayzah frenzy which has seen Emmerson Mnangagwa being praised beyond the human conscience.
The elderly Mapfumo said this is what eventually led to the former President Robert Mugabe becoming difficult to remove.

1044: Delegates to the Zanu-PF extraordinary congress, which is being held at the Robert Mugabe Square behind Rainbow Towers in Harare, are now seated as they wait for President Emmerson Mnangagwa’s arrival. Only senior party members remain outside as they wait to welcome President Mnangagwa who is set to plant a tree as part of commemorations of the National Tree Planting day.
Around 7 874 people are expected to attend from the ten provinces in Zimbabwe, various Zanu-PF chapters in the diaspora and international friends of the party. Delegates will be drawn from the Central Committee, the National Consultative Assembly, Youth League, Women’s League and the Provincial Executive Councils. The duration was cut to three days from the previously suggested five days with the party leadership agreeing to cut the budget drastically. The congress is expected to endorse changes that came up as a result of Operation Restore Legacy.
Shock As Man Brutally Kills Girl (2), Eats Her Flesh
By Terrence Mawawa | In a shocking and gruesome murder incident, a mentally challenged man axed a two- year- old child, roasted and ate the baby’s flesh.
The incident has left the Buhera Community in a state of shock.
Onwell Ndega Mutemera of Mutemera Village under Chief Nyashanu in Buhera axed the girl to death and ate her arm.
Mutemera appeared before Buhera Resident Magistrate, Dennis Mangosi facing murder charges last week.
The court heard that Mutemera advanced towards the girl, Monica Sengerai who was playing with her sister Febie Sengerai.
He then struck the girl with an axe on the chin, took her right arm, roasted it and ate it. He allegedly committed the crime on December 5.
Mutemera was arrested on the same day he committed the crime.
“The deceased’ s sister managed to identify Mutemera who was wearing a blood stained shirt after committing the crime,” the court heard.
The matter was postponed to Friday December 15 pending the examination of Mutemera’ s mental health.
MNANGAGWA’S FULL STATEMENT: Central Committee Meeting
Acting Secretary, Members of the Central Committee, Party Officials, Comrades. I warmly welcome you to this session of our Central Committee which convenes on the eve of our Extraordinary Congress, which is being held under the theme; “Consolidating the Gains of Zim-Asset through Unity, Peace and Development”.
I trust you are all prepared for the long day ahead as we transact the business of our Congress which is expected to provide a good environment for us to make far-reaching decisions that will take our party and our country forward.
In welcoming you, I recognise that this Central Committee is unique as much as it is historic in that I stand before you, addressing this esteemed gathering as the President and First Secretary of the party, subject to the ratification of the resolution you made on the 19th November 2017, which handed me the onerous task of leading our revolutionary party.
Furthermore, the Extraordinary Session of Congress itself is being held specifically to ratify the resolution of that Extraordinary Session of the Central Committee held on 19 November 2017.
Indeed, that historic Central Committee meeting confirmed your status as the highest decision-making body of our party between Congresses, if ever there was any doubt.
I applaud you for your boldness and courage as you did nor shirk your responsibilities or flinch from taking decisions that were needful, against the adverse situation that had developed, threatening our party.
You rose to the occasion showing and demonstrating that organs of the party, more so those at the apex, such as this one, must always show unswerving leadership for the survival of our party.
In addition, that determining Central Committee meeting had a direct meaning to me specifically as the decisions and resolutions made therein ended my brief exile, in the process clearing the way for my return into the country and into the party from which I had been illegally, summarily dismissed.
I am truly grateful to you who made that happen and took a further step as you resolved to elevate me to be the President and First Secretary of the party; I am deeply humbled by that show of confidence which I hope to justify by giving my utmost best.
I further recall most heartily how much you placed me uppermost in your thoughts when I was taken ill in August this year. That I am alive and fully recovered attests to how your prayers were heard and to the faithfulness of our Almighty God.
Indeed the hardest crises and setbacks turn out much lighter and more bearable with overwhelming support from comrades such as yourselves, who become true keepers of our destiny.
Comrade members of the Central Committee, In moving forward, let us recognise and acknowledge the achievements that our party has made to date as led by my predecessor, the Former President and First Secretary, Cde R. G. Mugabe.
In so doing, however, let us not lose sight of the need to move purposefully forward, to repair the party and put it on a vibrant keel. The Central Committee, as the highest decision-making body between Congresses, must assume full responsibility of this mammoth task of re-engineering our party.
This responsibility must never be abdicated or usurped for expediency. Not so much to feel pompous and indispensable, but to realise and wake up to the heavy responsibilities which it should discharge.
As members of the Central Committee, we must realise that our temperament and judgment become the temperament and judgment of our party, and in-turn set the pace and tone of our party. Our thinking becomes the thinking of the party; our actions, too, become the actions of the party.
Conversely, our missteps become the missteps of our party; our acts — whether of commission or of omission — become the acts of our party. Being the party of national liberation, national unity, peace and development, our deeds or misdeeds reverberate throughout our nation because we are the leaders.
This is the heavy responsibility we in here all carry. I make the above observation in view of recent developments in our party, and which also became developments which affected our nation in a major way.
This is with reference to attempts by a cabal of counter-revolutionaries, infiltrators and foreign agents who went under the moniker of G40, to destabilise our party and hijack our revolution.
As a result of their activities, the negative development in our party echoed throughout our nation, confirming that the stability of the country is inextricably tied to the stability of Zanu-PF.
Thus, we must draw lessons from all this, including hard and uncomfortable ones which have come to pass. It was indeed disheartening as party structures seemed helpless as the cabal pursued its sinister programmes using platforms, structures and the personnel of our party.
The Interface rallies
The majority of us thought the interface rallies were for mobilising Zanu-PF, no, no, it was an agenda. They undermined party rules and procedures while pretending to be upholding and defending them.
They undermined the leadership of the party while pretending to love and defend it. Their programme, therefore, was one of subverting the party from within. A key lesson to draw from all this is how important it is to remain vigilant in the party.
This means insisting on and ensuring the supremacy of the party by foregrounding its values and its ethos; by upholding its rules and its procedures, indeed by respecting its structures and procedures, indeed by respecting its structures and processes.
