Mbalula Accused Of ‘Laughing’ At Zimbabwe Protest Violence
‘Clowns are everywhere’, said the unconcerned minister after an entertainment commentator said you can’t joke about black people being ‘dehumanised’.
Entertainment commentator and blogger Phil Mphela was outraged over what he saw as Transport Minister Fikile Mbalula “laughing” at the situation in Zimbabwe.
Mbalula had posted a picture of protestors in Zimbabwe running from a policeman, who appears to be trying to kick them.
One of his followers responded by removing the policeman from the image and Photoshopping him onto a soccer pitch, where it looks like he is about to kick a ball.
Mbalula’s response – several laughter emojis and the words “that was quick” – show he was clearly amused by the work of his follower.
This upset Mphela, who expressed the view that the situation in Zimbabwe and initial photo shared by the minister show the dehumanisation of black people, and that this should not be seen as “an opportunity to make a joke”.
When the person who made the Photoshop ‘joke’ posted a screenshot of Mphela’s tweet expressing outrage, Mbalula’s response showed he was not overly concerned at the backlash.
“Clowns are everywhere,” he said.
Mphela responded, telling the minister his Twitter behaviour “looks bad” and that he must “step up”.
“If having a modicum of integrity and empathy towards my fellow black people makes me a clown, I wear that like a badge of honor!” he tweeted.
Protests that began on Friday in Zimbabwe are the first since rallies in January against Mnangagwa’s decision to hike fuel prices that ended in deadly clashes with troops.
At least 17 people were killed and scores wounded after the army used force, including live ammunition, to crush the demonstrations.
Amnesty International condemned Friday’s police action saying it demonstrated “just how far the authorities will go to repress dissent”.
The British embassy in Harare said it was “concerned at the images of the heavy-handed response to disperse crowds in Harare”.
US Assistant Secretary for African Affairs, Tibor Nagy called on Zimbabwe’s security forces to “respect human rights and to exercise restraint”.

Mnangagwa Government Lacks Moral Authority To Govern-Chamisa
Farai Dziva|Emmerson Mnangagwa’s government lacks the moral authority to govern, MDC leader Nelson Chamisa has said.
Below is Chamisa’s statement:
All said and done, I acknowledge you the peace loving people of Zimbabwe.I salute those who supported the march despite the challenge. To those who got injured and were assaulted, I wish you quick recovery. Your bravery and courage are not in vain.We shall overcome!
To the regional leaders, their countries, citizens of Africa and to the international community, thank you for your solidarity with the people of Zimbabwe. Ours is a peaceful and just cause, indeed a democratic struggle for a better, free and truly new aZimbabwe.
As a peaceful party, the MDC has followed all legal processes in the exercise of our political rights which are guaranteed by the constitution. We gave notice of the demonstration even though we disagree vehemently with the legislation under which this had to be done (POSA).
However,at the eleventh hour the police unreasonably denied us the opportunity to exercise our rights. Our efforts to challenge the decision in court were in vain.We always expect and trust our courts to be fair and impartial but we are once again disappointed by the outcome.
It is now clear we did everything possible using the available legal routes in order to exercise our rights but all avenues are closed. We’re confronted by an unjust system – unjust rulers, unjust rules and unjust playing field but will never doubt the justice of our cause.
There comes a point in the affairs of humankind when a people must challenge an unjust system, when compliance is as good as reaffirming the unjust system and your own mental and physical subjugation.
Throughout the course of history no oppressed people have achieved freedom by complying with the dictates of an unjust system. They have challenged it.This is the historic task of our people;our generation. The system a vicious machinery but the people have a valiant spirit.
The world saw for itself how brutal the regime is despite attempts to paint a picture that it is a New Dispensation.Sights of police brutalising defenceless civilians, beating up women and the elders are tragic but they also confirm why this demonstration was necessary.
The State has not reformed and it lacks the moral authority to govern, hence the resort to use of excessive force. In fact, those in power today clearly show us that they have learnt nothing and forgotten nothing from the yesterpolitics.
We’ve always called for the need of political reforms underpinning economic reforms. Images going around the world as a result of the excessive force used by the state against the people shame Zimbabwe & make the country less attractive as an investment destination.
What the government has done reaffirms the need for political reforms and reinforces our argument about the importance of restoring legitimacy. No government that enjoys untrammelled legitimacy behaves as the Zimbabwean government has behaved today.
Ahead of August 16 there had already been signs of the brutal hand of the regime. Political activists were abducted and brutally tortured by agents. The state’s bad history in this regard places responsibility upon its shoulders, they carry the duty to protect citizens.
Going forward,Zimbabweans have no choice but to continue peacefully expression. All authority comes from the people as it is up them to assert it.ED has made the choice for you, remain steadfast in the face of violence and intolerance and keep fighting for your rights.
In the days, weeks and months ahead, peaceful action is our force.
To the people who will come out to express themselves we say it’s important to exercise your rights and to do so peacefully.
We continue pray for the injured wishing them quick healing.
We salute those incarcerated or charged on account of politics. Many of us have scars of the struggle. There will be many more. But this is not the time to give up.The seed of liberty is in our blood & expires not!

Chamisa Vows To Continue With Protests
Jane Mlambo| Opposition MDC leader Nelson Chamisa has vowed to continue with protests saying Zimbabweans have no choice but to continue expressing themselves albeit peacefully.
In a 15 thread message posted on Twitter today, Chamisa urged people to keep fighting for their rights in the face of violence.
“Going forward, Zimbabweans have no choice but to continue peacefully expression. All authority comes from the people as it is up them to assert it.ED has made the choice for you, remain steadfast in the face of violence and intolerance and keep fighting for your rights.

Matemadanda Makes Bizarre Claims That Zim Does Not Need Security Sector Reforms
Defence deputy minister Victor Matemadanda (VM) says security sector reforms are not necessary because it is comprised of people who fought in the war of liberation.
In a wide ranging interview with our senior reporter Blessed Mhlanga (ND) on Defence Forces Day, Matemadanda, who is also secretary general of the Zimbabwe National Liberation War Veterans Association, claimed the August 1 shootings last year and the killing of at least 17 people during the January fuel price hike
protests were caused by people who wanted to portray President Emmerson Mnangagwa’s government as not respecting human rights. Below are the excerpts of the
interview:
ND: What is the role of the Zimbabwe Defence Forces (ZDF)?
VM: Independence is precious; we got it through the loss of lives of the young, old men and women who sacrificed their lives for the liberation of this
country. Once we got that independence, it must now be preserved and protected, a duty undertaken by the ZDF. Territorial integrity and the provision of
security of Zimbabwe has to be proffered by the ZDF. For that reason, they must be honoured because they continue to portray and give a heroship that you have
seen, for example, what they did during the Cyclone Idai ordeal.
ND: What do you say to those who view the ZDF as an enemy when we look, for instance, at the August 1 and January shootings?
VM: That is a very unfortunate situation well-orchestrated by violence perpetrators, who wanted such a situation so that Zimbabwe is portrayed as a country
that does not respect human lives. There are many things that happened on that day.
ND: Does Zimbabwe respect human lives?
VM: Yes, it does. This is why we fought for the emancipation and continuation of the protection of human lives in Zimbabwe.
Unfortunately, there are some who believe that democracy means ultraism, where they can do whatever they want despite it being wrong. These people have to
respect the rights of others. Once they refuse to respect other people’s rights, they will be violating the Constitution. It is just unfortunate that the
occurrence of August 1 took place although no one had wished for it. We had gone through the elections without a single incident of violence.
ND: You have been talking about security sector reforms; is there anything that is happening on that front?
VM: Why do we need to reform something that is still functional and okay? Why do we need to reform a security system that is able to fulfil its mandate?
Remember, this security sector is composed of people who sacrificed their time and lives for the freedom this country is enjoying. There is, therefore, no one
with the moral right to tell those that liberated the country how they should protect it.
ND: Are you not slowly becoming what you fought against under former President Robert Mugabe’s regime.
VM: We never wanted the rights to destroy other people’s properties. We were, in fact, promoting the rule of law and fighting against lawlessness, which were
being perpetrated by the team that surrounded the former President.
ND: One of the liberation heroes has indicated that he does not want to be buried here at the National Heroes Acre, what can you say to that?
VM: You have to ask the hero the reason behind his indication. It is his right to say he wants to be buried wherever; that decision solely depends on the
individual.
ND: For someone who has buried so many other heroes here, what do you think his decision implies?
VM: Only that person can answer the question on why he refuses to be buried at a place where he has buried many others.

