


An assault docked was reportedly opened against Caps United player Ronald Chitiyo after the forward was involved in a post-match scuffle at Barbourfields Stadium on Wednesday.
The chaos erupted following a decision by referee Happy Mabhena to award a late penalty to Chicken Inn after goalkeeper Tonderai Mateyaunga was adjudged to have fouled Obriel Chirinda inside the box.
The penalty decision caused a six-minute stoppage as CAPS players refused to continue playing in protest.
When they returned to the field, defender Passmore Bernad converted the set-piece to give the Gamecocks a late winner as it ended 1-0.
Pained by the defeat, Blessing Sarupinda, Dominic Chungwa and other players charged towards Mabhena soon after the final whistle but were restrained by the Chicken Inn security and police.
Chitiyo then continued the brawl in the tunnel and assaulted one of the bouncers.Soccer24

The local government authority warned:

There is a group that is fleecing residents on the area between the National Heroes Acre and Belvedere West.
The group has created 92 illegal housing stands. That area is reserved for the extension of Harare Drive. Council has a court order to demolish illegal structures on that stretch of land.
Buying land there is obviously a waste of resources as the structures will soon be brought down. Act now. Demand your money back.

Own Correspondent|Trendsetting traditional healer and herbalist, Sekuru Kamwelo Banda has put Zimbabwe on the international map after being elected the President of the African Traditional Healers Association in what confirms his growing influence in the world .
Sekuru Banda as he is affectionately known has gained global recognition as he attends at least 15 international conferences annually presenting on African traditional medicine and exorcism of evil spirits.
“It is an honor that Sekuru Banda has landed a top post in Africa, he was voted the President of African Traditional Healers Association and will be representing Africa at international conferences on traditional medicines.
“This is on top of his international engagements where he attends at least 20 conferences annually,” said Sam, Sekuru Banda’s aide.
Sam added that Sekuru Banda’s influence was growing as marked by the number of traditional leaders who visit his shrine to learn about African herbs.
“Every month, Sekuru Banda receives more than 20 traditional healers at his shrine here in Zimbabwe where he imparts knowledge on the use of African herbs.
Most of his clients are traditional healers from Europe, Asia, Australia and America. Others also come from all over Africa thus making his schedule tight,” he added.
Sam further noted that Sekuru Banda is still performing wonders through the use of supernatural powers to assist victims of theft, broken marriages, lost love and affection and healing of various ailments that include the dreaded cancer, TB and other non-communicable diseases like hypertension and sugar diabetes.
“His multitudes of clients and patients visit him at different times. Some visit him during the day and the more shy ones who insist on privacy frequent his shrine at night. For one to meet Sekuru Banda, a prior appointment should be made through his assistants who then provide them with actual dates and time. Sekuru Banda is so busy that quite often he skips meals to cater for the needs of his clients.”
According to testimonies from the majority of his clients, 70% of the problems brought before the popular traditional healer are solved instantly while 20% take time to be solved while 10% won’t be addressed because the problems could be a result of punishment from the ancestors and God.
Striking doctors have stuck to their guns, snubbing disciplinary hearings called by the Health Services Board, saying they were still financially incapacitated to attend the hearings.
In a letter to Health Services Board chairman Paulinas Sikhosana yesterday, the Zimbabwe Hospital Doctors Association said: “This serves to inform you that the incapacitated doctors nationwide will not be able to attend the disciplinary hearings and any threats should stop forthwith to pave way for dialogue, provided an offer is made at the interbank rate.”
Doctors downed tools more than 50 days ago citing incapacitation and indicated they would only resume their duties after government has acceded to their demand for United States dollar-interbank rated salaries.
But government has shot down the doctors’ demands, fearing that it could open floodgates for other government workers to clamour for huge salary adjustments to cushion themselves against inflationary pressures.
Government recently took the doctors to court, which ruled that the strike was illegal and ordered them to return to work within 48 hours.
The doctors, however, refused to honour the court ruling, claiming they were not on strike, but incapacitated.
Government then threatened disciplinary action against the doctors, accusing them of refusing to obey a court ruling.
President Emmerson Mnangagwa last week claimed there was a third force behind the doctors’ strike, a statement dismissed by the medical practitioners.
The doctors yesterday said: “We believe we have not committed any misconduct by demanding a fair living wage.”
The government of Zimbabwe has released the Anti-Sanctions Day program which noted that people will gather at 0600 hours of the 25th of October for commemorations scheduled to start at 0930 hours at the National Sports Stadium. See the program below.
The leaders of the 16 member countries of the Southern African Development Community (SADC) falsely attribute Zimbabwe’s catastrophic economic decline to sanctions imposed by the United States and other Western countries — and they have planned a series of coordinated events and actions to protest those sanctions.
In shifting blame to the West, SADC is dismissing the Zimbabwean government’s violent misrule and excusing SADC’s own refusal to call for genuine political and economic reform in Zimbabwe.
The notion that sanctions are primarily responsible for the economic collapse in Zimbabwe is a useful fiction promoted by that country’s authoritarian elite. In reality, the ruling party, in power for 39 years, has no one to blame but itself.
Here are the facts on U.S. sanctions.
In 2001, the U.S. Congress passed the Zimbabwe Democracy and Economic Recovery Act in response to escalating human rights abuses. The law limited U.S. support for debt relief through international financial institutions and encouraged the creation of a sanctions regime targeting “individuals responsible for the deliberate breakdown of the rule of law, politically motivated violence, and intimidation.” Because of Zimbabwe’s failure to clear its external debt, the act has never actually come into play.
In 2003, President George W. Bush formally created the sanctions regime through executive order, and it initially targeted individuals undermining democratic processes or institutions. Subsequent modifications have responded to new developments — such as fraudulent and violent elections in 2008 — and included individuals responsible for human rights violations and public corruption. Currently, some 85 Zimbabweans and 56 companies (mostly linked to those individuals) are subject to U.S. sanctions, which block any holdings those companies and individuals may have in the United States and prohibit Americans from doing business with them. The European Union employs a similar targeted sanctions regime, though it includes only two individuals and one company. The E.U. has imposed an arms embargo, as well.
But that’s it. There are no broad economic sanctions, no nationwide punishments for the country, no crippling outside impositions.
Zimbabwe’s leaders have long tried to paint a different picture, twisting the sanctions regimes into a false enemy to blame for the humanitarian and economic crisis that is worsening by the day. The International Monetary Fund estimates that Zimbabwe has the highest inflation rate in the world(though the government banned publication of inflation statistics). The World Food Program says Zimbabwe is facing its worst food insecurity in recent memory. The health-care system is near collapse, with doctors striking over poor pay and working conditions.
None of these problems can be attributed primarily to sanctions targeted at individuals, or to restrictions on international financial support. Rather, the crisis is driven by the government’s failed leadership, economic mismanagement and corruption. When Mnangagwa came to power via a military coup in 2017 he promised a new dispensation and warming relations with the West. But his government employs the same brutal tactics used by his predecessor, Robert Mugabe, including violence against political opponents, human rights defenders and civil society activists.
After a recent visit to the country, the U.N. Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association, Clément Nyaletsossi Voule, concluded “that there is a serious deterioration of the political, economic and social environment since August 2018 [the date of the most recent elections] resulting in fear, frustration and anxiety among a large number of Zimbabweans.”
Zimbabwe’s southern African neighbors have long apologized for the excesses of Mugabe and Mnangagwa. A more fruitful approach would see regional leaders use their public pronouncements and private cajoling to push for much-needed political and economic reforms. It’s no secret what Zimbabwe needs: an end to attacks on political opposition and civil society, elimination of repressive legislation, transparent economic management, elections reform and a genuine national dialogue.
Regional leaders could emphasize the need to protect civil society leaders and human rights defenders and offer shelter when those individuals are under attack. They also could seek to limit the flow of funds stolen by Zimbabwean officials through their banks and curtail money-laundering within their borders through real estate purchases and other means.
Zimbabwe would benefit from a clear path toward winding down the sanctions regimes. Fortunately, the country’s existing constitution, revamped in 2013, provides a useful roadmap with an array of reforms. Simply aligning the country’s laws with the constitution would be a significant step in the right direction.
For its part, the Southern African Development Community could choose to work with the United States and other international partners to help shape a path forward along these lines.
Instead, the region’s leaders are using their joint advocacy to make an argument with no merit and join Zimbabwe in chasing a false enemy.
By Own Correspondent| In a twist of events, Speaker Of Parliament Jacob has announced that he is performing a u-turn on punishing MDC MPs for refusing to acknowledge Emmerson Mnangagwa as winner of the 2018 elections.
Mudenda yesterday promised to review his decision which has seen him withdrawing allowances for MDC MPs for 5 months and furthermore banning MDC MPs from asking questions in parliament (from ministers).
Mudenda made the revelations while responding to what some colleagues claimed sounded like a self serving, fully rehearsed question, meant to save Mudenda’s reputation following a criminal case against him opened in Serbia last week. The man is now under criminal charges for crimes against humanity having confessed that he knows that on 1 August 2018 the military was used to change election results in Mnangagwa’s favour. (Mudenda himself is a direct beneficiary of the state engineered crime.)
Responding to a question by Norton MP Temba Mliswa, Mudenda said.
“As for the second part of your appeal, I shall review my decision and I need time to think about it very deeply so that I can come back and see what needs to be done in terms of the implications of our processes here in Parliament and outside Parliament when we are embarking on our Committee processes. So, I noted your concern.”
Meanwhile, Mliswa had asked saying, “Mr. Speaker Sir, I close by saying that the Members of Parliament on this side clearly when they disrespect[ed] the President – you chaired, you made a ruling on the allowances. At this point in time, I think it was unfair for the Hon. Minister, the Leader of Government Business to bring in the issue of them disregarding the President because there is no evidence as of yesterday which showed that they disregarded the President.”
There were inaudible interjections from some MPs from ZANU PF and Mliswa ended up asking, “Can I be protected Sir?”
Mudenda then passed an order saying, “Order, can you allow the Member to conclude?”
To this Mliswa said “Mr. Speaker Sir, you are a lawyer, you are an Advocate and I say so because there is no compelling evidence of yesterday which they did leading to disregarding the President.
“It was historical and not of yesterday. So, if at all they disregarded the President yesterday, I think a decision would have been taken. Therefore, I appeal to you Mr. Speaker Sir for the good of this Parliament and for the Leader that you have been, to be able to forgive.
“Forgiveness is also part of leadership because we have a lot more to do as parliamentarians in uniting this country. I therefore ask for your conscience in this regard to make a decision which will leave us united and not divided. I thank you Sir.”
By Own Correspondent| Auditor-General, Mrs Mildred Chiri has called for transparency in procurement processes saying that corruption has had a huge adverse impact on the country’s growth.
Mrs Chiri told the Chartered Institute of Procurement and Supplies (CIPS) 2019 annual congress in Bulawayo on Thursday that procurement was the cornerstone of economic development and yet the most vulnerable to corruption. She said:
The direct costs of corruption manifest in… loss of public funds through misallocations or higher expenses as well as lower quality of goods, services and works. Suppliers pay bribes in order to secure contracts but recover these through inflated prices, billing for work which was not performed.
They deliver work which is substandard by reducing quality of work or using inferior materials. As a result, the costs are exaggerated and quality of work is compromised. Such haemorrhage retards economic growth and development.
In most of her previous reports, Mrs Chiri reported massive corruption in most government departments and parastatals which robbed the country of millions of United States dollars.
She has been constantly recommending ways to address corruption, surprisingly, maladministration has been a recurring issue in her reports, a sign that authorities have no political will to implement her recommendations.

