However, some harm reduction activities can still be implemented under certain national objectives housed in government ministries and departments. For example, the national Key Population Strategy recognises people who use drugs as people at higher risk of contracting HIV and hence should be given specialised attention in health service delivery.
The right to health enshrined in the constitution may facilitate access to treatment services
The ministry of Health has recognized that access to health services for PWUD now needs attention. The ministry called for the first stakeholders meeting on February 1 2091 to develop a strategy to have health services for drug use enshrined in the public health delivery system.
