The disclosure before Parliament by the Central Bank that it has borrowed US$ 990 m from foreign institutions wout Parliamentary approval in breach of s327 of the Constitution left us shocked . So too the disclosure that US$1.13 billion worth of TBs have financed ZAMCO s NPLs