Paul Nyathi| Botswana’s ruling party Botswana Democratic Party BDP, has yet again won the country’s general election, the country’s chief justice announced on Friday morning.
The ruling BDP has won the general election after securing 29 national assembly seats, representing 51 percent of the vote.
Botswana voted on Wednesday to elect 57 national assembly and 490 local government representatives, with the candidate of the winning party set to become president.
“Although vote counting is still ongoing, the numbers of parliament seats attained so far by the BDP obliges me to declare Mokgweetsi Masisi as the elected president of Botswana,” said Chief Justice Terrence Rannowane.
President Masisi had been presented with a surprising challenge after former president Ian Khama broke away and announced his support for the new opposition Botswana Patriotic Front which has so far has had a very weak performance in the election.
Khama stormed out of the BDP in May after accusing Masisi – his deputy until last year – of autocracy.
Khama hand-picked Masisi as his successor when he stepped down last year following two terms in office in the diamond-rich country. But Masisi moved away from some of Khama’s policies, including by loosening restrictions on elephant hunting to appeal to rural voters.
About 931,000 of the country’s 2.2 million people registered to vote in the parliamentary and local elections.
A BITTER Mutare woman stunned the gallery after she begged the court to force her estranged husband to take his HIV medication.
Margret Chinembe said if her husband continued defaulting she will be burdened when he gets bed-ridden.
The drama unfolded at the Mutare Civil Courts where Chinembe was seeking a protection order against her husband, Brian Mbombi.
Miss Prisca Tendai Manhibi presided over the matter.
Chinembe told the court that she wanted nothing but for the court to force Mbombi to take his medicine.
She said they both found out that they were HIV positive in 2015 and that she has since been taking her medication as was instructed at the hospital.
Chinembe however, accused Mbombi of brushing off the doctor’s instructions.
“He found out that he was HIV positive in 2015 but he refused to take medicine. Since then, he has not been taking any medication because he thinks he is a super hero,” said Chinembe.
She told the court that she was now living in fear that if he keeps on ignoring the doctor’s instructions, he might end up bedridden and come back home for her to take care of him since she was his first wife.
“Even though we are estranged, I am so sure that if or when he gets ill as a result of not taking the medicine, he will come back home for me to look after him and it breaks my heart to even think of such a situation,” she said.
In her application, Chinembe also told the court that Mbombi was in the habit of insulting her using vulgar language whenever he visits her at their matrimonial home.
She was also applying for maintenance but the matter was adjourned to October 28.
Mbombi’s legal representative, Ms Ndafa, told the court that her client could not be forced to take any medicine by anyone, including the court, since that was only his decision to make.
“Your Worship, it would be best if the court explains to the applicant how it cannot enforce anyone to take any medication if he does not wish to do so. If he does not want to take the medicine, that is his decision to make,” she said.
A protection order that binds the two parties was granted by Ms Manhibi who ordered the pair not to assault, insult or disturb each other’s peace.

There is a planned anti-sanctions march in Harare on 25 October. The government has declared the day a public holiday and large crowds are expected around the Central Business District and National Sports Stadium. Paul Nyathi|THE American Foreign Relations Committee has issued a statement telling the government of Zimbabwe to focus on reforms instead of the anti-sanctions campaign.
The Committee said the government must implement the reforms outlined in the Zimbabwe Democracy and Economic Recovery Act.

U.S. Sen. Jim Risch (R-Idaho), chairman of the Senate Foreign Relations Committee, today released the following statement regarding efforts of the government of Zimbabwe to spread misinformation and deflect blame for the dire economic conditions faced by the country:
“Responsibility for the current political and economic crisis in Zimbabwe falls solely on the ruling regime that has governed the country for decades. If Zimbabwe’s leaders put as much time, financial resources, and effort into delivering on their long-promised reforms as they have in distorting facts and organizing “anti-sanctions” campaigns, Zimbabweans would not continue to suffer under the dire economic and humanitarian conditions they face today. The US does not sanction people without just cause – sanctions are a response to malign activity.
“The U.S is an enduring partner and friend to the Zimbabwean people, which is reflected in our decades-long support to the country’s humanitarian and development needs. Zimbabwe’s leaders, starting with President Mnangagwa, continue to have a clear path towards strengthening the U.S.-Zimbabwe bilateral relationship through reforms outlined in the Zimbabwe Democracy and Economic Recovery Act. The ruling party should focus on the needs of the Zimbabwean people instead of their bad governance, corruption, and state capture. Regional institutions should also focus their energies on supporting democracy, not kleptocratic regimes.”
Background: In 2003, the United States began to impose sanctions on select individuals in the ZANU-PF regime and entities known to facilitate human rights abuses, undermine the rule of law, and engage in the looting of state resources for personal or political gain. While the targeted sanctions have been in place, the U.S. has continued to invest in humanitarian and development aid for Zimbabwe, spending more than $2 billion over the last 10 years. The government of Zimbabwe has used misinformation to blame U.S. sanctions for the country’s political, economic and humanitarian situation and has coordinated anti-sanctions protests across the country for Oct. 25.

Western nations imposed economic and other sanctions on Zimbabwe at the turn of the millennium after Harare embarked on the Fast-Track Land Reform Programme that resulted in tens of thousands of indigenes being allocated farms previously held by around 6 000 white farmers.
Yesterday, President Mnangagwa said the embargo had negatively impacted on development, but it was time the nation stopped whining about this reality and instead turned its attentions to factors that it had control over.