All these must reign supreme at all times, taking precedence over individual status, wishes or predilections. Never again, should the Central Committee watch while indiscipline, personalisation and abuse of the party and its structures take root.
From the past events within our party, it must henceforth be ingrained in all of us that the party constitution is supreme and must be followed without deviation, to the spirit and letter; and that no one individual or groups of individuals are superior to it.
The constitution is the soul of our party, a straitjacket that prunes our behaviour and conduct as members; it moulds us so that we do not break, for it gives us shape and form.
The duty of every genuine cadre of the party is to ensure that this holds true at every level of the party, at all times and in all situations and circumstances. The trying times we went through as a party undoubtedly tested our resilience.
Events preceding this Congress also allowed our qualities as the party to show and shine, principally the quality that enables us to show mercy on those that genuinely erred, while working hard to rehabilitate them in order to reintegrate them into the party fold.
In this regard, we have been able, in a very short time, to rid contradictions, however, antagonistic, and to mend broken relations so that we move forward in unity and newfound harmony within the party. In this vein, I exhort the party to outgrow the urge for vengeance and vindictiveness so it rebuilds and moves forward around this abiding ethic of mercy and forgiveness.
Let us say NO to retribution, albeit remaining vigilant. As the curtain comes down on our Extraordinary Congress tomorrow, it will be expected that you who represent the highest body outside Congress, will show the way through discipline, respect for the constitution, exemplary conduct, and restraint from excesses and inspire magnanimity.
As you are all aware, I am completing the term of my predecessor and our past President and First Secretary Cde R. G. Mugabe. Between now and the next elections is a few months.
Given that overbearing fact we cannot afford divisions which weaken our focus while they dissipate our collective energies in wasteful intra-party conflicts. We need every vote including that of our members who may have been misled by the cabal, and whom we must now rehabilitate and bring back into the party fold.
Lest there is confusion, may I point out that the Extraordinary Congress we are set to have tomorrow is not an elective one in respect of the Central Committee and all other organs of the party.
The congress will therefore extend the tenure of you the current Central Committee Members, which would have ordinarily expired in 2019, by another five years! This means that luckily, you here now stand to serve the party for another five more uninterrupted years until the next congress which falls due in 2022.
I hope this clarification allays all anxieties and stops the jostling that had begun to negatively affect the party. Meanwhile, provinces will be permitted to fill vacancies where they exist.
The Extraordinary Congress we hold tomorrow will fundamentally be, by no means a form of celebration, but it marks the beginning of hard honest work that is ensuing, of rebuilding all organs of our party from the cell upwards. These must now be inspired not just for a thunderous showing, but as part of our broader return to full vibrancy.
I am particularly concerned with the situation in both the Women and Youth Leagues which were the greatest victims of the counter revolutionaries who had captured the party. These two vital organs of our party must receive our urgent, but compassionate attention so we put them back on the rails.
In respect of the Youth League, conscious effort must be made to ensure vigorous interventions from the commissariat so that the youths reconnect with the ethos of the struggle and the value system of the party as it has evolved over the years.
Regarding the Women’s League, I will tomorrow announce the new leadership. The Extraordinary Congress equally marks a shift in paradigm of the party as we, more than ever before, concern ourselves with the bread and butter issues that affect our people we lead.
The party at all levels must give due attention to the developmental and economic issues within their Wards, Districts and Provinces. Leaders must be truly servants of the people, moved by matters that affect the people.
There is thus, greater need going forward, for a more symbiotic relationship between party and Government ministries, departments and agencies at the grassroots level. This will be essential to ensure that we deliver the promises we make to the people as the party.
Party members must be encouraged from the Cell, Branch, District and Provincial levels to become participators in the formulation, implementation, monitoring and evaluation of Government policies and programmes. This is indeed in line with the tenets of participatory democracy and governance, which the national constitution exhorts us to encourage.
Furthermore the party is fully aware that one of the major symptoms of our constrained economy is the lack of jobs. We must thus be seen to be practically empathising with the unemployed especially the youths, through concrete interventions both at party and Government levels.
Failure to which, all our mobilisation efforts may meet with indifference and cynicism. You may recall that my inauguration speech and directives to the new administration gave uttermost importance to this matter as needing urgent redress.
We will not be able to accomplish much for as long as our sense of party work remains hidebound in the old template of looking at Zanu-PF as about politics, politics and politics alone.
No more, it’s politics and economics. Let us recognise that the best politics emerge from the market place where livelihoods are made. The Central Committee must be at the centre of this new dynamic new era which must pervade all party work into the future.
Productivity across all sectors must be religiously encouraged, not only at a national level but at a disaggregated Ward, District, and Provincial level. I urge us all to think, sleep, dream and walk productivity.
To this end, all our party members must be encouraged to do the same. Accordingly in today’s agenda we will receive a report from the Minister of Lands, Agriculture and Rural Resettlement on the state of our agricultural sector and the interventions that we have in store.
The lessons and successes from Command Agriculture and the Presidential Inputs Scheme must embolden us to know that we can overcome seemingly insurmountable challenges as a nation if we are disciplined, united, purposeful and hardworking. We shall be briefed by our new Minister Air Marshall Perrance Shiri.
Furthermore, communities and the party membership must always be kept abreast of the opportunities availed through the various interventions, policies and programmes that Government will implement from time to time. Let us be a party and leadership which has the people in mind, which puts the interests of the people we lead ahead of our own.
In this regard let us shun corruption and temptations towards self-gain and self-interest. The corrupt tendencies that had in the recent past gripped our nation will not and cannot be allowed to continue. We must thus deal with corruption within the party and corruption in all spheres of public life and business practices.
Mwalimu Julius Nyerere once said, ‘‘widespread corruption in high places breeds poverty.’’ We cannot thus in all clear conscience ever condone or ignore corruption as it has the deleterious effect on our nation and impoverishes our people.
It is time that we as a party pledge to fight this evil and join forces with like-minded Zimbabweans until it is completely eradicated from our society. I said, under the new administration, we have given three months for those who have taken money out of this country to bring it back.
I didn’t say that without knowledge, I have a list of who took money out. So in March when the period expires, those who would not have heeded my moratorium I will name them and shame them.