Full Text- Churches’ Statement On August 16 Demo
Statement jointly issued by the Evangelical Fellowship of Zimbabwe, Zimbabwe Catholic Bishops Conference, UDACIZA, Zimbabwe Council of Churches
PRESS STATEMENT
16 August 2019
Today, the 16th of August 2019, at around 9am, the high court upheld of the Zimbabwe Republic Police prohibition order for the Demonstration that had been called out by the Movement for Democratic Change.
The police drove out people who had come for the demonstration and others who were in the Harare Central Business District as well as cordoning off some areas of the city. In the process, a number of people were injured, especially those women who could not quickly flee from the advancing police. A number of people were arrested.
The incident today and the other incidents in recent weeks raise a number of concerns from the perspective of the church:
Through its Local Peace Monitors (LPM), the church observed that the few protestors were relatively peaceful in spite of the tensions following the ban of the demonstration even in the absence of any formal leadership.
It must be accepted that demonstrations serve as formal outlet for citizens to vent their frustration over the current painful economic conditions. Such peaceful disposition must be commended.
It was also observed that the police involved used unnecessary excessive force to disperse the protesters who were largely peaceful. This heavy-handedness creates an unnecessary rift between citizens and the security sector at a time when the nation needs such cooperation the most.
Unnecessary excessive use of force must be rejected and condemned.
The Church is deeply concerned by the state’s admission, prior to today’s demonstration, of the possible existence of an armed and trained “third force” that is allegedly involved in the recent abductions and torture of some civil society and opposition members.
The mere possibility of the existence of such an extra-judicial force should put the security of citizens and the whole nation in a precarious position. Closure of past hurts must be attained. The church remains concerned that there exists no social contract between the citizens and the state which should determine how the two cooperate to find a shared commitment on the kinds of sacrifices required to lift the nation out of its current socio-economic and political crisis. National convergence must be reached.
- The church notes with concern that the intolerance and mistrust between the two main political parties (MDC and Zanu-PF) and within the different arms of the state remain the greatest threat to economic recovery, integrity of constitutional reforms and the broader social cohesion in Zimbabwe. Reconciliation must be pursued. In light of the above, the church would like to reiterate its call For the cessation of hostilities between the ruling party Zanu PF and the MDC which can be achieved through a deliberate process to commit to a formal process towards national convergence. The church remains open to facilitating such a process.
- The nature and complexity of Zimbabwe’s historic, present and future challenges can only be resolved through cooperation among all Zimbabweans which can be achieved through an inclusive and
comprehensive national dialogue process. The church commits to continue to pray and invite all Zimbabweans to such a process.
Isaiah 32:17 The effect of righteousness will be peace, and the result of righteousness, quietness and trust for ever.
Byo Council Says It Doesnt Want To Milk Hard-Pressed Zimbabweans
BULAWAYO Mayor Councillor Solomom Mguni has said for effective service delivery council should embrace international best practices of commercialising some of its entities instead of solely depending on residents’ rates payments to fund programmes.
Clr Mguni is in Germany attending a local authority leadership seminar where he said it is prudent for the Bulawayo City Council to devise new revenue streams.
His sentiments are in sync with calls from Bulawayo residents who have consistently urged council to come up with alternative ways of generating revenue.
Clr Mguni said his visit has allowed him to tour local authorities in Germany and learn how council can utilise its resources to improve service delivery.
“We have to have other revenue streams. I noticed that in Zimbabwe we depend on milking residents but cities in this part of the world are doing a lot of commercial projects to cushion their residents from high rates,” he said.
“So this is an opportunity to share best practices from colleague mayors and city managers from across the world. We have people from Malaysia, Chile, Morocco, Libya, Lebanon among other countries. So there are a lot of people from local authorities who are sharing their experiences through their expertise.”
Clr Mguni said he would impart the knowledge he is receiving in the ongoing seminar to the city’s councillors as well as management for consideration.

“Innovate And Create Industry Rather Than Be Employment Seekers”: Higher Education Minister Tells Graduates
By A Correspondent- Higher and Tertiary Education, Science and Technology Development Minister, Professor Amon Murwira has said education should assist in the country’s modernisationa and industrialisation process.
Prof Murwira said this during the Harare Polytechnic graduation and prize giving ceremony Friday.
He said:
“Modernisation and industrialisation has become our national strategic intent. The challenge is then to make sure we develop a national capability for this to happen.
National capability lies in our education system and its design. Education has to be of the correct design, if it has to be fit for purpose. Additionally, this can also happen when our education and its underlying philosophy are sound. Our education has to work hard for us, it must produce industry for us and must create jobs for us.
Our National Critical Skills Audit from December 2017 to April 2018 showed that although the national literacy rate is 94 percent, the national skills levels are at 38 percent.
This is a result of the trajectory of literacy development that we followed for 38 years. While literacy is already a huge advantage, we now need to bridge the gap to transform knowledge into tangible goods and services by making sure that we now train relevant skills beyond the high literacy levels.
Zimbabwe is full of possibilities. Every little problem that you see is a potential business. Never stop to try. Our Polytechnics shall evolve into centres of innovation and excellence in order to be relevant to the country’s industrialisation and modernisation agenda. Our graduates should innovate and create industry rather than be employment seekers.”
A total of 3048 graduates received either a national certificate, national diploma or higher national diploma in automotive, civil, construction, electrical and mechanical engineering.
Other courses include information technology, applied arts, commerce, printing, science and technology, tourism and hospitality, office management and mass communication.
Almost half of the graduates, 1484, were female.-StateMedia

Brothers, 1 More Panner Die While Illegally Mining Diamonds
By A Correspondent- Three illegal diamond miners died in Chiadzwa on Wednesday night after a mine shaft they were working on at a Zimbabwe Consolidated Diamond Company (ZCDC) field reportedly collapsed.
Manicaland police spokesperson Inspector Tavhiringwa Kakohwa said they were yet to receive the death report.
Brothers Washington (35) and Gladmore Simango (31) and another unidentified person were allegedly trapped in the shaft, where they were illegally mining diamonds.
Simango’s elderly brother, Galio, confirmed the deaths while he was at Mutare Provincial Hospital mortuary.
Galio, who recently relocated to Arda Transau, was struggling to come to terms with the loss of his two brothers. “I have lost my two brothers. I received the news at around 11pm on Wednesday while I was at the shops in Arda Transau, drinking beer. I was told that my brothers were trapped in a mine shaft at a ZCDC mine,” he said.
“Immediately, I was told that Gladmore had died while Washington was still missing. When I rushed back home to tell my wife, she had already heard the news that both of my brothers had died.”
Galio added: “I am told they were four in the mine and the other one who died is Rodwell from Sakubva. I can’t remember his surname.
The one who escaped told the Chiadzwa villagers about what had happened.”
Centre for Natural Resources Governance director Farai Maguwu also confirmed the incident.
“I am deeply saddened about what happened in Chiadzwa, I received the news yesterday (Thursday) and as I have always said, the government should formalize these artisanal miners so that we cannot continue to lose lives,” he said.-Newsday

Chamisa To Fly To Russia, China To Force ED To The Table
The MDC leader, Nelson Chamisa intends to pay visits to Moscow and Beijing to seek help in settling the political crisis that has been gripping his country for over a year now, Chamisa’s spokesman told Russian news agency Sputnik.
The situation in Zimbabwe remains tense since July 2018, when opposition candidate Chamisa refused to concede the defeat to Emmerson Mnangagwa in the presidential race, claiming that the result was rigged.
The country has since been repeatedly shaken by violent protests, with the opposition accusing the government of corruption, rising economic woes and clampdown on dissent. Most recently, on Friday, the opposition had to call off its rally in Harare after a court ruled against the action.
Yet, hundreds of protesters defied the decision, prompting the police to use tear gas and batons and arrest a number of demonstrators.
“The [MDC] president is open and has plans to travel to major international centers, including Moscow and Beijing, some capitals in Europe and the West just to highlight the extent of the problem in terms of how the problem is man-made and how the problem is costing millions of lives and has threatened food security for millions of people,” Nkululeko Sibanda said.
According to the opposition spokesman, the economic situation in the country is unprecedentedly fragile.
“In just a few weeks, I’m told, we would completely run out of electricity. And we haven’t got money to buy electricity from other countries like we have done in other years when there was a drought.
“The situation has been made worse as in the last twelve months we have lost about $3 billion to corruption in one transaction. It means that the country doesn’t have money to pay for electricity, the country doesn’t have money to pay for food,” he argued.
Zimbabwe’s opposition believes that Mnangagwa’s government is not much different from the one of Robert Mugabe, who ruled the country for over 30 years.
Along with blaming the incumbent government for pressuring the opposition, the MDC is also highly critical of the economic situation in the country, which is one of the poorest in the world.

By A Correspondent- Leaders attending the 39th Ordinary Summit of Southern African Development Community (Sadc) Heads of State and Government, which begins here today and ends tomorrow, will consider a resolution to push for the removal of sanctions against Zimbabwe, it has been learnt.
New chairman of the Sadc Council of Ministers, Mr Palamagamba Kabudi — who is also Tanzania’s Minister of Foreign Affairs and East African Cooperation — told the media ahead of the regional indaba that the resolution was one of 107 draft resolutions that will be tabled at the summit.
The Sadc Council of Ministers, comprising ministers of foreign affairs and finance from the 16 members states, are responsible for drawing up the summit agenda.
“The situation in Zimbabwe has normalised with the recent successful elections and a new political dispensation,” said Minister Kabudi.
Tanzanian President Dr John Magufuli will officially take over as chair of the bloc from Namibian President Hage Geingob.
Sadc believes the continued embargo on Harare by the United States of America and the European Union (EU) is now untenable, particularly in view of progress that the new political administration has made with its political and economic reforms.
Mnangagwa, who will also assume the chairmanship of the Sadc Organ on Politics, Defence and Security Cooperation during the ongoing meeting, is presently on a mission to engage and re-engage the global community in order to integrate Zimbabwe into the global family of nations.
Mnangagwa arrived in Tanzania yesterday evening and was met at Julius Nyerere International Airport by Tanzania’s Minister of State in the President’s Office (Public Service and Good Governance) Mr George Mkuchika and Zimbabwe’s Ambassador to the United Republic of Tanzania Lieutenant-General Anselem Sanyatwe.
Lands, Agriculture, Water, Climate and Rural Resettlement Minister Perrance Shiri also welcomed the President.
Zimbabwe was elected to chair the Sadc Organ on Politics, Defence and Security Cooperation, the Organ Troika, at a regional meeting in Namibia last year.
President Mnangagwa will take over the mantle from his Zambian counterpart President Edgar Lungu.
The Organ Troika yesterday convened a meeting at Julius Nyerere International Convention Centre — the venue of the summit — in the evening.
This year’s regional indaba is running under the theme: “A Conducive Environment for Inclusive and Sustainable Industrial Development, Increased Intra-Regional Trade and Job Creation.”
It is the same theme that has been running for the past five years in the bloc’s 39-year history, especially ever since the region made a commitment to prioritise industrialisation after the Sadc Industrialisation Strategy and Roadmap (2016-2063) was adopted at an Extraordinary Summit held in Harare in 2015.
In a statement released before the summit, Foreign Affairs and International Trade spokesperson Mr Shepherd Gwenzi said the agenda of the summit includes receiving the report of the Sadc executive secretary, Dr Stergomena Lawrence Tax, for the period 2018 to 2019, which gives an overview of political and economic developments in the region and the implementation of programmes of regional cooperation and integration.
It also includes an update on regional economic integration and other regional programmes.
Focus will also be on the political and security situation in the region, especially the Kingdom of Lesotho.
“The following legal instruments will be opened for signature at Summit following their clearance and recommendation to Summit by the Committee of Ministers of Justice and Attorney-General: (a)Agreement Amending the Protocol on Mutual Legal Assistance in Criminal Matters and (b) Draft Agreement Amending Article 7 of the Protocol on Extradition,” Mr Gwenzi said.
Notably, the summit will also adopt Kiswahili as the fourth official language of the bloc.
Currently, the official languages of the 16-nation body are English, French and Portuguese.
Earlier in Harare, President Mnangagwa was seen was seen off at the Robert Mugabe International Airport by Vice-President Kembo Mohadi, Harare Metropolitan Minister Oliver Chidau, Minister of State Security Owen Ncube, chief secretary to the President and Cabinet Dr Misheck Sibanda, Information, Publicity and Broadcasting Services secretary Nick Mangwana, service chiefs and other senior Government officials.
He is accompanied by Minister of Finance and Economic Development Professor Muthuli Ncube, Industry and Commerce Minister Nqobizitha Mangaliso Ndhlovu, and deputy chief secretary Mr George Charamba among other senior Government officials.