While still Vice-President, President Mnangagwa – as a developmental intervention –spearheaded formulation and implementation of the Command Agriculture Programme that has seen output of the staple maize improve.
That approach is now being applied to diverse other sectors and subsectors as a homegrown solution to growth and development challenges.
Speaking to the chiefs in Gweru yesterday, President Mnangagwa said: “We must also have a solution in the area of beneficiation and value addition. We must have solutions in the area of the types of skills that must be taught in our institutions.
“Recently, I had a meeting with the vice-chancellors (of universities) and the heads of institutions and we all agreed that the teaching, the content of teaching in our institutions, should talk to what we must do, what industry needs, what the farmer needs, what the communities need to grow and develop.
“We cannot just have institutions which are academic and just continue being academic without addressing and looking at what the needs of society are.
“So, whatever we are doing and we agreed with the minister responsible for higher education that our curriculum should now be structured so as to talk to the needs of society. So, across the board, that’s what we must now endeavour to achieve.”
In his address, the President started by formally informing chiefs — who are custodians of the nation’s values and culture — of his ascendency to the helm; something the traditional leaders heartily welcomed.
President Mnangagwa said he would be formally introducing himself to key stakeholders locally and in the region in coming weeks.
The Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces said he was using such engagements to also explain his vision for the nation.
President Mnangagwa said an indaba between the Chiefs Council and line ministers was on the cards to enable Government to address issues affecting traditional leaders.
He also said as Zimbabwe geared for elections, it was important for dialogue to occur wherever divergent opinions emerged.

By A Correspondent| Three students from Joshua Nkomo Polytechnic have been arrested for allegedly stealing mattresses, tables and chairs from the institution.
Mercy Chineka (21), Martha Goremusandu (22) and Macmillan Maseko (23), all of Spitzkop suburb in Gwanda, were arrested following a tip-off from members of the public.
The state alleges that Goremusandu who was found in possession of two mattresses, a desk and three chairs was the first to be apprehended and she implicated Maseko who was found in possession of two mattresses, a brown desk and a brown chair and Chineka who was in possession of a desk and a chair.
The trio has been summoned to appear before Gwanda Magistrates court on the 14th of November.
FOUR villagers from Fort Rixon in Insiza district allegedly ganged up and fatally attacked their neighbour using sticks, knobkerries and axe handles after they allegedly caught him having sex with their female dog.
The incident occurred at Battlefield village and the four accused persons were arrested on Sunday two days after committing the crime.
Mduduzi Ncube (36), Gerald Lunga (30), Nhlanhla Ncube (25) and a 15 year-old juvenile who cannot be named for ethical reasons allegedly beat up Sifelani Nkomo to death for bestiality.
They jointly appeared before Bulawayo magistrate Mrs Ulukile Mlea-Ndlovu facing murder charges and were remanded in custody to November 5 pending provision of a trial date at the High Court.
Mduduzi, Nhlanhla and Lunga were remanded at Khami Remand Prison while the juvenile was taken to Bulawayo Prisons’ juvenile section.
The prosecutor, Mr Nkathazo Dlodlo, said on October 18, Mduduzi caught the deceased having sex with one of his dogs and was incensed.
He teamed up with the other accused persons and they allegedly armed themselves with sticks, knobkerries and axe handles.
When they confronted Nkomo, he tried to flee but the accused persons caught up with him.
“When the deceased tried to flee, the accused persons managed to catch up with him and they indiscriminately assaulted him using sticks, knobkerries and axe handles all over the body resulting in his death,” said Mr Dlodlo.
The court heard that soon after killing him, the four accused persons fled from the scene leaving the body on the ground.
A passer-by stumbled upon the body and reported the matter to the police.
Investigations were conducted leading to the arrest of the four accused persons.

“The Sports and Recreation Commission (SRC) approached us saying they want Talen Vision and Indlovu Iyanyathela to play their league match at the anti-sanctions day, but the former expressed its reservations saying they are concentrating on the championship, hence they want to play at Luveve. We then approached Ajax Hotspurs, the home side against Bulawayo City and they too said they are not interested in moving to White City. State Media|STUDENTS at Lupane State University (LSU) on Wednesday staged a demonstration blocking the Bulawayo-Victoria Falls highway protesting against lack of food, electricity and water at a time when lecturers were on strike.
They used stones and tree branches to block traffic on the Bulawayo-Victoria Falls highway causing a traffic jam on Wednesday afternoon in reaction to a strike by academic and non-academic staff which had entered the third day leaving them stranded.
Members of staff at the institution downed tools on Monday protesting alleged “incapacitation” and this left students stranded after closure of the canteen.
A power failure in Lupane also compounded the situation as there was no water, electricity and internet services prompting students to take to the streets.
They started singing and toyi toying on campus and moved to the main road where they were later dispersed by police in the evening.
The students complained that besides missing on lectures, buying food from private caterers at Lupane centre was expensive for them.
“We haven’t learnt anything since the semester started in July because lectures have been on and off. Exams will be starting soon and we don’t even know what we are going to write since we didn’t learn anything. As if that’s not enough, they all abandoned us at the campus which is why we had to demonstrate,” said a student on condition of anonymity.
LSU director of marketing and communication Mr Zwelithini Dlamini yesterday confirmed the students’ demonstration and staff industrial action.
He however said management had engaged the disgruntled parties and staff members had returned to work yesterday.
“Workers’ representatives for both academic and non-academic staff communicated last Friday that they would not be able to report for duty for three days starting on Monday because of incapacitation.
“The three days they had indicated lapsed yesterday and they are now back at work while management continues engaging them,” said Mr Dlamini.
He said the strike by staff members contributed to the students’ demonstration.
“Students have not been learning which is a cause for concern because they are here to learn. Frequent power outages also affected water supply and internet services on campus while closure of the dining hall incapacitated students.
“As a remedy we tried bringing outside caterers to serve them but obviously the issue of pricing remained a cause for concern because they could not lower prices to what students could afford,” said Mr Dlamini.
“Students became impatient on the third day and they barricaded the highway causing a traffic jam. We engaged them because they were now taking their anger to the wrong people and they understood and cleared the road.”
He said a way forward is being worked on regarding lost learning time and possibly having exams written at an appropriate time.
State Media|A SIX-year-old boy was found dead near Lot 4 suburb in Zvishavane after he was reported missing after he left for school in the morning but did not return home.
It is suspected that the child could have been kidnapped on his way to school and killed before the body was dumped in a nearby bush in Lot 4 high density suburb.
It is understood that the Grade One pupil, Elohim Ziwanza of Izaya Park left home at around 6.30AM to go to Makwasha Primary School but did not return home.
The boy’s mother searched for him with the help of relatives and school authorities but their efforts were in vain.
She then went to report him as missing at the local police station.
Police Officer Commanding Zvishavane District Chief Superintendent Albert Ncube confirmed the incident which occurred on Tuesday.
“Yes l can confirm that a child who had earlier been reported missing was found dead near Lot 4 suburb in Zvishavane.
“Investigations are still in progress to establish what transpired.
“Elohim a Grade One pupil at Makwasha Primary School is now deceased and his mother had appealed to members of the public to come forward with information that may help but unfortunately the boy was found dead.
“His mother said her son left home around 6.30AM for Makwasha Primary and never returned home.”
Authorities at the school are said to have told the mother that the boy did not attend school on the day he was reported missing.
“Our deepest condolences go out to the family of this young child. This is a loss no parent should bear,” said a senior teacher at the school.
AN average Zimbabwean family of five people required at least ZWL$2 192 in September this year to meet its basic needs for it not to be deemed poor, a 20 percent jump from the previous month, data released on Thursday shows.
In August, the same family required ZWL$1 827 according to the Zimbabwe National Statistics Agency. Prices of goods and services have continued to go up since the beginning of the year on the back of a loss in value of the local currency against major currencies, especially the United States dollar. “The TCPL (Total Consumption Poverty Line) for an average of five persons stood at $2 191.62 in September 2019,” Zimstat said.
“This means that an average household required that much to purchase both food and non-food items for them not to be deemed poor.”
The TCPL is commonly referred to as the Poverty Datum Line (PDL). While the quantities of commodities in the food basket is fixed, Zimstat said the PDL varied by province, with the lowest being $2 007 in Mashonaland Central and Matabeleland North being the highest at $2 365.
Zimstats said during the same month, an individual required $176.61, up from $145.06 in August.
The continued rise in the cost of living places the majority of workers below the PDL as many of those in formal employment are earning below ZWL1 000. Government is facing pressure from its employees who recently declared that they were incapacitated to come to work due to the continued rise in the cost of living against stagnant incomes. ABOUT 10 girls between the ages of 14 and 18 from one secondary school in Hwange District dropped out of school this term after they got married.
Matetsi Secondary School is located in a resettlement area almost halfway between Hwange and Victoria Falls.
School authorities have raised concern as seven of the girls failed to write their Ordinary Level examinations after their parents married them off.
One girl reportedly returned to write examinations after giving birth.
Two recent cases involve two Form One siblings aged 14 and 15 whose parents allegedly forced them into marriage after the older one fell pregnant.
Some members of the community said early child marriage and teenage pregnancy cases are common in Matetsi, with some of them perpetrated by parents who marry off their minor daughters for economic gains.
They advocated for the arrest of parents who force their children into early marriage.
The school’s development committee chairman, Mr Emmanuel Shoko, confirmed the incidents.
“It’s true and we are shocked as a community. We had a meeting with education officials on 30 September where the District Schools Inspector (DSI) Mr Germination Ncube tasked us to mobilise villagers and community leadership.
“We called for a meeting but only a few people turned up and we had to reschedule. We don’t know the cause of these early child marriages yet and we are keen on investigating. If these girls were boarders, we would blame the environment they live in but they are all from within the community which scares us as we suspect there could be something wrong in our homes,” said Mr Shoko.
Matetsi Ward Councillor Vulindlela Mhlanga attributed early child marriages in the area to moral decay.
“We’re preparing for a ward meeting with the DSI because we’re worried that while we’re busy building schools some people are abusing children willy-nilly. We’re still investigating but what we’re getting is that some cases are not reported.
“It’s worrying to have seven girls failing to write O-Level exams and some Form Ones getting married. Each community should have its values and as Matetsi I think we adopted a bad trend of abusing children which is affecting their education,” said Cllr Mhlanga.
A Hwange based civic rights organisation Buwalo Matalikilo Trust (BMT) initiated investigations into the cases after its officers noted the school dropouts.
BMT executive director Mrs Anna Mandizha-Ncube called for behaviour change among community members.
“As BMT we’re aware of school dropouts in Matetsi which were brought to our attention by our volunteer Gender Actions Teams (GATS). We reported some of the cases to the police and we believe investigations are in progress. We have also engaged stakeholders because these early child marriages have become worrisome and shocking,” said Mrs Mandizha-Ncube.
Her organisation has been doing awareness programmes such as ‘Changing the River’s Flow for Young People, Asikhulume/Let’s Speak and Rights Action and Accountability’ aimed at concientising the community about gender-based violence and rights abuses.
“This issue needs urgent attention. We will continue campaigning against early child marriages and encouraging communities to report such cases. The community needs a serious paradigm shift on how it addresses these issues of gender-based violence because we have noticed a culture of concealing cases. It’s our plea then to all stakeholders for serious holistic intervention,” said Mrs Mandizha-Ncube.
Hwange DSI Mr Ncube said the Ministry of Primary and Secondary Education is investigating the issue.
“We heard about school dropouts and visited Matetsi to investigate. We still have to speak to the community because we haven’t established the root cause.
“We noted that some kids just disappeared while some got pregnant and are married hence the need to speak to the community so we help each other. School authorities cannot shape these children alone without the input of parents who we expect should value their children’s education,” he said.
State Media|FORMER Zinara boss Frank Chitukutuku’s freedom bid hit a brick wall yesterday after his bail application was dismissed.
Chitukutuku is facing six charges of criminal abuse of office after he allegedly awarded road rehabilitation contracts worth US$20 million to a colleague without following legal processes.
In dismissing the bail application, Harare magistrate Mr Francis Mapfumo said Chitukutuku’s bid to change his name when a trial was ongoing showed that he was trying to run away from the charges. He said Chitukutuku’s actions would destroy evidence since all his properties were registered in his original name.
“The accused person is a flight risk and still has influence at Zinara where his friends and family members are employed,” said Mr Mapfumo.
Mr Mapfumo deferred the matter to November 7.
Allegations against Chitukutuku arose between January 2009 and May 31 2016 when he allegedly influenced awarding of contracts worth US$20 million for rehabilitation of roads in Zaka, Buhera, Mhondoro-Ngezi, Murewa and Goromonzi.
The contracts were awarded to Fremus Enterprises (Pvt) Ltd without following procurement procedures.
According to the case outline, Chitukutuku had the power over disbursement of road rehabilitation funds.
“The accused, in connivance with former Zinara technical director Moses Julius Juma, corruptly imposed the awarding of contracts for rehabilitation of road works for Rural District Councils without following procurement procedures,” read the court papers in part.
“The accused acted contrary to his duties as a public officer for the purpose of showing favour to Fremus Enterprises (Pvt) Ltd, a company owned by his ZAOGA church associate, Freddy Chimbari.” It is further alleged that Chitukutuku and Juma would threaten to withdraw road rehabilitation funds to Rural District Councils that sought to award road contracts to other contractors ahead of Fremus Enterprises.
According to the charge sheet, Chimbari purchased a US$30 000 residential stand in Glen Lorne for Chitukutuku as a “kick back” for awarding his company contracts.
Chimbari is also said to have, on different dates, deposited a total US$114 000 in Chitukutuku’s CBZ account, as a return of favour for the contracts.