On the external relations front, allow me to acknowledge the support and solidarity we received from sister parties in the region along with Sadc and other international bodies during our recent transition period.
We commend how Zimbabwe was allowed to decide its course and resolve its matters as an independent and sovereign nation within the confines of its laws. Going forward, we call for the unconditional lifting of the political and economic sanctions which have crippled our national development.
We realise that isolation is not splendid or viable as there is more to gain through solidarity, mutual beneficial partnerships which, however, recognise our unique national interests. Government will thus, purse a robust re-engagement process to fully affirm our belonging to the family of nations.
The re-engagement strategy will seek to create new relations whilst holding steadfast to those countries that stood by us during our darkest years. In this regard, measures will be put in place to attract foreign investment and ensure that Zimbabwe is a place where capital feels safe. It has already been done.
I urge you, the leadership of the Party to understand this new trajectory and explain it to our members when the needs arises. As I have already announced, the Harmonised General Elections will be held in 2018 as scheduled. Government will do all in its powers to ensure that these elections are credible, free and fair.
In preparation the Party must invigorate its structures, mobilise, organise and meticulously ensure that all its members are registered to vote. We will, in the coming months, be meeting as the Central Committee to craft more concrete plans with regards to these elections. These elections are nearer than what we expect.
Once again, I welcome you to this Session of our Central Committee fully confident that we will take decisions that will shape the deliberations of our Extraordinary Congress for better and stronger outcomes for our revolutionary party Zanu-PF.

Tendai Biti Speaks: We Didn’t Call For Sanctions, To The Contrary For Years We Have Been Re-engaging The West
By Farai D Hove| MDC Alliance and PDP leader, Tendai Biti has communicated following his appearance before a US Senate committee 3 days ago, saying he did not at all this week call for sanctions on Zimbabwe.
He said the MDC has instead been re-engaging the West.
“The sanctions mantra is fake news that doesn’t sell Jones,” write Biti on his portal.
He continued saying “its a reflection of the paranoia in the new establishment.We started the process of re-engagement a few years ago.Our record speaks for itself.”
Biti’s comments come as many in ZANU PF attacked him on allegations of calling for sanctions which his critics say affect the poor people.

Earlier on, Biti also wrote saying he is not afraid of ZANU PF members who this week began threatening him. “The basis of fascism was a perverted nationalism that did not allow for dissent and was anchored on a fake ideology of superiority.

Chombo Snatched $310,000 Bribe From Landowner
The humiliated former Finance Minister Ignatius Chombo allegedly received a Norton stand measuring 3 712 valued at $310 150 from Eddies Pfugari Property Developers (Pvt) Ltd as a bribe.
The asset was dished out to him in order to remove people he had illegally allocated stands at Whitecliff Farm.
Chombo is currently on bail for other charges which go back to 1997.
Chombo appeared before Harare magistrate Ms Rumbidzai Mugwagwa.
The former ZANU PF warlord was remanded to January 8 next year, under the same bail conditions he was granted on other corruption charges he is facing.
The court heard that sometime in 1997 Eddies Pfugari Property Developers (Pvt) Ltd purchased White Cliff farm from Fredrick John William Smith. However, sometime in 2000, Chombo who was the Minister of Local Government, Rural and Urban Development, allegedly allocated stands to illegal settlers within Eddies Pfugari Property Developers (Pvt) Ltd’s property. He invited Eddies Pfugari Property Developers to his office and assured them that he would remove the illegal settlers using his ministerial powers but demanded a piece of land as bribe.

No Violence In Zimbabwe’s Elections 2018, Govt Promises
By Dorrothy Moyo| The new Zimbabwean government has promise that it will not tolerate violence in the upcoming 2018 elections.
This was announced by the new Foreign Affairs and International Trade Minister Major General Sibusiso Moyo as he revealed that there is now an investment pool for diasporans.
Dr Moyo said Zimbabwe has adopted zero tolerance to violence as it approaches the 2018 elections.
“I shall ensure that the full potential of all our nationals abroad (Diasporans) shall be marshalled … to encourage their full participation in economic activities and their consular needs are fully attended to. Their investment back home will be facilitated,” said Moyo yesterday.
He also said the country will seek re-engagement with other countries, particularly the West.
Dr Sibusiso Moyo told ambassadors gathered in Harare yesterday, government will seek new frontiers of cooperation beyond friendly countries in Eastern Europe, South Asia and the Pacific, Latin America and the Caribbean.
“I have already begun serious and focused dialogue with key constituent countries of the West amongst them, our erstwhile coloniser, the United Kingdom, United States of America, Germany and others with the objective of normalising our relations,” he said.
“We seek an honest, respectful and forthright dialogue that will let go the past and explore and pursue mutually beneficial economic opportunities. We must respect one another and not lecture one another,” he added.
Dr Moyo hailed countries like China, Russia, India, Iran, Cuba, Malaysia, Pakistan and Brazil that always stood by Zimbabwe in the face of vilification by its detractors.
“We greatly value the strong bonds of friendship and the political and economic support we have continued to receive from our dependable allies, who have stood resolutely with us during our greatest times of need. We shall endeavour to deepen and consolidate these vital relations,” he said.
Dr Moyo said the new Government was determined to make Zimbabwe an attractive destination for foreign direct investment through a deliberate economic bias in implementation of its foreign policy.
“The economic diplomacy we seek to pursue will ride on the success and accomplishments of the past, re-alignments in other areas and a complete departure from frustrations and failures of the past,” he said.
He said he intended to facilitate economic development and industrial revival, while milestones achieved in the agricultural sector should be consolidated.
“Command Agriculture will achieve the unlocking of the tremendous wealth that lies in our soil,” he said.
Dr Moyo reiterated that the Government would continue to partner foreign investors in the win-win exploitation of the country’s mineral wealth.
“We believe the recent adjustments to the indigenisation and economic empowerment law levels the field and removes any lingering impediments from the past,” he said. “Only in the diamond and platinum sectors will the 51/49 percent rule apply.”
On the manufacturing sector, Dr Moyo said urgent refurbishment and re-capitalisation was needed and invited foreign investors to grab the opportunity to do business in the country. Tourism and services sectors were also open to foreign investment, he said.