Abusive Bulawayo Man Attributes Behaviour To Wife’s Lifetime S_e_x Ban
By A Correspondent- A man from New Luveve, in Bulawayo Tafadzwa Mutero stunned the court after he claimed that he has not been performing his duty as a husband for the past nine years because of his wife Ntombiyomthetho Mutero who is refusing to get between the sheets with him.
This was after he bitterly complained that he was living with his wife as strangers in the house after she allegedly slapped him with a lifetime sex ban.
He said his wife’s actions of denying him his conjugal rights amounted to cruel and unusual punishment.
Tafadzwa bared his soul at the Bulawayo Civil Court where his wife was seeking a protection order against him claiming he was emotionally and physically abusing her.
“I am married to Tafadzwa Mutero under the Marriages Act Chapter 5: 11 and the marriage still subsists. He is violent and has beaten me up several times, the latest being on 29 July after I stopped him from assisting some women who wanted his assistance to beat up a mentally disturbed person. He is also in the habit of bringing his female friends at home and those friends do not greet me. When I ask him why they are doing that he gets angry and assaults me. He threatens to injure me and that is why I want my application for a protection order to be considered urgently,” said Ntombiyomthetho.
Rebutting the allegations Tafadzwa said his wife was the source of their marital problems because she was denying him his conjugal rights.
“I do not deny that I am assaulting her as we are going through a lot of problems in our marriage. We got married in 1996 and for the past nine years she has been denying me my conjugal rights. Another problem is that whenever she sees me talking to other women she suspects that I am in love with them so she becomes confrontational,” responded Tafadzwa adding that he was missing the nights of passion with Ntombiyomthetho.
On why she denies her husband sex, Ntombiyomthetho said she was provoked by one of Tafadzwa’s female friends who accused her of having snatched her man from her sister.
“The reason why I deny him sex is because there is a certain lady who texted me saying I snatched him (Tafadzwa) from my sister. My husband knows that lady who is also insulting my children,” said Ntombiyomthetho while declaring that she was not going to lift the ban until Tafadzwa brings the lady in question to her so that she apologises.
Presiding magistrate Rachael Mukanga who seems to have been shocked by Ntombiyomthetho’s stern command referred the couple for counselling.-StateMedia
Drama As Handcuffed Man Who Raped 11yr Old After Promising To Marry Her Bolts From Court
By Own Correspondent- Kwekwe man who could not stand the prospect of being thrown behind bars for allegedly abducting and raping a 11-year-old juvenile, bolted from the Kwekwe magistrate courts while in handcuffs leaving court personnel and onlookers perplexed.
Thirty-six-year-old Givemore Maphosa’s attempt to evade justice, however, was foiled after he was apprehended by members of the public and brought back to court.
Maphosa (36) who was set to appear before the same court for raping an 11-year-old juvenile, bolted out of the court premises with handcuffs on just as he was about to enter the court for initial remand.
With Zimbabwe Prisons and Correctional Services (ZPCS) officers in hot pursuit, members of the public assisted by apprehending the fleeing Maphosa before he was handed back to the courts.
He was arraigned before Kwekwe magistrate Mr Tayengwa Sangster facing charges of escaping from lawful custody.
He was sentenced to 10 months in prison.
Four months were suspended on condition of good behaviour.
Meanwhile, in the rape case, the same magistrate remanded him in custody to Friday.
Allegations against Maphosa in the rape case are that, sometime in July the juvenile went missing.
The parents reported the matter to the police after she had gone missing for two days.
The juvenile was spotted by neighbours at Maphosa’s home in Mbizo Section 3.
A report was made leading to police raiding the house and finding the girl in the house.
Upon being quizzed the girl told the police officers that Maphosa had sexual intercourse with her for the two days with the promise of marrying her.
Maphosa was then arrested and brought before the courts facing charges of kidnapping and having sexual intercourse with a minor. Ms Ethel Bhumure prosecuted.-StateMedia

The unnamed woman was caught up in the melee while sitting peacefully at the intersection of Jason Moyo and 2nd Street.
She was brutally assaulted by a mob of uniformed police officers and the incident was recorded LIVE by ZimEye.com and other media houses.
Watch the video below….
While some people speaking on camera at the scene claimed her head had split, there was further speculation that she had been killed, following the incident.
Others who remained with her could be heard screaming to the police that they should go ahead and kill but the people will not retaliate.
She was eventually taken into the care of a Zimbabwe Red Cross Society ambulance and transported to a nearby hospital.
Confirming the reports of head injury, the hospital CT scans showed that she was suffering from life-threatening bleeding in the brain and required urgent surgery.

Police Arrest 91 In Connection With August 16 Protests
By A Correspondent- In a statement Friday, Zimbabwe Republic Police (ZRP) spokesperson Assistant Commissioner Paul Nyathi said 91 people were arrested for various offences in Harare, Harare South and Chitungwiza in connection with the August 16 demonstration which the police had earlier prohibited.
He said:
“The Zimbabwe Republic Police informs the nation that following the issuance of a prohibition notice by the regulating authority for Harare Central District, the MDC-Alliance filed an urgent Chamber application with the High Court.
The High Court ruled against the holding of the demonstration, but the MDC-Alliance activists went on to gather at Africa Unity Square and other parts of Harare central business district (CBD) in defiance of the court ruling.
Some of the youths went on to engage in confrontational acts which included threats, intimidation and disruption of the smooth flow of traffic in the CBD. The police moved in and dispersed the unlawful gathering. In the process, 91 people were arrested for various offences in Chitungwiza, Harare central business district and Harare South.
We have also noted with concern falsehoods by some online publications that the police shot into the crowd, killing two people, which is false. No live rounds were used by the police. No one was shot or injured by police through firearms.
The police are firm on the ground to ensure that law and order is maintained. We are appealing to the members of the public to remain calm and peaceful. They should continue to conduct day to day activities in a peaceful manner. We want to assure our citizens that the police stand ready to protect Zimbabweans and visitors . . .

“The Law Will Catch Up With You”: ZACC Tells Former VP Mphoko Who Refused To Cooperate With Officers
By A Correspondent- The Zimbabwe Anti-Corruption Commission (ZACC) has confirmed reports that its officers approached former vice president Phelekezela Mphoko at his residence over criminal abuse of office allegations.
The alleged crimes are believed to have been committed during his tenure as the vice president.
Posting on Twitter, ZACC said:
Yesterday our officers visited the former VP Phelekezela Mphoko at his residence. The officers intended to question him with a view to record a warned and cautioned statement. The matter relates to abuse of office whilst he was VP.
It is sad that the former VP refused to collaborate with the enforcement officers and unfortunate that he and those around him believe that they are above the law. As the chairperson @matandamoyo has reiterated time and again, no one is above the law. We will ensure that the long arm of the law visits him in a manner that he understands and that he answers for his actions ASAP.
Reports suggest that officials from ZACC tried to arrest the former Vice President at his Bulawayo home on Friday afternoon.
Mphoko allegedly ordered the officials to leave his house.
ZACC was recently given arresting powers after analysts criticised it for being toothless.
UN “Says Solve Socio-Economic Crisis” – Rubbish, Treat Disease, Bad Governance, Not The Symptom
By Wilbert Mukori| Zimbabwe is a pariah state ruled by corrupt, incompetent, vote rigging and murderous thugs. The ruling party, Zanu PF, has captured all state institutions so that the Police, Army, Judiciary, etc. are party departments in all but name. Instead of serving the nation and the common good, state institutions serve the Zanu PF mantra of “No regime change, at all cost!”
So, in our fight for the restoration of our freedoms and human rights including the right to a meaningful say in the governance of the country and even the right to life itself; Zimbabweans have looked to outsiders for support. Key international organisations like the UN’s support have been of critical importance; it is therefore very disappointing that the UN has not always been forthright and forceful in its support of the downtrodden majority in Zimbabwe.
“With opposition demonstrations still likely to take place in Zimbabwe in the near future, we urge the Government to find ways to continuously engage with the population about their legitimate grievances on the economic situation, and to stop cracking down on peaceful protestors,” said a UN Geneva statement.
“We are deeply concerned by the socio-economic crisis that continues to unfold in Zimbabwe. While acknowledging efforts made by the Government, the international community and the UN in Zimbabwe to mitigate the effects of the crisis and reform process, the dire economic situation is now impacting negatively on the realization of the economic and social rights of millions of Zimbabweans.”
Thank you but if the truth be told, the socio-economic crisis is but a symptom of the political problem of institutionalized bad governance. Zimbabwe is a pariah state ruled by corrupt, incompetent, vote rigging and murderous thugs. Ever since the country gained her independence back in 1980 the country has yet to hold free, fair and credible elections. 39 years of criminal waste of the country’s human and material resources have taken a heavy toll and reduced the country’s once robust economy into ruins.
Still, we cannot solve the socio-economic crisis whilst ignoring the bad governance problem that is causing it. It is therefore disheartening that the UN is dwelling on the worsening economic meltdown but failed to condemn the blatant vote rigging by Zanu PF of last year’s elections.
Zanu PF rigged last year’s elections, the regime has no mandate to govern and should step down. As long as Zimbabwe remains a pariah state there will be no meaningful economic recovery because no one would want to do business with thugs.
“In January, we expressed concerns about reports of excessive use of force, including live ammunition, by Zimbabwean security forces during protests following the announcement of an increase in petrol prices,” continued the UN statement.
“We are not aware of the indictment or prosecution of a single alleged perpetrator of human rights violations committed during or after of those protests.”
This is all very well, but the situation is Zimbabwe has now reached a critical stage, the country is standing on the edge of the abyss. It is time for everyone to call a spade a bloody shovel; it is time to demand that the illegitimate Zanu PF regime steps down. Zimbabwe’s problem is one of rigged elections and bad governance, we must deal with it and not the symptom of the economic meltdown it has cause. – SOURCE: zsdemocrats.blogspot.com