We are writing to you as citizens of Zimbabwe, to convey our dismay in the position you have taken to choose to support Zimbabwe government in condemning sanctions which were put in place to ensure Zimbabwean Leadership and government resort back to the dictates of good governance and respect of human rights.
Instead of you as a body using the opportunity to insist on the founding principles of this organisation and encourage the Zimbabwe government to refrain from brutalising and killing its citizens, you are choosing to ignore those fundamentals that would promote peace and stability in our region. We as citizens of Zimbabwe who have suffered years of persecution, brutality , abductions, rape and various forms of abuse, are also appalled by your narrative of these targeted sanctions.
The narrative and interpretation of these sanctions being perpetuated by Zimbabwe Government are propagandist, misleading and misguided to the generality of our people. The people of Zimbabwe are in a fundamental crisis because of lack of leadership, accountability, rule of law and inconsistent policy of both economic and political framework, that inspires citizens to participate in our national developmental and economic planning.
Elections in Zimbabwe continue to be the source of political conflict and instability rather than good governance and prosperity. SADC has failed to stamp its authority and authenticity in ensuring an effective policy framework that promotes genuine elections as an expression of sovereignty, that will provide the basis for the authority and legitimacy of a government acknowledged and given consent by the citizens. Genuine democratic elections serve to be internationally recognised as well as good human rights practices, and are central to the maintenance of peace and stability. Where government’s are legitimised through overwhelming consent of their citizens, the scope for non democratic challenges to power is reduced. All political power emanates from people.The standoff in Zimbabwe and the challenges confronting us is between citizens and the state. If the principles of democracy are to be enshrined and respected, a government from the people should be able to dialogue with its citizens and be able to understand the impact and importance of the people’s consent in governance.
Supporting anti sanctions demonstrations with the Zimbabwean government is more like rejecting your own people that you lead and converting our governments to Monarchy Supremes. That will continue to impede economic growth, development, infrastructure and political stability. We are pleading with SADC as a body which believes in democracy, rule of law, stability and peace for promoting transformation and prosperity to be an arbitrator between our government and the citizens rather than being seen as an enemy of citizens and ordinary people. Your role in the region must reflect progress in all your objectives to achieve economic development, peace, security, growth and alleviate poverty, resulting in enhancing the standard and quality of life of the people of our region.
We have written this letter to you as a gesture of peace, respect and responsibility of the role you were founded upon. We believe and remain with hope that you being equipped with clear information, knowledge, understanding and compassion, with a sincere heart, you will be able to resolve our challenges as country and be able to foster peace and prosperity in our society.

An assault docked was reportedly opened against Caps United player Ronald Chitiyo after the forward was involved in a post-match scuffle at Barbourfields Stadium on Wednesday.
The chaos erupted following a decision by referee Happy Mabhena to award a late penalty to Chicken Inn after goalkeeper Tonderai Mateyaunga was adjudged to have fouled Obriel Chirinda inside the box.

Farai Dziva|Zanu PF is tormenting villagers in Masvingo Central Constituency for taking part in a nursery project facilitated by COTRAD, a Masvingo based Non-Governmental Organisation.

There is a community nusery along Mutirikwi River between ward 16 and 18, Masvingo Central Constituency.
The purpose of the nursery is to address climate change and deforestation in the two wards.
Tree and vegetable seedlings were devoured by livestock because area wasn’t protected.
COTRAD together with the community decided to approach a company that specialises in barbed wires.
The company agreed to fence the garden on behalf of COTRAD.
After after fencing the nursery, we visited the place with the ambassador of Germany.