“All these economic activities should, as a must, create jobs, jobs and more jobs for our people, so that they share and enjoy the fruits of the country’s economy and prosper. No longer will we be satisfied with being a country of potential, that potential must be urgently exploited to improve the welfare of our people at the soonest,” he said.
Dr Moyo allayed fears on property rights, saying President Emmerson Mnangagwa had already assured the international community that his Government would respect such rights for ease of doing business.
“We value your participation in the country’s economy and as the President has reassured you, we shall ensure the sanctity and security of your investment and shall honour to the letter all agreements we enter into with you, including BIPPAS,” he said.
“The right of property shall be respected. We look forward to your invaluable support for our debt clearance plan and in particular the 2015 Lima process. We are confident that with your goodwill, we can revive the process.”
Dr Moyo urged the diplomats to work together with Zimbabwe to build and not to destroy friendships and relations. He said he was ready to embark on a diplomatic offensive for bilateral engagements with other countries any time soon.
“For burning bilateral issues specific to your countries and national interests, I am available for urgent meetings,” he said. “I am envisaging a diplomatic in-loco tour of all our geo-political regions.”
Dr Moyo requested the diplomats to begin making the requisite preparations with their capitals, in liaison with his officials. He apprised the ambassadors that the 2018 harmonised elections were around the corner and urged them not to become “referees and players” in the plebiscite. Dr Moyo implored the ambassadors to remain steadfast in their roles of impartial observers, as pronounced by President Mnangagwa during his inauguration.
“Some international observers may be invited at the discretion of the Government of the day,” he said. “As with the previous elections, the Government has always guaranteed a peaceful environment, before, during and after elections.”
Dr Moyo said Zimbabwe adopted zero tolerance to violence as it approaches the 2018 elections.
Biti And Chamisa Must Be Banned From Parliament, Says Chief Charumbira
State Media- Chiefs Council President Chief Fortune Charumbira has said MDC Alliance representatives Tendai Biti and Nelson Chamisa must be banned from parliament and government for calling for the continuing of sanctions.
Parliament should craft a law that punishes people who undermine the interests of Zimbabwe through calling for illegal sanctions, traditional leaders have said. Chief Fortune Charumbira said the law should also disqualify culprits from seeking political or public office as part of measures to protect its interests and that of citizens and nip in the bud what MDC Alliance members led by Mr Tendai Biti did in the United States this week.
Messrs Biti, Nelson Chamisa and activists Dewa Mavhinga and Peter Godwin made sensational presentations before the US Senate Foreign Relations Committee on Tuesday where they took turns to besmirch Zimbabwe. They urged the US government to maintain its ruinous sanctions regime.
“Zimbabwe should seriously consider the need for a law that punishes Zimbabweans who undermine the country’s political, economic and social interests as what we read in the media as attributed to Mr Biti,” said Chief Charumbira.
“Such people should be disqualified from contesting for political office because they would have expressly shown that their ultimate mission is to seek political office through undermining the interests of Zimbabwe.”
He said Mr Biti and his delegation had demonstrated that they were preoccupied with their selfish interests ahead of the welfare of the suffering Zimbabweans.
“They are driven by individual aggrandisement in order to get power which they want to attain at all costs even at the expense of the people. We have suffered enough. In Shona we say Nyika Vanhu, who do they want to rule in future when people would have died through these ruinous sanctions,” he said.
Another Chiefs Council member, Chief Musarurwa echoed the same sentiments saying there was need to give the new administration led by President Emmerson Mnangagwa a chance.
“If they had any grievances they should have engaged the new administration and not to go to a foreign land. Of what help is that to the cause of the people? Who they are purporting to be representing,” said Chief Musarurwa.

Kennedy Kaitano | After reading the new Minister of Foreign Affairs and International Trade Minister Retired Major-General Dr. Sibusiso Moyo’s remarks in The Herald of 14 December 2017, and Terence Mukupe, Deputy Minister of Finance and Economic Planning, I was left wondering what exactly Tendai Biti had said which had angered the two many.
I had earlier seen the full text of Tendai Biti’s presentation to the USA Senate, which I had fully admired. I then had to google around for video footage of Tendai Biti’s presentation, and I came across two presentations, the first which was the paper that he read, which was identical to the written text that I had seen, and then one video tape in which Tendai must have been responding to questions, a video which had been posted on an internet platform by Terrance Mukupe.

Man’s Ear Bitten In Row Over Phone Noise
A man suffered a deep cut to his ear after he was bitten during a row on a train about mobile phone noise.
The 24-year-old needed hospital treatment after another passenger on a train clamped down on his ear as they argued over whether his friend was talking too loudly.
According to British Transport Police, the passenger told the victim his friend was talking too loudly on his mobile phone, and a row followed.
The man then bit the victim’s ear.
The victim sat back down after the incident, and he and his friend got off at Peckham Rye.- Skynews
G-40 MP Assaulted, Barred From Addressing Party Meeting
Terrence Mawawa, Chiredzi| A Zanu PF MP some have alleged to be aligned to the G-40 faction, was assaulted by Team Lacoste youths during a party meeting here last weekend.
Chiredzi West MP Darlington Chiwa was confronted by Team Lacoste youths who pushed and shoved him violently. The incident happened at Batanai Primary School.
Party sources said the rowdy youths were bussed from Chikombedzi and Mwenezi.
“The youths charged at Chiwa and dragged him out of a classroom at Batanai Primary School as he was about to address the meeting.
They pushed and shoved him violently,” said a party source.
However Chiwa denied he was assaulted by the youths. He said the youths uttered unprintable words and threatened to assault him.
“The issue is not in any way linked to factional battles. There are some people who are targeting my constituency and they know I am very popular here.
So they are causing havoc here.I will not be deterred by their threats,” said Chiwa.

Chinamasa’s ‘Budget Targets Unrealistic’
Finance minister Patrick Chinamasa’s budget speech sets a good precedence in terms of policy thrust of reform and economic resuscitation with clear government austerities, international community engagement and clarity on the contentious Indigenisation and Economic Empowerment Act, but the targets are unrealistic, Old Mutual has said.