Police Brutality :Cop Breaks Hapless Woman’s Arm
A POLICE officer stationed at Magwegwe Police Station in Bulawayo has been arrested for allegedly breaking a woman’s arm after accusing her of habouring a suspected fugitive in her house.
It is alleged that Brian Mugandi (31), who was in company of three other cops — Mr James Runesu, Mr Luzibo Kasondela and Mr Nkosilathi Khumalo — went to look for Norman Zikhali, an ex-convict, at his ex-wife Ms Sitshengisiwe Sibanda’s (46) house in Old Magwegwe suburb. When the four police officers arrived at Ms Sibanda’s house, the woman told them that she did not know his whereabouts and Mugandi started assaulting her.
It was not mentioned in court why the police officers were searching for the ex-convict.
Mugandi pleaded not guilty to assault charges before West Commonage magistrate Ms Tancy Dube.He was remanded in custody to August 23 for judgment.
Prosecuting, Mr Tapiwa Solani said on May 31 this year at around 9AM, Mugandi broke Ms Sibanda’s arm by twisting it.
“Mugandi assaulted Ms Sibanda by slapping her thrice on her face and twisted her arm intending to cause her bodily harm,” he said.
Ms Sibanda testified that police officers asked to search her house for her ex-husband and she told them she did not know about Zikhali’s whereabouts.
“I told them that I no longer stay with Zikhali as he is now my ex-husband and while Constable Runesu requested for my details, his colleague Constable Mugandi started assaulting me saying that I was hiding a fugitive that the police were looking for,” she said.
“As a result of the assault I sustained a broken arm and the police officers also proceeded to handcuff me and took me to the police station.”
The court heard that at Magwegwe Police Station, an ambulance was called to ferry the complainant to Mpilo Central Hospital for medical assistance.State media

Dembare “Roadshow” Invades Hwange
RESURGENT giants Highlanders and Dynamos on Sunday face a real test to their resurrection when they square off against two sides that are difficult to beat when playing at home.
Bulawayo giants, Highlanders, collide with Caps United at the National Sports Stadium while 610 kilometres away in Matabeleland North, Harare giants Dynamos will be coming face-to-face with Nation Dube’s Hwange at the Colliery Stadium.
The two giants had unusual but similar starts to their season. However, a change of guard in their dressing rooms brought in a change of fortunes on the field of play.
Tshilamoya’s resurgence started in the last week before changes to the dressing room as Madinda Ndlovu led them to a 1-0 home win over DeMbare.
Amahlolanyama have yet to register a loss since then, drawing two back to back matches against Ngezi Platinum and champions FC Platinum while registering identical 1-0 wins over army sides Chapungu and Black Rhinos respectively, results that saw them wheel away from the relegation matrix and suddenly now within touching distance of the leading pack.
Dynamos too have been on a steady rise since that loss to Bosso on June 16, beating Chapungu 1-0, drawing one apiece with Black Rhinos, Caps United and Triangle United, beating Harare City (1-0) and Mushowani Stars (2-0) respectively.
But Tonderai Ndiraya, the Dynamos coach knows that a visit to Hwange is no mere walk in the park or just another Sunday morning kick around.
“Hwange are our bogey side and, besides, they play very well at the Colliery. I have been telling my guys that look, Hwange are a very strong team and they have been performing well of late. What we need to do is to remain focused and try to get a result,” Ndiraya said.State media

Traffic Safety Council Embarks On Highway Fencing Programme
The Traffic Safety Council of Zimbabwe is working round the clock to complete fencing of the Bulawayo-Beitbridge Highway as a measure to reduce accidents caused by stray animals, managing director Mr Obio Chinyere has said.
The development is one of the Government priority projects under the second 100-day cycle of the Second Republic.
Government adopted the 100-day cycle programme to increase effectiveness and create operational efficiencies in the implementation of national priority projects.
“We are working on 50 km Gwanda-Bulawayo highway. We want to reduce vehicle and animal conflict. So far we have covered 42kms with poles.
Bushes have already been cleared and 28 km have already been fenced.
“We are at about 52 percent . All things being equal, we hope to complete by September this year,” he said.
“We expect to hand over the project to the Ministry of Transport and Infrastructure Development in September this year. There is a reason for fencing.
Zimbabwe used to be a cattle country. We need to protect the cattle and reduce accidents in major roads.
Mr Chinyere also appealed to the communities to safeguard the fence erected close to their areas.
“We have completed Gweru-Plumtree high way, but regrettably it was vandalised.
“The people should desist from vandalising state property, in fact, it is their property. The fence actually protects their wealth.
We are saving lives. We should have a spirit of monitoring and policing the fence and report any cases of vandalism to the law enforcements agency,” he added.
“If funds were permitting we are targeting Bulawayo-Beitbridge road also. All roads need to be fenced,” he said.State media

Man Runs For Dear Life After Being Caught Having S*x With Neighbour’s Donkey
A man from Jotsholo in Matabeleland North province had to run for his dear life in his t-shirt only after he was allegedly caught bonking a donkey in a bushy area.
The incident which has become a subject of discussion in Manganganga village happened recently at around 4.30pm.
A court heard that Norman Moyo (25) tied a donkey to a tree and pleasured himself on it. But his luck ran out while he was still bonking it.
The owner of the donkey, Dingani Ndlovu (43), reportedly caught him red -handed. It is said when Ndlovu tried to grab Moyo who had lowered his trousers to knee level Moyo managed to escape, leaving his trousers at the scene.
It is said Ndlovu pursued him and caught up with him at a villager’s homestead.
Ndlovu reported the matter to the police leading to Moyo’s arrest.
He appeared before Lupane resident magistrate Ndumo Masuku facing a bestiality charge.
He pleaded not guilty.
“Your worship, I deny that I was having sex with Ndlovu’s donkey. Ndlovu saw me in a bushy area looking for my missing donkey, he accused me saying I was having sex
with his donkey. I had to flee because I feared for my life as he was wielding an axe and he wanted to kill me,”he said.
Ndlovu said: “It’s not the first time to catch him having sex with one of my donkeys. At first I caught him having sex with one of my donkeys in a bushy area near his homestead. The matter was handled by our village head
and he apologised. When I caught him for the second time, I had to make sure he was arrested.”
Ndlovu was found guilty and was sentenced to six months in jail. However, two months were suspended on condition that he does not commit a similar offence within a period of five years.B-Metro

Dollar Power:Businessman Snatches Married Woman
A GWANDA businessman – who last year was thoroughly bashed by a group of angry young men accusing him of sleeping with their wives – is at it again after he allegedly snatched another man’s wife and coerced her to dump her marital home.
She has since moved back to her parents’ home in rural Gwanda and sometimes allegedly co-habits with her businessman lover in Gwanda town in a rented house.
Elias Manyathela – a transport operator with a number of commuter omnibuses plying the Makwe-Gwanda route – allegedly snatched Mabutho Ncube’s customary wife Precious Ndlovu and a few weeks into the affair, the woman ditched her matrimonial home.
Ncube is said to have gotten wind of his significant other’s philandering ways when he was contacted by Manyathela’ wife informing him that the two were lovers.
“Imagine discovering that your wife is cheating on you after getting a call from her lover’s wife. That’s how Mabutho got to know about the affair. Manyathela’s wife phoned and said wena tshela umfazi wakho atshiyane lendoda yami (tell your wife to stay away from my husband),” said a source close to the drama.B-Metro

Streets Shall Be Our Homes -Chamisa
Zimbabwe’s main opposition leader Nelson Chamisa warned President Emmerson Mnangagwa that a protest called off by the police on Friday was only a “teaser”, as he vowed: “We will remain in the streets.”
Chamisa’s Movement for Democfratic Change (MDC) called off planned anti-government demonstrations on Friday, saying it aimed to avert bloodshed after police rounded up its followers and dispersed them with batons and water cannon.
The MDC, which accuses President Emmerson Mnangagwa’s government of repression and economic mismanagement, had called a demonstration for Friday as the start of a nationwide protest movement.
But police announced on Thursday that the protest would be banned, and an MDC court appeal to have the ban lifted failed.
Police patrolled the usually bustling city centre in lorries and on foot, firing tear gas to disperse any groups that attempted to gather as most shops and business shut.
Around 100 MDC supporters who gathered early were chased by baton-wielding officers from a city square. Armed police barred access to the MDC’s Harare offices.
“Today we didn’t want to risk people’s lives by continuing to be confrontational because if we had chosen to be confrontational there would be blood in the streets,” Chamisa told reporters in Harare.
“We will continue to mobilise but what you are going to see is a mutation of our strategy because when you are facing a confrontational regime you must also use tactics that are going to be above them,” he said, without elaborating.
Chamisa however left little doubt that the MDC’s theatre of resistance will remain in the streets.
“We wanted to have an opportunity to address people on the way forward. The regime in Harare is far worse than Mugabe,” Chamisa said of the former President Robert Mugabe who was ousted in a military coup in 2017. “Mugabe was better that one may say he is now a toddler when we talk about brutality.
“There was money to buy new uniforms and kit for the police to assault but the government has no money to get us out of power cuts. Our way forward is very clear. It’s not going to be a walk in the park. We are going to pursue every avenue. There will be no rest until we get what we want. This is nothing but a teaser. We want to activate the streets until a resolution is achieved. So, you must know that people have a right to demonstrate and we are going to do just that,” said Chamisa.
Police said in a statement that 91 people were arrested for various offences.
“The police is firm on the ground to ensure that law and order is maintained,” the statement read.
Outside the court that rejected the appeal to lift the ban on protesting, MDC vice president Tendai Biti said: “The constitution guarantees the right to demonstration … yet this fascist regime has denied and proscribed this right. We have jumped from the frying pan into the fire after the (anti-Mugabe) coup of November 2017… We don’t accept the conduct of this regime, the conduct of Mr Mnangagwa.”
Anger is mounting over triple-digit inflation, rolling power cuts and shortages of U.S. dollars, fuel and bread – bringing back memories of the hyperinflation of a decade ago that forced Zimbabwe to ditch its currency.
In a letter to church leaders published on Friday in the state-owned Herald newspaper, Mnangagwa said the economic hardship had its roots in sanctions imposed by the West more than a decade ago as well as a drought this year.
He also said Chamisa had rejected his invitation to talks. The MDC leader has said he sit down only if there is a neutral arbiter.
“The doors of national dialogue are still open to all political leaders,” Mnangagwa said.
In Geneva, a spokesman for the United Nations human rights commissioner urged the government to engage with citizens on legitimate economic grievances and “stop cracking down on peaceful protesters.”
The demonstrations are viewed as a test of Mnangagwa’s willingness to tolerate dissent in a country tainted by a long history of repression under Mugabe, its ruler for nearly 40 years. Opponents say Mnangagwa has failed to make good on promises of political and economic reform.
The economy is mired in its worst crisis in a decade, and Mnangagwa is struggling to convince the growing ranks of poor that austerity measures and reforms can trigger a recovery.
Zimbabweans had also expected an election last year to help usher in a new dawn of expanded rights and an end to the country’s international pariah status, but so far society has only become more polarised.
In January, more than a dozen people died during a crackdown in Harare against fuel demonstrations.
In the days before Friday’s planned demonstration, six political activists were abducted from their homes at night and beaten by armed men, rights groups said.
On Friday, police and soldiers searched buses, taxis and private vehicles at checkpoints and demanded identity documents.
One woman was taken to hospital with a deep gash on her head after police charged at MDC supporters.
“We are tired, enough is enough,” MDC member Patience Gurure said moments before police dispersed her group.
The MDC, which maintains that Mnangagwa stole elections last year, wants the Zanu-PF leader to give up power in favour of a “national transitional authority” that will implement key economic, political and electoral reforms in preparation for elections in 2023. Mnangagwa is however determined to stay on, with the help of the security apparatus that put him in power.
“Once we fix the issue of governance, we will be able to solve other things,” Chamisa said.
“We are not anarchists, we are not blood mongers. We notified the police in broad daylight but they chose to respond in the night (prohibition against protests), just like they announced presidential election results during the night.”Reuters