A MARRIED woman packed her belongings after her husband discovered that she was bedding his brother for over a decade.
Panashe Takavarasha, 33’s shenanigans with Brasington Gohwe, 37, a cousin to her husband Redson Barson, 34, came to light after 10 years living the marriage on the rocks.
Barson discovered some nude photographs of Takavarasha in his wife’s phone memory card, audio messages between her and Brasington.
Gohwe’s marriage is reported to have also collapsed following a family meeting over the infidelity.
“When men cheat, they can be caught within a day but women keep it silent in order to protect their marriages but when women cheat it is only grace that can lead you to discover it,” said Barson.
“My wife has been bedding my cousin for the past 10 years and I could not discover it. This is poisonous, inhumane witchcraft shown by my brother.
“I married my wife in 2006 and the two have been seeing each other behind my back since 2009 according to her.
“I feel betrayed by my brother and see it best to do paternity tests to have a peace of mind maybe two of my three kids might be his,” said Barson.
He chronicled his conversations over the phone with Brasington when he was out on business while he was seeing his family.
“Many times I would leave him at my house going out for work unaware that he was defiling my bed, ruining me and my family.
“Brasington is heartless, cruel and similar to a dog by bedding my wife and giving me a plastic smile and a Judas kiss,” said Barson.
Takavarasha said she was insulted by Barson’s relative and some of the WhatsApp messages in the hands of H-Metro showed that she viewed her actions as common not to deserve divorce accusing Barson of rap_ing her in 2006 leading to their marriage.
Contacted for comment, Takavarasha blamed Barson for disturbing her love affair with the person she wanted to marry.
“Barson forced me to have se_x with him and that led to our marriage in 2006,” said Takavarasha.
“He disturbed me from getting married to the person I wanted so he must not bother me about all this; after all I was in love with another guy besides his brother.
“I am not the one who posted the nud_e photographs he discovered in my memory card but he is parading them to everyone.
“When he discovered it he was furious that he wanted to kill me that is why I replied in the manner I did nekuti ndozvaaida kunzwa izvozvo,” said Takavarasha.
In the photographs unearthed, she took her time capturing her private parts, breasts and displaying her knickers and legs to seduce whoever was to receive them.
Gohwe could not be reached for comment with reports that he was put in remand prison over indiscipline at his work place.

HON. ZHEMU: Thank you Mr. Speaker Sir for giving me the opportunity to add my voice to the removal of sanctions. I want to tell it as it is, Mr. Speaker Sir. Who brought the sanctions Mr. Speaker Sir? We have people right here seated with us, Hon. Members who went begging for sanctions. They are not even listening to the whistle that is being given in this House.
Mr. Speaker Sir, let me educate them on the need to have the sanctions removed – [HON. MEMBERS: Inaudible interjections.] –. We have very educated people here, including those on my right but they use their education against their own country, against their own people. People are dying, people are suffering because of people who went to beg for sanctions to be imposed illegally on Zimbabwe.
Mr. Speaker Sir, re-engagement is about opening up the doors that were closed by those who went to beg for sanctions. We cannot stand and fold our arms when our people are suffering because of the ills of some of us right here in this House. Mr. Speaker Sir, I would like to open up everyone’s mind here about the importance of reengagement. Reengagement is seeking to open the closed doors of negotiations of being able to export our products.
Honourable Speaker Sir, give us a chance, Hon. Mliswa can you give me a chance to debate quietly please. Thank you – [HON. MEMBERS: Inaudible interjections.] – SADC has come up with a plan, with 25th of October being a day that we need to tell the world that it is unfair for the sanctions to be imposed on Zimbabwe. They are illegal in that they were not sanctioned by the United Nations. They were sanctioned by the big powers. They are illegal sanctions so they have to be removed.
I need to remind people here that sanctions are actually a special warfare. It is a war that is being waged against Zimbabwe – [HON. MEMBERS: Inaudible interjections.] – I support the notion that those who went begging for sanctions are terrorists. They must be treated as such, because it is causing a lot of suffering to our people. Sanctions are used to further the agenda of regime change. The Americans are using it to try and change the regime in Zimbabwe which is a regime change agenda. They are fighting a war against the innocent people to say that sanctions are targeted is to be blinkered. You are looking in one direction, not in the other direction. We want to remove the blinkers from those people today. Sanctions are not targeted. They are affecting the general people in the rural areas. We will not allow people to have these blinkers forever. That is why SADC saw it fit to declare 25th October as an anti-sanctions day against Zimbabwe. So those of us who went begging for sanctions must go back and beg for them to be removed – [Hear, hear] –
When national duty calls we must all raise our reasoning above party politics. Sanctions are a party politics gimmick. We must all raise our reasoning above party politics so that we put the nation first. The nation of Zimbabwe comes first, individuals like some of those who went to beg for sanctions do not come first. Zimbabwe comes first.
As I said in my opening speech of the First Session of the Ninth Parliament, sanctions are an evil, they are a devil. They are a demon that has to be exorcised. Sanctions are catastrophic. Our people are suffering. Go to the hospitals, there are no medicines because of the imposition of illegal sanctions against the people. You celebrate that even if you aspire to be the ruling party to come into party, are you going to rule graves when all people are dead because of sanctions? – [HON. MEMBERS: Inaudible interjections.] –
No sane person can ever go and beg, kneel on your knees for sanctions to be imposed on your country, on your own people. That is murderous. It is terrorism in one form or the other. Sanctions hurt the ordinary people. Mr. Speaker Sir, there is no corruption which is more than going to beg for sanctions for your people. Begging for sanctions is the mother of all corruption that you can ever think of – [HON. MEMBERS: Inaudible interjections.] –
Mr. Speaker Sir, I would like to go sector by sector,dissect and try to open the people’s eyes on what sanctions have done to the sectors in Zimbabwe. I will start with the health sector. The manufacturing companies that manufacture drugs are closed. They are not able to import drugs into the country. They cannot import the raw materials. People are suffering. There are no medicines because of sanctions that some of us went to beg for – [HON. MEMBERS: Inaudible interjections.] – Importation of the necessary drugs, HIV for example, the Anti Retroviral drugs are hampered because some of us here look at us with the corner of their eyes and smile yet people are dying.
Let us look at industry and commerce. Foreign direct investment is hampered to come into the country. That is why we have companies not coming to invest because the funds are blocked out there. Banks that try to assist companies to bring cash into Zimbabwe are being fined. We have heard CBZ has been fined quite a lot of money –$3.8 billion, Standard Chartered Bank was fined US$18 million for having assisted companies to bring money into Zimbabwe and people smile about that. Open your eyes, open up your mind. People think properly, see the truth – [HON. MEMBERS: Inaudible interjections.] –
Our exports for example, let us look at what has happened to the diamonds in Chiyadzwa. They have been closed out of the market because they are alleging – false allegations that there are children working in Chiyadzwa. How can we have children work in Chiadzwa yet we have a lot of adults who are not employed, we can never have that, it is not true, it is a bad gimmick. Let us look at mining, we need to retool the mining sector, we need to open up the closed mines, we need to get the latest technology to mine our diamonds and gold. We have people who do not see this, people who beg for sanctions to be imposed on an innocent nation. Look at the countries that have imposed sanctions on us, they are the big foreign powers who have imposed sanctions; they want a regime change agenda which is not achievable. I thank you Mr. Speaker Sir for having given me this chance.

INSIDE ZANU PF: Before leaving for Russia, President ED last week drove from Kwekwe to Harare with a convoy with 15 cars, so he can hire a private jet from Harare to Bulawayo. Two days after, he flew to Russia with an entourage of 68 people. On Friday there is a march (strike) against sanctions, marching from RG Square to National Sports Centre to address ourselves (there will be no US, UK, or other western representatives there), in the evening there will be an anti sanctions gig. Who will we be talking to? Why not march to the embassies? What will be the impact, if any derived from marching to ourselves, for ourselves, so that we can talk to ourselves, and then after that throw a party in the evening for ourselves?
There will be a sanctions celebrations gala with Jah Prayzah and other hired musicians; what will we be celebrating? Who is advising Mnangagwa?

Botswana Opposition party Umbrella for Democratic Change has already complained about irregularities in the elections held on Wednesday, but the IEC hopes there won’t be any need to recount ballots.
IEC spokesperson Osupile Maroba: “Sometimes we are saved by margins… if the margins are of hundreds, then a recount won’t make any logic and may discourage calls for a recount.”
Maroba said vote counting was moving at a good pace: “We’re about to reach half of the 490 local government polling results. By this afternoon, we will have two National Assembly districts. Some started verification around 12 midnight; we believe they started counting soon after.”
The full results of the vote are expected by midday on Friday and the voter turnout will also be announced then.
VOTING NOT CREDIBLE, SAYS UDC
The UDC said the election process was not credible.
It alleged that the governing Botswana Democratic Party (BDP) paid for votes and used intelligence services to undermine the process.
The UDC said the BDP colluded with intelligence to compromise-free, fair and transparent elections in Botswana.
The IEC’s Osupile Marobahas responded to this: “We had noticed that some voters were not on the roll that was destined for a particular polling station but upon query in the system these names were found to be somewhere else within the constituency and if that name appeared valid then the arrangement was made to take the page of that particular voter to where she had a card for voting.”
Maroba said voters that were turned away from voting stations on Wednesday were found to be registered elsewhere, while others didn’t want to admit that they were registered more than once.
“If they were honest to admit that they registered twice we would ask them to locate a registration card consistent with the record and they would be able to vote, there is no way you can have two records in one voters roll.”
Political parties have 30 days after the announcement of the results to appeal.