“This is somewhat aggressive given a gross domestic product (GDP) growth forecast of 4,5 percent and donor fatigue in a number of sectors within the Zimbabwean economy,” the country’s largest insurance firm said.
This comes as Zimbabwe is unlikely to get significant multilateral funding in the short term given its international debt arrears and high country risk profile arising from the high level of domestic debt.
“There are international debt arrears that need to be cleared in addition to a number of socio-political and economic reforms that need to be embedded before noteworthy funding can be availed.
“We must bear in mind that 2018 is an election year with budgetary expectations that need to be met ahead of some of the highlighted infrastructure projects,” Old Mutual added.
Although Chinamasa was optimistic on the country’s future economic prospects, the budget speech was not clear on how and where the revenue will be generated.
In terms of tax revenue, a forecast of $5 billion is projected for 2018, 30 percent ahead of the 2017 tax revenue collections.
“Industry growth is premised on ease of doing business reforms and export growth which we believe are not short term problems hence a more conservative tax revenue figure in the short term would have been more amenable.
“Encouraging, however, is that while government hopes to fund $1 billion of the $1,7 capital expenditure budget, the balance of $0,7 billion is being sort from foreign investors under the auspices of a new Indigenisation Act, tax break incentives and new investor friendly policy thrust which may be a quick win,” Old Mutual said.
Chinamasa, however, said there was need for a paradigm shift for the country to achieve sustainable economic growth.
“Our quest for reversing economic decline and eradicating unemployment and poverty can only become reality if we walk the talk with regard to adoption of a paradigm shift in the way we do business and manage our economy, public enterprises and finances,” he said in his budget statement.
“As we focus on recovery of our economy, we must shed misbehaviours and acts of indiscipline which have characterised the past, while we address and reduce the high country risk perception among existing and prospective investors,” he added. DailyNews
Mugabe Misses First Zanu PF Congress Since 1963
Ray Nkosi | Former Zimbabwean president Robert Mugabe has missed his first Zanu PF Congress in 54 years, to be more precise perhaps 43 years, since Mugabe was in prison for the 11 year period up to 1974.
Mugabe who is still a bonafide Zanu PF card carrying member could have attended the extraordinary Congress tomorrow without his wife Grace who was last month expelled from the ruling party.
President Emmerson Mnangagwa addressed the party’s Central Committee earlier today in the absence of his former boss who has sought medical treatment in Singapore.
According to Newsday, in a landmark moment for Zanu-PF, “new party leader Emmerson Mnangagwa, who took power following chaotic but peaceful scenes that engulfed the country following the November 14 military intervention, would preside over the ruling party’s extraordinary congress”.
The report quoted the Zimbabwe National Liberation War Veterans’ Association spokesperson and Zanu-PF Harare provincial commissar, Douglas Mahiya as saying that Mugabe was no longer a member of the ruling party.
Ruinous divisions
The congress would see Mnangagwa being endorsed as the party leader by the country’s 10 provinces.
The state-owned Herald newspaper, reported earlier this week that the aim of the congress would be to “endorse changes that came up as a result of Operation Restore Legacy that helped stop ruinous divisions in the revolutionary party”.
Mugabe, who resigned from his position as president of Zimbabwe in on November 21, reportedly flew out of the country to the Far East on Monday for medical checks in Singapore. This was his first trip since his ouster.
The nonagenarian was expected to make a stop-over in Malaysia, where his first daughter, Bona, was expecting a second child.
Mugabe had been due to travel to Singapore on November 16 but was unable to leave because the military had confined him to his private home the previous day, reports quoted a government official as saying.
Mugabe was initially elected Zanu secretary-general when the party was formed in 1963 following the split in the then Zapu before he took over as leader in 1977, Newsday said.
HORROR ASSAULT: Esigodini Man Cheats Death After Being Axed By Amakorokoza
By Sithuli Ndaba | A man from Homestead area of Esigodini is in intensive care unit at United Bulawayo Hospitals after he was axed and left for dead by amakorokoza who were illegally mining and digging a service road to the farm he worked at.
Thomas Mpofu was attacked by a group of seven illegal miners as he and a co-worker tried to stop the makorokozas from digging up a road on Thursday night. Mpofu was axed several times on the right side of the head and he lost his right eye on the scene. He only got to hospital hours after being injured, with police and ambulance services nowhere to be seen. He was taken to Esigodini Hospital by his employer with the assistance of a police officer from Bulawayo and BCC rangers who work in the area nearby.
Mpofu’s seven attackers, who fled from the scene, include Onesimo Ndlovu, Mdudusi Sibanda, Mlaleli Khumalo, Bekithemba Bhebhe, Phakamani Ncube, one only known as Super and another one only known as Nduna. Of these, Phakamani Ncube and Mlaleli Khumalo were arrested while the other five are still at large. Mlaleli Khumalo, an ex-soldier in the Zimbabwe national army is the leader of the group that was illegally mining in the farm.
The condition of Thomas Mpofu was compromised by the refusal of Esigodini police to render their services to the injured Mpofu, citing lack of resources. Because of this, it was difficult to access ambulance from nearby Esigodini Hospital since a police report was needed. He was on the same night transferred to United Bulawayo Hospitals. His condition is serious in intensive care and the authorities were planning on transferring him to Harare for a specialized operation.
However, Nkondlo Mthethwa, who manages the family farm at which Mpofu was attacked, said the police left them at the mercy of criminals after he made several reports which they never attended to. He said the same police refused to assist them after the attack resulting in him seeking assistance from police in Bulawayo. Mthethwa said one Inspector Chigumbura at Esigodini police could not give reasons to their failure to act on the matter and shifted the blame on his subordinates, with one female officer Zhou being in charge of the station.
Chief Nhlanhlayamangwe Felix Ndiweni of Ntabazinduna, who is uncle to Thomas Mpofu, bemoaned the lackey service by the police, saying he had to travel all the way from Harare where he was meeting the service chiefs to come and take the injured to hospital.
“I am incredibly upset that I had to come all the way from Harare to see an enforcement officer at police then have to go to the army base to get things done. I mustn’t be dealing with this when we have law enforcement agencies in place. It is tiresome, I am incredibly upset and disappointed by this”, said Chief Ndiweni.