MDC Demo:Scores Arrested, Detained

Fireworks Expected As Bosso, Caps Clash
IT is an enormous match in Zimbabwe’s football calendar and one that provides Highlanders and CAPS United with an exciting opportunity to make a statement, in a season when coaches from both clubs are determined to improve performances and results.
Following the recent excellent performances in which two consecutive wins were earned, with one coming via a Tinashe Makanda strike against Black Rhinos last Saturday, there is a growing confidence that Bosso can continue with their positive form so far in their 2019 Premier League campaign.
An away victory against Makepekepe in the marquee game of Match Day 19, cheered by their die-hard fans at the giant National Sports Stadium on Sunday, would provide a boost to Mandla Mpofu’s lads and everybody associated with Bosso, both on and off the pitch. On the other hand Mpofu’s opposite number, Lloyd Chitembwe, who leads a side that now sits on position two on the log standings, will be looking to remain on a banger by putting on a show to remember in front of their home fans.
The sides are on the road to reclaiming their status among the Premier League’s best, thus Bosso and CAPS should serve up a special treat on Sunday.
With both Mpofu as well as Chitembwe opting for modern, attacking styles, the game should be a high-tempo punctuated battle.
The last time these two met at Barbourfields Stadium the match did not produce the most exciting contest as CAPS United managed to extend their unbeaten run over Highlanders following a goalless draw in early April. The Green Machine last tasted defeat in the tie in 2016.B-Metro

“Police Have A Mandate To Protect Ordinary Citizens”
Farai Dziva|Police have imposed a ban on all demonstrations across the country.
This was said by National police spokesperson Assistant Commissioner Paul Nyathi.
“The prohibition still stands and no demonstrations are allowed throughout the country.
Our law enforcement agents are on the ground to ensure peace and harmony prevails in the country…
We have come across and received reports of some mobs in Harare CBD, Budiriro, Chitungwiza and Tshabalala in Bulawayo and we would like to warn all Zimbabweans that such gatherings are illegal and police will arrest those defying the law.
I would like to emphasise that no one should cry foul for being arrested if they decide to proceed to wilfully break the law…
We have all the evidence showing that this particular demonstration was not meant to be peaceful, hence the prohibition.
We as the police are mandated to protect the rights of the majority of Zimbabweans and their peace and security comes first.
There should not be a situation where some individuals speak of having their rights respected while they are mobilising people to engage in activities that infringe on others’ rights,”said Nyathi.

Do Not Lose Hope, MDC Urges Nation
Farai Dziva|The MDC has urged the nation to remain resolute in the march towards freedom.
Read the party’s statement below:
Heavily armed police have fired teargas in an attempt to disperse a large group that had already gathered to march peacefully at Africa Unity Square
The whole area around Africa Unity Square, including the Parliament building has been affected by the heavy dose of teargas.
This is yet another example that the regime has totally panicked and is now determined to stop the people’s march at all costs.
The high- handed response by the regime has been roundly condemned by all progressive forces of freedom and democracy in Zimbabwe.
The people of Zimbabwe must not be intimidated by the regime and must remain resolute in their march for a new Free Zimbabwe

MDC Says Nationwide Protests To Go Ahead Next Week
Farai Dziva|Nationwide protests will go ahead next week in spite of the ban imposed by the police, the MDC has said.
Below is the opposition party’s full statement:
The High Court has not granted the people’s lawyers’ application against the police prohibition order.
The people’s lawyers have expressed total shock and respectfully think the judgment was riddled with political interference.
Meanwhile, heavily armed police have cordoned off all the major roads leading into the city centre. The regime has also deployed a huge police contigent at both the Africa Unity Square and the MDC headquarters.
The desperate efforts by the regime will NOT stop the people of Zimbabwe from expressing themselves in a peaceful manner.
Preparations continue for the other already planned people’s marches in Bulawayo, Gweru, Mutare and Masvingo.
The time has come for the people of Zimbabwe to take charge of their future and democratic destiny.

Mutodi Hails Police For Blocking MDC Protests
Farai Dziva|Controversial Deputy Information Minister, Energy Mutodi has described the MDC demonstration as a monumental failure.
Mutodi also hailed the police for “blocking unruly elements” from destroying property.
“It’s business as usual in Harare CBD today 16 August 2019. Police issued a prohibition order which the court upheld seeing some hooligans were gathering up to loot shops, destroy property and cause mayhem under the guise of exercising their right to protest,” wrote Mutodi on Twitter.
Zim Going Through “Alarming” Spell Of Economic Meltdown
Farai Dziva|The economic turmoil in Zimbabwe has reached a breaking point, according to a SADC report.
According to sadc.org, Zimbabwe is going through a lean spell -with economic turmoil topping the list of the country’s recurring challenges.
Below is part of the sadc.org report:
Zimbabwe is undergoing a difficult period -as food is in such short supply that some people have stopped taking their HIV medicine because they cannot afford to pay for the meals that must the accompany tablets.
The country is also in the midst of its worst drought in 40 years. Low dam levels have deprived Zimbabwe of electricity, adding to misery by plunging hungry people into the dark.
However, the main cause of Zimbabweans’ suffering is economic mismanagement.

Madhuku Scoffs At Chamisa, Says Nero Should Have Been In Front, Whether the Demo is Banned Or Not
By Farai D Hove| The Motlanthe Commissioner and Constitutional Law lecturer Lovemore Madhuku has scoffed at MDC President Nelson Chamisa Chamisa concerning the disorderly demonstration on Friday morning.
Writing later in the day, Madhuku said, “when we went to the front to lead the peaceful March on 11 March, 2007, one of the NCA members, Gift Tandare, had already been shot dead. We still went in front. It is one thing to call for a demo and quite another to lead it. It is not an excuse for a leader to hide behind a ban.
“The point I am making is that if you call for a demonstration of such magnitude, you have to be in front, whether the demo is banned or not. On 11 March 2007, he could not have been in front, as the front was for others.”

Former VP Mphoko Taken In For Questioning?
By A Correspondent- Former Vice President Phelekezela Mphoko was Friday visited by security details at his home with the intention of effecting an arrest on him.
In the video below, the police officers can be heard telling the former VP who served under the former president Robert Mugabe that he is under arrest.
However, his family challenged the police’s bid to arrest Mphoko arguing that the police details had denied the former VP legal representation and they were trying to take him in under false circumstances.
The women in the video said:
“Gentlemen please leave. You are trespassing. You came on a convenient day. You know the law and come back when you have a warrant. You came here saying you need help and now you are saying he is arrested. Kindly leave. We can actually call the police on you again.
You refused to talk to the lawyer, you refused to speak to the lawyer. What rights are you giving him when you took away all his rights? You said it was not about him. Liers, very corrupt people. Yes, sent to do people’s vendettas.”
One of the two police details is however also heard saying:
“Mr Mphoko, you are under arrest, you have a right to remain silent..If you are not coming then we will have to take you sir. We will call for reinforcement.”
The police detail is heard saying this as he is ushered outside by one of the women in the video following a directive by the former VP for the police officers to leave his house.

Mnangagwa In Tanzania To Assume SADC Chairmanship On Peace And Security, While Own Citizens Reel From Police Brutality

By A Correspondent- President Emmerson Mnangagwa arrived in Tanzania Friday afternoon for the 39nd Ordinary Summit of the Heads of State and Government of the Southern African Development Community (Sadc), where he is expected to officially assume the chair of a key organ that guarantees peace in the 16-member bloc.
He was met at Julius Nyerere International Airport by Tanzania’s Minister of State in the President’s Office (Public Service and Good Governance) Mr George Mkuchika, Zimbabwe’s Ambassador to the United Republic of Tanzania Lieutenant-General Anselem Sanyatwe. Lands, Agriculture, Water Climate and Rural Settlement Minister Perrance Shiri also welcomed the President.
Zimbabwe was elected to chair the Sadc Organ on Politics, Defence and Security Cooperation – the Organ Troika – at a regional meeting in Namibia last year. President Mnangagwa will take over the mantle from Zambian President Edgar Lungu.
Foreign Affairs and International Trade spokesperson Mr Shepherd Gwenzi said in a statement yesterday the summit would be held under the theme: “A Conducive Environment for Inclusive and Sustainable Industrial Development, Increased Intra-Regional Trade and Job Creation.”
The agenda of the Summit includes receiving the report of the Sadc executive secretary, Dr Stergomena Lawrence Tax, for the period 2018 to 2019, which gives an overview of the political and economic developments in the region and the implementation of programmes of regional cooperation and integration.
It also includes an update on the regional economic integration, particularly the status of Sadc’s Industrialisation Strategy and Roadmap (2016-2063) and other ongoing regional programmes. Focus will also be on political and security situation in the region, especially the Kingdom of Lesotho.