Paul Nyathi|MDC leader Nelson Chamisa has dispelled ZANU PF’s assertion that the country is collapsing because of the targeted sanctions imposed on some ZANU PF leaders and companies.
Chamisa instead threw the blame for the collapse of the country on the ruling party elites who are busy looting the country’s finances and resources.
“Who doesn’t know that money is looted here in Zimbabwe? One person taking $95 Million another taking $75 million then we hear people putting the blame on sanctions, ” said Chamisa.
Chamisa said this while addressing mourners at the funeral wake of a Harare vendor who died in remand prison last week after he was allegedly tortured by police.
Tafadzwa Hilton Tamangani was one of the 11 vendors that were arrested near the MDC headqauters in central Harare during a police crackdown that followed the recent discovery of old police helmets at a nearby building.

Paul Nyathi|The ZANU PF Government has issued a circular instructing every University to release 500 students per campus to attend the Anti-sanctions march scheduled for Friday.
A circular to Bindura University says each campus is required to supply 500 students to attend the anti-sanctions march. Buses will be availed by the universities to ferry students from main campus at 0730hrs.

By Lionel Saungweme| Paramount Chief Felix Nhlanhlayamangwe Ndiweni is being stalked by unnamed shadowy characters after he called on Emmerson Mnangagwa to resign. The call was made in Bulawayo at a press conference held on Tuesday October 22, 2019.
The respected cultural leader, whose opposition to Zanu PF government has few examples among Zimbabwean traditional chiefs, has angered the Junta by not siding with its policies. Chief Ndiweni has protested against Zanu PF after receiving a brand new vehicle from government.
A few months ago, Zanu PF members tried to dispossess Chief Ndiweni of his vehicle but the Paramount Chief poured petrol on the truck before attempting to burn the vehicle
“You can’t bribe me or hold me and the nation at ransom because of a truck,” shouted Chief Ndiweni.
As if that was not enough, Chief Ndiweni has broken with tradition and demanded Emmerson Mnangagwa and his Government to resign from office.
“We are formally asking Emmerson Dambudzo Mnangagwa to do the honourable thing and resign with his Administration,” said Chief Ndiweni at the Bulawayo Press Club on Tuesday, October 22, 2019.
“Emmerson Dambudzo Mnangagwa has failed to manage our economy and now wants us to believe it is because of sanctions. That logic has no credibility,” continued the chief.
However, all has not been well for the chief after media houses published his press statement. An impeccable source reveals that Chief Ndiweni and his helper are being trailed by suspicious men some of whom drive a silver Nissan X-Trail.
“It was difficult to ascertain how many people were inside because the windows are dark,” said the source who spoke on condition of anonymity for fear of reprisals.
“On Wednesday evening, these men came and pretended to be after the girls who sell their bodies at night. When we sent security details to check on their identities, they disclosed that they were state security details on a mission,” said the source.
“It was clear that they were monitoring us. They pretended to be after the girls who loiter around the neighbourhood’s liquor spots yet they were on a reconnaissance mission,” said the source.
Being trailed by suspicious men is not new to Movement for Democratic Change (MDC) activists in Bulawayo. Towards the end of August this year, several MDC members who were reportedly abducted mentioned that they were trailed by a Nissan X-Trail among a convoy of vehicles. The abductions took place after MDC notified the police of their intention to hold a public demonstration.
Although Zanu PF has described the abductions as “fake,” the purported abductions of labour activists such as Zimbabwe Hospital Doctors Association President, Dr Peter Magombeyi has left the Junta’s human rights record in tatters.
PROPERTY worth thousands of dollars was destroyed when one of the boys’ hostels at Tongogara High School in Zimbabwe’s Midlands province was gutted by fire, which is suspected to have been caused by students who were allegedly smoking in the dormitories.
The fire burnt blankets and curtains and subsequently destroyed the whole floor. Students, most of whom were sitting for Ordinary Level Zimsec examinations, were left stranded as their clothes, books and other valuables were destroyed.
Acting Midlands Provincial Education Director, Reverend Tedious Mativenga confirmed the incident which occurred on Wednesday afternoon.
Reverend Mativenga said noone was injured.
He said the Ministry of Primary and Secondary Education, together with police details are carrying out investigations to establish the cause of the fire.
“I can confirm that one of the hostels at Tongogara High School in Shurugwi was gutted down by fire which broke out in the afternoon. The fire brigade was called immediately and managed to put out the fire. However, the top floor of the double storey hostel had already been destroyed. We have sent a team on the ground and the police are also investigating the matter to establish the cause of the fire,” he said.

Paul Nyathi|Ntabazinduna Chief, Felix Nhlanhlayamangwe Ndiweni has told people going out to the Anti Sanctions March on Friday to instead use the march as an opportunity to tell President Emmerson Mnangagwa to resign.
Ndiweni said this while addressing journalists in Bulawayo on the prospects of the SADC induced march set for Friday.
Ndiweni said the current sanctions in place should actually be intensified instead of being removed.
“The current targeted international sanctions must not be removed or relaxed for they are not responsible for the current economic and social meltdown in Zimbabwe,” said the firebrand traditional leader.
“Those who wish to join the sanctions marches on the 25th of October 2019; go out, join the marches and call out loudly for Emmerson Dambudzo Mnangagwa to do the honourable thing and resign with his administration because they have failed the people, they have bankrupted this country.”
“We reject the notion that our economic and social meltdown is a result of the targeted international sanctions.
“International sanctions can be removed today but it would not rectify and improve our economy or our social lifestyles.
“What we know is that the current group of individuals who are phenomenally wealthy would get even richer.
“The vast majority of us who are poor would get even poorer,” he said.
Ndiweni accused government of buying guns and expensive cars while claiming to be under sanctions.
“We have never seen comprehensive international sanctions upon a nation that still allows the nation in question to purchase 600 sniper rifles.
“This very administration recently purchased 600 top-of-the-range sniper rifles.
“This very administration recently purchased 300 AK47 assault rifles. The administration purchased offensive and not defensive riot equipment and hundreds of twin cab vehicles for the ruling party (Zanu PF),” he said.
Ndiweni also accused SADC of failing to appreciate the root cause of the country’s problems.
“For many years now, the leaders of SADC countries have chosen to listen to only the narrative of this administration in Zimbabwe.
“That course of action has not yielded the necessary results. Perhaps it is now time that the true narrative of the people of Zimbabwe is given a chance to be heard.
“Should that be agreeable, then the probability is very high that the Zimbabwean problem may be finally resolved.”
The Airports Company of South Africa (Acsa) has impounded an aircraft owned by Air Zimbabwe over debt.
Insiders at Air Zimbabwe told TimesLIVE that one of the national airline’s aircraft, a Boeing 767-200, was impounded at Johannesburg’s OR Tambo International Airport on Wednesday.
This comes as Air Zimbabwe was suspended from using the airport due to non-payment of debt.
Air Zimbabwe owes Acsa payments for landing, parking and passenger services for flights into Johannesburg.
As a result of the suspension by Acsa, Air Zimbabwe could not operate its Johannesburg-Harare flight on Wednesday and this resulted in some passengers failing to travel while others were accommodated on other airlines.
The seizure of Air Zimbabwe’s aircraft in South Africa, which is the airline’s only operational aircraft after all of its planes were grounded, forced it to cancel its Harare-Johannesburg flight on Thursday, including its domestic flights between Harare-Bulawayo and Victoria Falls.

This is Russia’s first real bold move to announce superpowers’ return to Africa. We hear that more than 50 African leaders and 3 000 delegates have been invited.

In coming up with the idea of a holiday on October 25, did the government ever spare a thought for the thousands of children who are currently sitting for their final examinations? It sounds as if this was just a rushed, off the cuff kind of decision made for political expediency.
Paul Nyathi|Zimbabwean police and state security authorities revealed how brutal and uncaring they are after they failed to even be courteous and cultural enough to visit the Tamangani Family after their son died in police custody last week.
This was revealed in an emotional speech by opposition MDC leader Nelson Chamisa in a funeral wake address at the Tamangani Family home in Harare on Thursday.
The visibly disturbed Chamisa told the gathering that had the same incident happened in other countries, it would not have been business as usual as authorities would be seeking a thoroughly investigation on the death and giving the family support.