The visibly upset Chief Ndiweni told this reporter that the major contributory factors to the poor service were corruption and under resourcing, which he pegged at the scale of 80% to 20% respectively, saying the law enforcement agencies were not serious in dealing with the matter that has affected Esigodini for a long time now, with some officers were working in cahoots with the illegal miners.
“The problem we have here does not start today. Historically, reports have been made about this problem in Esigodini. Had the police been serious about this they would have solved it many years ago. This is purely an enforcement matter and the police must be resourced to deal with it. Also the corruption within the force has to be dealt with, otherwise instead of losing only business and service, we are losing lives to it”, the Chief said.
The chief called on the law enforcement agents not to accept and promote illegality especially in the mining industry, saying the police have invested interests in the business of illegal mining and that has to stop. He said there is no way they can curb the crimes that associate with this business as they are the ones in some instances run the illegal mines or provide downstream services such as stamping and equipment hire.
Esigodini police had not responded to this reporter at the time of going to print. The officer in charge was said to be out of office.

Mahiya Wins Crisis Coalition ‘Sham Election’
By Paul Nyathi |Struggling Zimbabwean human rights watchdog grouping Crisis In Zimbabwe Coalition has elected a new leadership tasked with the difficult duty to rejuvenate the once powerful non governmental organisation.
Heal Zimbabwe Trust Director Rashid Mahiya was elected unopposed to take over the running of the coalition at a highly emotional Annual General Meeting held in Bulawayo on Thursday.
Mahiya takes over the reigns from Sally Dura of the Women’s Coalition of Zimbabwe who has been at the helm of the organisation for the last two years.
Sakhile Sifelani-Ngoma, the executive director of Women in Politics Support Unit was also elected unopposed to be Mahiya’s deputy.
In an election which ZimEye.com sources at the meeting described as “a sham of an event,” Evernice Munando of Female Students Network was also elected unopposed as Treasurer of the Coalition in absentia.
In the only position which was decided by a ballot, Tabani Moyo from the Media Institute of Southern Africa won against Apostle Anglistone Sibanda of Shalom Trust by 36 votes to 8 to land the coalition spokesperson position.
Coalition members who spoke to ZimEye.com on condition of anonymity said that the election which was meant to give the much needed revival of the coalition failed to meet its expectations as the coalition secretariate disqualified some organisations that have been with the coalition for the last four years there by ruling out their members from voting and being voted into the eleven member board.
According to the members, the coalition failed to promote regional balance as no organisation from the Western Region were included in the board.
Matabeleland region organisations had the largest number of organisations who were disqualified from the electoral process.
“The election was a very sad event,” said a member who attended the general meeting.
“Two members from Matabeleland with a high potential to lead the coalition were unconvincingly disqualified at the minute from the election which totally ruled out Matabeleland from being represented,” said the member.
“The way Matabeleland organisations were treated at the AGM may just see those organisations pull out of the coalition with no surprise” said the member.
Mahiya could not immediately be reached for a comment on the matter.
Unfazed Mujuru Takes Mnangagwa On As She Selects Parly Candidates

Despite the NPP being rocked by mass defections back to Zanu PF under Team Lacoste, yesterday party officials met in Masvingo and officially announced the aspiring MPs and councillors.
NPP Spokesperson, Jeffryson Chitando said the party would continue to push for electoral reforms ahead of next year’s polls. See pictures.
Kumalo Murder Suspect Arrested
Police have arrested a Bulawayo man who is suspected to have killed a woman before setting her body on fire at a lodge in Kumalo suburb. Fortunate Sithole (27) was allegedly killed by her suspected boyfriend on Monday morning. She booked into the lodge on Sunday night saying her boyfriend would join her later. She was later heard screaming and the boyfriend escaped after allegedly killing her and setting her body on fire.
Bulawayo police spokesperson Inspector Precious Simango confirmed the arrest yesterday. “The suspect has been arrested but we cannot disclose his name before he is taken to court,” she said.
Meanwhile, police in Bulawayo are hunting for a murder suspect from Mabutweni suburb who allegedly killed his neighbour for claiming that his wife was a prostitute last month. Methuseli Ncube also known as Sdodo allegedly ripped open Spencer Mpofu’s stomach with a kitchen knife leaving his intestines protruding.
Mpofu was rushed to Mpilo Central Hospital where he died.
Ncube escaped and police say his whereabouts are unknown.Insp Simango yesterday said police had launched a manhunt for Sdodo. She appealed to members of the public who may have information that may lead to his arrest to come forward.
“Police in Bulawayo are appealing for information from members of the public that may assist in the location and detection of Methuseli Ncube alias Sdodo who is wanted in connection with a murder case which occurred at Nyalungwe Bottle Store in Mabutweni on November 15 this year,” said Insp Simango.- state media
ARMY LATEST : Bishop Muzorewa’s Lesson to Mnangagwa, Chiwenga
By Don Chigumba | According to the Washington Post of 03 June 1979 after the inauguration of Abel Muzorewa, “Muzorewa took over a government of uncertainty and minimal acceptance abroad, a wracked economy and a war….”
The purpose of this piece is to support the view that President Mnangagwa may follow the footsteps of Prime Minister Muzorewa if he continues to get advice from the likes of Christopher Mutsvangwa and other intellectually tired/power hungry ZANU PF war fighters. The article will also give a detailed comparison between Prime Minister Muzorewa and President Mnangagwa’s transitional governments and support the recent MDC Alliance diplomatic offensive to USA against the alleged coup government.
In 1976, Muzorewa went into self imposed exile in Mozambique and it is alleged that a crowd of 100,000 people welcomed him upon his return to Zimbabwe in 1977. When Mnangagwa was terminated by former President Mugabe, it is also alleged that he escaped to South Africa and returned after a bloodless coup by the military of Zimbabwe. A bigger crowd welcomed President Mnangagwa upon his return and was later declared a president by the military hiding in ZANU PF colors.
Unlike President Mnangagwa, Prime Minister Muzorewa preferred to take the country through diplomacy and not military. In April 1979 we are told, Muzorewa went for election without the backing of PF ZAPU and ZANU and won 51 of the 72 black parliamentary seats and was later declared a Prime Minister. At least Prime Minister Muzorewa was a people’s president compared to President Mnangagwa whose power is said to be emanating from the barracks.