“People’s Revolution Will Come Whether You Like It or Not”
By Job Sikhala| Today Emmerson Mnangagwa’s person has been exposed to the whole world as the most brutal dictatorship ever seen in the world.
It went on a brutal torture and assault of innocent peaceful demonstrators in Central Harare. The common denominator to his hypocrisy and charade of political reform has been exposed for everyone to see, especially the lie he has been selling to the international community that he is a reformist.
This in few days after fast tracking a diabolical and the most draconian legislation in modern civilization in the form of the Maintenance of Peace and Order (MOPA) in the two Houses of the legislature. Mnangagwa’s rise to power is one of the most frauds of modern civilization.
Political expression and disaffection about the state of affairs is at the core of civil liberties protected by our Constitution in terms of Section 59 and 67 of the constitution and international Conventions such as the UN Charter and the African Charter on Human and People’s Rights.
Even those gullible ones who thought there was a dawn of a new Era in Zimbabwe have realized that they were selling the most sonorous product of Fascism as a new dispensation.
What has also come out is that Emmerson Mnangagwa as Robert Mugabe’s closest confidante since 1980 is responsible for all the atrocities committed in our country.
His well recorded role in the Gukurahundi, disappearance of persons from Rashiwe Guzha to Itai Dzamara, the cruel inflicting of permanent disability to Majonga, the 2008 massacre and genocide against the MDC members goes straight at his doorsteps. Since he couped Mugabe, he committed atrocities against our people.
The 1st of August 2018, massacre, the 14th of January to the 17th, 2019 gross human rights abuse and murders and today’s glaring torture of people in the streets brings a huge challenge to the people of Zimbabwe and all legal practitioners of good standing.
Now is the time to plait the international law that presses an international obligations for crime against humanity against Mnangagwa.
This man has been thriving on the blood of our kith and kin. It is high time to look him right into his eyes and tell him “STOP SPILLING BLOOD OF OUR RELATIVES ANYMORE.”
Dearest brothers and sisters, evil has to come to an end one day. He stole President Chamisa’s victory and we can’t wait to get what belongs to the people when he is killing our relatives, comrades and friends.
The victory does not belong to President Chamisa but us the people of Zimbabwe. It is ours. An illegitimate leader will resort to systematic torture and cruelty to sustain self.
We have suffered enough. The exercise of our democratic rights to demand a country flourishing of opportunities for everyone will never stop.
We don’t have a people’s government in Zimbabwe but a selfish cabal whose agenda is looting anything remaining for our beloved country.
Lets all be brave and move this journey to a New People’s Zimbabwe together.

“My Hands Are Clean”: Bulawayo Town Clerk
By A Correspondent- Bulawayo Town Clerk, Mr Christopher Dube, yesterday said his hands are clean but some officials in the local authority will fall due to their corrupt activities.
Mr Dube was recently violently ejected from his office by Deputy Mayor Councillor Tinashe Kambarami working with Ward Four Clr Silas Chigora as they claimed that they were suspending him for abuse of office among other charges.
Bulawayo Mayor Clr Solomon Mguni, however, reinstated the Town Clerk before a special full council ratified the decision.
Opening up for the first time since the fracas, the fiery Mr Dube told The Chronicle in an exclusive interview that his hands are clean.
“Corruption allegations are there in council and some people will certainly fall either among the management or councillors. The Government is serious about tackling corruption and no one is going to be spared if they are corrupt. Even myself if I’m corrupt I’m not going to be spared,” he said.
“But of course, if I’m corrupt and if I’ve done something wrong as the Town Clerk, I shouldn’t be humiliated, that is nonsense, its thuggery at its worst. There is procedure that should be followed to discipline a Town Clerk. That thuggery that we saw can only happen in a war situation, in countries north of the Equator not in Zimbabwe. I’m hoping that after the investigating committee finishes its investigations, the Ministry is going to take strong measures against the perpetrators of that confusion. You cannot expect City Fathers to behave like activists.”
Mr Dube said councillors can plot to oust him but they have no authority to get him removed from office.
He said he is determined to put the City Fathers in their rightful positions so that they stop interfering with management duties.
“There is a very big problem that we are having now. Issues of turf, councillors have been getting into territory that’s not theirs. They don’t even understand what they are supposed to do as councillors. We are running council as management. Theirs is to oversee how we do business not to supervise us, to tell us what to do. That is all nonsense, I want to say nonsense,” Mr Dube said.
“If management is not running council properly they’ve the right to remove them and follow proper procedures but not to tell management how to do business. Remember we are professionals. We are hired on merit.
“We are not elected but hired on merit. We are here to advise council but councillors seem to be taking advice from whatever quarter I don’t know and for what reason I don’t know.”
He said councillors should follow procedure when disciplining officials instead of trying to embarrass them.
Mr Dube said in any case he is fired by the Local Government Board not councillors.
“Remember I am appointed by the Local Government Board. It is the appointing authority that will remove me from my office, of course with recommendations coming from council and having been caught on the wrong side of the law. What have I done wrong? These people were trying to embarrass me personally and destabilise management. Whatever they were doing they were putting it on social media,” he said.
“I will be removed by the people of Bulawayo and the Local Government Board and of course with the recommendation of councillors if I have been found on the wrong side of the law.”
Mr Dube said he has a duty to protect the interests of Bulawayo.
“I’m here to do business. I’m doing business of council and I’m doing it without fear of anybody. I don’t fear anybody. I respect people. Those who behave like rascals unfortunately I will behave the same to them. In fact when I discuss with my managers to say look I’m overburdened by this thing let me step down. They say if you step down Dube no one will correct this. Before you go correct this and this is what I’m going to do,” he said.
“Let me tell you I don’t fear anybody, I fear the law. I’m protected by the law and the law also protects the people of Bulawayo. If I’m not doing things right I have to be removed procedurally in terms of the law.”-StateMedia
Amnesty International Condemns Zim Police Brutality

In response to the brutal assault on peaceful protesters who gathered in the Harare CBD earlier today in anticipation of the “16 August” national protests, Muleya Mwananyanda, Amnesty International’s Deputy Regional Director for Southern Africa, said:
“The scenes in Harare today demonstrate just how far the authorities will go to repress dissent. Baton-wielding police unleashed a brutal assault on protesters, who had gathered to protest the socio-economic conditions which are causing suffering to so many in Zimbabwe.
“The Zimbabwean authorities should know that the world is watching. The authorities must end the escalating crackdown on dissent and respect, protect, and fulfil the rights to freedom of expression and peaceful assembly. There must be full accountability for these attacks, which left scores of people injured and shows the government’s contempt for human rights.
“We are calling on the authorities to launch a prompt, impartial and effective investigation into today’s attacks. They must also allow opposition protests to go ahead, and stop using violence as a tool of harassment and intimidation and to silence critical voices. The repression of peaceful dissent will not solve the economic problems which brought protestors to the streets in the first place.”
Background
Zimbabwean police on Thursday announced the ban of today’s protests through a press statement, saying that “demonstrations will turn out to be violent”. Earlier today, the High Court dismissed an application by the opposition Movement for Democratic to overturn that ban.
This Situation Simply Can Not Be Allowed To Go On
By Eddie Cross|THIS is a message to those who currently hold power in Zimbabwe. I do not really care about how you got into this position, but now that you are there, we need to ask you what you are going to use that huge power and influence on?
We, as a nation, have been patient and forgiving, but what you are asking of us now is just too much and we simply cannot tolerate you continuing on the path that you seem to have chosen.
We watched as the ruling elite here stole the diamond bonanza of Marange from us as a nation. We stood by when you crushed Zapu and, in the process, murdered tens of thousands and starved the people in Zapu-controlled areas. We silently watch as your children flaunt their wealth and privilege in front of us. We are carried to our work in second-hand kombis and we pass the massive houses you have built with money stolen from us. We have experienced the failure of one state-run organisation after another.
We live in cities and towns where garbage collection and clean water are a privilege and not a right. We cannot afford a doctor or even get into a medical facility if we have a health crisis, unless we pay money up front. Our roads are either impassable or so potholed it is only time before we will need a 4×4 to get home.
Our wages have gone up by perhaps 50% in two years, but prices have risen five-fold. We go home in the evening and sit in the dark and our diets are now so controlled that we cannot make any more cuts without actually going hungry. Do you really understand how a father feels when he cannot even feed his children?
You fly around in a luxury private jet and when on the ground you move with a convoy that not even the President of the United States enjoys. You are surrounded by hard-eyed men who protect you and keep you in isolation from the people who long to be able to talk to you and explain how tough things are on the streets and in the villages in our rural areas. You take what you want just because you can and your colleagues emulate your actions and also abuse their positions and their power over others.
You think I am being too tough? Just ask the ordinary men and women who live under your leadership and government. You will be shocked and dismayed, but we ask: will you do anything even if the truth is told to you? We no longer have any faith in our political class or the elite that feasts off the system of patronage that seems to embrace everything that goes on here.
The real tragedy is that there are solutions to every problem that faces us. We have experienced how quickly the problems that we think are insurmountable simply vanish when we do the right things. We know what has to be done and yet we fear that if we did do the right thing that we would lose power and control. The reality is the very opposite — if you did the right things you would be a hero to all of us and would be able to enjoy the spectre of your country going from being a basket case, to success and growth.
With great power comes great responsibility and the one thing we all need to understand is that we all need humility — we do not know everything, we cannot do everything, we need each other and it is our collective wisdom that will carry us to success. No game is a one-man contest; we really do need each other.
I am involved in trying to rebuild a failed state asset, this has stood idle for 20 years, staff often unpaid, no leadership and yet in the middle of this mess is an old man who is the caretaker of one building. Still at his job, cheerful and hardworking, never taking a day off and looking after his building as if it were his own — you cannot buy that sort of loyalty. I ask: do we deserve this?
We clearly cannot go on like this. During the Heroes and Defence Forces holidays, the fuel queues were kilometres long; I slept in my car for five hours to get fuel. We have been experiencing 18 hours of load shedding every day — on at 10pm and off at 5am. Bread is unobtainable and, when it is, it is over Z$8 per loaf — eight times what it was a year ago. Many prices are up ten-fold. It costs over Z$5 to get to town from the suburbs in a kombi — 50 cents by bus, but they run too infrequently to really make a difference and must be subsidised to run at this rate.
We are two months away from our first plantings on our farms and land preparation is not being carried out and funding for the next crop is not in place and even the tobacco crop is contracting. Twenty years after the “Fast-Track Land Reform” programme was launched, we are still importing the majority of our food and most of our farms lie idle and vandalised. Almost half our population is receiving food aid.
But despite all of this stark evidence of failure of government policy, Zimbabwe remains peaceful and orderly, everyone makes a plan for how to survive and we somehow get by. But I fear this just means that those in power take us for granted and misread the situation as acceptance. Far from it, we as a nation are becoming very angry at this situation and totally frustrated that no one seems to be listening.
November 2017 should have been a clear warning to any future government. Our president for 37 years and the man who gave us our Independence in 1980 and who had been almost worshipped in Africa and beyond as a liberation hero, was overthrown and forced to resign. The response was a national sense of celebration as millions poured onto the streets to thank the army for their actions.
The number who mourned the passing of the Robert Mugabe government were few and far between. Does this new generation of leaders want to be celebrated in the same way? If not, time is running out.
As I said earlier, solutions to all our problems are available and just need to be adopted and implemented. We have a competent and experienced team in the Ministry of Finance, but their policies and programmes are being subverted by a Reserve Bank that is simply out of control and seems to think they are protected.
The Ministry of Agriculture is demanding billions to feed a corrupt system that includes the Grain Marketing Board, which is rotten from top to bottom and can no longer do what it was created to do — it is a liability.
We steadfastly fail to recognise that we have to compensate the old farmers and then give our new farmers security of tenure with bankable leases. Just that one quick measure — agreed and adopted in a day — would create billions of dollars in assets that our people could pledge for loans and finance agriculture on a sustainable basis.
Corruption drags us down and drains billions from our economy — most of it going abroad or being used in lavish consumption. There is evidence that everyone is involved in this feeding frenzy, it must stop. Let us draw a line in the sand and say that if those who do not then stop their corruption in any form will face immediate and severe punishment.
We need a market-driven economy where prices are set by the market, including the price of foreign exchange and all foreign earnings should go through a proper market for such transactions. If we adopted such policies and strategies, we would discover we are, in fact, much richer than we thought and can at last afford to live decently and with dignity in the land of our birth.