By Precious Shumba|Most doctors are on strike claiming that they are incapacitated. How about their surgeries and private practices? The majority poor people do not have the money to go to private health centres for medical attention.
The doctors appear to be digging in and not prepared an inch to even engage the Government. The Government has made several offers, which the doctors have turned down without sometimes even considering them. Maybe it is time for government to seriously reconsider what to offer to the doctors. I have gone to the Harare and Parirenyatwa Hospitals to just check on how patients and nurses were coping. The situation is very sad.
Now, the issue is about human life and well-being on both ends, the patients and the health staff. What should come first in the attempts to find a sustainable solution? Is it about the patients?Or is it about the doctors’ interests coming first? Or is it about the Government’s ability to strike a balance between the doctors and the welfare and well-being of the patients? Those in poor health would die without medical attention. The nurses and some doctors have sacrificed to give attention to the sick and ill, despite the shortages of drugs, equipment and financial resources to keep them going.
My major worry is; will the Doctors remain on strike, and let the sick die because their grievances have not been attended to? How many deaths will move their hearts to come back to serve the people who they went to school for. Do no harm to the patients. The negotiations between the Doctors and the Government should focus on sustainable health service delivery, and not playing catch with inflation. As it stands, any increase in salaries and allowances for the Doctors will not change their lives. But the sick will be dying because of lack of medical care.
At the height of Gukurahundi, Joshua Nkomo (MHSRIP)sacrificed his needs and rights and surrendered himself in order to save the people who were being killed by Government forces. A Unity Accord came. Thousands of lives had been lost. ON 22 June 2008, five days before the run-off election day, and at the peak of human rights violations and murders of MDC supporters, Morgan Tsvangirai (MHSRIP) withdrew from the election, leaving Zanu PF to contest alone on 27 June 2008. In September 2008, the MDCs and Zanu PF signed a Global Peace Agreement which led to the establishment of the Government of National Unity in February 2009. All these events point to leaders settling their disputes on the deaths of innocent people.
Will the Doctors first witness the deaths of thousands of patients in order to realise that their battle with the Government is a moral battle requiring sacrifice and respect for human life. Are they going to walk on top of dead bodies to claim victory over the Government? The longer their strike and number of deaths, the less the chances of them retaining the support of the citizens. The Government will continue to issue statements justifying their positions, and the doctors will also continue to act with bravado, all the time people dying in hospitals. A non-monetary incentive like building decent houses for the Doctors across the country, among other options is something to put on the table.
Finally, President Emmerson Mnangagwa should stop his numerous foreign travels on a private jet which could be his, and make more money available to the health sector in Zimbabwe. History will judge Mnangagwa as the most insensitive President in Zimbabwe for allowing his arrogance to cloud his moral judgement. The sick and the Doctors are Zimbabweans, and he is the President. He should humble himself and become more human in his handling of the health sector challenges. Hospitals have become death traps, and it should no longer be business as usual.

In a memorandum directed to all tolling managers dated 24 October 2019, ZINARA Acting Chief Executive Officer S. Muzenda wrote:
Please be advised that all vehicles visibly carrying people to the Anti-Sanctions march at the various centres are to be exempted from paying toll fees tomorrow (25 October 2019).
All Tolling Supervisors should be advised of this instruction and the vehicles concerned should be allowed to use the side booms to avoid unnecessary congestion.

By Paul Nyathi|Information just received by ZimEye.com indicates that controversial ANC secretary General Mr Ace Mahashule (from South Africa) Will be in Beitbridge town on Friday to give a backing to ZANU PF in the anti sanctions march at the border town.
The reports indicate that ZANU PF Secretary for Administration Obert Mpofu has since been dispatched to the border town to host Mahashule.
The two politicians will lead residents in the town in a march through the town that will end at Dulivhadzimu stadium where they will address the gathering.
South Africa’s ruling African National Congress (ANC) early this week threw its weight behind SADC’s call for transnational solidarity against the sanctions on Zimbabwe and urged all its structures to organise activities on October 25 to send a message against the embargo.
He said the party’s National Executive Council (NEC) met on September 25 and resolved to join the rest of the SADC bloc in staging the anti-sanctions solidarity activities.
Ace Magashule, while addressing a Press conference at Luthuli House in Johannesburg said “the party’s NEC met on 25th September and made a call to end the global sanctions on Zimbabwe, our neighbour.”
“The day of solidarity will be the 25th of October 2019 and all ANC and Alliance structures are requested to mobilise activities on this day. It will happen throughout SADC.”
The day of solidarity against sanctions on Zimbabwe by the United States (US) and the European Union (EU) was declared at the 39th SADC Summit Heads of State and Government in Dar es Salaam, Tanzania, recently.
MP for Harare North Rusty Markham reports that on Friday 18th October, 2019, at 2.00 pm he received a call from local councilor Ian Makone regarding a shooting incident by the police at an area known as “Masawe” in the constituency.
Masawe is an informal settlement made up of unemployed and some ex-farm workers, located about 800m from the Enterprise Road tollgate going out of Harare, between the Shawasha/ Umwinsidale area.
The local councilor was already at Highlands police and was proceeding to the scene with the police. I arrived just after 3.00pm. Over 200 residents had gathered, and the police were there including investigating officers and the notorious fully armed riot police.
At the scene I saw a man in his 20s, lying in a small reed thatch shower/bath. His small hand towel was still over his shoulders, and the loose fitting sandals had fallen off his feet.
Residents reported that the man, Bruce Luka, had been accused of rape by his partner whom he lived with and already had a small child. The investigating officer, with 3 others, arrived and after some words shot Bruce Luka.
Police were investigating the scene, took notes, loaded the body and left with the riot squad at about 4.10pm. The body was taken to Parirenyatwa hospital morgue. On Sunday, the family was taken to the morgue but no report or contact had been received from Highlands’s police station. The post mortem date was set for the 31st of October.
With little to no cooperation from the Highlands police, the family reported the incident to PGHQ Complaints for internal investigations. The report reference number is 421/19. Residents from the Masawe area reported that the partner and the child, assisted by police, had been assisted by the police to go to their rural home in Buhera.
On Monday 21st October 2019, with the help of the councilor, the full report and complaint to the PGHQ complaints was filled in. The post mortem has been brought forward to Tuesday 22nd of October. The Minister of Home affairs was contacted and is now aware of the incident.
MP Markham voiced concern on this killing due to the impunity that police are working. A policeman cannot be killing and then investigating themselves. This is the third incident in that week, after one vendor was bludgeoned to death and died in custody after being denied medical treatment.
Further to this latest incident, the police officer involved has not been arrested or charged. No police apology or explanation has been forth coming. We are concerned that the policeman will carry on with their acts of impunity.

The ZANU (PF) international sanctions march which is supported by former liberation movements in the SADC region have a danger of pushing progressive left formations to the centre if the progressive left is not rooted in Marxism – Leninism.
The progressive left must balance its struggle against imperialism at the same time , exposing the looting class located in ZANU(PF) for what it is. The danger for the progressive forces is to use the adage which says your enemies enemy is your friend there by pushing the progressive left to stand on one corner with the imperialist forces which imposed sanctions on the political leadership of Zimbabwe. As a rule, a revolutionary or a progressive left will never stand on the same corner with our international class enemies on any issue. Equally, revolutionaries will at all material times stand opposed to the looting class that uses state apparatus to cow down the leadership of organised labour through abductions, beatings and imprisonment.
As the international sanctions marches are gathering steam in our region, the task of the progressive left is first and foremost to denounce sanctions and secondly denounce the looting class as led by President Mnangagwa for its hypocrisy. The Mnangagwa administration thought that by announcing the compensation of land to former white commercial farmers and by applying to rejoin the British Commonwealth would be enough to convince the imperialists to drop sanctions. They were naive.
Equally, those who buy into the false narrative that sanctions were imposed as a result of human rights abuse need to deepen their understanding of imperialism. Assuming the sanctions were imposed to end human rights abuse and to force the political leadership in Zimbabwe to conduct free & fair elections, we must look at how the Eswatini regime is abusing its citizens who are not allowed to belong to political parties. In 1973 , King Sobhuza banned political parties, many Swazis are in exile in South Africa while King Mswati enjoys good relationship with the imperialist forces. The day King Mswati were to lay his hands on the sugar plantations , he will not last a day. What about the President of Uganda who jails on daily basis his political opponents, why is the USA not imposing sanctions including on Rwanda where opposition leaders are disappearing ,some assassinated in South Africa?
In its opposition to Zanuism , the progressive left must not find itself on the side of imperialist forces and should not be marching along side ZANU (PF) that has declared the working class its enemy. For comrades who are not rooted in the Marxist theory, this balancing act will be difficult to perform . Some comrades might be swept away by the populist wind and fall either on the side of imperialist in advancing the targeted restrictions narrative or find themselves marching alongside the looting class whose class interest is to continue looting.