The challenges that faced Prime Minister Muzorewa are likely to be the same challenges that are likely to face President Mnagagwa’s transitional government. Prime Minister Muzorewa government failed to get legitimacy from the citizens of Zimbabwe because he couldn’t work with ZANU and PF ZAPU. President Mnangagwa is heading for the same Prime Minister Muzorewa’s problems because he refused to work with MDCs and the civic groups. The MDCs were going to help President Mnangagwa in economic growth and the cabinet of President Mnangagwa consists of deadwoods, who are experts in greedy, jealous, corruption and not even trusted in Iraqi or Somalia. That cabinet cannot even manage a tuck-shop and the rating of President Mnangagwa is on free fall because his experiment of trying to recycle too old people who should be in Old People’s Homes.
The other challenge that faced Muzorewa were the sanctions that had been imposed on Southern Rhodesia, the international community and the UN were reluctant to remove them before credible elections. Muzorewa government suffered a setback by the diplomatic offensive from ZANU and PF ZAPU forces campaigning for sanctions to remain and President Mnangagwa was among the group calling for the sanctions to remain.
Today, MDC Alliance has become a serious threat to President Mnangagwa’s government, they want the ‘Smart Sanctions’ to remain, they want the international community to release money to a legitimate government, not a government anointed by the military and they feel that President Mnangagwa is a president of the army and not the people. Because of the MDC Alliance’s diplomatic offensive drive against President Mnangagwa’s government, I doubt whether ED will be supported by international community with handouts to resuscitate the economy of Zimbabwe in the near future.
Just like ZANU and PF ZAPU’s diplomatic offensive against Muzorewa, President Mnangagwa is likely to be soiled by MDC alliance’s diplomatic offensive, USA and Britain are still reluctant to support President Mnangagwa. Mr. Biti told the USA congress that President Mnangagwa is another Mugabe but with a different name, a position not good for the progress of ED’s government.
There is mixed reaction from the media on the MDC alliance’s diplomatic move, but I support their diplomatic move by 124.9% because ZANU PF and PF ZAPU once did that to Prime Minister Muzorewa’s government and MDC alliance has not broken the constitution of the land. I am afraid that if the international community gives ZANU PF government money, the money is still in hands of thieves, it is like requesting a hungry lion to take care of the ‘baby’ of a goat. Money should be given to Zimbabwe when the government is accountable to the people.
In April 1980 election, Muzorewa lost dismally to the then Prime Minister Robert Mugabe who got 57 parliamentary seats out of 80 black seats. Muzorewa only managed 3 seats. Now, my prayer is that, history should repeat itself, President Mnangagwa is most likely to fall to MDC alliance if the elections are to be free and fair in 2018. I can breathe the end of ZANU PF party, President Mnangagwa should prepare for his dignified exit by implementing electoral reforms.
Conclusion
ZANU PF should restore the dignity of the late Prime Minster Muzorewa by accepting and legitimizing 1979 leadership. They should accept Prime Minister Muzorewa as government as legitimate and or bulldoze the bones of the late Prime Minister Muzorewa to the national shrine, doing so will be also a way of legitimizing President Mnangagwa’s transitional government before Zimbabweans.

Bushiri Caught In South-Africa Shooting Storm
Terrence Mawawa | A South African man shot his wife over a dispute on a dinner gala arranged by Prophet Shepherd Bushiri.
The Soshanguve man allegedly shot and wounded his wife after she took their savings and bought the most expensive ticket for the controversial Pretoria based prophet’s gala dinner.
According to neighbours, the woman who cannot be named at this stage, took R25 000 from the savings account of the family to buy Prophet Bushiri’s gala dinner tickets.
The gala dinner which will be hosted at Tshwane Show Grounds on 23 December is not an affair for the poor.
“I was doing laundry when I heard a gunshot coming from my neighbour’s house. I went there to investigate and found the lady lying on the floor. Her husband explained what had happened and then disappeared,“ she explained.
“The woman wanted to sit next to Bushiri at the gala dinner and she spent the money without discussing it with her husband. He lost his cool and shot her,“said one woman.
Mnangagwa Threatens To Expose All
Ray Nkosi | President Emmerson Mnangagwa says he has the list of all those who have externalised money and will name and shame them should they not return it by March next year.
Mnangagwa was addressing the Zanu PF Central Committee.
The state media reports that Mnangagwa has extended the lifespan of the Central Committee members for the next five years so that they can stop jostling for positions ahead of the 2018 general elections.
Mnangagwa made the call at the Zanu PF headquarters in Harare while addressing the 107th ordinary session of the party’s Central Committee for the first time as President and First Secretary of the party.
He said recent events in the party where procedures were not followed should not be allowed to take place again.
Mnangagwa also urged people not to take vengeance against people whom they allege to have been part of the G40 cabal but instead implored Zimbabweans to build the economy, to create jobs and also to improve on service delivery.
The Central Committee meeting is being held on the eve of the extra ordinary congress which is starting and ending tomorrow.
Tomorrow’s meeting is not an elective one but is being held to confirm the elevation of Mnangagwa to the post of President and First Secretary of the Zanu PF and also as the party’s presidential candidate for the 2018 general elections.
The meeting will also confirm the expulsion of some members of the G40 cabal.
Mujuru Under Pressure To Ditch Mavhaire, Nyandoro
National People’s Party (NPP) leader Joice Mujuru is under pressure to abandon some of her closest allies accused of fomenting discord in the party.
The NPP has been hit by serious defections of members, who accuse Mujuru of being misled by the party’s national chairperson Dzikamai Mavhaire and her spokesperson, Gift Nyandoro.
Nyandoro doubles up as the NPP’s secretary-general.
A national executive member of the NPP told the Daily News yesterday that eight provincial executives have since met and resolved to petition Mujuru to do away with Nyandoro and Mavhaire because their actions were weakening the party.
“We handed our petition to the vice president (John Shumba) Mvundura, registering our displeasure at the way the party is being run. We made it clear in our petition that we want Nyandoro out,” said the NPP provincial executive member.
Over 100 members of NPP met in Harare on Tuesday, where they said they need serious engagement with Mujuru.
The members went on to present her with a 19-page petition, detailing their grievances.