16 Year Old Vic Falls Girl Bonks Man In Moving Kombi Full Of Passengers

A Victoria Falls man(20) has been arrested for having sexual intercourse with a minor girl in a moving commuter omnibus full of passengers.
The Form Four girl, now 16, is seven months pregnant following the consensual sexual encounter that took place on December 24 last year in a kombi that was heading to Jambezi from Victoria Falls.
Nhlalwenhle Mpofu, a general hand at Victoria Falls Municipality and residing in Chinotimba suburb, pleaded guilty to having sexual intercourse with a young person when he appeared before Victoria Falls magistrate, Ms Rangarirai Gakanje.
He was remanded in custody to today for sentence.
His lawyer, Mr Thulani Nkala of Dube, Nkala and Company said Mpofu deserved a second chance as he had shown remorse by pleading guilty. “The accused is a young person who is gainfully employed and incarcerating him will destroy his future as he will be unemployed. Besides, the age difference is small as the complainant is 16,” said Mr Nkala.
Prosecuting, Mr Bheki Tshabalala said Mpofu and his unnamed friend offered to have the complainant and her younger sister sit on their laps as the vehicle was full.
Along the way, Mpofu and the complainant had consensual sex.
“On December 23 the accused proposed love to the complainant who rejected. The following day the complainant boarded a kombi to Jambezi and the accused was also in the kombi. The kombi was full and the complainant and other girls were made to sit on the accused and his friends’ laps,” said the prosecutor.
The court was told that along the way, Mpofu unzipped his pair of trousers and had sex with the complainant in the presence of her younger sister and other passengers.
The matter came to light in May when the complainant’s aunt suspected that she was pregnant. The girl revealed that she had not had her periods for five months.
A report was made to the police leading to Mpofu’s arrest.

Mnangagwa “Coup-proofing” Himself By Buttering Security Forces

Independent|PRESIDENT Emmerson Mnangagwa — under siege in the face of worsening economic hardships fuelling a groundswell of social discontent — is coup-proofing his regime by giving the security forces preferential treatment ahead of other public servants. This comes at a time opposition, labour and civil society forces have organised protests starting today.
Mnangagwa, who assumed power through a military coup which toppled former president Robert Mugabe in November 2017, has been on a systematic military appeasement drive, while simultaneously removing commanders he does not trust as he seeks to consolidate his grip on power.
However, government officials say despite purging several army commanders loyal to his ailing deputy Constantino Chiwenga, Mnangagwa remains under growing pressure owing to the deteriorating socio-economic situation.
As part of the coup-proofing measures, Mnangagwa on Tuesday promised to give the country’s military salary upgrades and other benefits as part of a package to cushion them against the skyrocketing inflation, while urging the rest of the civil servants and hard-pressed citizens to remain patient as his government struggles to fix the economy.
He was speaking during the Defence Forces Day commemorations at the National Sports Stadium in Harare.
“My administration remains committed to improving the conditions of service of our armed forces. My government is aware that our defence force is equally affected by economic difficulties faced by the general citizenry. Efforts are at an advanced stage to reintroduce the military salary concept,” Mnangagwa said.
Soldiers and other members of the security forces have not been spared the impact of the current economic implosion which has seen prices of basic goods and services rising beyond common affordability.
Security sector sources say there are growing fears within Mnangagwa’s administration that disgruntled rank and file security forces members might be tempted to sympathise or even embrace the protests after calls for today’s mass street demonstrations by the opposition MDC.
Besides the special treatment on salaries, benefits and promises of accommodation, Mnangagwa has been purging senior military officers he does not trust, while also promoting his close allies.
One of the coup-proofing methods Mnangagwa has used is to ensure there are a series of promotions within the military and commanders enjoy huge perks and other spoils of patronage.
His daring manoeuvres in February this year to reshuffle and redeploy critical personnel and commanders in strategic military positions have triggered fears of purges among troops that staged the 2017 coup and facilitated his dramatic rise to power.
Senior commanders retired in February and given diplomatic re-assignments include Major-General Anselem Sanyatwe, who was commander of the Presidential Guard; former Zimbabwe National Army (ZNA) chief-of-staff (administration) Douglas Nyikayaramba, chief-of-staff responsible for service personnel and logistics Major-General Martin Chedondo, and Air Vice-Marshal Sheba Shumbayawonda.
Mnangagwa also made changes to the Presidential Guard and Mechanised Brigade, the two brigades which played the most critical role in the coup.
Security sources told the Zimbabwe Independent at the time that Mnangagwa’s move was designed and calculated to contain and diminish Chiwenga’s political ambitions.
Chiwenga was the commander of the Zimbabwe Defence Forces (ZDF) during the 2017 coup which catapulted Mnangagwa into power. He was the ZDF commander from 2004 up to the time of the 2017 coup
Disgruntlement has, however, returned to the rank and file of the military after the coup over Mnangagwa’s failure to resolve the current economic crisis. Many Zimbabweans, including those in the security sector, are complaining that life has become harder under the Mnangagwa administration than it was under Mugabe. This has culminated in today’s planned protests.
Mnangagwa’s decision to cushion the military, leaving out other civil servants, has raised eyebrows, although government officials say it betrays his fear of another coup.
Teachers, who form the bulk of the civil service, and health sector employees who have been clamouring for salary increments were not mentioned in the new measures.
Doctors on Wednesday gave a 21-day notice to go on strike, saying they were now incapacitated and could no longer report for duty.
Mnangagwa could be plucking a leaf from his mentor, Mugabe, who also used promotions within the military, while also ensuring that senior officials are afforded luxuries such as top-of-the-range vehicles and other opulent perks to keep them silent, content and ready to crush dissent.
That, however, failed to save Mugabe from being ultimately toppled through a coup.
Journalists Crowd Around Ailing Police Victim For Pictures Instead Of Helping
An image of journalists surrounding a victim of police brutality after the August 16 skirmishes in Harare has gone viral.
The image shows the photo journalists shooting pictures instead of checking if the elderly lady lying on the centre of the road is well.
One Twitter user said, “As journalists we are taught not to interfere with the story and capture it without any undue alteration. I however, wonder how everyone felt swarming that woman without even checking if she was well. Where should journalists draw the line? How much should the perfect shot cost?”

Shocking! Mugabe’s Resignation Letter Disappears, What Could Be The Motive?