A STUDENT at the National University of Science and Technology (NUST) in Bulawayo was allegedly killed by his six friends in a fight over pr0stitutes in the city centre.
It is alleged that Tyson Gumiremhete (25) from Emganwini suburb was killed by his six friends identified as Mcebisi Madikani (26), Simbarashe Mupfunya (24), Nigel Mupfunya (24), Nigel Dube (25), Arnold Matara (24) and Motusi Ngulube (24) after they had a misunderstanding over hookers.
The suspects have since been arrested.
The incident occurred at Stop Over night club at corner 13th Avenue and George Silundika Street last week Saturday.
It is alleged that the gang met Gumiremhete in the city and went to the club where they had a fight and the gang punched and struck him with broken bottles all over his body.
Gumiremhete sustained deep cuts all over his body and was rushed to Mpilo Central Hospital with blood gushing out of his wounds. He was later transferred to the United Bulawayo Hospitals after his condition deteriorated and he died on the same day. A post mortem report revealed that Gumiremhete died due to trauma, head injury and subdural hematoma.
Bulawayo Metropolitan provincial police spokesperson Chief Inspector Precious Simango confirmed the incident.
“I can confirm that a man aged 25 was attacked by six men last week Saturday at a night club and we are still investigating,” she said.
When the Chronicle visited Gumiremhete’s home yesterday they found the family already gone to his rural home in Karoi for his burial. His friend, Mr Bernard Ngulube, said Gumiremhete- a parallel student in the sciences faculty- was also a vendor in the city.
“Tyson made pocket money by selling jewelry and beads at City Hall since he came from a poor background. That day he knocked off early and told me that he’s going to a club to refresh his mind. I’m so hurt that my friend died so soon. I was with him on Saturday before his friends came and asked him to go clubbing with them,” he said.
He said he doubted that his friend was killed over prostitutes as he had a girlfriend at school.Chronicle

Joey Antipas the current interim coach is like a second ‘Daniel’ who has come to judgement, our football direction and pedigree was crying out loudly for a brave and intelligent personality that takes the bull by the horns. For more than ten years we have been crying out loudly for such bold and decisive steps but, without much success and headway as coach after coach dithered, succumb to inertia and moments of madness when they ignored these young fledgling talents in top European leagues.
It is an understatement to say Zimbabwean football is a product of high failure as anyone can witness the world rankings of above 120 plus under Fifa global ratings, we have the undisputed talents to take us to positions below 35 in global rankings and this much anticipated invitation by Mafero brings an air of confidence and stability right from the onset, as we steadily drift into the dreamland of our aspirations in rebuilding the national teams. He who casts the first stone in the foundations, is a great builder of note and Joey Antipas has that tenacity and fortitude to help starting to re-organise the future templates of the national football teams as he directed his compass to the north. Joey Antipas has always been a good choice for genuine football development and progress since his days at Arcadia, Motor Action and currently, at Chicken Inn where he has brought a very good coaching and management style that has stabilised the ship. An average Zimbabwean family of five people required at least ZWL$2 192 in September this year to meet its basic needs for it not to be deemed poor, a 20 percent jump from the previous month, data released on Thursday shows.
In August, the same family required ZWL$1 827 according to the Zimbabwe National Statistics Agency (Zimstat).
Prices of goods and services have continued to go up since the beginning of the year on the back of a loss in value of the local currency against major currencies, especially the United States
dollar.
“The TCPL (Total Consumption Poverty Line) for an average of five persons stood at $2 191.62 in September 2019,” Zimstat said.
“This means that an average household required that much to purchase both food and non-food items for them not to be deemed poor.”
The TCPL is commonly referred to as the Poverty Datum Line (PDL).
While the quantities of commodities in the food basket is fixed, Zimstat said the PDL varied by province, with the lowest being $2 0007 in Mashonaland Central and Matabeleland North being the highest at $2 365.
Zimstat said during the same month, an individual required $176.61, up from $145.06 in August.
The continued rise in the cost of living places the majority of workers below the PDL as many of those in formal employment are earning below ZWL1 000.
Government is facing pressure from its employees who recently declared that they were incapacitated to come to work due to the continued rise in the cost of living against stagnant incomes.
Workers are demanding that their salaries, like most critical goods and services, be pegged to the interbank rate.

A MARRIED woman packed her belongings after her husband discovered that she was bedding his brother for over a decade.
Panashe Takavarasha, 33’s shenanigans with Brasington Gohwe, 37, a cousin to her husband Redson Barson, 34, came to light after 10 years living the marriage on the rocks.
Barson discovered some nude photographs of Takavarasha in his wife’s phone memory card, audio messages between her and Brasington.
Gohwe’s marriage is reported to have also collapsed following a family meeting over the infidelity.
“When men cheat, they can be caught within a day but women keep it silent in order to protect their marriages but when women cheat it is only grace that can lead you to discover it,” said Barson.
“My wife has been bedding my cousin for the past 10 years and I could not discover it. This is poisonous, inhumane witchcraft shown by my brother.
“I married my wife in 2006 and the two have been seeing each other behind my back since 2009 according to her.
“I feel betrayed by my brother and see it best to do paternity tests to have a peace of mind maybe two of my three kids might be his,” said Barson.
He chronicled his conversations over the phone with Brasington when he was out on business while he was seeing his family.
“Many times I would leave him at my house going out for work unaware that he was defiling my bed, ruining me and my family.
“Brasington is heartless, cruel and similar to a dog by bedding my wife and giving me a plastic smile and a Judas kiss,” said Barson.
Takavarasha said she was insulted by Barson’s relative and some of the WhatsApp messages in the hands of H-Metro showed that she viewed her actions as common not to deserve divorce accusing Barson of rap_ing her in 2006 leading to their marriage.
Contacted for comment, Takavarasha blamed Barson for disturbing her love affair with the person she wanted to marry.
“Barson forced me to have se_x with him and that led to our marriage in 2006,” said Takavarasha.
“He disturbed me from getting married to the person I wanted so he must not bother me about all this; after all I was in love with another guy besides his brother.
“I am not the one who posted the nud_e photographs he discovered in my memory card but he is parading them to everyone.
“When he discovered it he was furious that he wanted to kill me that is why I replied in the manner I did nekuti ndozvaaida kunzwa izvozvo,” said Takavarasha.
In the photographs unearthed, she took her time capturing her private parts, breasts and displaying her knickers and legs to seduce whoever was to receive them.
Gohwe could not be reached for comment with reports that he was put in remand prison over indiscipline at his work place.

By Brian Nichols| Blessed with abundant mineral resources, rich farmlands, ideal weather, stunning national parks, and a well-educated, industrious people, Zimbabwe should be the economic powerhouse and the breadbasket of southern Africa, and even more popular as a tourist destination and business investment opportunity, as it once was.
What then, is holding Zimbabwe back? It’s not sanctions. There are only 141 Zimbabwean people and companies on the United States sanctions’ list. That’s right, just 141, in a country of 16 million. They are on the list for good reason. These are people who have engaged in corruption, committed human rights abuses, and undermined Zimbabwe’s democratic process. Blaming sanctions is a convenient scapegoat to distract the public from the real reasons behind Zimbabwe’s economic challenges —corruption, economic mismanagement, and failure to respect human rights and uphold the rule of law.
There is no United States trade embargo on Zimbabwe. American companies are interested in investing in Zimbabwe but are deterred by the massive levels of corruption, economic uncertainty, and weak rule of law. So, investors turn to other promising opportunities in the region and wait for the country to embrace the political and economic reforms that would make it a more attractive destination.
The greatest sanctions on Zimbabwe are the limitations the country imposes on itself. Zimbabwe is ranked 160 out of 175 nations on Transparency International’s corruption list. Zimbabwe loses more than US$1 billion per year to corruption. That’s huge compared to the size of Zimbabwe’s entire economy — around US$26 billion. The government says fighting corruption is a priority but have government and government-connected perpetrators been held accountable? No. If the country’s laws were evenly applied and enforced, government coffers would be full and the economy would be humming; tax revenue and foreign exchange would not leak from the Treasury, and government would recover some of the money that has made a privileged few extremely wealthy. It’s not sanctions, it’s corruption.
Passengers intending to travel to Harare have been left stranded at the Victoria Falls International Airport after an Air Zimbabwe flight that was due to fly at 730am was delayed.
Now it’s over five hours and they are still seated inside the airport waiting endlessly for the flight to take them to Harare.