Among some of the issues they want addressed include “the unconstitutional suspension and expulsions of certain members from the party; unwarranted dismissals and the imposition of unelected leadership; the existence in high offices of a vindictive cabal bent on destroying the party and the urgent need to genuinely include youths in the running of the party.”
“It is with the gravest concern that we note the subversion of the will of the people within the party, which people we aspire to serve. As a democratic entity, it is our sincere hope and great expectation that we should start practicing democracy within the party by respecting the voice and will of members.
“Now, dismissing members while replacements are already on standby simply smacks of conspiracy right at the top echelons of power within the party and should therefore be found a cause for concern and dealt with accordingly and with the urgency it deserves,” the party members said in the petition.
Nyandoro was not taking calls and did not respond to a text message sent to him seeking his comment.
Mavhaire’s phone was not reachable.
The party’s national youth chair Lloyd Masiya told the Daily News on the sidelines of the meeting on Tuesday that they will seek to engage Mujuru further on their concerns, and will take the necessary steps based on her reaction.
“What we are going to do is that we are first going to deal with what led us to be where we are today. The president has opened the door to discuss the issues. We are telling the people that have gathered today that let’s enter the door that has been opened and be able to see that we progressively move together.
“As we engage with the president, we wait for her and act based on her response.”- Daily News
Acid Test For Mnangagwa As Opposition Regroups
The United States has set minimum conditions — predicated on far-reaching reforms — that President Emmerson Mnangagwa’s administration must meet if it wants improved diplomatic relations and access to international assistance and cooperation, the Daily News can report.
After sweeping to power last month with the aid of the military, Mnangagwa had made known his intention to mend broken fences with the international community, unlike his predecessor Robert Mugabe who had burnt bridges with Britain and her allies in the West.
Mnangagwa said whatever misunderstandings may have subsisted in the past, these should make way to a new beginning, adding that “in this global world, no nation is, can, or need be an island, one unto itself”.
But on Tuesday, Washington pronounced itself clearly in the wake of the change in guard at Munhumutapa Building — the seat of power in Zimbabwe.
In remarks indicative of Washington’s skepticism of how relations would improve, given that Mnangagwa is a close ally of Mugabe, and been accused of atrocities dating back to the 1980s, Washington said troops deployed under Operation Restore Legacy must return to their barracks and State institutions should be demilitarised.
US Senate Committee on Foreign Relations’ principal deputy assistant secretary for the Bureau of African Affairs, Stephanie Sullivan said re-engagement with Mnangagwa’s administration will be based on demonstrated behaviour, not rhetorical intentions.
“Our policy of re-engagement will focus on constitutional democracy, free and fair elections, respect for human rights and the rule of law, and an improved trade and investment climate, among other issues.
“The country has a strong civil society and experienced political opposition, and their voices must count in charting a path forward.
“We must judge the new administration on its current and future actions. Along the way, there will be many actions that we will need to assess, as we look to reengage. We will need to see free and fair elections. The military needs to return to its barracks and State institutions should be demilitarised,” said Sullivan.
This comes as an MDC Alliance delegation led by former Finance minister Tendai Biti delivered a moving testimony before the Senate Foreign Relations Subcommittee on Africa and Global Health policy in Washington DC on Tuesday.
Biti, president of the People’s Democratic Party, was accompanied by Welshman Ncube, MDC president; Nelson Chamisa, MDC-T vice president and Jacob Ngarivhume of Transform Zimbabwe.
Author and Zimbabwean journalist, Peter Godwin, was also part of the panel.
Sullivan said perpetrators of abuses against civilians should be held accountable regardless of party affiliation, calling on government to “engage in hard economic reforms, including addressing budget deficits, reforming the Indigenization Act, and reducing corruption”.
“We will want to see improved protection of fundamental freedoms, a freer media, and a truth and reconciliation process. The people of Zimbabwe deserve these reforms, and many more.”
She said Washington welcomed Mnangagwa’s statement of intent to carry out economic reforms during his inauguration speech, “and we are assessing the budget that was released last week.”
“We believe critical political reforms deserve equal attention and cannot wait. In particular, elections must be free, fair, credible, and inclusive allowing Zimbabweans to choose their own leaders. Everyone in Zimbabwe should enjoy the rights to peaceful assembly without undue interference and to voice their opinions — and their vote — without fear,” she said.
Biti’s delegation had been invited to Washington by the State Department to appraise the Americans on the situation in Zimbabwe.
Chris Mutsvangwa, special advisor to Mnangagwa declined to comment, referring questions to Foreign minister Sibusiso Moyo.
Moyo was not immediately reachable for comment.
Biti’s delegation has upset some members of the ruling Zanu PF party, who suggested that they should have been included in the panel.
Zanu PF activist, Frenk Guni, was quoted saying, “We know that they are here to urge the government to maintain targeted sanctions imposed by the West on members of our party.
“It’s very unfair for these people to come here to present one side of what is happening in Zimbabwe. The ruling party should have been invited to attend the meeting.”
The US imposed targeted sanctions on Mugabe and his inner circle for alleged human rights violations and electoral fraud.
Todd Moss, a former deputy assistant secretary of state for African affairs and a senior fellow at the Centre for Global Development wrote this week that the long-term survival of any new Zimbabwean government will depend on resolving the country’s cash crisis and reviving the economy.
“But Zanu-PF has shown a remarkable ability to resist reform, even under the most trying of circumstances. Just as Mugabe inexplicably clung on to the bitter end, the looting machine he is leaving behind may keep on running, regardless of the cost,” he opined.
The Zimbabwe Democracy and Economic Recovery Act, passed with bipartisan support in 2001, sets out strict conditions for US re-engagement, including the lifting of targeted sanctions and debt relief.
Mnangagwa and Zimbabwe Defence Forces commander, General Constantino Chiwenga are still listed among the roughly 200 individuals and entities sanctioned by the US Treasury Department.
To have their assets unfrozen and their ban on doing business with Americans lifted, they will need to convince US officials that they are no longer undermining democracy and the rule of law.
The US also has significant influence over the terms of any future debt restructuring or new loans. For the last two years, Washington has resisted British attempts to arrange a financial bailout for Mugabe.