Independent|A SENIOR official in the Parliament of Zimbabwe who was entrusted with the custody of former president Robert Mugabe’s forced resignation letter has been dismissed from work for gross negligence after the historic document vanished.
Zimbabwe Independent’s sources disclosed this week assistant clerk of parliament Johannes Gandiwa was relieved of his duties in June after a hearing presided over by clerk of parliament Kennedy Chokuda resolved he be dismissed for carelessness.
Sources said the matter came to light after the Office of the President and Cabinet (OPC) requested the original copy of the letter. The letter could not be located.
Mugabe resigned under pressure from the military on November 21, 2017, bringing an end to his 37-year rule.
The resignation letter, a culmination of a week of sustained military pressure and street demonstrations, was read out by the speaker of the National Assembly Jacob Mudenda as parliament was in the process of discussing a motion for his impeachment.
In the letter, Mugabe said the decision was voluntary even though he quit under military siege. He said he wanted to allow a smooth transfer of power.
The news abruptly halted an impeachment process that had begun against him and heralded the beginning of what was at the time thought to be a new era in the governance of the country. The Mnangagwa administration has, however, so far failed to deliver and finds itself preserving in the same autocratic system of governance which characterised the Mugabe era, along with a crumbling economy.
Gandiwa, who was third in the Parliament of Zimbabwe hierarchy after Chokuda and his deputy Helen Dingane, was tasked with the responsibility of keeping the letter safe.
“Gandiwa was fired in June after the OPC requested for the original copy of Mugabe’s resignation letter from parliament at the end of May. The letter could however not be located. He even confessed that he could not find the letter despite having filed it as he normally does with other records,” a senior parliament official said. “The fear was that if the letter could not be found, there was a realistic risk that Mugabe or his supporters could turn around and say he never resigned and the government would not have anything to prove otherwise. Talk is rife here that Gandiwa’s dismissal was ordered from the OPC. It was all very fast. I don’t think he was even subjected to a proper hearing. It was just a brief meeting presided over by Chokuda at the end of May and within a week, he was gone.”
Gandiwa confirmed his sacking from parliament in a telephone interview with the Zimbabwe Independent this week, but declined to give details over the phone.
“Yes it is true that I am no longer a Parliament of Zimbabwe employee, I left in June. I, however, cannot give details over the phone. I would have wanted to do so in person, but I am out of Harare at the moment,” he said.
Chokuda also confirmed the story, but flatly refused to discuss the matter, saying he does not have authority to discuss internal parliament issues with the Press.
“Yes, that is true,” he said when asked to confirm Gandiwa’s departure. “But I have an obligation to ensure that internal issues are kept within the institution. In other words, we don’t talk to the media about internal parliament issues.”
Sources also said Gandiwa was being accused of sympathising with Zanu PF’s decimated G40 faction which had coalesced around former first lady Grace Mugabe.
“State Authorities Have A Duty To Ensure People’s Rights To Freedom Of Expression,” UN Speaks On Zim Protests
UN Statement|Geneva, 16 August 2019 – We understand that today’s planned protests in Harare have just been called off by the organisers, following a High Court decision to uphold a Government ban. The crowds that had already gathered were dispersed by police, with reports emerging of the use of force against protestors.
With opposition demonstrations still likely to take place in Zimbabwe in the near future, we urge the Government to find ways to continuously engage with the population about their legitimate grievances on the economic situation, and to stop cracking down on peaceful protestors. If demonstrations go ahead we urge the security forces and protesters to ensure they proceed calmly and without any violence.
We are deeply concerned by the socio-economic crisis that continues to unfold in Zimbabwe. While acknowledging efforts made by the Government, the international community and the UN in Zimbabwe to mitigate the effects of the crisis and reform process, the dire economic situation is now impacting negatively on the realization of the economic and social rights of millions of Zimbabweans.
Long-term neglect and structural deficiencies have contributed to hyperinflation, resulting in soaring prices for fuel, food, transport and health services, which is having a dramatic impact on the population, and particularly on marginalized working-class people. The fact that key commodities and services have become less affordable for poor families, means there is an increasing need for strong social protection measures.
The economic crisis is converging with the impact of cyclone Idai that hit Zimbabwe last March, as well as the El Niño-induced drought, to create a rapidly deteriorating humanitarian situation, with the result that around five million Zimbabweans, or one third of the total population of 16 million people, are now estimated to be in need of humanitarian aid.
Ahead of today’s planned protest, which was called off at the last minute, there were worrying reports of threats against citizens who wish to exercise their right to express their opinions of the economic situation via peaceful protests, with allegations of increased surveillance of, and threats against, civil society organizations by State agents.
More disturbing still, there have been reports of actual physical attacks on, and arrests and detention of, civil society leaders and activists over the past few months, with one human rights defender and one political activist reportedly temporarily abducted and severely beaten by unidentified armed men a few days ago, apparently because of their role in helping to organize the protests today. In the last few hours, we have heard reports of more such cases and are looking into them. Senior officials have also reportedly issued threats against organisers of demonstrations or against people who take part in them.
State authorities have a duty to ensure people’s rights to freedom of expression and to facilitate and protect the right to peaceful assembly. In addition, we urge the Senate when reviewing the Maintenance of Peace and Order Bill to protect the essential democratic freedoms of peaceful assembly and demonstration by ensuring the Bill’s compliance with the Constitution, decisions of the Constitutional Court, and international human rights standards.
In January, we expressed concerns about reports of excessive use of force, including live ammunition, by Zimbabwean security forces during protests following the announcement of an increase in petrol prices. We are not aware of the indictment or prosecution of a single alleged perpetrator of human rights violations committed during or after of those protests. The Government does not appear to have carried out the requisite investigations into the violence, including the alleged excessive use of force by security forces, in a prompt, thorough and transparent manner, with a view to accountability, and we urge it to do so without further delay.
We also urge the Government to redouble its efforts to address the current challenges through a national dialogue, with the support of the international community, and to ensure that civil society organizations, human rights defenders, and activists can carry out their activities in a safe and secure environment without fearing intimidation or reprisals for their work.
“Today We Didn’t Want To Risk People’s Lives,” Chamisa

Reuters|Zimbabwe’s main opposition leader said his party backed down from a planned anti-government protest on Friday to avoid bloodshed and signaled the MDC would change tactics in confronting what it called a “fascist” government.
Police combed Harare’s streets rounding up suspected Movement for Democratic Change (MDC) supporters, after using batons and water cannon to break up a protest that authorities had declared illegal.
Nelson Chamisa, the MDC leader who disputes President Emmerson Mnangagwa’s election win last year and accuses him of being as repressive as predecessor Robert Mugabe, said his party had followed the law but authorities responded in bad faith.
“Today we didn’t want to risk people’s lives by continuing to be confrontational because if we had chosen to be confrontational there will be blood in the streets,” Chamisa told reporters in Harare.
“We will continue to mobilize but what you are going to see is a mutation of our strategy because when you are facing a confrontational regime you must also use tactics that are going to be above them,” he said, without elaborating.
Friday’s street demonstration was to have been the first in a nationwide series of MDC-organized protests.
The party accuses Mnangagwa’s government of state-sponsored violence, corruption and economic mismanagement.
It was banned on Thursday by police, but more than 100 MDC supporters defied that before being chased by baton-wielding officers from a city square.
Police patrolled the usually bustling city center in lorries and on foot, witnesses said, firing tear gas to disperse any groups that attempted to gather as most shops and business shut.
Police also directed tear gas at journalists.
Chamisa said more than 80 people had been arrested.
A police spokesman said he would give an update later.
The MDC called the protest off early on Friday after armed police barred access to the party’s Harare offices and its court appeal against the ban failed.
“The constitution guarantees the right to demonstration … yet this fascist regime has denied and proscribed this right,” MDC vice president Tendai Biti said outside the court.
“We have jumped from the frying pan into the fire after the (anti-Mugabe) coup of November 2017… We don’t accept the conduct of this regime, the conduct of Mr Mnangagwa.”
ECONOMIC CRISIS
In Geneva, a spokesman for the U.N. human rights commissioner urged the government to engage with citizens on legitimate economic grievances and “stop cracking down on peaceful protesters.”
The demonstrations are viewed as a test of Mnangagwa’s ability to tolerate dissent in a country tainted by a long history of repression. So far this year he has failed to make good on promises of political and economic reform.
Elected after the armed forces intervened to oust Mugabe, Mnangagwa has said he aims to break with the brutal legacy that characterized much of his predecessor’s 37 years in power.
But the economy is mired in its worst crisis in a decade, and Mnangagwa is struggling to convince the growing ranks of poor that austerity measures and reforms can trigger a recovery.
Zimbabweans had also expected last year’s vote to usher in a new dawn of expanded rights and an end to the country’s international pariah status, but the elections instead left society more polarized.
In January, a crackdown in Harare against fuel demonstrations left more than a dozen people dead.
Before Friday’s planned demonstration, six political activists were abducted from their homes at night and beaten by armed men, rights groups said.
In another echo of the Mugabe era, the apparatus of state was out in full force on Friday. Witnesses saw police and armed soldiers searching buses, taxis and private vehicles at checkpoints and randomly asking for identity documents.
One woman was taken to hospital with a deep gash on her head after police charged at MDC supporters.
Anger is mounting over triple-digit inflation, rolling power cuts and shortages of U.S. dollars, fuel and bread – bringing back memories of the hyperinflation of a decade ago that forced Zimbabwe to ditch its currency.
“We are tired, enough is enough,” MDC member Patience Gurure said moments before police dispersed her group.
In a letter to church leaders published on Friday in the state-owned Herald newspaper, Mnangagwa said the economic hardship had its roots in sanctions imposed by the West more than a decade ago as well as a drought this year.
He also said Chamisa rejected his invitation to talks. The MDC leader has said he will only sit down if there is a neutral arbiter.
“The doors of national dialogue are still open to all political leaders,” Mnangagwa said.
MDC Had No Alternative But Halt Harare Demo Due To Police Heavy Handedness, But Bulawayo Demo Remains As Scheduled

The Movement for Democratic Change says police cordoned off Harare, making it impossible for the party to stage planned protests over the deteriorating economic situation in the country.
Speaking to reporters outside the High Court where the party was seeking permission to stage the protests after the police revoked some provisions of the Public Order and Security Act to stop the public march in the city, MDC lawyers and party officials said state security agents sealed off the city and surrounding areas.
One of the attorneys representing the party, Tendai Biti, who is also MDC vice president, said it would have been impossible to even stage the march if the High Court had granted it permission to take to the streets.
“The High Court ruled that we should go to the magistrates’ courts in this matter but we believe that we can’t do that at the moment … Even if we had been granted permission, the state has cordoned off Harare … Our headquarters are totally cordoned off too. This is a fascist government that does not have the respect of Zimbabweans,” said Biti.
Party spokesperson Daniel Molokele said as a result of the right security situation in Harare, residents were urged to stay indoors.
“Stay at home and be safe. We are proceeding with the protest next week. We are not backing down the struggle continues.”
Molokele said, “The High Court has referred the people’s lawyers application against the police prohibition order back to the Magistrates courts. The people’s lawyers have decided not to go to the Magistrates Courts. The people’s lawyers have expressed total shock and respectfully think the judgment was riddled with political interference by the junta.
“ln the meantime, heavily armed police have cordoned off all the major roads leading into the city centre. The junta has also deployed a huge police contigent at both the Africa Unity Square and the MDC headquarters. This effectively means that the junta has now forcibly declared a total shutdown of Harare today. So for now the people must remain calm, avoid any form of violence and stay safely at home.”
He noted that the time has come for the people of Zimbabwe to take charge of their future and democratic destiny.
Indications are that police had been blocking people from going to the Harare Central Business District amid claims by the MDC that at least 15 people were arrested in Mabvuku and a large number of other residents in different parts of Harare.
ln the meantime, the preparations will continue for the other already planned people’s marches to be held at Bulawayo, Gweru, Mutare and Masvingo.
Police were not available for comment.

Zim Economic Turmoil Has Reached Breaking Point
